H\u00e2l b\u00f6yleyken, sorunlar aras\u0131nda s\u0131ralama yapmak zorla\u015f\u0131yor. Yine de \u201cekonomi\u201dyi ilk s\u0131ralara yerle\u015ftirmek kan\u0131mca \u00e7ok hatal\u0131 de\u011fildir.<\/p>\n<p>Bir kurumun sat\u0131\u015f\u0131n\u0131n ard\u0131ndan \u201c<em>Ben buran\u0131n bu kadar b\u00fcy\u00fck oldu\u011funu bilmiyordum!<\/em>\u201d diyen, daha da \u00fczerine gidilirse \u201c<em>Babalar gibi satar\u0131m!<\/em>\u201d diyen bakanlarla y\u00f6netilmi\u015f g\u00fczel \u00fclkemizde, insanlar\u0131n onurla ya\u015famak i\u00e7in \u00e7alacaklar\u0131 kap\u0131 devlet yerine ekseriyetle sermaye sahibi patronlar\u0131n vicdan\u0131 oluyor. \u0130\u015fte b\u00f6yle bir ortamda \u201cinovasyon\u201d dedi\u011fimizde akl\u0131m\u0131zda ilk sekt\u00f6rel firmalar beliriyor. Oysa ticar\u00ee firmalar, inovasyonun sadece uygulama a\u015famas\u0131d\u0131r; onun as\u0131l geli\u015fti\u011fi yer, temel bilimsel ara\u015ft\u0131rmalard\u0131r. Bu \u00e7o\u011funlukla \u00fcniversitelerle devlet destekli ara\u015ft\u0131rma kurumlarda yap\u0131l\u0131r. Belki de \u00fclkemizdeki ekonomik gidi\u015fattaki bozuklu\u011fun sebeplerinden biri bu ba\u015flang\u0131\u00e7 noktas\u0131n\u0131 ka\u00e7\u0131r\u0131p do\u011frudan sonu\u00e7 odakl\u0131 yakla\u015f\u0131ma ba\u011flanmakt\u0131r.<\/p>\n<p>Bu yaz\u0131da, \u201cmuas\u0131r medeniyetler seviyesi\u201d hedefinden lafta asla sapmayan T\u00fcrk milletinin bu hedefe ula\u015fmada \u0131skalad\u0131\u011f\u0131 temel nokta; T\u00fcrk akademisinin son d\u00f6nemdeki gidi\u015fat\u0131 ele al\u0131nacakt\u0131r.<\/p>\n<h2><strong>T\u00dcBA\u2019n\u0131n akademi raporu<\/strong><\/h2>\n<p>T\u00fcrkiye Bilimler Akademisi (T\u00dcBA), kendisini 1800\u2019l\u00fc y\u0131llar\u0131n ortalar\u0131ndaki <em>Enc\u00fcmen-i Dani\u015f<\/em> diye bilinen bilim kuruluna dayand\u0131rmaktad\u0131r. Her y\u0131l belli ba\u015fl\u0131klar \u00fczerinden ara\u015ft\u0131rmalar yaparak raporlar sunar ve \u00fclkedeki bilimsel gidi\u015fat hakk\u0131nda politika \u00fcretilmesi i\u00e7in yol g\u00f6stericidir.<\/p>\n<p>Kas\u0131m 2020\u2019de yay\u0131mlanan T\u00fcrkiye Bilim Raporu\u2019nda [1] hayli dikkat \u00e7ekici noktalar var. \u00d6rne\u011fin; a\u015fa\u011f\u0131daki grafikte 2000 ile 2018 aras\u0131nda \u00fclkelerin ki\u015fi ba\u015f\u0131na d\u00fc\u015fen yay\u0131n say\u0131s\u0131 ile patent say\u0131lar\u0131 aras\u0131ndaki ili\u015fki g\u00f6r\u00fclmektedir. Daire b\u00fcy\u00fckl\u00fcklerinin GSY\u0130H\u2019ye g\u00f6re ayarland\u0131\u011f\u0131 (do\u011fru orant\u0131l\u0131) analizde, ekonomik a\u00e7\u0131dan zengin \u00fclkelerin yay\u0131n ve patent \u00fcretme durumunun di\u011ferlerine g\u00f6re daha fazla oldu\u011fu g\u00f6r\u00fclmekte. Raporda, bir \u00fclkenin ekonomik zenginli\u011finin, \u00fcretti\u011fi inovasyon ile do\u011fru orant\u0131l\u0131 oldu\u011funa vurgu yap\u0131lmaktad\u0131r. Grafik incelendi\u011finde; T\u00fcrkiye bu