Toplumlar\u0131n, ge\u00e7mi\u015ften gelece\u011fe toplumsal varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcren sosyal kurumlar i\u00e7inde, T\u00fcrkler i\u00e7in en \u00f6nemlisi devlet kurumudur. T\u00fcrkler i\u00e7in t\u00f6reye uygun devlet yoksa, di\u011fer sosyal kurumlar\u0131n (aile, din, e\u011fitim vb.) \u00a0temel i\u015flevlerini yerine getirmesi \u00e7ok zordur. Devlet kurumu, merkezi y\u00f6netim (askeriye, g\u00fcvenlik, adliye, okullar, hastane, i\u015fletmeler, bankalar vb.) ve yerel y\u00f6netim birimleri gibi somut kurulu\u015flar arac\u0131l\u0131\u011f\u0131yla toplumsal ihtiya\u00e7lar\u0131 kar\u015f\u0131lamaya ve sorunlar\u0131 \u00e7\u00f6zmeye \u00e7al\u0131\u015f\u0131r.<\/p>\n<h2><strong>Kurumlar arac\u0131l\u0131\u011f\u0131yla devlet olunur<\/strong><\/h2>\n<p>Toplumsal ihtiya\u00e7lar\u0131n giderilmesinde ve sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcnde etkili kurumlar\u0131n olu\u015fturulmas\u0131 ve y\u00f6netilmesi, son derece nitelikli insan kayna\u011f\u0131 ile m\u00fcmk\u00fcn olabilmektedir. Devlet kurumunu, devlet yapan as\u0131l etken, i\u015fleyen kamu kurumlar\u0131 olunca; kurumlara i\u015flevsellik kazand\u0131ran as\u0131l etken ise bunlar\u0131n liyakatli y\u00f6neticiler taraf\u0131ndan y\u00f6netilmesidir. Bu \u00e7er\u00e7evede, kamusal kurumlar olarak, mahkemeler adalet da\u011f\u0131t\u0131yorsa, okullar nitelikli insan yeti\u015ftiriyorsa, g\u00fcvenlik \u00f6rg\u00fctleri g\u00fcven sa\u011fl\u0131yorsa, paray\u0131 y\u00f6neten kurumlar enflasyonu \u00f6nl\u00fcyorsa, mabetler huzur veriyorsa, o zaman b\u00fct\u00fcn bunlar ve benzeri kurumlar liyakatli y\u00f6neticiler taraf\u0131ndan y\u00f6netiliyor demektir.<\/p>\n<h2><strong>Yetersiz y\u00f6neticiler kurumlar\u0131 hasta eder<\/strong><\/h2>\n<p>Kurumlar, \u00f6m\u00fcrleri belirli bir ku\u015fakla ya da bir insan \u00f6mr\u00fcyle s\u0131n\u0131rl\u0131 olmaks\u0131z\u0131n, yeni bilgi dalgalar\u0131 sayesinde de\u011fi\u015ferek ve yenilenerek varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrebilirler. Her \u00e7a\u011f ve d\u00f6nemin kurumlar\u0131n\u0131n, i\u015flevlerini etkili bir bi\u00e7imde yerine getirebilmeleri, zaman\u0131n ruhuna uygun bilgi ve becerilerle donanm\u0131\u015f liyakatli y\u00f6netici kadrolara ba\u011fl\u0131d\u0131r.