D\u00fcnyada da \u00fclkemizde de k\u00fc\u00e7\u00fck aile i\u015fletmelerinin egemenli\u011fi h\u00e2len devam ediyor. K\u0131rsaldan \u00f6zellikle tar\u0131msal faaliyetlerden sosyal ve ekonomik bir refah g\u00f6remeyenler kente g\u00f6\u00e7 ediyor. Bu bir par\u00e7a da \u201cSald\u0131m \u00e7ay\u0131ra, Mevla\u2019m kay\u0131ra\u201d anlay\u0131\u015f\u0131n\u0131n da bir par\u00e7as\u0131d\u0131r. \u00d6zellikle gen\u00e7ler tar\u0131mdan ve k\u0131rsaldan kopmu\u015f, kente gitmi\u015f; k\u0131rsalda-k\u00f6yde olduk\u00e7a ya\u015fl\u0131 n\u00fcfus kalm\u0131\u015ft\u0131r. Salg\u0131n ile birlikte, ba\u015fta emekliler olmak \u00fczere, kent hayat\u0131ndan ka\u00e7ma iste\u011finin artmas\u0131 ve k\u0131rsalda hobi \u00e7ift\u00e7ilik ve el i\u015flerine ilginin artmas\u0131, k\u00f6ye-k\u0131rsala d\u00f6n\u00fc\u015fe bir ivme kazand\u0131rabilir belki!<\/p>\n<h2>Tar\u0131msal ve k\u0131rsal kalk\u0131nman\u0131n yeniden ele al\u0131nmas\u0131<\/h2>\n<p>Birle\u015fmi\u015f Milletler G\u0131da ve Tar\u0131m \u00d6rg\u00fct\u00fc (FAO) taraf\u0131ndan yap\u0131lan tart\u0131\u015fmal\u0131 de\u011ferlendirmede, k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli aile \u00e7iftliklerinin kalk\u0131nmadaki rol\u00fc uzun s\u00fcredir tart\u0131\u015f\u0131lan bir konudur. K\u00fc\u00e7\u00fck \u00e7iftliklerin olas\u0131 evrimine ili\u015fkin tahminlere ra\u011fmen, geli\u015fmekte olan \u00fclkelerdeki tar\u0131msal manzara, aile taraf\u0131ndan i\u015fletilen k\u00fc\u00e7\u00fck i\u015fletmelerin egemenli\u011finde olmaya devam ediyor. Ancak h\u00fck\u00fcmetlerin tutumu daha \u00e7etrefildir. Asya h\u00fck\u00fcmetleri genel olarak, tar\u0131msal yay\u0131n, girdiler ve finansa eri\u015fimi kolayla\u015ft\u0131ran elveri\u015fli kamu politikas\u0131yla k\u00fc\u00e7\u00fck toprak sahiplerini destekler. Latin Amerika&#8217;da k\u00fc\u00e7\u00fck toprak sahiplerine yap\u0131lan katk\u0131ya duyulan g\u00fcven ve destek, genellikle refah kayg\u0131lar\u0131yla ba\u011flant\u0131l\u0131 oldu\u011fundan, o kadar g\u00fc\u00e7l\u00fc de\u011fildir. Sahra alt\u0131 Afrika\u2019da, di\u011fer b\u00f6lgelerden daha fazla olarak, h\u00fck\u00fcmetler, \u00fcretkenli\u011fi art\u0131rmak i\u00e7in yo\u011fun sermaye ile daha b\u00fcy\u00fck \u00f6l\u00e7ekli \u00e7iftlikleri cezbetmeye e\u011filimlidir.<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a><\/p>\n<p>Avrupa Birli\u011finde Ortak Tar\u0131m Politikas\u0131, k\u0131rsal kalk\u0131nmay\u0131 destekleyen finansman ve eylemler yoluyla k\u0131rsal alanlar\u0131n canl\u0131l\u0131\u011f\u0131n\u0131 ve ekonomik canl\u0131l\u0131\u011f\u0131n\u0131 destekler<\/p>\n<p>AB\u2019de K\u0131rsal kalk\u0131nma, Ortak Tar\u0131m Politikas\u0131n\u0131n (OTP) ikinci aya\u011f\u0131d\u0131r. K\u0131rsal alanlar\u0131n sosyal, \u00e7evresel ve ekonomik s\u00fcrd\u00fcr\u00fclebilirli\u011fini g\u00fc\u00e7lendirerek gelir destekleri ve piyasa \u00f6nlemlerinin birinci aya\u011f\u0131n\u0131 destekler.