s\u0131ralamada olduk\u00e7a geride yer almakta. Ayr\u0131ca ki\u015fi ba\u015f\u0131na d\u00fc\u015fen yay\u0131n say\u0131s\u0131 ile patent say\u0131s\u0131 aras\u0131nda da ciddi bir fark g\u00f6r\u00fclmekte. Anla\u015f\u0131lan o ki T\u00fcrkiye\u2019de ekonominin geli\u015fmi\u015fli\u011finde \u00f6nemli bir g\u00f6sterge konumundaki inovasyonun iki temel aya\u011f\u0131, birbirinden kopuk \u00e7al\u0131\u015f\u0131p kar\u015f\u0131l\u0131kl\u0131 besleme yap\u0131lmad\u0131\u011f\u0131ndan b\u00f6yle bir farkl\u0131l\u0131k ortaya \u00e7\u0131km\u0131\u015f. Bu da GSY\u0130H\u2019yi olumsuz etkilemi\u015ftir. Elbette bu bir d\u00f6ng\u00fc oldu\u011fundan GSY\u0130H\u2019nin d\u00fc\u015f\u00fckl\u00fc\u011f\u00fc de inovasyonu ve yay\u0131n-patent ili\u015fkisini olumsuz etkilemi\u015ftir. Sonu\u00e7lar\u0131na yine rapordan eri\u015febilece\u011finiz ki\u015fi ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131ndaki dengesizlik konusuyla birlikte d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, \u00f6zellikle 2003 y\u0131l\u0131ndan sonra T\u00fcrkiye\u2019deki \u00fcniversitelerde arz-talep ili\u015fkisindeki bozulmalar\u0131n ve nicelik artarken niteli\u011fin azalmas\u0131n\u0131n bu sonuca ula\u015f\u0131lmada ana sebepler oldu\u011fu a\u00e7\u0131kt\u0131r.<\/p>\n<h2><strong>Bu gidi\u015fat\u0131n siyas\u00ee sebepleri<\/strong><\/h2>\n<p>Buraya kadar verilen bilgiler, i\u015fin surat\u0131 as\u0131k ger\u00e7ekleri idi. Oysa bu \u00fclkede ki\u015filerin ilgisini \u00e7ekmenin en g\u00fczel yolu, onlara sorumluluk vermeden magazin, affedersiniz; siyaset yapmakt\u0131r. O halde biz de i\u015fin esas can s\u0131kan ama tuhaf bir keyif de ald\u0131ran k\u0131sm\u0131na ge\u00e7elim.<\/p>\n<p>Yukar\u0131da verilen istatistik bilgilerine bak\u0131ld\u0131\u011f\u0131nda T\u00fcrkiye\u2019deki ekonomik bozukluklar\u0131n bir boyutuyla \u00fcniversitelerdeki akademik yap\u0131lar\u0131n bozulmas\u0131ndan kaynakland\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. Herhalde ilk s\u00f6yleyebilece\u011fimiz sorun \u201cliyakatsizlik\u201d olacakt\u0131r. Akademik g\u00f6reve getirmelerin bilgi, ba\u015far\u0131 ve yetenek k\u0131staslar\u0131na g\u00f6re \u015fekillenmemesi, benzer \u015fekilde ayn\u0131 toplumda ya\u015fayan gen\u00e7 ve yetenekli akademisyen adaylar\u0131n\u0131n akademik i\u015f f\u0131rsatlar\u0131 i\u00e7in e\u015fit ko\u015fullarda rekabet edememesi su g\u00f6t\u00fcrmez bir liyakatsizlik \u00f6rne\u011fidir. Daha birka\u00e7 g\u00fcn \u00f6nce lisans ve doktora e\u011fitimimi ald\u0131\u011f\u0131m \u00fcniversitede bana \u201c<em>Valla biz de istiyoruz ama Y\u00d6K kadro vermiyor.<\/em>\u201d diye kap\u0131y\u0131 g\u00f6steren hocalar\u0131m\u0131n hem de alan d\u0131\u015f\u0131na \u201c\u00f6zel\u201d \u00f6\u011fretim \u00fcyesi ilan\u0131 verdi\u011fine \u015fahit oldum.