Buna g\u00f6re tar\u0131msal pazarlama, tar\u0131msal \u00fcr\u00fcnlerin \u00fcretimi karar\u0131ndan ba\u015flay\u0131p, i\u015fleme ve nihai t\u00fcketiciye ula\u015ft\u0131r\u0131lmas\u0131n\u0131 da kapsayan bir sistem olarak tan\u0131mlanabilir.<\/p>\n<p>Pazarlama kanallar\u0131, bir \u00fcr\u00fcn\u00fcn pazar\u0131nda yer alan \u00fcretici ve arac\u0131lar\u0131n yan\u0131s\u0131ra genel ekonomik yap\u0131 a\u00e7\u0131s\u0131ndan da olduk\u00e7a \u00f6nemlidir. Tar\u0131m kesiminde faaliyet g\u00f6steren \u00fcreticiler genellikle pazarlama imk\u00e2nlar\u0131 k\u0131s\u0131tl\u0131 olan k\u00fc\u00e7\u00fck i\u015fletmelerdir. Pazarlama kanallar\u0131n\u0131n etkinli\u011fi sayesinde bu k\u0131s\u0131tl\u0131 imk\u00e2nlar ortadan kalkabilmekte, \u00fcreticiler yerel pazarlar d\u0131\u015f\u0131ndaki pazarlara ula\u015fabilmektedir.<\/p>\n<p>\u00dclkemizde tar\u0131msal \u00fcr\u00fcnlerin pazarlama sistemi \u00fcr\u00fcnden \u00fcr\u00fcne farkl\u0131l\u0131k g\u00f6stermektedir. Kamu kurulu\u015flar\u0131 ve kooperatifler kimi \u00fcr\u00fcnlerin pazarlama kanallar\u0131nda yer al\u0131rken, sistem genellikle \u00f6zel sekt\u00f6r a\u011f\u0131rl\u0131kl\u0131 i\u015flemektedir. Genelde kooperatiflerin, belli \u00fcr\u00fcnler d\u0131\u015f\u0131nda \u00fcr\u00fcn pazarlamas\u0131nda a\u011f\u0131rl\u0131klar\u0131 bulunmamaktad\u0131r.<\/p>\n<p>Prof. Dr. B\u00fclent G\u00fcl\u00e7ubuk; <em>\u201cD\u00fcnyan\u0131n \u00f6nemli g\u00fcndem maddelerinden ve de kayg\u0131lar\u0131ndan olan iklim de\u011fi\u015fiklikleri nedeniyle (don, dolu, kurakl\u0131k vd.) \u00fcretimde azalmalar her yerde var ama \u00e7ift\u00e7i yine de bekledi\u011fini kazanam\u0131yor veya ortaya \u00e7\u0131kan kazan\u00e7tan, de\u011ferden hakk\u0131 olan pay\u0131 alam\u0131yor. \u00c7ift\u00e7i kazanam\u0131yorsa birleri daha \u00e7ok kazan\u0131yordur peki kim? Pazarda yer bulamayan \u00e7ift\u00e7iler yani, pazarlama zincirinin halkalar\u0131nda yer alamayan \u00e7ift\u00e7i kazanam\u0131yor ve fiyat art\u0131\u015flar\u0131nda da sorumlulu\u011fu bulunmuyor. \u00c7ift\u00e7i d\u0131\u015f\u0131ndakiler yani; marketler, toptanc\u0131lar, arac\u0131lar, spek\u00fclat\u00f6rler, toptanc\u0131 hallerine rahat girip-\u00e7\u0131kanlar, bunlar daha \u00e7ok kazan\u0131yorlard\u0131r. \u00c7\u00fcnk\u00fc \u00fcr\u00fcn i\u015fleme, stoklama, bekletme k\u00fc\u00e7\u00fck-orta \u00f6l\u00e7ekli \u00e7ift\u00e7inin g\u00f6sterebilece\u011fi davran\u0131\u015flar de\u011fildir.\u201d<\/em> dedi.