<\/p>\n<p>Ba\u015f\u0131nda yetersiz y\u00f6neticilerin bulundu\u011fu kurumlar, \u00e7o\u011funlukla g\u00f6revlerini yapamaz, sorunlar alt\u0131nda ezilir ve a\u015famal\u0131 bir bi\u00e7imde hastalan\u0131r. Liyakatsiz y\u00f6neticilerin ba\u015f\u0131nda bulundu\u011fu kurumlar\u0131 zay\u0131flatan ve sonunda hasta yapan etkenlerden birisi, kurum \u00fcyelerinin tek bi\u00e7imli d\u00fc\u015f\u00fcnmeye al\u0131\u015ft\u0131r\u0131lm\u0131\u015f olmalar\u0131d\u0131r. Tek bi\u00e7imli d\u00fc\u015f\u00fcnmeye al\u0131\u015ft\u0131r\u0131lan ya da \u00f6yle davranmaya zorlanan \u00e7al\u0131\u015fanlar, farkl\u0131 sorunlarla kar\u015f\u0131la\u015ft\u0131klar\u0131 zaman, farkl\u0131 \u00e7\u00f6z\u00fcm yollar\u0131n\u0131 \u00e7o\u011funlukla bulamazlar. Kurumlar\u0131n temel i\u015flevi, belirli alanlarda topluma hizmet etmekse o zaman kurumda \u00e7al\u0131\u015fan insanlar da, farkl\u0131 bak\u0131\u015f a\u00e7\u0131s\u0131na sahip ekiplerden olu\u015fmal\u0131d\u0131r (B\u0131\u00e7ak, 2010,558).<\/p>\n<p>Y\u00f6netim tarihinde, y\u0131k\u0131lan devletlerin ve \u00e7\u00f6z\u00fclen toplumlar\u0131n ge\u00e7mi\u015flerindeki ba\u015fat etken; geleneksel ve muhafazak\u00e2r bilgi da\u011farc\u0131klar\u0131ndan kurtulamayan liyakatsiz y\u00f6neticilerin, teker teker kurumlar\u0131n\u0131 g\u00f6rev yapamaz duruma getirmeleridir. Hastalanan kurumlar\u0131 sa\u011faltacak ve devlete yeni bir canl\u0131l\u0131k getirecek olan taze g\u00fc\u00e7, yeni bilgi ve becerilerle donanm\u0131\u015f ve alternatif \u00e7\u00f6z\u00fcmler d\u00fc\u015f\u00fcnebilen liyakatli y\u00f6neticilerdir.<\/p>\n<h2><strong>Bat\u0131 uygarl\u0131\u011f\u0131n\u0131n y\u00fckseli\u015fi <\/strong><\/h2>\n<p>\u0130nsanl\u0131k tarihinin karanl\u0131k d\u00f6nemlerine \u00f6rnek olarak g\u00f6sterilen Orta \u00e7a\u011fda, Bat\u0131 d\u00fcnyas\u0131ndaki kurumlar\u0131n y\u00f6netilmesinde, \u00e7o\u011funlukla dinsel ve muhafazak\u00e2r bilgiler s\u00fcr\u00fcmdeydi. R\u00f6nesans, reformasyon, ayd\u0131nlanma ve sanayile\u015fmenin tetikledi\u011fi de\u011fi\u015fimler sonucunda, ak\u0131l ve bilime dayal\u0131 fen ve sosyal bilimler alan\u0131nda \u00e7ok b\u00fcy\u00fck geli\u015fmeler meydana gelmi\u015fti. Durmu\u015f Hocao\u011flu, Bat\u0131 uygarl\u0131\u011f\u0131n\u0131 ortaya \u00e7\u0131karan bu b\u00fcy\u00fck zihniyet s\u0131\u00e7ramas\u0131n\u0131, d\u00fc\u015f\u00fcnce yap\u0131s\u0131n\u0131n de\u011fi\u015fimine (inanan ak\u0131l yerine ele\u015ftiren ve anlayan ak\u0131l), d\u00fc\u015f\u00fcnce y\u00f6nteminin de\u011fi\u015fmesine (bilgide nakilcilikten d\u00fc\u015f\u00fcnme eylemine ge\u00e7i\u015f) ve d\u00fc\u015f\u00fcncenin nesnesinin de\u011fi\u015fmesine (d\u00fc\u015f\u00fcncenin nesnesi metafizikten fiziksel olana d\u00f6n\u00fc\u015f yani olaylar\u0131 inan\u00e7 yerine, neden sonu\u00e7 ili\u015fkileriyle a\u00e7\u0131klama) ba\u011flamaktad\u0131r (Hocao\u011flu, 1995, 105-106). Orta \u00e7a\u011f zihniyetinden kurtulan Bat\u0131 uygarl\u0131\u011f\u0131nda, \u00fcniversitelerce y\u00fcr\u00fct\u00fclen bilimsel ara\u015ft\u0131rmalar\u0131n \u00f6nc\u00fcl\u00fc\u011f\u00fcnde baz\u0131 end\u00fcstri kurulu\u015flar\u0131n\u0131n ara\u015ft\u0131rma bulgular\u0131na dayal\u0131 birtak\u0131m bulu\u015f ve yeniliklerin sayesinde, eski y\u00f6netim davran\u0131\u015flar\u0131n\u0131n yerine, yeni bilgi sistemine g\u00f6re bi\u00e7imlendirilmi\u015f kurumlar olu\u015fturuldu. Ayd\u0131n ve y\u00f6netici \u00e7evrelerden ba\u015flayarak, toplumsal tabakalara yay\u0131lan bu bilgi temelli zihniyete ba\u011fl\u0131 olarak, hayat\u0131n her alan\u0131nda \u00f6zg\u00fcn kurumlar yarat\u0131ld\u0131. Liyakatli y\u00f6neticilerin y\u00f6netiminde, toplumsal varl\u0131\u011f\u0131 g\u00fc\u00e7l\u00fc ve g\u00f6nen\u00e7li bir tarzda s\u00fcrd\u00fcrecek yeni kurumlar olu\u015fturuldu.<\/p>\n<h2><strong>Kurumlar \u00e7\u00f6k\u00fcnce Osmanl\u0131 Devleti \u00e7\u00f6kt\u00fc<\/strong><\/h2>\n<p>Her \u00e7a\u011f ve d\u00f6nemde, y\u00f6netim etkinli\u011fi ve kurumsal ba\u015far\u0131 a\u00e7\u0131s\u0131ndan, &#8220;liyakatl\u0131 y\u00f6neticiler&#8221; ile &#8220;liyakatli olmayan y\u00f6neticilerin&#8221; y\u00f6nettikleri kurumlar aras\u0131ndaki farkl\u0131l\u0131k, 16. Y\u00fczy\u0131ldan itibaren her y\u00fczy\u0131l i\u00e7in giderek artm\u0131\u015ft\u0131r. \u0130\u00e7inde bulunulan \u00e7a\u011f\u0131n ve d\u00f6nemin gerektirdi\u011fi bilgi ve beceri birikimine sahip olamayan y\u00f6neticilerin y\u00f6netti\u011fi kurumlar, kurumsal yenile\u015fmeyi ba\u015faramad\u0131klar\u0131ndan, kendi varl\u0131k nedenlerini ve \u00e7al\u0131\u015fma d\u00fczenlerini de kaybederler.<\/p>\n<p>Osmanl\u0131 Devleti, yeni\u00e7a\u011f\u0131n getirdi\u011fi de\u011fi\u015fimleri ve y\u00f6netim sorunlar\u0131n\u0131, eski zamanlar\u0131n i\u015flevi kaybolmu\u015f bilgi sistemine sahip y\u00f6neticilerin y\u00f6netti\u011fi kurumlarla kar\u015f\u0131lamaya \u00e7al\u0131\u015ft\u0131. Sonu\u00e7ta, T\u00fcrk Milleti\u2019ne b\u00fcy\u00fck kay\u0131plar ve ac\u0131lar ya\u015fatarak y\u0131k\u0131l\u0131p gitti. S\u00f6zgelimi, III. Selim, s\u00fcrmekte olan sava\u015flar ve yenilgiler y\u00fcz\u00fcnden \u00fclke topraklar\u0131n\u0131n kayb\u0131n\u0131 \u00f6nlemek amac\u0131yla ordu kumandanlar\u0131n\u0131 \u201cistih\u00e2re\u201d ve \u201ckura\u201d y\u00f6ntemiyle belirlemeye \u00e7al\u0131\u015f\u0131yordu (Beydilli, 2009,421). 1836-1839 y\u0131llar\u0131 aras\u0131nda, Osmanl\u0131 y\u00f6netimine asker\u00ee dan\u0131\u015fman olarak gelen Helmuth Von Moltke, d\u00f6nemin dev\u015firme k\u00f6kenli sadrazam\u0131 Mehmet Husrev Pa\u015fa\u2019n\u0131n, 32 eski k\u00f6lesini vilayetlere pa\u015fa ve vali yapt\u0131\u011f\u0131ndan, o y\u0131llarda devlet gelirlerinin en b\u00fcy\u00fck kayna\u011f\u0131n\u0131 memuriyet sat\u0131\u015flar\u0131ndan