T\u00fcrkiye\u2019nin \u00f6zellikle \u00dc\u00e7\u00fcnc\u00fc Karaba\u011f Sava\u015f\u0131\u2019nda siyasi ve asker\u00ee g\u00fcc\u00fcyle Azerbaycan\u2019\u0131n yan\u0131nda yer almas\u0131 karde\u015fli\u011fin s\u00f6zden icraata ge\u00e7mesinin simgesine d\u00f6n\u00fc\u015ft\u00fc. Ayetullah \u015eeriatmedari, Eb\u00fclfez El\u00e7ibey, Haydar Aliyev ve \u0130lham Aliyev\u2019in dile getirdikleri bir millet, iki devlet d\u00fcsturunun ger\u00e7ekle\u015fti\u011fi ender d\u00f6nemlerden biri oldu. Bu bak\u0131mdan 1918\u2019de Osmanl\u0131 Ordusu\u2019nun Kuzey ve G\u00fcney Azerbaycan\u2019da soyda\u015flar\u0131n\u0131 kurtarmak amac\u0131yla buralara gelmesi tarihin yeg\u00e2ne istisnas\u0131 olmas\u0131 gerek.<\/p>\n<p>G\u00fcney Azerbaycan da hi\u00e7bir zaman T\u00fcrkiye\u2019ye bu kadar yak\u0131n olmam\u0131\u015f, T\u00fcrk D\u00fcnyas\u0131\u2019n\u0131n bir par\u00e7as\u0131 bilincini ta\u015f\u0131mam\u0131\u015ft\u0131r. Hi\u00e7bir zaman g\u00f6z\u00fcn\u00fc bu kadar T\u00fcrkiye\u2019ye ve T\u00fcrk D\u00fcnyas\u0131\u2019na y\u00f6neltmemi\u015ftir. Bu geli\u015fmenin en \u00e7arp\u0131c\u0131 belirtisi olarak <em>&#8220;Tebriz-Bak\u00fc-Ankara, Farslar hara, biz hara&#8221;<\/em> slogan\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-14010\" src=\"https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2021\/09\/images-1.jpg\" alt=\"\" width=\"596\" height=\"396\" srcset=\"https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2021\/09\/images-1.jpg 275w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2021\/09\/images-1-150x100.jpg 150w\" sizes=\"auto, (max-width: 596px) 100vw, 596px\" \/><br \/>\nGidi\u015fat b\u00f6yle ise neden T\u00fcrkiye hakk\u0131nda olumsuz alg\u0131 olu\u015fturulur? Acaba bunu T\u00fcrk ve T\u00fcrkiye d\u00fc\u015fmanlar\u0131n\u0131n geli\u015fen ortamdan rahats\u0131zl\u0131\u011f\u0131n\u0131n ifadesi olarak sayabilir miyiz?<br \/>\n\u00d6nce T\u00fcrkiye hakk\u0131nda olumsuz alg\u0131n\u0131n esas tezlerine k\u0131saca g\u00f6z atal\u0131m.<\/p>\n<h2><strong>Yanl\u0131\u015f tezler<\/strong><\/h2>\n<p>\u201cOsmanl\u0131-Safevi sava\u015flar\u0131, \u00c7ald\u0131ran meydan muharebesi, Sultan Selim \u2013 \u015eah \u0130smail m\u00fcnasebetleri ta kadimden T\u00fcrkiye\u2019nin Azerbaycan\u2019a olumsuz yakla\u015f\u0131m\u0131n\u0131n en iyi kan\u0131t\u0131d\u0131r.\u201d Sovyet d\u00f6neminden itibaren k\u00f6r\u00fcklenen bu tezdeki tarih\u00ee olgular ger\u00e7ektir. Yanl\u0131\u015f olan 500 y\u0131l \u00f6nce ya\u015fanan hadise ve s\u00fcreci sapt\u0131rarak g\u00fcn\u00fcm\u00fcze ta\u015f\u0131mak ve 21. y\u00fczy\u0131l\u0131n hadisesi gibi dayatmakt\u0131r. Orta \u00e7a\u011fda ne mill\u00ee devlet ne de modern anlamda millet vard\u0131. Sava\u015flar ise hanedanlar aras\u0131nda olmu\u015ftur. Her devlette h\u00e2kim hanedan\u0131 ve kudretli aileleri temsil eden g\u00fc\u00e7 odaklar\u0131 aras\u0131nda ihtilaflar\u0131n, kanl\u0131 sava\u015flar\u0131n \u00e7\u0131kmas\u0131 bilinen bir ger\u00e7ektir. Tarih\u00ee olguyu bu \u015fekilde a\u015f\u0131r\u0131 \u201c\u00e7a\u011fda\u015fla\u015ft\u0131rmak\u201d gayreti meseleye sadece gayri-akademik yakla\u015f\u0131m ile a\u00e7\u0131klanamaz. Ama\u00e7 siyasidir \u2013 T\u00fcrkiye hakk\u0131nda olumsuz alg\u0131 olu\u015fturmakt\u0131r.<\/p>\n<p>\u201c19. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda Osmanl\u0131 Azerbaycan\u2019a iddialar\u0131ndan vaz ge\u00e7memi\u015f; buray\u0131 i\u015fgal etmek istemi\u015ftir.