Muhalefet nedir? Siyasal iktidarlara muhalefet hangi \u015fekillerde olmu\u015ftur?<\/p>\n<p>\u0130ktidar\u0131n en \u00f6nemli y\u00f6n\u00fc, g\u00fcc\u00fc ifade etmesidir. Eski, orta ve yeni zamanlarda yetkiyi tek elde toplayarak olu\u015fturulan otorite, bir aile taraf\u0131ndan kontrol edilir ve y\u00f6netim \u015fekli monar\u015fi halini al\u0131rd\u0131. Monar\u015finin ge\u00e7erli oldu\u011fu d\u00f6nemlerde iktidar sahibi s\u00fcrekli ve kesintisiz itaate ihtiya\u00e7 duyard\u0131 ve egemenli\u011fi tek elden kullan\u0131rd\u0131. \u0130ktidara sahip olmak, hayat boyu g\u00fc\u00e7 ve otoriteyi ele almak anlam\u0131na geldi\u011finden, hanedan \u00fcyeleri bu u\u011furda her t\u00fcrl\u00fc m\u00fccadeleyi g\u00f6ze al\u0131yorlard\u0131. \u0130ktidar\u0131n bir ki\u015fi taraf\u0131ndan temsili, toplumsal a\u00e7\u0131dan g\u00f6rece asayi\u015f ve d\u00fczene i\u015faret etse de, bu durum ayn\u0131 zamanda \u00e7at\u0131\u015fman\u0131n da kayna\u011f\u0131 idi. Bir tarafta otoriteyi temsil eden lider, \u00f6te yanda iktidar\u0131 elde etmek isteyen muhalifin varl\u0131\u011f\u0131, aral\u0131ks\u0131z ve kanl\u0131 m\u00fccadeleleri do\u011furuyordu. G\u00fcc\u00fc elde etmeye duyulan kar\u015f\u0131 konulamaz istek ve arzu, iktidar sahibi ve onun kar\u015f\u0131s\u0131nda yer alan muhalifin \u00e7evresinde geni\u015f kitlelerin toplanmas\u0131n\u0131 sa\u011fl\u0131yordu ki bu da \u015fiddetli \u00e7at\u0131\u015fman\u0131n habercisiydi. Egemenli\u011fin tek ki\u015finin elinde topland\u0131\u011f\u0131 monar\u015fik y\u00f6netimlerde: Arap\u00e7a halefe k\u00f6k\u00fcnden bir isim olan ve s\u00f6zl\u00fck kar\u015f\u0131l\u0131\u011f\u0131, uymama, ba\u015fka t\u00fcrl\u00fc olma, muhaliflik, uygunsuzluk, ayk\u0131r\u0131l\u0131, kar\u015f\u0131 g\u00f6r\u00fc\u015fte, tutumda olan kimseler toplulu\u011fu anlam\u0131na gelen muhalefet ile uymaz, kar\u015f\u0131t, z\u0131t, birinin aleyhinde bulunan, muvafakat etmeyen manas\u0131nda kullan\u0131lan muhaliflere her zaman rastlan\u0131lm\u0131\u015ft\u0131r. Asl\u0131nda muhalefet; ba\u015flang\u0131\u00e7tan itibaren siyasi bir k\u00fclt\u00fcr olarak insanlar\u0131n ge\u00e7mi\u015fteki deneyimleri, beklentileri ve duygular\u0131 ile birlikte \u015fahsi \u00e7\u0131karlar\u0131n\u0131 da i\u00e7erir. \u00d6zellikle otoritenin imk\u00e2nlar\u0131n\u0131 kullanan b\u00fcrokratik se\u00e7kinlerin ihtiraslar\u0131, muhalefeti k\u00f6r\u00fcklemi\u015ftir. \u0130ktidar sahibinin kendine yak\u0131n olan y\u00f6neticileri devlet kademelerine getirme arzusu, \u00f6tekile\u015fen\/d\u0131\u015flanan bir y\u00f6netici g\u00fcruhu da yarat\u0131yordu ki bu durum zamanla \u00e7eki\u015fmeyi artt\u0131ran tehlikeli bir hal al\u0131yordu. Merkezden uzakla\u015ft\u0131r\u0131lan eski se\u00e7kinler, \u00e7evrede k\u00fcmelenen muhalefetin en \u00f6nemli destek\u00e7ileri oluyorlard\u0131. Bu da; varl\u0131klar\u0131n\u0131 kendileri i\u00e7in tehlike g\u00f6ren lider taraf\u0131ndan \u00f6ld\u00fcr\u00fclecek olan hanedan\u0131n di\u011fer \u00fcyeleri ile \u00f6tekile\u015fen b\u00fcrokratik s\u0131n\u0131f\u0131n ortak hareket etmelerinin \u00f6n\u00fcn\u00fc a\u00e7\u0131yordu.