olu\u015ftu\u011fundan s\u00f6z etmektedir (Moltke; 105,60;2015,). Oysa Osmanl\u0131 Devleti\u2019nin sava\u015f yapt\u0131\u011f\u0131 ve yenildi\u011fi kar\u015f\u0131 taraftaki devletlerin kurumlar\u0131n\u0131n ba\u015f\u0131nda bulunan y\u00f6neticilerin beslendi\u011fi bilgi sistemi, art\u0131k b\u00fcy\u00fck \u00f6l\u00e7\u00fcde akla, bilime, matemati\u011fe, stratejiye ve e\u011fitime dayan\u0131yordu. Osmanl\u0131 y\u00f6neticileri, 732\u2019de yaz\u0131lan K\u00fcl Tigin Yaz\u0131t\u0131\u2019nda belirtilen \u201cba\u015f\u0131nda ak\u0131ll\u0131 ve y\u00fcrekli h\u00fck\u00fcmdar olan, komutanlar\u0131 da ak\u0131ll\u0131 ve y\u00fcrekli olan; devleti y\u00f6netip t\u00f6reyi d\u00fczenleyen\u201d T\u00fcrk y\u00f6netici tipine uygun olsalard\u0131, hi\u00e7 olmazsa bu kadar ac\u0131 bir son olmayabilirdi.<\/p>\n<h2><strong>Cumhuriyeti cumhuriyet yapan yetkin kurumlar\u0131d\u0131r<\/strong><\/h2>\n<p>Y\u0131k\u0131lan Osmanl\u0131 kurumlar\u0131n\u0131n enkaz\u0131 \u00fczerinde yeni kurumlar olu\u015fturmak, \u00f6zellikle yeni bilgi sistemleri kar\u015f\u0131s\u0131nda e\u011fitimsiz ve kay\u0131ts\u0131z kalan bir toplum i\u00e7in hi\u00e7 de kolay olmam\u0131\u015ft\u0131r. Atat\u00fcrk\u2019\u00fcn elinde sihirli de\u011fnek yoktu, ama \u00e7a\u011f\u0131n gerektirdi\u011fi akl\u0131n ve bilimin \u0131\u015f\u0131\u011f\u0131nda, \u00f6ncelikle \u201czorunlu k\u00fclt\u00fcr de\u011fi\u015fmeleri\u201d kapsam\u0131ndaki T\u00fcrk devrimlerini yapt\u0131. Atat\u00fcrk, yeni bir devlet \u00f6rg\u00fctlenmesinde esas ald\u0131\u011f\u0131 Cumhuriyet kurumlar\u0131n\u0131, ak\u0131l ve bilimi temel alan modern bilgi sistemi ile tarihi T\u00fcrk T\u00f6resinin bile\u015fiminden meydana gelen yeni T\u00fcrk y\u00f6netim d\u00fc\u015f\u00fcncesine dayand\u0131rm\u0131\u015ft\u0131r.<\/p>\n<p>Atat\u00fcrk\u2019\u00fcn ba\u015fvurdu\u011fu zorunlu k\u00fclt\u00fcr de\u011fi\u015fmeleri kapsam\u0131ndaki T\u00fcrk devrimleri, \u00e7o\u011funlukla tarihsel olarak T\u00fcrk T\u00f6resine olduk\u00e7a uygundu. E\u011fer, zamana b\u0131rak\u0131lm\u0131\u015f olsa, \u00e7ok b\u00fcy\u00fck i\u00e7 \u00e7at\u0131\u015fmalar\u0131n meydana gelmesi ihtimali y\u00fcksek olan konulard\u0131. S\u00f6zgelimi, laiklik ilkesi T\u00fcrk k\u00fclt\u00fcr kodlar\u0131na uygundu. \u00c7\u00fcnk\u00fc Eski T\u00fcrklerin G\u00f6ktengri inanc\u0131nda mabet olmad\u0131\u011f\u0131ndan din adamlar\u0131 da bulunmuyordu. Bu y\u00fczden, devlet i\u015fleri ile din i\u015flerinin birbirine kar\u0131\u015fmas\u0131 s\u00f6z konusu de\u011fildi. As\u0131rlard\u0131r, toplumun sahipli\u011fine kalk\u0131\u015fan s\u00f6m\u00fcr\u00fcc\u00fc y\u00f6netici s\u0131n\u0131flar ile kurnaz din