<\/p>\n<h2><strong>Rekt\u00f6rlerin referans sorunu<\/strong><\/h2>\n<p>Siyas\u00ee sebepler aras\u0131nda T\u00fcrkiye&#8217;deki 68 \u00fcniversiteyi y\u00f6neten rekt\u00f6rlerin uluslararas\u0131 yay\u0131n say\u0131s\u0131n\u0131n 0 (s\u0131f\u0131r); 71 rekt\u00f6r\u00fcn de hayatlar\u0131 boyunca \u201c\u00fcrettikleri\u201d t\u00fcm eserlerin ald\u0131\u011f\u0131 toplam uluslararas\u0131 at\u0131f say\u0131s\u0131n\u0131n 0 (s\u0131f\u0131r) olmas\u0131 gibi trajikomik bir durum da yer alabilir. Belki orada da ilk \u00fc\u00e7 aras\u0131ndan se\u00e7ilecek \u015fekilde cumhurba\u015fkan\u0131 onay\u0131na sunulurdu ama yar\u0131m da olsa demokrasi vard\u0131. \u015eimdilerde ise akademisyenler, yay\u0131n ve at\u0131f ba\u015far\u0131lar\u0131 ile de\u011fil; &#8220;\u00f6nemli&#8221; referanslar bulmakla u\u011fra\u015ft\u0131klar\u0131ndan olsa gerek uluslararas\u0131 d\u00fczeyde T\u00fcrkiye\u2019nin s\u0131ralamas\u0131 b\u00f6yle gerilerde.<\/p>\n<p>Ba\u015fka bir sebep, T\u00fcrkiye&#8217;nin d\u00fcnyada en \u00e7ok sahte\/ya\u011fmac\u0131 akademik dergi \u00e7\u0131kar\u0131lan \u00fclkeler aras\u0131nda yer almas\u0131. Vars\u0131n \u00fclkenin geli\u015fmi\u015flik d\u00fczeyi Uruguay\u2019a e\u015fde\u011fer olsun, yeter ki bizim suda y\u00fczen bal\u0131klar\u0131m\u0131z bile imanl\u0131 olsun!<\/p>\n<p>Bitti mi? Elbette hay\u0131r. Akademik ba\u015far\u0131n\u0131n birinci basama\u011f\u0131, lisans\u00fcst\u00fc e\u011fitimdir fakat T\u00fcrkiye\u2019de insan\u0131m\u0131z i\u00e7in sonuca giden yolda her \u015fey m\u00fcbah oldu\u011fundan, tez yazd\u0131rmak da gayet normal. T\u00fcrkiye\u2019de haks\u0131z bir akademik avantaj sa\u011flamak isteyen ki\u015filere sipari\u015f \u00fczerine tez yazan \u00e7ok say\u0131da \u015firket var. S\u00fcrekli doland\u0131r\u0131lan profes\u00f6rlerin ya\u015fad\u0131\u011f\u0131 bir \u00fclkenin hem sosyolojik hem de ekonomik geli\u015fmi\u015flik seviyesinin art\u0131\u015f\u0131 i\u00e7in umut, maalesef terini silerken a\u00e7\u0131klama yapanlardan, \u201c<em>Vallahi bana da s\u00fcrpriz oldu!<\/em>\u201d diyenlere halef selef yap\u0131lm\u0131\u015f y\u00f6neticilere kal\u0131r tabi\u00ee ki&#8230;<\/p>\n<h2><strong>K\u0131r\u0131lma asistanlar sayesinde olacak<\/strong><\/h2>\n<p>G\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131nda bir \u00fclkenin geli\u015fmi\u015f \u00fclkeler kategorisine girmesi, teknoloji \u00fcretimi sayesinde ger\u00e7ekle\u015fmektedir. Teknolojinin geli\u015ftirilebilmesi i\u00e7in gerekli iki temel ortam vard\u0131r. Bunlar, bilimsel faaliyetlerin ger\u00e7ekle\u015ftirilebilece\u011fi \u00fcniversite gibi yap\u0131lar ve teorik yeniliklerin prati\u011fe ge\u00e7irilebildi\u011fi sekt\u00f6rel faaliyetlerin yap\u0131ld\u0131\u011f\u0131 ticar\u00ee firmalard\u0131r.