<\/p>\n<p>OTP, \u00fc\u00e7 uzun vadeli hedef arac\u0131l\u0131\u011f\u0131yla k\u0131rsal alanlar\u0131n s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nmas\u0131na katk\u0131da bulunur:<\/p>\n<ul>\n<li>OTP&#8217;nin, AB&#8217;nin k\u0131rsal kalk\u0131nma hedeflerine katk\u0131s\u0131, Avrupa K\u0131rsal Kalk\u0131nma Tar\u0131m Fonu (EAFRD) taraf\u0131ndan desteklenmektedir. 2021-27 i\u00e7in EAFRD b\u00fct\u00e7esi, COVID-19 salg\u0131n\u0131n\u0131n yol a\u00e7t\u0131\u011f\u0131 zorluklarla ba\u015f edilebilmesine yard\u0131mc\u0131 olmak i\u00e7in yeni nesil AB kurtarma arac\u0131ndan 8,1 milyar Euro\u2019luk ilave bir kaynak da d\u00e2hil olmak \u00fczere 95,5 milyar Euro tutar\u0131ndad\u0131r.<\/li>\n<li>AB \u00fclkeleri, k\u0131rsal kalk\u0131nma programlar\u0131 Avrupa K\u0131rsal Kalk\u0131nma Tar\u0131m Fonu arac\u0131l\u0131\u011f\u0131yla finansman\u0131 uygulamaktad\u0131r. K\u0131rsal kalk\u0131nma programlar\u0131 ulusal b\u00fct\u00e7eler taraf\u0131ndan ortak finanse edilir ve ulusal veya b\u00f6lgesel temelde haz\u0131rlanabilir. Avrupa Komisyonu, k\u0131rsal kalk\u0131nma programlar\u0131n\u0131 onaylar ve izler, projelerin se\u00e7imine ve \u00f6demelerin verilmesine ili\u015fkin kararlar ulusal ve b\u00f6lgesel y\u00f6netim makamlar\u0131 taraf\u0131ndan verilir.<\/li>\n<li>Her bir k\u0131rsal kalk\u0131nma program\u0131, Avrupa K\u0131rsal Kalk\u0131nma Tar\u0131m Fonu\u2019nun alt\u0131 \u00f6nceli\u011finden en az d\u00f6rd\u00fcne y\u00f6nelik \u00e7al\u0131\u015fmal\u0131d\u0131r:<\/li>\n<li>Tar\u0131m, ormanc\u0131l\u0131k ve k\u0131rsal alanlarda bilgi aktar\u0131m\u0131n\u0131 ve yenili\u011fi te\u015fvik etmek;<\/li>\n<li>Her t\u00fcrl\u00fc tar\u0131m\u0131n s\u00fcrd\u00fcr\u00fclebilirli\u011fini ve rekabet g\u00fcc\u00fcn\u00fc art\u0131rmak ve yenilik\u00e7i \u00e7iftlik teknolojilerini ve s\u00fcrd\u00fcr\u00fclebilir orman y\u00f6netimini te\u015fvik etmek;<\/li>\n<li>Tar\u0131mda g\u0131da zinciri organizasyonunu, hayvan refah\u0131n\u0131 ve risk y\u00f6netimini te\u015fvik etmek;<\/li>\n<li>Tar\u0131m, g\u0131da ve ormanc\u0131l\u0131k sekt\u00f6rlerinde kaynak verimlili\u011fini te\u015fvik etmek ve d\u00fc\u015f\u00fck karbonlu ve iklime dayal\u0131 bir ekonomiye ge\u00e7i\u015fi desteklemek;<\/li>\n<li>Tar\u0131m ve ormanc\u0131l\u0131kla ilgili ekosistemleri restore etmek, korumak ve geli\u015ftirmek;<\/li>\n<li>K\u0131rsal alanlarda sosyal kapsam\u0131, yoksullu\u011fu azaltmay\u0131 ve ekonomik kalk\u0131nmay\u0131 te\u015fvik etmek.