&#8221; Bug\u00fcne kadar s\u00fcr\u00fcp gelen bu tez \u00fczerinde ayr\u0131nt\u0131l\u0131 dural\u0131m. Resm\u00ee \u0130ran tarih\u00e7ili\u011finde Osmanl\u0131\u2019n\u0131n hep \u0130ran topraklar\u0131na g\u00f6z dikti\u011fi, onu i\u015fgal etmek niyetinde oldu\u011fu vurgulanm\u0131\u015ft\u0131r\/vurgulanmaktad\u0131r. Sovyet d\u00f6neminde Kuzey\u2019de de yakla\u015f\u0131k ayn\u0131 sahtek\u00e2rl\u0131\u011fa yol verilmi\u015f, 19. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda Azerbaycan\u2019\u0131n \u201c\u00fc\u00e7 k\u00f6t\u00fcden birini se\u00e7mek mecburiyetinde kald\u0131\u011f\u0131\u201d \u2013 ya geri kalan feodal \u0130ran\u2019la ya Osmanl\u0131\u2019yla ya da g\u00f6receli geli\u015fmi\u015f durumda olan Rusya\u2019yla birle\u015fmek &#8211; resmi konsept olarak vatanda\u015f\u0131n bilincine yerle\u015ftirilmi\u015ftir. Afganistan\u2019da devlet kuran Ahmet \u015eah D\u00fcrrani \u0130stanbul\u2019a g\u00f6nderdi\u011fi mektubunda K\u0131z\u0131lba\u015flardan kurtulmak i\u00e7in uygun imk\u00e2n\u0131n do\u011fdu\u011funu bildirir, Osmanl\u0131 Sultan\u0131na \u015eii devletini la\u011fvetmek \u015fans\u0131n\u0131 ger\u00e7ekle\u015ftirmek amac\u0131yla birlikte harekete ge\u00e7meyi teklif ediyordu. Osmanl\u0131 Padi\u015fah\u0131 III Mustafa cevap mektubunda \u201c<em>\u015eerefli bir T\u00fcrkmen lideri olan Nadir \u015eah\u2019la&#8221;<\/em> imzalanan ba\u011fla\u015fmalar\u0131n h\u00e2len ge\u00e7erli oldu\u011funu belirtmi\u015f, <em>\u201cAllah\u2019\u0131n yard\u0131m\u0131 ile Devlet-i Aliyye&#8217;mizin hazinesi ve asker\u00ee \u00e7ok ve kuvvetli oldu\u011fundan bizler i\u00e7in \u0130ran\u2019\u0131 zapt etmek gayet kolay ise de b\u00f6yle zay\u0131f durumda olan bir milletin \u00fczerine asker g\u00f6ndermek, onlar\u0131n varl\u0131klar\u0131n\u0131 harap etmek Devlet-i Aliyye&#8217;mizin \u015fan\u0131na yak\u0131\u015fmaz.\u201d<\/em> diye onun teklifini geri \u00e7evirmi\u015fti.<\/p>\n<p>B\u00e2b-\u0131 \u00c2li, \u0130ran i\u015flerine faal m\u00fcdahaleye tahrik eden ba\u015fka \u00e7a\u011fr\u0131lar\u0131 da cevaps\u0131z b\u0131rakt\u0131. Nadir \u015eah\u2019\u0131n katlinden sonra Tebriz valisi R\u0131za Han, Osmanl\u0131 h\u00fck\u00fcmetine m\u00fcracaat ederek, Azerbaycan\u2019da ba\u011f\u0131ms\u0131z bir saltanat kurmak i\u00e7in buraya bir \u015fehzade g\u00f6nderilmesini istemi\u015f, ancak \u0130stanbul bu m\u00fcracaata olumlu cevap vermemi\u015fti. Nadir \u015eah\u2019\u0131n resm\u00ee el\u00e7ilikle \u0130stanbul\u2019a g\u00f6nderdi\u011fi \u015eaml\u0131 Mustafa Han, \u015eah\u2019\u0131n \u00f6l\u00fcm\u00fcnden sonra yolda kal\u0131p, Ba\u011fdat valisi ile ona yard\u0131m verildi\u011fi takdirde \u0130sfahan, Kazvin, Hemedan, Kirman\u015fah\u2019\u0131 Osmanl\u0131\u2019ya katmak teklifi verdi. Fakat onun teklifini de Osmanl\u0131 h\u00fck\u00fcmeti geri \u00e7evirdi. Hindistan\u2019daki Haydarabad devletinin h\u00fck\u00fcmdar\u0131 Nizam\u00fclm\u00fclk\u2019\u00fcn \u0130ran\u2019\u0131 zapt etmek ve \u201c\u015eiili\u011fin ortadan kald\u0131r\u0131l\u0131p, S\u00fcnnili\u011fi h\u00e2kim duruma getirmek, bununla halk\u0131 rahat etmek\u2019 teklifine de ayn\u0131 m\u00fcnasebet belirtildi. \u0130ran s\u0131n\u0131rlar\u0131ndaki valilere \u0130ran topraklar\u0131na sald\u0131rmama emri g\u00f6nderildi.