<\/p>\n<p>Osmanl\u0131 siyasal d\u00fczeninde muhalefet bununla s\u0131n\u0131rl\u0131 kalmad\u0131. Var olan hanedanl\u0131\u011f\u0131 ortadan kald\u0131rarak onlar\u0131n yerine ge\u00e7mek ya da yeni bir siyasal d\u00fczen kurmak isteyen z\u00fcmreler de, her ne kadar ba\u015far\u0131l\u0131 olamasalar da, hareket alan\u0131 bulmu\u015flard\u0131. Liderin kutsall\u0131\u011f\u0131 ve egemenli\u011fi kullanma hakk\u0131, ona g\u00f6rece bir dokunulmazl\u0131k kazand\u0131r\u0131yor olsa da pratikte hem mevcut hanedanl\u0131\u011f\u0131 ele ge\u00e7irme giri\u015fiminde bulunanlara, hem de yeni hanedanl\u0131k kurmaya te\u015febb\u00fcs edenlere, merkezi otoritenin d\u0131\u015f\u0131nda kalarak \u00f6tekile\u015ftirilen geni\u015f halk kitleleri de destek olmu\u015flard\u0131. S\u00f6z edilen gruplar\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu kendisini d\u0131\u015flanm\u0131\u015f hisseden T\u00fcrkmenlerden olu\u015fuyordu.<\/p>\n<p><em>-Osmanl\u0131lar, kendilerinden \u00f6nce gelen T\u00fcrk devletlerindeki merkez-\u00e7evre \u00e7at\u0131\u015fmalar\u0131n\u0131 nas\u0131l okumu\u015flard\u0131? <\/em><\/p>\n<p>T\u00fcrkiye\u2019nin bat\u0131 ucunda ortaya \u00e7\u0131kan Osmanl\u0131 siyasal olu\u015fum, monar\u015finin h\u00e2kim olmaya ba\u015flad\u0131\u011f\u0131 k\u0131ta Avrupa ba\u015fta olmak \u00fczere Akdeniz ve Karadeniz\u2019i de kapsayan kom\u015fu co\u011frafyalarda bundan sonraki geli\u015fmeleri belirleyecek bir g\u00fc\u00e7 olarak ortaya \u00e7\u0131km\u0131\u015f, kurucusuna izafeten Osmano\u011fullar\u0131 olarak an\u0131lm\u0131\u015ft\u0131. Bu yeni siyasal yap\u0131, kendilerinden \u00f6nce T\u00fcrkiye\u2019de h\u00e2kimiyeti elinde bulunduran Sel\u00e7uko\u011fullar\u0131n\u0131n y\u0131k\u0131lmas\u0131n\u0131n yaratt\u0131\u011f\u0131 karma\u015fan\u0131n sebep oldu\u011fu belirsizli\u011fe ra\u011fmen k\u0131sa s\u00fcrede sa\u011flam bir temele oturtulmu\u015ftu. Orta \u00e7a\u011f\u0131n geleneksel otoriter imparatorluk modeline uygun olarak \u015fekillenen yeni siyasal olu\u015fum, T\u00fcrkiye\u2019nin karmakar\u0131\u015f\u0131k ortam\u0131nda, ba\u015fta askeri alanda olmak \u00fczere, elde edilen ba\u015far\u0131lar\u0131 dolay\u0131s\u0131yla dikkat \u00e7ekmi\u015fti. G\u00f6rece k\u0131sa say\u0131labilecek zamanda, mek\u00e2n, n\u00fcfus ve n\u00fcfuz bak\u0131m\u0131ndan sa\u011flanan kazan\u0131mlar\u0131n birden \u00e7ok sebebi vard\u0131. Bunlar aras\u0131nda en \u00f6nemlisi, yukar\u0131da tan\u0131m\u0131 yap\u0131lan ve siyasal otoritenin kal\u0131tsal\/soya dayal\u0131 haliyle bir ki\u015fide topland\u0131\u011f\u0131 monar\u015fi y\u00f6netim bi\u00e7iminin benimsenmi\u015f olmas\u0131yd\u0131. Asl\u0131nda Osmanl\u0131 monar\u015fisi, atalar\u0131n\u0131n y\u00f6netsel a\u00e7\u0131dan g\u00fc\u00e7l\u00fc ve merkeziyet\u00e7i siyasal yap\u0131s\u0131n\u0131 \u00f6rnek alm\u0131\u015ft\u0131.<\/p>\n<p>Sel\u00e7uko\u011fullar\u0131n\u0131n da\u011f\u0131lmas\u0131n\u0131n yaratt\u0131\u011f\u0131 karma\u015f\u0131k ortam\u0131n kontrols\u00fczl\u00fc\u011f\u00fcnden faydalanarak olu\u015fan siyasal yap\u0131n\u0131n temeli Ertu\u011frul\u2019un o\u011flu Osman zaman\u0131nda at\u0131lm\u0131\u015ft\u0131. \u00a0\u0130mparatorlu\u011fun kurulu\u015f a\u015famas\u0131ndan itibaren \u00f6len y\u00f6neticinin yerine ge\u00e7ecek olan ki\u015fiyi belirleme konusunda atalar\u0131n\u0131n geleneksel miras\u0131 olan kal\u0131tsal\/soya ba\u011fl\u0131\/babadan o\u011fula ge\u00e7en ard\u0131ll\u0131k prensibi benimsendi. Ertu\u011frul\u2019un \u00f6l\u00fcm\u00fcnden