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><\/li>\n<\/ul>\n<p><img loading=\"lazy\" class=\"size-full wp-image-15077 aligncenter\" src=\"https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2022\/02\/2-1.png\" alt=\"\" width=\"289\" height=\"174\" srcset=\"https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2022\/02\/2-1.png 289w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2022\/02\/2-1-150x90.png 150w\" sizes=\"(max-width: 289px) 100vw, 289px\" \/><\/p>\n<h2>\u00dclkemizde k\u0131rsal kalk\u0131nma \u00e7al\u0131\u015fmalar\u0131 ve \u201cK\u0131rsal Kalk\u0131nma \u00d6zel \u0130htisas Raporu\u201d<\/h2>\n<p>On Birinci (2019-2023) K\u0131rsal Kalk\u0131nma \u00d6zel \u0130htisas Raporunun \u201cSonu\u00e7 ve \u00d6neriler\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda a\u015fa\u011f\u0131daki hususlar yer alm\u0131\u015ft\u0131r:<\/p>\n<p>\u201c<em>Milli k\u00fclt\u00fcrlerin, toplumsal geleneklerin, \u00f6rf ve adetlerin muhafazas\u0131nda, gelece\u011fin gelenekler ile ba\u011flant\u0131s\u0131nda ve dolay\u0131s\u0131yla toplumun s\u00fcrd\u00fcr\u00fclebilirli\u011finin sa\u011flanmas\u0131nda k\u0131rsal alanlar i\u00e7erdi\u011fi \u00e7e\u015fitlilikle sigorta i\u015flevi g\u00f6rmektedir.<\/em><\/p>\n<p><em>\u201cK\u0131rsal \u00e7evrenin ve do\u011fal ya\u015fam alanlar\u0131n\u0131n korunmas\u0131, iyile\u015ftirilmesi ve geli\u015ftirilmesi bir \u00fclkenin kalk\u0131nmas\u0131nda kilit \u00f6nem arz etmektedir. K\u00fcreselle\u015fme ile meydana gelen geli\u015fmeler ve iklim de\u011fi\u015fikli\u011fi gibi d\u0131\u015fsal fakt\u00f6rler k\u0131rsal alanlar\u0131 da etkilemektedir. K\u0131rsal kesimdeki ihtiya\u00e7lar\u0131n ve sorunlar\u0131n sa\u011fl\u0131kl\u0131 \u015fekilde ortaya konulmas\u0131 ve bunlara s\u00fcrd\u00fcr\u00fclebilir \u00e7\u00f6z\u00fcmlerin geli\u015ftirilmesi noktas\u0131nda k\u0131rsal kalk\u0131nma politikalar\u0131na ba\u015fvurulmaktad\u0131r. Art\u0131k sadece yukar\u0131dan a\u015fa\u011f\u0131ya kalk\u0131nma yakla\u015f\u0131mlar\u0131na dayanan stratejiler yerine, yerelin kendi beklenti ve ihtiya\u00e7lar\u0131n\u0131 ortaya koyan, programlama ve uygulama a\u015famas\u0131nda ise payda\u015flar aras\u0131nda i\u015f birli\u011fi ve ortakl\u0131klar\u0131 h\u00e2kim k\u0131lan s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma yakla\u015f\u0131m\u0131 esas al\u0131nmaktad\u0131r.<\/em><\/p>\n<p><em>\u201cK\u00fcresel g\u0131da talebindeki art\u0131\u015f, kentlere g\u00f6\u00e7, yenilenebilir enerji ve iklim de\u011fi\u015fikli\u011fi k\u0131s\u0131tlar\u0131ndan hareketle yoksulluk ve a\u00e7l\u0131kla m\u00fccadele \u00e7abalar\u0131n\u0131 etkili k\u0131lacak s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma hedeflerini ger\u00e7ekle\u015ftirmenin en \u00f6nemli politika alanlar\u0131ndan birinin k\u0131rsal kalk\u0131nma oldu\u011fu yayg\u0131n kabul g\u00f6rmektedir. K\u0131rsal kalk\u0131nmaya ili\u015fkin yayg\u0131n kabuller ise; k\u0131rsal politikan\u0131n mali y\u00fck\u00fcn\u00fcn \u00e7o\u011funlukla kamuya ait oldu\u011fu, k\u0131rsal kalk\u0131nma \u00e7abalar\u0131n\u0131n birer ahlaki y\u00fck\u00fcml\u00fcl\u00fck oldu\u011fu ve k\u0131rsal kalk\u0131nman\u0131n orta ve uzun vadede her vatanda\u015f\u0131n menfaatine oldu\u011fu \u015feklindedir.