<\/p>\n<p>Baz\u0131 Kuzey Azerbaycan hanlar\u0131n\u0131n Osmanl\u0131 Devleti\u2019ne m\u00fcracaatlar\u0131 da \u00e7ekingen do\u011fu siyasetinin talep etti\u011fi \u015fartlarda cevapland\u0131r\u0131ld\u0131. \u015eeki han\u0131 Hac\u0131 \u00c7elebi 1747\u2019de, Gence han\u0131 \u015eahverdi 1751\u2019de, \u015eirvan han\u0131 Muhammed ise 1760\u2019ta Osmanl\u0131\u2019n\u0131n tebaas\u0131 olmak isteklerini resmen belirtmi\u015flerdi. Sonraki y\u0131llarda da bu istek tekrarlanm\u0131\u015f, Osmanl\u0131\u2019n\u0131n himayesini isteyen hanlar\u0131n listesi geni\u015flemi\u015fti. \u00d6rne\u011fin 1787\u2019nin Kas\u0131m\u0131nda \u0130revan han\u0131 Muhammed, Osmanl\u0131 padi\u015fah\u0131na yazd\u0131\u011f\u0131 Fars\u00e7a mektupta Tiflis han\u0131 \u0130rakli\u2019nin \u0130revan kalesini zapt edip M\u00fcsl\u00fcmanlar \u00fczerine y\u00fcr\u00fcmek niyetinde oldu\u011funu belirtir, Osmanl\u0131 Devleti\u2019nden yard\u0131m ricas\u0131nda bulunur, \u0130revan Hanl\u0131\u011f\u0131n\u0131n Osmanl\u0131 himayesinde oldu\u011funu birka\u00e7 defa \u00f6zel olarak vurgular. A\u011fa Muhammed Han\u2019\u0131n Karaba\u011f \u00fczerine hamlesi arifesinde Karaba\u011f han\u0131 Osmanl\u0131 sadrazam\u0131na yard\u0131m talebi olan mektubunda kendisi hakk\u0131nda yaz\u0131yor: <em>\u201cH\u00fclasat\u00fc\u2019l-kelam D\u00f6vlet-i Aliyye-i Aliyye\u2019nin hizmet-g\u00fczar bendeleriy\u00fcz.\u201d<\/em> B\u00e2b-\u0131 \u00c2li \u00c7\u0131ld\u0131r beylerbeyine, Kars valisi ve Van saresgerine Kafkaslar, bu s\u0131radan Azerbaycan hanl\u0131klar\u0131 ile ilgilenmek emrini vermi\u015f, burada olup bitenlerden an\u0131nda haberdar olmaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Bu hanlara ara s\u0131ra k\u0131ymetli hediyeler de g\u00f6nderilmi\u015f, buradan gelen el\u00e7ilerin harcamalar\u0131 kar\u015f\u0131lanm\u0131\u015ft\u0131r.<\/p>\n<p>Fakat Osmanl\u0131 h\u00fck\u00fcmeti manev\u00ee destekten, yard\u0131m vaatlerinden, hanlar\u0131 birli\u011fe davet etmekten \u00f6teye ge\u00e7memi\u015f, hanl\u0131klar\u0131 tehdit eden tehlike kar\u015f\u0131s\u0131nda, ne A\u011fa Muhammed \u015eah Kacar\u2019\u0131n h\u00fccumlar\u0131ndan, ne de Rusya\u2019n\u0131n artan bask\u0131lar\u0131ndan Azerbaycan hanl\u0131klar\u0131n\u0131 korumam\u0131\u015f, bu y\u00f6nde hat\u0131r\u0131 say\u0131l\u0131r giri\u015fimde bile bulunmam\u0131\u015ft\u0131r. Karaba\u011fl\u0131 \u0130brahim Han\u2019\u0131n Osmanl\u0131 sadrazam\u0131na yazd\u0131\u011f\u0131 mektup bu anlamda man\u00eedard\u0131r. \u0130brahim Han mektubunda yaz\u0131yor ki, <em>\u201cYirmi y\u0131l ve belki de daha \u00e7oktand\u0131r ki, Rum diyar\u0131n\u0131n ahali siyah\u0131s\u0131na d\u00fc\u015fmekle \u015fereflendirilmi\u015fim.\u201d<\/em> O, A\u011fa Muhammed Han Kacar\u2019\u0131n Karaba\u011f \u00fczerine hamlesi arifesinde <em>\u201cbizleri koruyup, bize yard\u0131m ve inayetinizi esirgemeyin&#8221;<\/em> ricas\u0131 ile Osmanl\u0131\u2019dan yard\u0131m talep ediyor. Sadrazam\u0131n cevab\u0131 katidir: <em>\u201c\u0130ran\u2019la Devlet-i Aliyye aras\u0131nda sulh oldu\u011fundan, A\u011fa Muhammed Han\u0131n sulhu bozar bir hareketi g\u00f6r\u00fclmedik\u00e7e Osmanl\u0131 devleti taraf\u0131ndan \u0130ran hevalisine askerle m\u00fcdahale edilmeyecek.&#8221;<\/em><\/p>\n<h2><strong>Bilimsellikten uzak tarih<\/strong><\/h2>\n<p>Yukar\u0131da zikredilen tarih\u00ee olgular g\u00f6steriyor ki; \u0130ran resm\u00ee tarih\u00e7ili\u011finin veya Sovyet d\u00f6neminden miras kalan Kuzey Azerbaycan tarih\u00e7ili\u011finin Azerbaycan\u2019\u0131n b\u00f6l\u00fcnmesi konusundaki tutumunun Osmanl\u0131 b\u00f6l\u00fcm\u00fc bilimsel de\u011fildir; tamamen siyas\u00ee ama\u00e7lara hizmet eden bak\u0131\u015ft\u0131r. 18. y\u00fczy\u0131l\u0131n ikinci yar\u0131s\u0131 \u2013 19. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda Osmanl\u0131\u2019n\u0131n Azerbaycan\u2019daki hanl\u0131klar\u0131 i\u015fgal etmek niyeti olmam\u0131\u015f, buradaki hanlar\u0131n Osmanl\u0131 Sultan\u0131n\u0131n tebaas\u0131na d\u00f6n\u00fc\u015fmek isteklerine olumlu yakla\u015fmam\u0131\u015ft\u0131r. Y\u00fczlerce eser yaz\u0131ld\u0131. Rayevski, Tokarjevski, Cemil Quliyev, \u015fimdi de yeni peyda olmu\u015f Vasif Qafarov gibiler \u00e7e\u015fitli y\u00f6nlerden 1918-1920\u2019ler tarihini tahrif ettiler\/ediyorlar. Onlar\u0131n yaz\u0131lar\u0131nda ayr\u0131-ayr\u0131 detay \u015fi\u015firtilir, mahiyet te\u015fkil eden tarih\u00ee olgu ya basitle\u015ftirilir ya da sadece yok say\u0131l\u0131r. Bu d\u00f6nemin en \u00f6nemli tarih\u00ee olgusu ise \u015fudur: Osmanl\u0131 T\u00fcrk\u00fc, Azerbaycan T\u00fcrk\u00fcn\u00fc fizik\u00ee yok edilmekten kurtarm\u0131\u015ft\u0131r! Kalanlar\u0131 teferruatt\u0131r. Genel T\u00fcrk tarihinin en muhte\u015fem hadisesini \u2013T\u00fcrk halklar\u0131n\u0131n birbirini kurtarmalar\u0131n\u0131! \u2013 unutturup, detaylar\u0131 \u015fi\u015firtmek \u2013 budur T\u00fcrk d\u00fc\u015fmanlar\u0131n\u0131n ezeli ve ebedi d\u00fc\u015f\u00fcncesi. Bu t\u00fcr insanlardan insaf talep etmek cahillik olmasa da sadeliktir.<\/p>\n<p>1918-1920\u2019ler tarihi 30 y\u0131l \u00f6nce tart\u0131\u015fmal\u0131 say\u0131labilirdi; m\u00fczakere konusuydu. Bu zaman i\u00e7inde onlarca k\u0131ymetli eser yaz\u0131ld\u0131, art\u0131k s\u0131radan vatanda\u015f i\u00e7in de karanl\u0131klar ayd\u0131nl\u0131\u011fa \u00e7\u0131km\u0131\u015ft\u0131r. Fakat \u201cdelinin kuyuya att\u0131\u011f\u0131 ta\u015f\u0131 \u00e7\u0131karmak\u201d, tarih bilincimizi bu yanl\u0131\u015flardan ar\u0131nd\u0131rmak i\u00e7in h\u00e2l\u00e2 \u00e7ok yaz\u0131lmal\u0131d\u0131r.<\/p>\n<p>S\u00f6z konusu meseleler \u00fczerine biz de az yazmad\u0131k. Azerbaycan\u2019dan olan temsilcilerin Ermeni sald\u0131r\u0131lar\u0131na kar\u015f\u0131 direnmek i\u00e7in Osmanl\u0131\u2019dan \u0131srarla, hatta yalvar\u0131rcas\u0131na yard\u0131m talebinde bulunmalar\u0131 azca insaf\u0131 olan tarih\u00e7ilerin hepsine bellidir. \u00d6rnek olarak, ba\u015ftan Osmanl\u0131\u2019ya so\u011fuk yakla\u015f\u0131m\u0131 ile se\u00e7ilen, sonra da Rusya taraf\u0131na ge\u00e7en Memmed Hasan Hac\u0131nski\u2019nin fikirlerine bakal\u0131m. Bu adam\u0131n verdiyi bilgiye g\u00f6re, Enver Pa\u015fa bilinen Trabzon Konferans\u0131 zaman\u0131 Azerbaycan temsilcileriyle g\u00f6r\u00fc\u015fte Azerbaycan\u2019\u0131n kom\u015fu G\u00fcrcistan ve Ermenistan\u2019la birlikte vahit federatif veya konfederatif bir devlet kurmas\u0131 ve onun T\u00fcrkiye ile s\u0131k\u0131 ili\u015fki sa\u011flamas\u0131n\u0131 kendi \u00fclkesi i\u00e7in arzu olunan hal sayd\u0131\u011f\u0131n\u0131 bildirmi\u015fti. Fakat G\u00fcney Kafkasya\u2019da vahit devletin varl\u0131\u011f\u0131na \u015f\u00fcphe eden Enver Pa\u015fa, bu \u015f\u00fcphenin ger\u00e7ekle\u015fti\u011fi takdirde <em>\u201cT\u00fcrkiye ile ortak s\u0131n\u0131rlar\u0131 olan ba\u011f\u0131ms\u0131z Azerbaycan\u2019\u0131n Osmanl\u0131 Devleti ile Avusturya-Macaristan \u00f6rne\u011finde daha s\u0131k bir ittifak olu\u015fturabilmesi\u201d<\/em> imk\u00e2n\u0131n\u0131 da kaydeder. Enver Pa\u015fa defalarca ona edilen m\u00fcracaatlara cevap olarak (dikkat buyurun), Azerbaycan\u2019a yard\u0131m i\u00e7in baz\u0131 tedbirler ald\u0131\u011f\u0131n\u0131, karde\u015fi Nuri Pa\u015fa\u2019n\u0131n 300 asker\u00ee e\u011fitmen ile Tebriz\u2019den Gence\u2019ye gitmesi hakk\u0131nda bir emir verdi\u011fini diyordu. Hac\u0131nski\u2019nin \u201cErmenistan\u2019\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131na m\u00fcnasebetiniz?