sonra a\u015firetin ba\u015f\u0131na kimin ge\u00e7ece\u011fi konusunda ya\u015fanan belirsizlik, ilk zamanlarda bir tart\u0131\u015fmaya d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fc. Tart\u0131\u015fma, \u00f6len y\u00f6neticinin yerine karde\u015finin mi, yoksa o\u011flunun mu ge\u00e7ece\u011fi \u00fczerine odaklanm\u0131\u015ft\u0131. Y\u00f6neticinin kim olaca\u011f\u0131 konusunda yap\u0131lan tercih, sonucu belirledi. A\u015firetin ileri gelenleri, Osman\u2019\u0131 ba\u015flar\u0131nda g\u00f6rmek istediklerini bildirdiler. Gerek\u00e7eleri, geleneksel izler ta\u015f\u0131yan bir sebebe dayan\u0131yordu. Ertu\u011frul\u2019un o\u011flu olmas\u0131 sebebiyle y\u00f6netme hakk\u0131n\u0131n babadan o\u011fula aktar\u0131lmas\u0131 gerekti\u011fini ileri s\u00fcrd\u00fcler. Se\u00e7icilerin dayand\u0131\u011f\u0131 gerek\u00e7e, ard\u0131llar\u0131na bir kural olarak kalacak sonu\u00e7lar do\u011furacakt\u0131. Osman ile amcas\u0131 D\u00fcndar aras\u0131nda, a\u015firetin ba\u015f\u0131na ge\u00e7me konusunda ya\u015fanan rekabet, on yedinci y\u00fczy\u0131la de\u011fin Osmanl\u0131lar\u0131, y\u00f6netimin babadan o\u011fula ge\u00e7ti\u011fi ve ailenin hanedanl\u0131\u011fa d\u00f6n\u00fc\u015fece\u011fi monar\u015fiye teslim etmi\u015f oldu. S\u00f6z konusu monar\u015fi, belirli bir ailenin, d\u00fcnyevi ve uhrevi kaynaklarla beslenen g\u00fcc\u00fc sayesinde otoriteyi ele al\u0131yor ve y\u00f6netimi alt\u0131nda ya\u015fayan geni\u015f kitlelerden mutlak itaate dayan\u0131yordu. Bu gelenek, tamamen, \u00f6nc\u00fcllerinden onlar kalan bir mirasa i\u015faret etmektedir.<\/p>\n<p><em>-Osmanl\u0131 Tarihi\u2019ne damgas\u0131n\u0131 vuran ve bug\u00fcn hala pop\u00fcler k\u00fclt\u00fcr \u00fczerinde etkisi olan bir \u015eeyh Bedreddin ger\u00e7e\u011fi var. \u015eeyh Bedreddin\u2019in isyan\u0131n\u0131 di\u011ferlerinden farkl\u0131 k\u0131lan neydi?<\/em><\/p>\n<p>Bedreddin\u2019in doktrini, kimsenin boyunduru\u011fu alt\u0131nda ya\u015famamak, topraklar\u0131n herkese e\u015fit \u015fekilde payla\u015ft\u0131r\u0131lmas\u0131 \u015feklindeydi ki asl\u0131nda bu esas; Osmanl\u0131lar\u0131n feodaliteye kar\u015f\u0131 geli\u015ftirdi\u011fi ekonomik ve m\u00fclkiyete dair yeni modeli derinden sars\u0131c\u0131 unsurlar i\u00e7eriyordu. Bedrettin, d\u00f6nemin h\u00e2kim f\u0131k\u0131h ekollerinin tarif etti\u011fi din anlay\u0131\u015f\u0131n\u0131 reddederek, cesur g\u00f6r\u00fc\u015fler ileri s\u00fcrd\u00fc. Geleneksel f\u0131k\u0131h\u00e7\u0131lar\u0131n h\u00fck\u00fcmlerini yorumlayarak, yeni kurallar belirledi. Bu kurallar i\u00e7erisinde en ilgin\u00e7 olan\u0131 pe\u015finde oldu\u011fu d\u00fcnyevi iktidara dair olanlard\u0131.\u00a0 Bu y\u00fczden Babailik gibi ak\u0131mlara kar\u015f\u0131 klasik S\u00fcnni inan\u0131\u015f\u0131n\u0131n temsilcili\u011fini \u00fcstlenen Osmanl\u0131lar taraf\u0131ndan, d\u00f6nemin ruhuna uygun bir inan\u00e7sal gerek\u00e7e benimsenerek, sapk\u0131n ilan edildi. Bu i\u015fi de her zaman oldu\u011fu gibi iktidar\u0131n kat\u0131ks\u0131z savunucusu ulema \u00fcstlendi. Buna kar\u015f\u0131n Bedreddin\u2019in belirledi\u011fi doktrin etraf\u0131nda toplanan en \u00f6nemli destek\u00e7ileri, do\u011fal olarak geleneksel heterodoksinin temsilcileri T\u00fcrkmen z\u00fcmreler olmu\u015ftu.