<\/em><\/p>\n<p><em>\u201cBuradan hareketle, raporda s\u00fcrd\u00fcr\u00fclebilir toplum anlay\u0131\u015f\u0131 ile olu\u015fturulan bir k\u0131rsal kalk\u0131nma yakla\u015f\u0131m\u0131 benimsenmi\u015ftir. \u00dclkemiz i\u00e7in bu y\u00f6nde stratejilerin ve hedeflerin belirlenmesi ve uygulanmas\u0131 \u00f6ncelikle k\u0131rsal alanda bir toplumsal mutabakat\u0131n sa\u011flanm\u0131\u015f olmas\u0131n\u0131 gerekli k\u0131lmaktad\u0131r. Bu mutabakat, k\u0131rsal kesimin genel niteliklerini ortaya koyan ve k\u0131rsal kalk\u0131nma i\u00e7in olmas\u0131 gerekenleri kapsayan bir bildiri niteli\u011findedir.<\/em><\/p>\n<ol>\n<li><em>T\u00fcrkiye\u2019deki k\u0131rsal alanlar farkl\u0131 iklim, co\u011frafi yap\u0131 ve k\u00fclt\u00fcrleri ile \u00e7e\u015fitlilik arz etmektedir. Bu \u00e7e\u015fitlilik T\u00fcrkiye\u2019nin gelece\u011fi i\u00e7in bir f\u0131rsat ve e\u015fsiz bir zenginlik olarak g\u00f6r\u00fclmelidir.<\/em><\/li>\n<li><em>K\u0131rsal kesimdeki ya\u015fam kalitesinin art\u0131r\u0131lmas\u0131 i\u00e7in \u00f6ncelikle ge\u00e7im kaynaklar\u0131 tatmin edici d\u00fczeyde olmal\u0131d\u0131r. Bu imk\u00e2n\u0131n sa\u011flanamamas\u0131; ba\u015fta k\u0131rsal ekonominin darl\u0131\u011f\u0131, tatmin edici ve adil \u00fccret temelli i\u015f olanaklar\u0131n\u0131n yoklu\u011fu, gen\u00e7 insanlar\u0131n g\u00f6\u00e7\u00fcyle birlikte k\u0131rsalda \u00fcretken i\u015fg\u00fcc\u00fc kayb\u0131 ve bunun sonucu olarak demografik dengesizlikler, yeterli kamu hizmetlerine ula\u015famama ile \u00e7evresel bozulma gibi \u00e7ok \u00e7e\u015fitli sorunlardan kaynaklanmaktad\u0131r.<\/em><\/li>\n<li><em>Gen\u00e7 n\u00fcfusun k\u0131rsal yerle\u015fimlerde ya\u015fama ve \u00e7al\u0131\u015fma e\u011filimi d\u00fc\u015fmekte ve bu durum \u00fclkenin gelece\u011fini olumsuz etkilemektedir. Kad\u0131n ve erkek t\u00fcm gen\u00e7lerin iyi gelirli bir i\u015f, sosyal g\u00fcvenlik imk\u00e2n\u0131, nitelikli \u00f6rg\u00fcn ve mesleki e\u011fitim ile yerel ko\u015fullar do\u011frultusunda toprak ve krediye eri\u015fimleri sa\u011flanmal\u0131d\u0131r. Bu \u00e7er\u00e7evede gen\u00e7 \u00e7ift\u00e7ilere ve giri\u015fimcilere \u00f6zg\u00fc destek programlar\u0131 geli\u015ftirilmelidir.<\/em><\/li>\n<li><em>K\u0131rsal alanlar T\u00fcrkiye\u2019de yoksullu\u011fun en fazla oldu\u011fu alanlar olmaya devam etmektedir. Bu nedenle tar\u0131m sekt\u00f6r\u00fc d\u0131\u015f\u0131ndaki sekt\u00f6rleri de kapsayacak \u015fekilde gelir getirici faaliyetlerle yerinde kalmay\u0131 te\u015fvik edici istihdam politikalar\u0131na ba\u015fvurulmal\u0131d\u0131r.