\u201d sorusuna da Enver Pa\u015fa\u2019n\u0131n yan\u0131t\u0131 ilgi \u00e7ekicidir: <em>\u201cT\u00fcrkiye ba\u011f\u0131ms\u0131z Ermeni devletinin kurulmas\u0131 aleyhine de\u011fildir, bir \u015fartla ki \u0130ngiliz-Rus siyaseti hat\u0131r\u0131na Ermeni halk\u0131 T\u00fcrklere kar\u015f\u0131 entrikalar\u0131na son versin.\u201d<\/em><\/p>\n<p>Son zamanlar Osmanl\u0131 ve Osmanl\u0131 Devleti liderlerinin \u201cErmeniperest mevkii\u201d konusunda yalanlar tirajlan\u0131yor. \u0130revan\u2019\u0131 onlar\u0131n Ermenilere \u201chediye ettikleri\u201d hakk\u0131nda ak\u0131l almaz iddialar ileri s\u00fcr\u00fcl\u00fcyor. Bu arada ikide bir Osmanl\u0131 Meb\u00fbsan Meclisi Reisi Halil Mente\u015fe\u2019nin ad\u0131 zikrediliyor. Biz de Mente\u015fe\u2019nin an\u0131lar\u0131ndan k\u0131sa bir al\u0131nt\u0131 verelim: <em>\u201cBir g\u00fcn \u0130stanbul\u2019dan \u015fifre ald\u0131m: &#8216;Gu\u00e9guetchkori (G\u00fcrcistan Ba\u015fvekili) ile g\u00f6r\u00fc\u015f, bu Ermenileri aram\u0131zda taksim edelim.&#8217;<\/em> (dikkat buyurun!) <em>deniyordu. Bunlar Tiflis\u2019te<\/em> (G\u00fcrcistan\u2019\u0131n payitaht\u0131) <em>y\u00fczde altm\u0131\u015f ekseriyettedirler.&#8217;\u201d<\/em> \u015eerhe gerek var m\u0131?<\/p>\n<p>Mustafa Kemal Atat\u00fcrk hakk\u0131nda iddian\u0131n ne kadar esass\u0131z oldu\u011funu belirten sadece bir olgu: B\u00fcy\u00fck Millet Meclisi\u2019nin Reisi olarak Mustafa Kemal Pa\u015fa\u2019n\u0131n Lenin\u2019e g\u00f6nderdi\u011fi mektubun tarihi 26 Nisan 1920\u2019dir. Bu mektup Moskova\u2019ya 1 Haziran\u2019da ula\u015ft\u0131, h\u00e2lbuki bu zaman Azerbaycan \u00e7oktan (27 Nisan\u2019da) i\u015fgal edilmi\u015fti\u2026<\/p>\n<p>B\u00f6ylece, malum tarihi determinizm metodunu tersine \u00e7evirerek, ge\u00e7mi\u015fte de b\u00f6yle olmu\u015ftur, \u015fimdi de b\u00f6yledir, hatta gelecekte de b\u00f6yle olacakt\u0131r fikrini bo\u015f veya yar\u0131 bo\u015f kafalara yerle\u015ftirmek isterler. \u0130\u015fte tarih\u00ee temel olu\u015fturulduktan sonra m\u00fcnasebetlerin \u015fimdiki durumunu karalamak zor i\u015f de\u011fildir. \u00c7\u00fcnk\u00fc art\u0131k malum kafa buna m\u00fcsaittir. <em>T\u00fcrkiye kendi \u00e7\u0131karlar\u0131 pe\u015finde Azerbaycan\u2019a geldi (2020); ortak T\u00fcrk\u00e7e \u2013 eski Osmanl\u0131 emperyalizmidir; \u018f, X harflerini be\u011fenmemek ihanettir<\/em> gibi sa\u00e7ma fikirleri art\u0131k sosyal medyada yaymak olur.<\/p>\n<p>Azerbaycan-T\u00fcrkiye ili\u015fkilerine bir ba\u015fka y\u00f6nden yakla\u015fal\u0131m. T\u00fcrkiye ile Azerbaycan aras\u0131nda ge\u00e7mi\u015fte bir problem olmam\u0131\u015ft\u0131r, \u015fimdi de yoktur demek uluslararas\u0131 m\u00fcnasebetler sisteminden habersiz olmak demektir. M\u00fcttefik devletler aras\u0131nda baz\u0131 problemler olmu\u015ftur, var ve olacakt\u0131r. \u00d6nemli olan hayat\u00ee meselelerde birli\u011fin olmas\u0131d\u0131r. Elbette T\u00fcrkiyeli kom\u00fcnistler ve baz\u0131 ittihat\u00e7\u0131lar\u0131n Azerbaycan istiklaline kar\u015f\u0131 faaliyetleri (1920) tekzip edilemez olgudur. Nuri Pa\u015fa ne kadar bir heykeli hak etmi\u015f ise, amcas\u0131 Halil Pa\u015fa\u2019n\u0131n faaliyeti o kadar sorgulanmal\u0131d\u0131r. S\u00fcleyman Demirel\u2019in ne kadar mill\u00ee h\u00fck\u00fcmetin y\u0131k\u0131lmas\u0131nda rol\u00fc var ise, T\u00fcrkiye Cumhuriyeti devletinin bin kat Azerbaycan\u2019\u0131n toparlanmas\u0131nda rol\u00fc olmu\u015ftur. Do\u011fru-d\u00fczg\u00fcn ve adaletli sonuca varmak i\u00e7in m\u00fcnferit ile geneli, ikinci-\u00fc\u00e7\u00fcnc\u00fc dereceli nedenle\/olguyla hayat\u00ee \u00f6neme haiz nedeni\/olguyu biri birinden ay\u0131rmak gerektir. T\u00fcrk ve T\u00fcrkiye d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131 yaymakla g\u00f6revlendirilenler i\u015fte propagandan\u0131n bu \u00f6zelli\u011fini bildiklerinden sinekten fil yaparlar.