<\/p>\n<p>Bedreddin\u2019in muhalefetinin ortaya \u00e7\u0131kmas\u0131n\u0131n as\u0131l sebebini bu zamana kadar elde edilen ba\u015far\u0131n\u0131n bir \u00e7\u0131rp\u0131da yok olmas\u0131na yol a\u00e7an Timur istilas\u0131 ve akabinde Anadolu\u2019da sa\u011flanm\u0131\u015f olan birli\u011fin bozulmas\u0131 olu\u015fturuyordu. Bayezit\u2019in (I) esareti ve k\u0131sa s\u00fcre sonra \u00f6l\u00fcm\u00fc ile ba\u015flayan o\u011fullar\u0131n\u0131n \u00fclkenin de\u011fi\u015fik b\u00f6lgelerinde birbirlerine kar\u015f\u0131 giri\u015ftikleri faaliyetler ve muhalefet, ister istemez bu zaman dek sa\u011flanan birlik ortam\u0131n\u0131n k\u0131sa s\u00fcrede da\u011f\u0131lmas\u0131na ve toplumsal mutabakat\u0131n bozulmas\u0131na yol a\u00e7t\u0131. \u015e\u00fcphe yok ki bunun alt\u0131nda bir a\u015firet olarak s\u0131n\u0131rlar\u0131n\u0131 geni\u015fletirken konarg\u00f6\u00e7er T\u00fcrkmen gruplar\u0131ndan her a\u015famada faydalanan imparatorlu\u011fun, devletle\u015fme s\u00fcreci ile birlikte onlar\u0131 d\u0131\u015flamas\u0131 ve merkeze kar\u015f\u0131 \u00e7evrede kalarak kendilerini d\u0131\u015flanm\u0131\u015f hisseden z\u00fcmrelerin Bedreddin\u2019i desteklemeleri \u00f6nemli bir yer tutmu\u015ftu. Bedreddin\u2019in ba\u015flatt\u0131\u011f\u0131 muhalefetinin destek\u00e7ilerinin \u00f6zellikle heterodoks gruplar\u0131n yer ald\u0131\u011f\u0131 b\u00f6lgeler olmas\u0131n\u0131n alt\u0131nda yatan gerek\u00e7elerden biri de buydu.<\/p>\n<p>\u00d6te yandan daha Sel\u00e7uklular\u0131n y\u0131k\u0131l\u0131\u015f\u0131 ve ba\u015fta Karamano\u011flu Beyli\u011fi\u2019nin kurulu\u015fu olmak \u00fczere Anadolu\u2019da kendilerine \u00f6nemli bir faaliyet alan\u0131 bulan Babailik gibi inanca dair ak\u0131mlar\u0131n, gittik\u00e7e klasik S\u00fcnni inan\u0131\u015f\u0131n\u0131n tesiri alt\u0131nda kalan Osmanl\u0131 merkezinden uzakla\u015farak \u00e7evrede kald\u0131klar\u0131n\u0131 hisseden T\u00fcrkmen gruplar\u0131n\u0131n s\u0131\u011f\u0131nacak liman\u0131 olarak g\u00f6r\u00fclmesi de ba\u015fka bir sebep olarak belirmi\u015fti. \u0130\u015fte bu durum Bedreddin\u2019in faaliyetlerinin bu z\u00fcmreler \u00fczerinde etkili olmas\u0131n\u0131n \u00f6nemli sebepleri aras\u0131nda yer almaktayd\u0131.<\/p>\n<p><em>-Fatih, devleti imparatorluk k\u0131ld\u0131ktan sonra b\u00fcrokratik muhalif unsurlar\u0131 nas\u0131l yenmeyi ba\u015farm\u0131\u015ft\u0131r?<\/em><\/p>\n<p>Murat (II) devrine ait T\u00fcrk k\u00f6kenli b\u00fcrokratik muhalefet alg\u0131s\u0131n\u0131n karakteristi\u011fine dair bilgiler,\u00a0 Ankara Sava\u015f\u0131\u2019n\u0131n yaratm\u0131\u015f oldu\u011fu muhataral\u0131 d\u00f6nemin hen\u00fcz tam anlam\u0131yla ge\u00e7memi\u015f olmas\u0131 sebebiyle korkuya sebep oluyordu. Bu y\u00fczden T\u00fcrk k\u00f6kenli aileler ve mensuplar\u0131n\u0131n bertaraf edilerek dev\u015firme sisteminin etkinle\u015ftirilmesi yoluna gidilmi\u015fti.<\/p>\n<p>Murat\u2019\u0131n ve o\u011flu Mehmet\u2019in (II) veziriazaml\u0131\u011f\u0131n\u0131 yapan \u00c7andarl\u0131 Halil b\u00f6yle bir aileye mensuptu. Daha Orhan zaman\u0131nda kad\u0131askerlikten vezirli\u011fe getirdi\u011fi Halil Hayrettin\u2019in o\u011flu \u0130brahim\u2019in \u00e7ocu\u011fu olarak d\u00fcnyaya gelen Halil, kurulu\u015f a\u015famas\u0131ndan bu yana devletin idaresinde \u00f6nemli g\u00f6revler \u00fcstlenmi\u015f, n\u00fcfuzlu bir ailenin \u00fcyesiydi. Murat nezdinde olduk\u00e7a itibarl\u0131 olan Halil, mutedil bir devlet adam\u0131 olarak mevcut durumu korumay\u0131 esas alan bir y\u00f6netim stratejisine sahipti ve h\u00fck\u00fcmdar \u00fczerindeki etkiliydi. Ancak Mehmet\u2019in ilk saltanat\u0131na (1444-1446) itiraz\u0131, onunla aras\u0131n\u0131n a\u00e7\u0131lmas\u0131na sebep olmu\u015ftu. Sonras\u0131nda ya\u015fananlar, b\u00fcrokratik muhalefeti k\u00f6r\u00fckleyecek olaylar\u0131 ortaya \u00e7\u0131kard\u0131.