adamlar\u0131n\u0131n \u00e7\u0131kar birli\u011fi do\u011frultusunda M\u00fcsl\u00fcman toplumlarda, bir taraftan hakiki din ilkeleri \u00f6rtbas edilirken, di\u011fer taraftan da yoksul halk y\u00f6neticilerce manip\u00fcle edilmi\u015fti. Bat\u0131 toplumlar\u0131nda laiklik ilkesine kavu\u015fmak yakla\u015f\u0131k iki y\u00fcz y\u0131ll\u0131k kanl\u0131 bir m\u00fccadelenin sonucunda elde edilmi\u015f bir hakt\u0131. Atat\u00fcrk, T\u00fcrk Milleti\u2019ne, kendisinin kaybolmu\u015f bir niteli\u011fi olan laiklik olgusunu, b\u00f6yle bir i\u00e7 \u00e7at\u0131\u015fma ya\u015fatmadan yeniden arma\u011fan etmi\u015ftir. Buna kar\u015f\u0131l\u0131k, toplumun e\u011fitilmesi ve millet bilincinin giderek y\u00fckselmesi sonucunda zamanla kendi \u00f6zg\u00fcr iradesiyle \u00f6z\u00fcmsenecek konular\u0131n evrimini ise serbest k\u00fclt\u00fcr de\u011fi\u015fmelerine b\u0131rakm\u0131\u015ft\u0131r. S\u00f6z gelimi, T\u00fcrkiye Cumhuriyeti\u2019nin demokratik d\u00fczene ge\u00e7i\u015fi, halk\u0131n demokrasi k\u00fclt\u00fcr\u00fcn\u00fc \u00f6\u011frenece\u011fi ve emek verece\u011fi bir i\u00e7selle\u015ftirilme s\u00fcrecine b\u0131rak\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcrk modernle\u015fmesinin, millet hayat\u0131nda \u00e7ok k\u0131sa bir s\u00fcre say\u0131lan on be\u015f y\u0131l gibi bir zaman aral\u0131\u011f\u0131nda kurumsalla\u015ft\u0131r\u0131lmas\u0131, sosyoloji tarihinin bilinen en g\u00f6rkemli mill\u00ee k\u00fclt\u00fcr devrimidir. E\u011fer, toplumsal davran\u0131\u015flar\u0131n arka plan\u0131nda T\u00fcrk k\u00fclt\u00fcr\u00fcn\u00fcn bu modernle\u015fmeye uyumunu kolayla\u015ft\u0131r\u0131c\u0131 T\u00fcrk T\u00f6resinin davran\u0131\u015fsal yatk\u0131nl\u0131\u011f\u0131 olmasayd\u0131, bu kadar k\u0131sa s\u00fcrede bir kurumsalla\u015fma dinami\u011fi ya\u015fanmazd\u0131.<\/p>\n<p>Atat\u00fcrk\u2019\u00fcn vefat\u0131ndan sonraki d\u00f6nemlerde, \u00f6nce Bat\u0131c\u0131 siyasi ve b\u00fcrokratik y\u00f6netici kadrolar\u0131n halka tahakk\u00fcm\u00fc, arkas\u0131ndan da sa\u011f-pop\u00fclist muhafazak\u00e2r siyaset\u00e7ilerin manip\u00fclasyonu sonucunda, onun olu\u015fturdu\u011fu kurumlar \u00fczerinden \u201cmuas\u0131r medeniyet seviyesinin \u00fczerine \u00e7\u0131kma\u201d \u00fclk\u00fcs\u00fc, ne yaz\u0131k ki hedefinden sapt\u0131r\u0131lm\u0131\u015ft\u0131r. S\u00f6zgelimi, \u00fcniversiteler, diyanet i\u015fleri ba\u015fkanl\u0131\u011f\u0131 vb. gibi.<\/p>\n<p>Sonu\u00e7 olarak, Atat\u00fcrk\u2019\u00fcn ilke ve \u00fclk\u00fclerine g\u00f6re olu\u015fturulan devlet kurumlar\u0131n\u0131n; ak\u0131l ve bilim ile T\u00fcrk T\u00f6resi kapsam\u0131nda yeniden g\u00fcncellenerek onar\u0131lmas\u0131 zorunludur.