<\/p>\n<p>Yay\u0131mlanan rapor ve di\u011fer incelemeler \u00fczerinde T\u00fcrkiye\u2019nin bilimsel etkinli\u011finin, di\u011fer \u00fclkelerle kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda olduk\u00e7a geride kald\u0131\u011f\u0131 ortaya \u00e7\u0131kar. Her ne kadar milenyum \u00e7a\u011f\u0131 ile bilimsel yay\u0131n say\u0131lar\u0131nda art\u0131\u015f g\u00f6zlense ve hatta \u00e7e\u015fitli politikalar sayesinde akademik faaliyet g\u00f6steren birey say\u0131s\u0131 artm\u0131\u015f olsa da yay\u0131n kaliteleri bak\u0131m\u0131ndan 2006 ve sonras\u0131nda b\u00fcy\u00fck bir k\u0131r\u0131lma ya\u015fand\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p>Bilimsel \u00e7al\u0131\u015fmalar\u0131n kayna\u011f\u0131n\u0131 olu\u015fturan ve gelece\u011fin T\u00fcrkiye\u2019sinde kurumsal yahut bireysel sermayenin payda\u015flar\u0131n\u0131n yolunu a\u00e7an temel kurumlar \u00fcniversitelerdir. T\u00fcrkiye\u2019deki vak\u0131f ve devlet \u00fcniversitelerinde ya\u015fanan bu \u00fcretim yava\u015flamas\u0131n\u0131n sebepleri, \u00a0her ile bir \u00fcniversite a\u00e7\u0131lmas\u0131, bu \u00fcniversitelerin kurucu ve devam kadrolar\u0131ndaki vizyon eksiklikleri, akademisyeni idar\u00ee personel gibi g\u00f6ren y\u00f6netim bi\u00e7imleri sayesinde i\u015f y\u00fck\u00fcn\u00fcn art\u0131\u015f\u0131, ara\u015ft\u0131rmac\u0131 ba\u015f\u0131na d\u00fc\u015fen, \u00f6zellikle lisans\u00fcst\u00fc \u00f6\u011frenci say\u0131lar\u0131ndaki azalma, yay\u0131n eti\u011finin ihl\u00e2li ve en \u00f6nemlisi liyakatsiz al\u0131mlar olarak genel bir s\u0131ralama yap\u0131labilir. B\u00fct\u00fcn bunlar, bir \u00fcniversitenin verimlili\u011fini etkileyen \u00f6nemli fakt\u00f6rler olmakla kalmaz, ayn\u0131 zamanda akademik k\u00fclt\u00fcr\u00fcn olu\u015fmas\u0131nda da kilit rol oynarlar.<\/p>\n<p>Akademik k\u00fclt\u00fcr\u00fcn oturmas\u0131nda etkin g\u00f6rev \u00fcstlenen bu unsurlar\u0131n da temelinde akademik d\u00fcr\u00fcstl\u00fck ilkesi ve bunun k\u00fclt\u00fcr\u00fc bulunmaktad\u0131r.\u00a0 Avrupa Akademik D\u00fcr\u00fcstl\u00fck A\u011f\u0131 Akademik D\u00fcr\u00fcstl\u00fck S\u00f6zl\u00fc\u011f\u00fcnde bunun tan\u0131m\u0131: <em>\u201cE\u011fitim, ara\u015ft\u0131rma ve bilimsel ortamlarda karar verme ve uygulama a\u015famalar\u0131na y\u00f6n veren etik kurallara, mesleki ilkelere, standartlara, uygulamalar ve m\u00fctemadiyen\u00a0 de\u011ferler sistemine uyum sa\u011flama\u201d<\/em> \u015feklindedir [2]. Akademik d\u00fcr\u00fcstl\u00fck k\u00fclt\u00fcr\u00fc ise ayn\u0131 s\u00f6zl\u00fckte <em>\u201cAkademik d\u00fcr\u00fcstl\u00fc\u011f\u00fc te\u015fvik eden ve destekleyen bireysel, grupsal ve \/ veya kurumsal davran\u0131\u015flar, de\u011ferler, inan\u00e7lar, tutumlar ve nitelikler<\/em>\u201d olarak ifade edilmektedir.