<\/p>\n<p>Ancak g\u00fc\u00e7l\u00fc ve etkili Halil\u2019in etraf\u0131nda \u015fekillenen Osmanl\u0131 b\u00fcrokrasisi kar\u015f\u0131s\u0131nda hen\u00fcz yirmi ya\u015f\u0131na gelmeden ikinci kez tahta oturan Mehmet\u2019in otoritesini yeniden kazanmas\u0131 gerekiyordu. \u0130stanbul\u2019un fethi, gen\u00e7 h\u00fck\u00fcmdar\u0131n elini kuvvetlendirdi. Halil isteksizli\u011fi ve kentin fethine itiraz\u0131, asl\u0131nda b\u00fcrokratik muhalefetin bizatihi kendisiydi. Mehmet, ba\u015flang\u0131\u00e7ta sessiz kalsa da \u0130stanbul\u2019un fethini ger\u00e7ekle\u015ftirmesi ile birlikte Halil\u2019i devre d\u0131\u015f\u0131 b\u0131rakma f\u0131rsat\u0131n\u0131 yakalam\u0131\u015f oldu. Bunda yan\u0131nda yer alan Za\u011fanos ve \u015eehabeddin\u2019in de etkisi vard\u0131. Halil, fethin ard\u0131ndan azledilerek hapsedildi ve akabinde \u00f6ld\u00fcr\u00fcld\u00fc. Esas\u0131nda Mehmet\u2019in Halil\u2019i etkisiz hale getirme siyasetinin temel gerek\u00e7esi, imparatorlu\u011fun kurulu\u015fundan bu yana etkili olan ve b\u00fcrokrasinin tepesinde yer tutan\u00a0 T\u00fcrk \u00c7andarl\u0131 ailesinin g\u00fcc\u00fcn\u00fc k\u0131rmakt\u0131. B\u00f6ylece Osmanl\u0131 b\u00fcrokrasisinde yeni bir d\u00f6nem ba\u015flayarak g\u00fc\u00e7l\u00fc ve k\u00f6kl\u00fc aileye mensup T\u00fcrk k\u00f6kenliler, y\u00f6netimin d\u0131\u015f\u0131na at\u0131larak, dev\u015firmeler b\u00fcrokrasinin ba\u015f\u0131na getirildi. Mehmet zaman\u0131ndan itibaren, dev\u015firmelerin etkinli\u011fi ile birlikte h\u00fck\u00fcmdarlar\u0131n b\u00fcrokrasi \u00fczerinde tam kontrol\u00fc sa\u011flanm\u0131\u015f oldu.<\/p>\n<p><strong>\u00a0<\/strong><em>-Muhalefete kar\u015f\u0131 ideolojik ve dini otoriteyi\/me\u015fruiyeti Osmanl\u0131lar nas\u0131l yaratm\u0131\u015flard\u0131r?<\/em><\/p>\n<p>Monar\u015filerde y\u00f6neticiler; gizemli, s\u0131r dolu, efsane ile yo\u011frulmu\u015f insan\u00fcst\u00fc vas\u0131flara sahip, ola\u011fan \u00fcst\u00fcn ki\u015filer halini al\u0131rd\u0131. Bunda en \u00f6nemli rol\u00fc h\u00fck\u00fcmdar\u0131n \u00e7evresindeki entelekt\u00fceller oynad\u0131. Dini formasyonlu bu ki\u015filer, inan\u00e7lar\u0131n\u0131n kurallar\u0131ndan da yararlanarak yazd\u0131klar\u0131 eserlerle, bu g\u00f6revi hakk\u0131yla yerine getirmekten geri durmazlard\u0131. Osmanl\u0131larda da durum b\u00f6yleydi. H\u00fck\u00fcmdar\u0131n insan\u00fcst\u00fc vas\u0131flarla donat\u0131ld\u0131\u011f\u0131 inan\u0131\u015f\u0131, onun cezbedici etkisinin \u00e7ekicili\u011fine kap\u0131l\u0131p, tart\u0131\u015f\u0131lma ihtimalinin devre d\u0131\u015f\u0131 b\u0131rak\u0131lmas\u0131na sebep oluyordu. \u0130taati esas alan bu d\u00fc\u015f\u00fcncenin yaratt\u0131\u011f\u0131 hayret verici sonu\u00e7 ise Osmanl\u0131 h\u00fck\u00fcmdar\u0131n\u0131n iktidar\u0131n\u0131 me\u015frula\u015ft\u0131ran bir ortam sa\u011flam\u0131\u015f olmas\u0131na imk\u00e2n sunmas\u0131yd\u0131. B\u00f6ylece h\u00fck\u00fcmdar, d\u00fcnyevi ve uhrevi y\u00f6nlerden yar\u0131 tanr\u0131salla\u015fm\u0131\u015f biri haline geliyordu.