<\/p>\n<p>Avrupa Birli\u011fi\u2019nde kooperatifler ve birlikler pazarlamada baz\u0131 sekt\u00f6rlerde %100\u2019lere varan oranlarda rol ald\u0131\u011f\u0131n\u0131 belirten G\u00fcl\u00e7ubuk, <em>\u201c\u00dclkemizde \u00fcr\u00fcne g\u00f6re ve y\u0131ldan y\u0131la de\u011fi\u015fmekle birlikte pazarlamada Tar\u0131m Sat\u0131\u015f Kooperatiflerinin pay\u0131 pamukta %45-50, zeytinya\u011f\u0131nda %2-4, \u015fekerpancar\u0131nda %30-40, incirde yakla\u015f\u0131k %30 olup, kooperatif ve birliklerin ya\u015f meyve ve sebze ile hayvansal \u00fcr\u00fcnlerde i\u015flevlerinin olmad\u0131\u011f\u0131 ortaya \u00e7\u0131kmaktad\u0131r. Tar\u0131mda kaynaklar\u0131n s\u0131n\u0131rl\u0131 olmas\u0131, her an risk ta\u015f\u0131yan do\u011fal ko\u015fullara ba\u011f\u0131ml\u0131 olmas\u0131, pazarlama alt yap\u0131s\u0131ndaki eksiklikler ve arz ile talebin her zaman \u00f6rt\u00fc\u015fmemesinden kaynaklanan fiyat dalgalanmalar\u0131 \u00e7ift\u00e7inin \u00f6rg\u00fctlenmesini zorunlu k\u0131lmas\u0131d\u0131r. \u00d6rg\u00fctlenme olmad\u0131\u011f\u0131nda hangi ko\u015ful ve ortam olursa olsun \u00e7ift\u00e7i kazanmakta zorluklar \u00e7ekecektir. Ba\u015fta kooperatifler olmak \u00fczere \u00e7ift\u00e7i \u00f6rg\u00fctlerinin pazarlama zincirinde olmamas\u0131, olsa da yetersiz kalmas\u0131, temsil g\u00fcc\u00fcn\u00fcn zay\u0131fl\u0131\u011f\u0131, bask\u0131 grubu olu\u015fturamamas\u0131, girdileri ucuza mal edememesi \u00e7ift\u00e7inin kazanc\u0131n\u0131 do\u011frudan etkilemektedir.\u201d <\/em>\u015feklinde olay\u0131 \u00f6zetlemektedir (G\u00fcl\u00e7ubuk, 2014).<\/p>\n<p>Karahan (2017), <a href=\"http:\/\/misak.millidusunce.com\/turk-tarimina-genel-bir-bakis\/\">T\u00fcrk Tar\u0131m\u0131na Genel Bir Bak\u0131\u015f<\/a> konulu raporda; \u00fclkemizde kooperatiflerin, \u00fcr\u00fcn pazarlamas\u0131nda a\u011f\u0131rl\u0131klar\u0131n\u0131n fazla olmad\u0131\u011f\u0131n\u0131 rapor etmekte ve pazarlama organizasyonunun iyile\u015ftirilmesinde s\u00f6zle\u015fmeli \u00fcretimin de katk\u0131lar\u0131n\u0131n k\u00fc\u00e7\u00fcmsenmemesi ve tar\u0131m sekt\u00f6r\u00fcnde s\u00f6zle\u015fmeli \u00fcretimin \u00f6zendirilmesi gerekti\u011fini aktarmaktad\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de tar\u0131msal yap\u0131daki bozukluklar, tar\u0131msal \u00fcr\u00fcnlerin pazarlama organizasyonuna da yans\u0131makta ve genellikle \u00e7ok say\u0131da arac\u0131n\u0131n yer ald\u0131\u011f\u0131 uzun pazarlama kanallar\u0131 ile pazarlama hizmetlerinin yetersiz yerine getirildi\u011fi, y\u00fcksek pazarlama marjlar\u0131n\u0131n g\u00f6r\u00fcld\u00fc\u011f\u00fc bir pazarlama sistemi ortaya \u00e7\u0131kmaktad\u0131r. Baz\u0131 alanlardaki yasal yetersizlikler veya yasal altyap\u0131n\u0131n varl\u0131\u011f\u0131na ra\u011fmen bunlar\u0131n uygulanmas\u0131ndaki yetersizlikler de etkin i\u015flemeyen pazarlama organizasyonuna zemin olu\u015fturmaktad\u0131r. Ticaret borsalar\u0131 bu konuda \u00f6rnek olarak g\u00f6sterilebilir. Ayr\u0131ca standardizasyon, ambalajlama, etiketleme, kalite y\u00f6netim sistemleri ve HACCP gibi konularda bilgi yetersizli\u011fi, yasal altyap\u0131 ve uygulamalardan kaynaklanan \u00f6nemli sorunlar bulunmaktad\u0131r. Gelecekte gerek yurti\u00e7i ve gerekse d\u0131\u015f pazarlarda rekabet dezavantaj\u0131 yaratmamak i\u00e7in ilgili t\u00fcm ki\u015fi, kurum ve kurulu\u015flar\u0131n ivedilikle ortak \u00e7aba g\u00f6stermeleri gerekmektedir (Emeksiz ve ark., 2007).