<\/p>\n<p>T\u00fcrk ve T\u00fcrkiye d\u00fc\u015fmanlar\u0131n\u0131n yersiz y\u00fcrek buland\u0131rmalar\u0131 bir yana, daha ciddi konuyu a\u00e7\u0131klamaya \u00e7al\u0131\u015fal\u0131m. G\u00fcney ve Kuzey Azerbaycan\u2019daki \u00e7a\u011fda\u015flar\u0131m\u0131z\u0131n bilincindeki ve dilindeki \u201cgarda\u015f T\u00fcrkiye\u201d anlay\u0131\u015f\u0131 nerden \u00e7\u0131kt\u0131 ve ne kadar ger\u00e7ek\u00e7idir?<\/p>\n<h2><strong>Allah\u2019\u0131n l\u00fctfu<\/strong><\/h2>\n<p>Mill\u00ee bilin\u00e7 ayn\u0131 zamanda dostunu, d\u00fc\u015fman\u0131n\u0131 tan\u0131mak demektir. Milletle\u015fme s\u00fcrecinin kendisiyle beraber getirdi\u011fi bir olmazsa olmazd\u0131r.<br \/>\nKuzey Azerbaycan\u2019da Hasan Bey Zerdabi\u2019den ba\u015flayarak mill\u00ee fikir sahipleri ve kurulu\u015flar\u0131 \u00c7arl\u0131k\/Sovyet rejimlerinin t\u00fcm karalamalar\u0131na ra\u011fmen, s\u00f6m\u00fcrge durumunda olan mazlum Azerbaycan\u2019dan g\u00f6zlerini Osmanl\u0131\u2019ya\/T\u00fcrkiye\u2019ye \u00e7evirmi\u015fler. \u00d6zellikle 1925\u2019ten itibaren \u0130ran\u2019\u0131n \u0131rk\u00e7\u0131 devlete d\u00f6n\u00fc\u015fmesinden sonra T\u00fcrkiye, medet uma bilinecek yeg\u00e2ne \u00fclke olarak alg\u0131lanm\u0131\u015ft\u0131r. Birka\u00e7 \u00f6rnek verelim.<\/p>\n<p>Balkan Sava\u015f\u0131 arifesinde M\u00fcsavat te\u015fkilat\u0131 verdiyi beyanatta vurgulamaktayd\u0131: \u201cBiliniz ve ag\u00e2h olunuz ki, yeg\u00e2ne \u00fcmidimiz ve \u00e7are-i necat\u0131m\u0131z T\u00fcrkiye\u2019nin istiklal ve terakkisindedir. E\u011fer biz \u015fimdi de kendimizin evvelki hissizli\u011fimizden vaz ge\u00e7mezsek, d\u00fcnyan\u0131n g\u00f6z\u00fc \u00f6n\u00fcnde hak, \u0130slamiyet ve milliyetimizi kaybedip a\u011fyare ecir (yabanc\u0131lara hizmet\u00e7i), tabi, adeta esir olaca\u011f\u0131m\u0131z \u015fek ve \u015f\u00fcpheden aridir\u2026\u201d<\/p>\n<p>Mehmed Emin Resulzade 1922\u2019de yaz\u0131yordu: <em>\u201cAzerbaycan Cumhuriyeti, \u00e2lem-i \u0130slam\u2019da te\u015fekk\u00fcl eden ilk cumhuriyettir. Bu cumhuriyet ayn\u0131 zamanda bir T\u00fcrk h\u00fck\u00fcmetidir; tabir-i di\u011ferle k\u00fc\u00e7\u00fck T\u00fcrkiye\u2019dir. K\u00fc\u00e7\u00fck T\u00fcrkiye halk\u0131 ile b\u00fcy\u00fck T\u00fcrkiye halk\u0131 aras\u0131ndaki m\u00fcnasebet, iki karde\u015f m\u00fcnasebat\u0131 kadar samimanedir.\u201d<\/em><\/p>\n<p>1950\u2019lerin ortalar\u0131nda KGB\u2019nin ele ge\u00e7irdi\u011fi a\u00e7\u0131klamalar\u0131n birinde \u015funlar yaz\u0131lmaktayd\u0131: <em>\u201cM\u00fcsl\u00fcmanlar, 30 y\u0131ld\u0131r Ruslar ve Ermeniler taraf\u0131ndan ezilmekteyiz. Onlar bizi ya\u011fmal\u0131yor, var\u0131m\u0131z\u0131-yokumuzu elimizden al\u0131yorlar. Bak\u00fc petrol\u00fc Rusya\u2019ya ta\u015f\u0131nmaz ise milyoner oluruz. Sar\u0131lar (Ruslar) petrol\u00fcm\u00fcz\u00fc, y\u00fcn, pamuk, \u00e7ay, pirin\u00e7, ya\u011f, s\u00fct, yumurta \u2013 ne varsa elimizden al\u0131yorlar. Ruslardan kurtulal\u0131m. Korkmay\u0131n\u0131z, ya\u015fas\u0131n T\u00fcrkiye, ya\u015fas\u0131n T\u00fcrkiye\u2019nin asker ve subaylar\u0131.