<\/em><\/li>\n<li><em>Tar\u0131m h\u00e2len k\u0131rsal alandaki en \u00f6nemli sekt\u00f6r olup T\u00fcrkiye i\u00e7in vazge\u00e7ilmez \u00f6neme sahiptir. Bu nedenle tar\u0131m ve k\u0131rsal kalk\u0131nma politikalar\u0131 birbirini tamamlay\u0131c\u0131 y\u00f6nde olmal\u0131 ve sa\u011flanan destekler buna katk\u0131 sunacak \u015fekilde programlanmal\u0131d\u0131r.<\/em><\/li>\n<li><em>Kamu kurum ve kurulu\u015flar\u0131 k\u0131rsalda ya\u015fayan n\u00fcfusun temel k\u0131rsal altyap\u0131 ve hizmetlere eri\u015fim hakk\u0131n\u0131 tan\u0131mal\u0131, k\u0131rsal toplumun ihtiya\u00e7lar\u0131na ve ko\u015fullar\u0131na uygun \u015fekilde hizmet sunumunu istikrarl\u0131 ve nitelikli bir \u015fekilde y\u00fcr\u00fctmelidir.<\/em><\/li>\n<li><em>Y\u00fcksek nitelikli bilgi ve ileti\u015fim teknolojilerine eri\u015fim k\u0131rsal n\u00fcfusun sosyal, k\u00fclt\u00fcrel ve ekonomik ihtiya\u00e7lar\u0131 i\u00e7in elzem h\u00e2le gelmi\u015ftir. Uzakl\u0131klar\u0131 ve d\u00fc\u015f\u00fck n\u00fcfuslar\u0131 nedeniyle k\u0131rsal alanlar\u0131n bili\u015fim hizmetlerine eri\u015fimi \u00f6zel desteklerle g\u00fc\u00e7lendirilmelidir.<\/em><\/li>\n<li><em>T\u00fcrk tar\u0131m\u0131ndaki k\u00fc\u00e7\u00fck ve orta boy aile i\u015fletmecili\u011fi yap\u0131s\u0131n\u0131n \u00f6nemli bir yo\u011funlukta oldu\u011fu g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda, aile \u00e7ift\u00e7ili\u011fi \u00f6zellikle korunmal\u0131 ve desteklenmelidir.<\/em><\/li>\n<li><em>Kasabalar\u0131n sosyal, ekonomik ve k\u00fclt\u00fcrel merkezler olarak k\u0131rsal kesim i\u00e7in b\u00fcy\u00fck \u00f6nemi vard\u0131r. Bunlar \u00f6nemli ticaret ve pazarlama, kamusal ve sosyal hizmetler ile temel e\u011fitime ve birinci basamak sa\u011fl\u0131k kurulu\u015flar\u0131na eri\u015fim merkezleridir. Ayr\u0131ca turizm i\u00e7in yeterli olanaklar sa\u011flamaktad\u0131r. Bu yerle\u015fimlerin ihtiya\u00e7lar\u0131 m\u00fcnhas\u0131ran g\u00f6zetilmelidir.<\/em><\/li>\n<li><em>Birle\u015fmi\u015f Milletler \u0130klim De\u011fi\u015fikli\u011fi Konferans\u0131 yolunda, do\u011fal kaynaklar\u0131n s\u00fcrd\u00fcr\u00fclebilirli\u011fi konusunda tar\u0131m alanlar\u0131 ve do\u011fal \u00e7evresiyle t\u00fcm k\u0131rsal alanlar\u0131n iklim de\u011fi\u015fikli\u011fine uyum kabiliyeti art\u0131r\u0131lmal\u0131d\u0131r.<\/em><\/li>\n<li><em>K\u0131rsal kalk\u0131nmadaki en b\u00fcy\u00fck engel sosyal ve insan sermayesi konusundaki eksikliklerden ileri gelmektedir. Toplum i\u00e7inde g\u00fcven ve dayan\u0131\u015fma ili\u015fkilerinin artmas\u0131na y\u00f6nelik \u00f6nlemler al\u0131nmas\u0131 gereklidir.