<\/p>\n<p>Bir vak\u0131f \u00fcniversitesinde ya\u015fanan olayla durumun i\u00e7ler ac\u0131s\u0131 halini \u00f6zetleyelim: 56 ya\u015f\u0131nda bir kad\u0131n profes\u00f6r\u00fcn aktar\u0131m\u0131 [3] \u201c<em>\u00dcniversite piyasada u\u00e7an ku\u015fa bor\u00e7lu oldu\u011fu i\u00e7in ve maliyenin kara listesinde oldu\u011fu i\u00e7in T\u00dcB\u0130TAK para yat\u0131rmama karar\u0131 verdi. [\u2026] SGK bor\u00e7lar\u0131 ve di\u011fer piyasa bor\u00e7lar\u0131. [\u2026] Yani projeyi ben yapaca\u011f\u0131m, bununla ilgili olarak birka\u00e7 ara\u015ft\u0131rmac\u0131 \u00e7al\u0131\u015facak, onlar bekliyor, ara\u015ft\u0131rma yapaca\u011f\u0131z, malzeme alaca\u011f\u0131z, fakat T\u00dcB\u0130TAK \u00fcniversite d\u0131\u015f\u0131nda bir yere benim b\u00fct\u00e7emi yat\u0131rm\u0131yor, benim b\u00fct\u00e7emi alacak \u00fcniversite de bunu alam\u0131yor, \u00e7\u00fcnk\u00fc SGK borcu var. \u0130ki taraf da ayak diredi. Sonu\u00e7ta \u015f\u00f6yle bir \u00e7\u00f6z\u00fcm buldular: \u2018Biz sana i\u00e7eriden az az malzeme verelim bari sen bu \u00e7al\u0131\u015fmay\u0131 yap\u0131yor gibi ol.\u2019 Fakat \u00e7ok \u00e7irkin bir \u015fey tabi\u00ee. Bu, \u00fcniversiteye de\u011fil benim di\u011fer meslekta\u015flar\u0131ma verilmi\u015f bir ceza oldu. Bu da beni \u00e7ok \u00fczd\u00fc. \u00c7\u00fcnk\u00fc \u00fcniversitenin bana ald\u0131rd\u0131\u011f\u0131 yok, yani bir projeye ba\u015fvurmu\u015f olup olmamama. Hi\u00e7 ta\u015f atmadan, kolu yorulmadan, y\u00fcz binlerce Euroluk bir projeyi al\u0131p, bunun y\u00fczde 13\u2019\u00fcn\u00fc kendisine alacak olan bir \u00fcniversite \u00e7\u0131k\u0131p bana \u2018Bizim b\u00f6yle i\u015flerle i\u015fimiz yok. Sen bize her sene 11 tane \u00f6\u011frenci getirsen \u00e7ok daha y\u00fcksek para gelecek. Sen onunla ilgilen.\u2019 dedi mesela\u201d <\/em><\/p>\n<p>\u0130\u015fte akademisyeninden, b\u00f6l\u00fcm ba\u015fkan\u0131na, dekan\u0131na\/m\u00fcd\u00fcr\u00fcne, rekt\u00f6r\u00fcne kadar t\u00fcm kurumda oturmas\u0131 gereken d\u00fcr\u00fcstl\u00fck k\u00fclt\u00fcr\u00fcndeki eksiklik, devam\u0131nda etik eksikli\u011fini etkilerken, \u00fclkenin bilimsel faaliyetlerinin niteli\u011finde bozulmalara sebep olur. B\u00fct\u00fcn bu bozulmalar da bir \u00fclkenin geli\u015fmi\u015flik seviyesinin g\u00fcn ge\u00e7tik\u00e7e daha da d\u00fc\u015fmesine ortam haz\u0131rlar.<\/p>\n<p>B\u00fct\u00fcn bu sorunlar\u0131n ortadan kald\u0131r\u0131l\u0131p refah d\u00fczeyi y\u00fcksek bir \u00fclkede ya\u015faman\u0131n \u00fcniversite aya\u011f\u0131ndaki temel ko\u015ful, akademisyen ve \u00f6\u011frencilerin ama en \u00e7ok da y\u00f6neticilerin ve siyasi yetkililerin kendi paylar\u0131na d\u00fc\u015fen sorumluluklar\u0131 en iyi \u015fekilde yerine getirmesi ve haklar\u0131n\u0131 sonuna kadar savunmas\u0131d\u0131r. E\u011fer yay\u0131n niteliklerinde bir k\u0131r\u0131lma ya\u015fanm\u0131\u015fsa; demek ki ayn\u0131 k\u0131r\u0131lma tersi y\u00f6nde de m\u00fcmk\u00fcnd\u00fcr. Bunu ba\u015flatacak nokta, bana g\u00f6re asistan olarak g\u00f6rev yapan \u00f6\u011fretim elemanlar\u0131d\u0131r. Usta-\u00e7\u0131rak ili\u015fkisi ile geli\u015fecek bir akademik yeterlilik kazan\u0131m\u0131 i\u00e7in \u00f6nemli bir ad\u0131m olan asistanl\u0131k, ne yaz\u0131k ki bug\u00fcn yerini akademik korkakl\u0131\u011fa b\u0131rakm\u0131\u015ft\u0131r.