\u201d<\/em><\/p>\n<p>\u00d6zellikle \u015fu son belge \u00e7ok anlaml\u0131d\u0131r. On y\u0131llar boyunca devaml\u0131 olarak T\u00fcrkiye\u2019ye kar\u015f\u0131 propagandan\u0131n y\u00fcr\u00fct\u00fclmesine, mill\u00ee kimli\u011fini ifade etti\u011fi i\u00e7in \u201cT\u00fcrkiye\u2019nin casusu\u201d su\u00e7lamas\u0131 ile represya olunan y\u00fczbinlerin ac\u0131 kaderine bakmaks\u0131z\u0131n, Azerbaycan halk\u0131 \u201cNATO\u2019nun el alt\u0131s\u0131\u201d, \u201cAzerbaycan\u2019a kar\u015f\u0131 as\u0131rlarca devam eden i\u015fgalci niyetin olmas\u0131\u201d, \u201cgeride kalm\u0131\u015f T\u00fcrkiye\u2019nin Bat\u0131\u2019n\u0131n u\u00e7 noktas\u0131 olmas\u0131\u201d\u2026 gibi masallara inanmad\u0131. Sovyetlerin sonlar\u0131ndan itibaren Azerbaycan\u2019da garda\u015f T\u00fcrkiye anlay\u0131\u015f\u0131, bir millet, iki devlet d\u00fcsturu siyasi fikirde kendine yer buldu. Ve k\u00fc\u00e7\u00fck devletlerin orta ve b\u00fcy\u00fck devletin\/devletlerin himayesine ihtiyac\u0131 vard\u0131r fikrini de kabul etmeliyiz. 10 milyon n\u00fcfusu, 86 bin kilometre kare resm\u00ee arazisi, 46 milyar dolar mill\u00ee geliri olan Azerbaycan Cumhuriyeti, \u00e7ok kar\u0131\u015f\u0131k bir jeopolitik ortamda mill\u00ee problemlerini \u00e7\u00f6zmek zorundad\u0131r. Azerbaycan Cumhuriyeti, Rusya-\u0130ran-T\u00fcrkiye jeopolitik \u00fc\u00e7geninde yer almaktad\u0131r. Bu devletlerden ilk ikisinin ge\u00e7mi\u015fte de \u015fimdi de Azerbaycan\u2019a dost m\u00fcnasebette olmayan \u00fclkeler oldu\u011funu akl\u0131 ba\u015f\u0131nda olan her bir kes biliyor. Bu \u00fc\u00e7gende T\u00fcrkiye Cumhuriyeti\u2019nin \u2013 karde\u015f T\u00fcrk devletinin olmas\u0131 Allah\u2019\u0131n bir l\u00fctfudur. Yeter ki bu l\u00fctfu kavraya bilelim, siyasi ve toplumsal fikirde bu \u00fc\u00e7 devleti ayn\u0131 mesafede tutmak yanl\u0131\u015fl\u0131\u011f\u0131ndan vaz ge\u00e7elim. H\u00e2kim idareci s\u0131n\u0131f\u0131n (nomenklat\u00f6r\u00fcn) uzun y\u0131llar\u0131n \u201cdengeli d\u0131\u015f politika\u201d adl\u0131 gelgitten sonra bu ger\u00e7e\u011fi k\u0131smen idrak etmesine galiba sevinmek gerektir. Azerbaycan\u2019\u0131n Karaba\u011f problemini k\u00f6kten \u00e7\u00f6zmesi, di\u011fer hayat\u00ee meselelerinin \u00e7\u00f6z\u00fcm\u00fc i\u00e7in T\u00fcrkiye\u2019nin timsalinde m\u00fcttefike ihtiyac\u0131 vard\u0131r. T\u00fcrkiye\u2019ye yersiz kibirle bakanlar kabul etmelidirler: T\u00fcrkiye Cumhuriyeti devleti orta \u00f6l\u00e7ekli b\u00f6lge devletidir \u2013 kendini savuna bilir. Azerbaycan\u2019\u0131n bu ittifaka daha \u00e7ok ihtiyac\u0131 vard\u0131r.<\/p>\n<p>Bu ittifak\u0131n 2008-2009 \u00f6rne\u011finde tehlikeye d\u00fc\u015fmemesi, dayan\u0131kl\u0131 olmas\u0131 i\u00e7in iktidarlar\u0131n yak\u0131n olmas\u0131, dostum-karde\u015fim iltifatlar\u0131 yetmiyor. Halklar o kadar yak\u0131n, tek millet olmal\u0131lar ki iktidarlar\u0131n yanl\u0131\u015flar\u0131 veya kaprisleri m\u00fcnasebetleri bozabilmesin.<\/p>\n<p>Azerbaycan-T\u00fcrkiye m\u00fcnasebetleri strateji m\u00fcttefiklikten de ileri gidebilir. Konfederatif birlik fikri de m\u00fczakere edilebilir, hatta edilmelidir. T\u00fcrkiye\u2019yi taklit etmek de\u011fil, \u00fcst\u00fcn de\u011ferlerinden faydalanmak gerektir. T\u00fcrkiye\u2019de durum ideal de\u011fildir. Ancak gelin ger\u00e7ek\u00e7i olal\u0131m: T\u00fcrkiye belki de her alanda Azerbaycan\u2019dan bir ad\u0131m ileridedir.<\/p>\n<p>Kendi problemlerini \u00e7\u00f6zmek i\u00e7in riski g\u00f6ze alabilen bir Azerbaycan\u2019\u0131n T\u00fcrkiye\u2019deki T\u00fcrk milleti nezdinde n\u00fcfuzu \u00e7ok y\u00fcksektir. Hatta Azerbaycan, siyasetini d\u00fczg\u00fcn kurabilirse resm\u00ee Londra\u2019n\u0131n ABD siyasetine etkisi kadar tesir g\u00fcc\u00fcne de sahip olabilir. Bir ba\u015fka deyi\u015fle Beyaz Saray\u2019\u0131n karar\u0131n\u0131 etkilemenin en yak\u0131n yolu Dauning Str. 10\u2019dan hareket etmektir d\u00fcsturu \u00fczere resm\u00ee Ankara\u2019n\u0131n da kararlar\u0131na tesir etmek potansiyeline sahiptir.