<\/p>\n<p>G\u00f6kk\u00fcr (2016); k\u00fcreselle\u015fen d\u00fcnya, do\u011fal afetler, tar\u0131m \u00fcr\u00fcnlerinin ta\u015f\u0131nmas\u0131nda, depolanmas\u0131nda, pazarlanma a\u015famas\u0131nda kar\u015f\u0131la\u015f\u0131lan zorluklar ve \u00f6zellikle \u00fcr\u00fcnlerin kay\u0131t d\u0131\u015f\u0131 yollarla \u00fcreticiye sunulmas\u0131, tar\u0131m \u00fcr\u00fcnlerinin fiyat\u0131n\u0131n belirlenmesine, fiyat standardizasyonuna b\u00fcy\u00fck engel olu\u015fturmakta oldu\u011funu iddia etmektedir. <em>\u201cBunu ba\u015farabilmek i\u00e7in \u00f6r\u00fcmcek a\u011f\u0131 kuram\u0131n\u0131n ger\u00e7ekle\u015fmesine engel olabilecek, yeni bir pazar kurulmal\u0131d\u0131r. Fiyat kanallar\u0131 aras\u0131ndaki fark\u0131 azaltmay\u0131 ama\u00e7layan, \u00fcreticiyi ve t\u00fcketiciyi koruyan, yeni toptanc\u0131 hallerinin ve minyat\u00fcr pazarlar\u0131n kurulaca\u011f\u0131 bu modelle, s\u00fcrekli geli\u015fen tar\u0131m sekt\u00f6r\u00fcne olumlu katk\u0131lar sa\u011flanacakt\u0131r. Tar\u0131m \u00fcr\u00fcnlerinde kaliteye g\u00f6re \u00fcr\u00fcnlere fiyat standard\u0131 getiren, e-devlet sisteminden yararlan\u0131larak, \u00fcreticilerin ellerindeki \u00fcr\u00fcnlerin beklemeden pazarlara sunulmas\u0131n\u0131 sa\u011flayan, gen\u00e7 n\u00fcfusun tar\u0131mda istihdam\u0131na katk\u0131da bulunacak, \u00fcr\u00fcnlerin tarladan sofraya geli\u015finin daha rahat izlendi\u011fi, bir modeldir.\u201d<\/em>\u00a0\u015feklinde \u00e7\u00f6z\u00fcm \u00f6nerisi getirmektedir.<\/p>\n<p>T\u00fcrkiye\u2019de son y\u0131llarda s\u00fcrd\u00fcr\u00fclebilir pazarlama giri\u015fimleri a\u00e7\u0131s\u0131ndan baz\u0131 olumlu geli\u015fmeler ya\u015fanmaktad\u0131r. Bu geli\u015fmelerden birisi, tar\u0131msal do\u011frudan pazarlama stratejileri i\u00e7erisinde yer alan Toplum Destekli Tar\u0131m \u00fczerine olmu\u015ftur. ABD ve Avrupa\u2019da olduk\u00e7a yayg\u0131n bir uygulama alan\u0131 bulan toplum destekli tar\u0131m sisteminde; bir \u00fcretici, i\u015fletmesinde \u00fcretti\u011fi taze \u00fcr\u00fcnler ile di\u011fer g\u0131da \u00fcr\u00fcnlerinin (yumurta, et, \u00e7i\u00e7ek, bal, s\u00fct, vb.) do\u011frudan sat\u0131\u015f\u0131n\u0131 ger\u00e7ekle\u015ftirmek i\u00e7in ortak, \u00fcye veya payda\u015f olarak nitelendirilen bir t\u00fcketici grubu ile belirli bir fiyat \u00fczerinden anla\u015fma yapmaktad\u0131r. Toplum destekli tar\u0131m sistemi programlar\u0131n\u0131n organizasyonu; tek bir tar\u0131m i\u015fletmesi ile yap\u0131labildi\u011fi gibi tar\u0131msal kooperatifler ve \u00e7e\u015fitli ortakl\u0131klar (birka\u00e7 tar\u0131msal i\u015fletme, vb.) ile de ger\u00e7ekle\u015ftirilebilmektedir. T\u00fcrkiye\u2019deki toplum destekli tar\u0131m hareketlerinin baz\u0131 g\u00f6n\u00fcll\u00fc sivil organizasyonlar\u0131n \u00f6nc\u00fcl\u00fc\u011f\u00fcnde yap\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Bu organizasyonlar\u0131n temel hareket noktas\u0131, \u00fcretici ile t\u00fcketici aras\u0131ndaki kar\u015f\u0131l\u0131kl\u0131 g\u00fcven ili\u015fkisine dayanmaktad\u0131r. Bu \u00e7er\u00e7evede, \u00fcr\u00fcnlerde organik sertifikasyon aranmamakta, bunun yerine tar\u0131msal \u00fcr\u00fcnlerin \u00fcretim s\u00fcrecinde herhangi bir kimyasal girdinin (g\u00fcbre, ila\u00e7, vb.) kullan\u0131lmad\u0131\u011f\u0131n\u0131n \u00fcreticiler taraf\u0131ndan beyan edilmesi yeterli g\u00f6r\u00fclmektedir. T\u00fcrkiye\u2019deki s\u00fcrd\u00fcr\u00fclebilir tar\u0131msal pazarlama giri\u015fimleri kapsam\u0131nda ger\u00e7ekle\u015fen bir di\u011fer olumlu geli\u015fme, yerel y\u00f6netimler taraf\u0131ndan organize edilen organik \u00fcretici pazarlar\u0131 \u00fczerine olmu\u015ftur. S\u00fcrd\u00fcr\u00fclebilir pazarlama a\u00e7\u0131s\u0131ndan, bu pazarlar\u0131n say\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131 \u00f6nemli g\u00f6r\u00fclmektedir (Adanac\u0131o\u011flu, 2915).<\/p>\n<p>Pazarda \u00fcreticilerin \u00f6rg\u00fctl\u00fc olarak yeterince temsil edilmemesi arac\u0131 say\u0131s\u0131n\u0131 art\u0131rmakta ve y\u00fcksek pazarlama marjlar\u0131na neden olmaktad\u0131r. Bu durum, pazardaki geli\u015fmelerin yeterince izlenememesine de yol a\u00e7maktad\u0131r. Ayr\u0131ca yabanc\u0131 sermayeli b\u00fcy\u00fck firmalar ve perakendeciler kar\u015f\u0131s\u0131nda etkisiz kalmaktad\u0131rlar. \u0130\u015fletmelerin rekabet avantaj\u0131 sa\u011flamada fiyat, kalite ve maliyet kadar, yeni \u00fcr\u00fcn geli\u015ftirme, geleneksel \u00fcr\u00fcnler, ye\u015fil pazarlama kapsam\u0131nda \u0130TU, organik \u00fcr\u00fcnler, kalite belgeli \u00fcr\u00fcnler, e-ticaretin geli\u015fimi gibi konular alanlarda yo\u011funla\u015fmalar\u0131 \u00f6nem ta\u015f\u0131maktad\u0131r. Art\u0131k \u00fcret-sat anlay\u0131\u015f\u0131 yerine, sosyal sorumluluk ile t\u00fcketici istek ve gereksinimlerini g\u00f6z \u00f6n\u00fcne alarak modern pazarlama s\u00fcre\u00e7lerinin izlenmesi gerekmektedir. D\u00fcnya ticaretinde pay almada farkl\u0131 ve sa\u011flam pazarlama stratejileri ortaya konulmal\u0131d\u0131r. Bu noktada T\u00fcrkiye\u2019nin sahip oldu\u011fu \u00fcr\u00fcn \u00e7e\u015fitlili\u011finin (\u00f6zellikle geleneksel \u00fcr\u00fcnler a\u00e7\u0131s\u0131ndan) pazar ara\u015ft\u0131rmalar\u0131yla da desteklenerek tan\u0131t\u0131m\u0131 ve talep yarat\u0131lmas\u0131 y\u00f6n\u00fcnde \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fclmelidir (Albayrak ve ark., 20109).<\/p>\n<p>Tar\u0131msal ama\u00e7l\u0131 organizasyonlar\u0131 biraz daha detayland\u0131racak olursak bunlar\u0131; kamu kurumlar\u0131, ticaret borsalar\u0131, kooperatifler, ziraat odalar\u0131, \u00fcretici birlikleri, toptanc\u0131 halleri, b\u00fcy\u00fck ma\u011fazalar,\u00a0\u00a0perakende semt pazarlar\u0131, hayvan pazarlar\u0131, s\u00f6zle\u015fmeli \u00fcretim, e-ticaret ve lisansl\u0131 depoculuk diye s\u0131n\u0131fland\u0131rabiliriz (Y\u0131lmaz, 2008).