<\/p>\n<p>Gelenekselle\u015fen bu sarmal, iktidar sahibinin ki\u015fili\u011fini, tart\u0131\u015fmas\u0131z olarak kutsalla\u015ft\u0131r\u0131yordu. H\u00fck\u00fcmdar\u0131n tart\u0131\u015f\u0131lmas\u0131n\u0131, itaatsizli\u011fi ve onun etraf\u0131ndaki g\u00fcc\u00fcn yok olmas\u0131n\u0131 \u00f6nleyici bu yol, zamanla onu, yery\u00fcz\u00fcn\u00fcn tanr\u0131s\u0131 haline getiriyordu. B\u00f6ylece yeni hale b\u00fcr\u00fcnm\u00fc\u015f olan ki\u015fiye kar\u015f\u0131 muhalefetin eli olduk\u00e7a zay\u0131flam\u0131\u015f oluyordu.<\/p>\n<p><em>-\u015eehzadeler muhalefetin neresindeydiler?<\/em><\/p>\n<p>Monar\u015finin benimsendi\u011fi siyasal bir yap\u0131 olan Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun ilk \u00fc\u00e7 y\u00fcz y\u0131l\u0131, Osmanl\u0131 h\u00fck\u00fcmdar\u0131n\u0131n \u00e7ocuklar\u0131n\u0131n etraf\u0131nda geli\u015fen ve sars\u0131c\u0131 sonu\u00e7lar do\u011furan olaylara sahne olmu\u015ftu. H\u00fck\u00fcmdarlar\u0131n, monar\u015finin devam\u0131 i\u00e7in erkek o\u011ful istemelerine sebebiyle \u00e7ocuk say\u0131s\u0131ndaki fazlal\u0131k, bir paradokstu ve \u00e7o\u011fu zaman kimin ba\u015fa ge\u00e7ece\u011fi konusunda ciddi sorunlara sebep oluyordu. \u0130stenmeyen durumlar\u0131n ortaya \u00e7\u0131kmas\u0131na ra\u011fmen yine de \u00e7\u00f6z\u00fcm, genellikle sonu kanl\u0131 sava\u015flara varan \u00e7at\u0131\u015fmalarda aran\u0131yordu. Ba\u015fa ge\u00e7me konusunda ya\u015fanan rekabet, ka\u00e7\u0131n\u0131lmaz olarak karde\u015fler aras\u0131nda kanl\u0131 sava\u015flar\u0131 beraberinde getirdi. Etraflar\u0131nda k\u00fcmelenerek iktidara sahip olmak isteyen se\u00e7kinler ile onlar\u0131 \u00e7epe\u00e7evre saran \u00e7\u0131karc\u0131 gruplar\u0131n varl\u0131\u011f\u0131 da, h\u00fck\u00fcmdar\u0131n o\u011fullar\u0131n\u0131 ister istemez kavgan\u0131n taraf\u0131 olmaya zorluyordu.<\/p>\n<p>Etraf\u0131na toplanan kalabal\u0131kla, birbirlerine hatta bazen babalar\u0131na kar\u015f\u0131 sava\u015f meydanlar\u0131n\u0131 kana bulayan \u015fehzadeler, bu y\u00f6nleriyle hep birer asi olarak g\u00f6r\u00fcld\u00fcler. Oysa onlar\u0131 buna mecbur b\u0131rakan, monar\u015finin kat\u0131 kurallar\u0131yd\u0131 ve \u015fehzadeleri asi olarak g\u00f6rme e\u011filimde olanlar bunu hep g\u00f6z ard\u0131 ettiler. Y\u00f6netimi ele almaya zorlayan kurallar\u0131n varl\u0131\u011f\u0131, h\u00fck\u00fcmdar\u0131n erkek \u00e7ocuklar\u0131n\u0131 her zaman buna haz\u0131rl\u0131kl\u0131 olmaya itiyordu. Haz\u0131rl\u0131kl\u0131 olmalar\u0131, sadece ba\u015fa ge\u00e7mek amac\u0131n\u0131 ta\u015f\u0131m\u0131yordu. Onlar i\u00e7in bu, ayn\u0131 zamanda hayatta kalmak ad\u0131na da bir gerekliydi. Zira babalar\u0131n\u0131n \u00f6l\u00fcm\u00fcnden sonra ba\u015fa ge\u00e7ecek olan karde\u015fin, di\u011ferlerini \u00f6ld\u00fcrebilme hakk\u0131, daha Mehmet (II)(1444-1446\/1451-1481) zaman\u0131nda kanun haline getirilmi\u015fti. Tahta oturan h\u00fck\u00fcmdar taraf\u0131ndan her ne olursa olsun \u00f6ld\u00fcr\u00fclecek olan ve bu y\u00fczden iktidar\u0131 ele ge\u00e7irip ayn\u0131 zamanda can\u0131n\u0131 kurtarma derdine d\u00fc\u015fen hanedan \u00fcyelerinin kalk\u0131\u015ft\u0131\u011f\u0131 