<\/p>\n<p>Azerbaycan-T\u00fcrkiye ittifak\u0131n\u0131n daha bir stratejik \u00f6nemi de vard\u0131r. Bu ittifak T\u00fcrk Birli\u011fi\u2019nin olu\u015fmas\u0131 i\u00e7in \u00f6n \u015fartt\u0131r \u2013 T\u00fcrk Birli\u011fi\u2019nin \u00e7ekirde\u011fi i\u015fte bu ittifak olabilir. G\u00fcney Azerbaycan, Kuzey\u2019e g\u00f6re T\u00fcrkiye\u2019ye m\u00fcnasebetini daha azapl\u0131 yollar kat ederek \u015fekillendirmektedir. \u0130ranc\u0131l\u0131k de\u011ferlerinden, \u00f6zellikle mezhep taassubundan kopmak uzun zaman ald\u0131. \u0130ran i\u00e7in fedak\u00e2rl\u0131k, fakat kendi i\u00e7in gaflet adland\u0131rd\u0131\u011f\u0131m\u0131z 1905-1925\u2019lerde G\u00fcney Azerbaycan\u2019\u0131n davran\u0131\u015f\u0131 ac\u0131 tecr\u00fcbeleri ortaya koydu, sonraki Fars \u0131rk\u00e7\u0131 rejimlerinin (Pehlevi ve Humeyni) a\u015fa\u011f\u0131lama, soygun ve eritme siyaseti T\u00fcrkl\u00fc\u011f\u00fc \u0130ran b\u00fct\u00fcn\u00fcnden kopard\u0131. Pehlevi d\u00f6neminin <em>\u201cT\u00fcrke xer\u201d<\/em> (E\u015f\u015fek T\u00fcrk) a\u015fa\u011f\u0131lamas\u0131 \u015fimdiki molla rejiminin <em>\u201cMerg ber T\u00fcrk!\u201d<\/em> (T\u00fcrk\u2019e \u00f6l\u00fcm) tehditleri ile yenilendi. Bir zamanlar Sovyetler en masum d\u00fc\u015fmanlar\u0131n\u0131 \u201cT\u00fcrkiye casusu\u2019 su\u00e7u ile Sibirya\u2019ya s\u00fcrg\u00fcne g\u00f6nderiyor, hatta kur\u015funa diziyorduysa, \u015fimdi de <em>&#8220;\u0130ran, Tebriz, Bak\u00fc, Ankara, Farslar hara, biz hara?!&#8221;<\/em> diyenleri ayn\u0131 \u201cT\u00fcrkiye casusu\u201d ad\u0131yla hapishanelere dolduruyor. Ancak tarihin gidi\u015fini durdurmak m\u00fcmk\u00fcn de\u011fildir. Soyda\u015flar\u0131m\u0131z\u0131n hayli hissesi dostunu-d\u00fc\u015fman\u0131n\u0131 anlama\u011fa ba\u015flam\u0131\u015ft\u0131r, g\u00f6z\u00fcn\u00fc kuzeye \u2013 Azerbaycan Cumhuriyeti\u2019ne, hem de bat\u0131ya \u2013 T\u00fcrkiye\u2019ye \u00e7evirmi\u015ftir. \u0130ran\u2019da as\u0131rlarla s\u00fcr\u00fcp gelen T\u00fcrk ve Osmanl\u0131\/T\u00fcrkiye d\u00fc\u015fmanl\u0131\u011f\u0131 \u00f6zellikle yeni nesilde ters tepme\u011fe ba\u015flam\u0131\u015f, T\u00fcrkiye alg\u0131s\u0131 k\u00f6kl\u00fc \u015fekilde de\u011fi\u015fmi\u015ftir.<\/p>\n<h2><strong>Sonu\u00e7<\/strong><\/h2>\n<p>\u00c7arl\u0131k\/Sovyet ve Pehlevi\/Humeyni d\u00f6nemlerinde on y\u0131llarca y\u00f6netilen anti-T\u00fcrkiye propagandas\u0131 Azerbaycan n\u00fcfusunun bilincine etkisiz kalmam\u0131\u015f, T\u00fcrkiye hakk\u0131nda \u015f\u00fcphelerin, hatta baz\u0131 kesimlerde d\u00fc\u015fman m\u00fcnasebetin olu\u015fmas\u0131na neden olmu\u015ftur. Tarih\u00ee hadiseler sapt\u0131r\u0131larak olumsuz alg\u0131n\u0131n olu\u015fmas\u0131 i\u00e7in aktif \u015fekilde kullan\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Mill\u00ee bilincin geli\u015fmesi ve siyasi gidi\u015fat\u0131n (1918\u2019in kurtulu\u015fu, Karaba\u011f Sava\u015f\u0131 vs.) etkisiyle tasavvurlar de\u011fi\u015fmi\u015f, T\u00fcrkiye hakk\u0131nda daha ger\u00e7ek\u00e7i yakla\u015f\u0131m \u015fekillenmi\u015ftir. Garda\u015f T\u00fcrkiye anlay\u0131\u015f\u0131 Azerbaycan Cumhuriyeti\u2019nin ekser vatanda\u015flar\u0131n\u0131n kimli\u011finde yer alm\u0131\u015ft\u0131r. Ancak Azerbaycan\u2019\u0131n T\u00fcrkiye\u2019ye artan meylinin ve aksine T\u00fcrkiye\u2019nin Azerbaycan\u2019a ilgisinin g\u00fc\u00e7lenmesinden rahats\u0131z olanlar vard\u0131r.