<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter wp-image-1263\" src=\"http:\/\/misak.millidusunce.com\/wp-content\/uploads\/2018\/02\/i-300x175.jpg\" alt=\"\" width=\"800\" height=\"468\" srcset=\"https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2018\/02\/i-300x175.jpg 300w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2018\/02\/i-150x88.jpg 150w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2018\/02\/i.jpg 636w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<ol start=\"2\">\n<li><strong>Lisansl\u0131 Depoculuk ve \u00dcr\u00fcn \u0130htisas Borsalar\u0131<\/strong><\/li>\n<\/ol>\n<p>Lisansl\u0131 depoculuk, ba\u015fta ABD olmak \u00fczere geli\u015fmi\u015f \u00fclkelerde etkin ve yayg\u0131n olarak \u00fcr\u00fcn ticaretinde kullan\u0131lmaktad\u0131r. Bu sistemde \u00fcr\u00fcn borsalar\u0131 spot i\u015flem yapan borsalardan geli\u015ferek vadeli i\u015flem yapan borsalara d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. T\u00fcrkiye\u2019de lisansl\u0131 depoculuk sistemi, tar\u0131m sekt\u00f6r\u00fcnde \u00fcretici-sanayici-yat\u0131r\u0131mc\u0131 a\u00e7\u0131s\u0131ndan yeni bir d\u00f6nemi beraberinde getirecektir. \u00dcr\u00fcn\u00fcn lisansl\u0131 depoya konulmas\u0131 kar\u015f\u0131l\u0131\u011f\u0131nda, finansman imk\u00e2n\u0131n\u0131n olu\u015fmas\u0131, istendi\u011fi zaman hedeflenen fiyattan \u00fcr\u00fcn sat\u0131labilmesi, \u00fcr\u00fcn fiyatlar\u0131n\u0131n sigortalanabilmesi, veri bankas\u0131 olu\u015fmas\u0131, stok miktarlar\u0131n\u0131n takibi, \u00fcr\u00fcn\u00fcn daha kolay pazarlanabilmesi, hammadde tedarikinde s\u0131k\u0131nt\u0131 ya\u015fanmamas\u0131, ham maddenin istenilen kalite ve miktarda kolay temini, vadeli i\u015flem ve opsiyon borsas\u0131 ile entegre \u015fekilde \u00e7al\u0131\u015f\u0131lmas\u0131 hedeflenmektedir (M\u0131zrak, 2017).<\/p>\n<p>Bu sistemle yeni bir ticari k\u00fclt\u00fcr ve yeni bir d\u00fczen kurulacak, orta-uzun d\u00f6nem i\u015f yapma y\u00f6ntemleri ile \u00e7a\u011fa ayak uydurarak, k\u00fcreselle\u015fme ve iklimsel dezavantajlardan do\u011fan d\u0131\u015fsall\u0131k ve riskleri minimize etmek m\u00fcmk\u00fcn olabilecektir.<\/p>\n<p><strong>Lisansl\u0131 depoculuk sistemi:<\/strong><\/p>\n<ul>\n<li>Depolamaya uygun nitelikte ve standardize edilebilmesi m\u00fcmk\u00fcn olan tar\u0131m \u00fcr\u00fcnlerinin s\u0131n\u0131f ve kalitelerinin, yetkili s\u0131n\u0131fland\u0131r\u0131c\u0131 olarak isimlendirilen laboratuvarlarca belirlenmesini;<\/li>\n<li>Modern altyap\u0131ya sahip sa\u011fl\u0131kl\u0131 ortamlarda depolanmas\u0131n\u0131;<\/li>\n<li>Bu \u00fcr\u00fcnlerin ticaretinin, \u00fcr\u00fcn\u00fcn m\u00fclkiyetini temsil eden \u00fcr\u00fcn senetleri vas\u0131tas\u0131yla;