eylemler, Osmanl\u0131 monar\u015fisindeki ana muhalefet hareketi olarak kendini g\u00f6sterdi. Bu durumdan faydalanarak muhalif aile \u00fcyesini destekleyenler hep var oldu. Bunlar, \u015fehzadelerin etraf\u0131nda k\u00fcmelenerek, ki\u015fisel \u00e7\u0131karlar\u0131n\u0131, onun iktidar\u0131nda g\u00f6ren d\u0131\u015flanm\u0131\u015f b\u00fcrokratlar\/y\u00f6neticiler ile Osmanl\u0131 monar\u015fisinin d\u00fc\u015fman\u0131 haline gelen T\u00fcrkmenler ve Osmanl\u0131lara kar\u015f\u0131 \u00fcst\u00fcnl\u00fck elde etmek isteyen di\u011fer devletler olmak \u00fczere \u00fc\u00e7e ayr\u0131l\u0131yordu. \u015eehzadelerin merkezde yer ald\u0131\u011f\u0131 bu t\u00fcr eylemler, onlar\u0131 muhalefetin merkezine yerle\u015ftiriyordu.<\/p>\n<p><em>-II. Selim ile beraber en b\u00fcy\u00fck o\u011fullar\u0131n Manisa\u2019da sanca\u011fa \u00e7\u0131kmas\u0131 ve I. Ahmet ile ba\u015flayan \u2018\u2019Ekber ve Er\u015fad\u2019\u2019a do\u011fru giderken Osmanl\u0131 veraset anlay\u0131\u015f\u0131 ne gibi k\u0131r\u0131lmalar ya\u015fad\u0131?<\/em><\/p>\n<p>Selim\u2019e (II) kadar ya\u015fanan i\u00e7 siyasete dair geli\u015fme ve \u00e7eki\u015fmeler, bu tarihten sonra \u015fehzadelerin daha s\u0131k\u0131 kontrol alt\u0131nda tutulmas\u0131n\u0131 zorunlu k\u0131ld\u0131. Her birinin gittikleri sancaklarda babas\u0131ndan sonra tahta \u00e7\u0131kmak i\u00e7in muhalefete kalk\u0131\u015fmas\u0131 sonucunda ya\u015fanan sorunlar\u0131 ortadan kald\u0131rmak i\u00e7in Selim\u2019in h\u00fck\u00fcmdarl\u0131\u011f\u0131ndan itibaren sadece en b\u00fcy\u00fck \u015fehzade sanca\u011fa g\u00f6nderilmeye ba\u015fland\u0131. Murat\u2019\u0131n (III) tahta ge\u00e7mesiyle birlikte sadece b\u00fcy\u00fck evlad\u0131n sanca\u011fa g\u00f6nderilmesi uygulamas\u0131 ile yetinilmedi, veliaht \u015fehzadenin karde\u015flerinden kaynaklanan muhalefete muhatap b\u0131rak\u0131lmamas\u0131 ad\u0131na, karde\u015f katli kanunu, yaratt\u0131\u011f\u0131 b\u00fcy\u00fck trajediye ra\u011fmen vah\u015fet say\u0131labilecek \u00f6l\u00e7\u00fcde uygulanmaya devam edildi. O kadar ki, Murat\u2019\u0131n ilk icraat\u0131, hi\u00e7bir sebep yokken saraydaki be\u015f karde\u015fini katletmek oldu. O\u011flu Mehmet (III) daha da k\u00f6t\u00fcs\u00fcn\u00fc yapt\u0131 ve tahta oturdu\u011funda i\u00e7inde k\u00fc\u00e7\u00fcc\u00fck \u00e7ocuklar\u0131n da bulundu\u011fu on dokuz karde\u015fini katletti. O bununla da yetinmedi. Kendisinin yerinde g\u00f6z\u00fc oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc o\u011flu Mahmut\u2019u da \u00f6ld\u00fcrd\u00fc.<\/p>\n<p>Mehmet\u2019ten sonra tahta oturan Ahmet\u2019in (I) yakla\u015f\u0131k on d\u00f6rt y\u0131ll\u0131k iktidar\u0131 boyunca her hangi bir muhalefetle kar\u015f\u0131la\u015fmamas\u0131n\u0131n alt\u0131nda, y\u00fczy\u0131llar\u0131n miras\u0131 olan bu uygulaman\u0131n etkisi vard\u0131. Onun 1617 y\u0131l\u0131ndaki \u00f6l\u00fcm\u00fcnden sonra bu ana de\u011fin edinilen tecr\u00fcbelere dayanarak veraset usul\u00fcnde k\u00f6kl\u00fc bir de\u011fi\u015fikli\u011fe imza at\u0131ld\u0131. Art\u0131k Osmanl\u0131 taht\u0131na \u00f6len h\u00fck\u00fcmdar\u0131n o\u011flu de\u011fil, aileye mensup en b\u00fcy\u00fck erkek \u015fehzade getirilmeye ba\u015fland\u0131.\u00a0 Ekber-i Er\u015fed olarak adland\u0131r\u0131lan bu kurala ra\u011fmen hanedan\u0131 \u00fcyelerinin katli uygulamas\u0131 bundan sonra da ne yaz\u0131k ki devam etti. Osman (II), karde\u015fi Mehmet\u2019i, Murat (IV) karde\u015fleri Bayezid, S\u00fcleyman ve Kas\u0131m\u2019\u0131 ve nihayet Osman (III), ye\u011feni Ahmet\u2019in (III) o\u011flu Mehmet\u2019i katletmi\u015fti.<\/p>\n<p><em>-Celalilerin muhalefeti ve isyanlar\u0131n\u0131 di\u011fer isyanlardan ay\u0131ran fakt\u00f6rler nelerdir? Tarihsel s\u00fcre\u00e7 i\u00e7erisinde Celali isyanlar\u0131n\u0131 nereye konumland\u0131rabiliriz?<\/em><\/p>\n<p>On alt\u0131nc\u0131 y\u00fczy\u0131l, Osmanl\u0131 siyasal iktidar\u0131 a\u00e7\u0131s\u0131ndan en \u015fa\u015faal\u0131 d\u00f6nem olarak g\u00f6sterilmesine ra\u011fmen asl\u0131nda d\u00fcnyadaki di\u011fer geli\u015fmelerin de etkisiyle \u00e7ok ciddi i\u00e7 kar\u0131\u015f\u0131kl\u0131\u011f\u0131n ya\u015fand\u0131\u011f\u0131 bir d\u00f6nemdi. Bayezid\u2019in (II) son zamanlar\u0131ndaki gev\u015feme ile ba\u015flayan sorunlar yuma\u011f\u0131, esas\u0131nda daha o d\u00f6nemde olduk\u00e7a ciddi boyutlara ula\u015fm\u0131\u015ft\u0131. Bozulmaya y\u00fcz tutan d\u00fczenden faydalanmak isteyenlerin say\u0131s\u0131ndaki art\u0131\u015f az de\u011fildi. Gelinen yerin \u00e7\u0131kar ili\u015fkisine dayanan y\u00f6n\u00fc, \u00f6nemli sorunlara i\u015faret ediyordu. Devlet katman\u0131n\u0131n her kademesindekilerin i\u015fin i\u00e7ine kar\u0131\u015ft\u0131\u011f\u0131 bozulmaya dair izler, \u00f6zellikle hi\u00e7 de akla gelmeyen ve \u015fa\u015f\u0131las\u0131 olan se\u00e7kin z\u00fcmrenin de deste\u011fini al\u0131nca, karga\u015fadan beslenenler, taraftar bulmakta zorlanmad\u0131lar. Bu etkili z\u00fcmre aras\u0131nda en dikkat \u00e7ekenler, kad\u0131, m\u00fcft\u00fc, m\u00fcderris, bilgin, zahid, m\u00fcrid, seyyid gibi dini formasyonlu ki\u015filerdi. Sahip olduklar\u0131 dini yetkilerini kullanarak etkili bir \u00e7evre olu\u015fturan \u00e7\u0131kar gruplar\u0131n\u0131n giri\u015ftikleri eylemlerden en b\u00fcy\u00fck zarar\u0131, tebaa olarak genel bir adla tan\u0131mlanan geni\u015f halk kitlesi g\u00f6rd\u00fc.\u00a0 Bask\u0131 ve zorlaman\u0131n boyutu, zul\u00fcm ve i\u015fkenceye varmaya ba\u015flay\u0131nca, birincil g\u00f6revleri uhrevi ve d\u00fcnyevi a\u00e7\u0131dan iktidar sahibine itaat etmek olan kitleler, kontrols\u00fczl\u00fc\u011f\u00fcn yol a\u00e7t\u0131\u011f\u0131 f\u0131rsat ortam\u0131ndan yararland\u0131lar. Her biri ayr\u0131 bir grup halini ald\u0131 ve sosyal yap\u0131y\u0131 bozacak giri\u015fimlerde bulunmaya ba\u015flayarak, dolayl\u0131 da olsa siyasal iktidar\u0131n zay\u0131flamas\u0131na yol a\u00e7abileceklerin etraf\u0131nda k\u00fcmelendiler.<\/p>\n<p>Eylemlerin en dikkat \u00e7eken y\u00f6n\u00fc, zaten var olan ve do\u011frudan siyasal iktidara muhalif nitelikteki devletin kurumsal kimli\u011fi ile siyasal iktidar\u0131 temsil eden liderin varl\u0131\u011f\u0131n\u0131 sorgulayarak, de\u011fi\u015fimini esas almaktan ziyade, ortaya \u00e7\u0131kan sosyal ve ekonomik bozulmaya kar\u015f\u0131 otoriteyi, d\u00fczenleme yapmaya zorlamay\u0131 hedeflemesiydi. \u00d6zellikle on alt\u0131nc\u0131 y\u00fczy\u0131l\u0131n ikinci yar\u0131s\u0131ndan itibaren ortaya \u00e7\u0131kan ve genel ad\u0131yla celaliler olarak bilinen z\u00fcmrelerin eylemlerindeki ama\u00e7lar\u0131, siyasal iktidar\u0131 devirmek ve yerine ge\u00e7mek de\u011fildi.
