Bilgi s\u00fcre\u00e7leri ve y\u00f6netimi konusuna duyarl\u0131 kesimler, de\u011fi\u015fime daha h\u0131zl\u0131 uyum sa\u011flarken; gelenek\u00e7i alt k\u00fclt\u00fcr mensuplar\u0131n\u0131n bir k\u0131sm\u0131, de\u011fi\u015fimlere daha gecikmeli uyum g\u00f6stermekte, di\u011fer bir k\u0131sm\u0131 ise \u00e7o\u011funlukla reddetmektedir.<\/p>\n<h2><strong>Toplumsal de\u011fi\u015fmeler kar\u015f\u0131s\u0131nda tav\u0131rlar<\/strong><\/h2>\n<p>Toplumsal de\u011fi\u015fmeler kar\u015f\u0131s\u0131nda ki\u015fi ve gruplar\u0131n g\u00f6sterdikleri tav\u0131rlar konusunda genel olarak iki yakla\u015f\u0131m s\u00f6z konusudur: Muhafazak\u00e2rl\u0131k (Tutuculuk) ve De\u011fi\u015fimcilik (Devrimcilik) Yakla\u015f\u0131mlar\u0131.<\/p>\n<p>Muhafazak\u00e2rl\u0131k, kavramsal olarak de\u011fi\u015fimler kar\u015f\u0131s\u0131nda, kurulu d\u00fczenin kurum ve geleneklerinin b\u00fcy\u00fck \u00f6l\u00e7\u00fcde korunmas\u0131 ve m\u00fcmk\u00fcnse herhangi yap\u0131sal bir de\u011fi\u015fim olmaks\u0131z\u0131n ayn\u0131 kalmas\u0131n\u0131 arzulayan tutucu g\u00f6r\u00fc\u015flerdir. \u00a0Bu tutumu benimseyenler, kendi zihniyet d\u00fcnyalar\u0131na g\u00f6re \u00e7ok \u00f6nemli g\u00f6rd\u00fckleri k\u00fclt\u00fcr \u00f6\u011felerini \u2018atalar\u0131ndan g\u00f6rd\u00fckleri gibi\u2019 korumak ve s\u00fcrd\u00fcrmek gerekti\u011fine inan\u0131rlar. \u201cAtalar\u0131 yan\u0131lm\u0131\u015fsa bile\u201d, g\u00f6rd\u00fcklerinden ve bildiklerinden pek geri kalmazlar.<\/p>\n<p>De\u011fi\u015fimci yakla\u015f\u0131m, kurulu toplumsal d\u00fczende serbest k\u00fclt\u00fcr de\u011fi\u015fmeleri yoluyla bir geli\u015fme olmad\u0131\u011f\u0131nda, baz\u0131 k\u00fclt\u00fcr \u00f6\u011felerinde zaman\u0131n ruhuna uygun zorunlu de\u011fi\u015fimler yapma bi\u00e7iminde devrimci tav\u0131rd\u0131r. Bu yakla\u015f\u0131ma g\u00f6re, \u00f6zellikle toplumsal geli\u015fmeyi sa\u011flay\u0131c\u0131 yeniliklere kar\u015f\u0131 s\u0131n\u0131f \u00e7\u0131karlar\u0131 y\u00fcz\u00fcnden kas\u0131tl\u0131 engeller var ise bunlar\u0131n zorunlu k\u00fclt\u00fcr kapsam\u0131nda kald\u0131r\u0131lmas\u0131 gerekir. Toplumsal varl\u0131\u011f\u0131n s\u00fcrd\u00fcr\u00fclmesi, i\u015flevsiz ve yarars\u0131z kalan mevcut k\u00fclt\u00fcr \u00f6\u011felerinin ve zihniyet kal\u0131plar\u0131n\u0131n, akl\u0131n ve bilimin \u0131\u015f\u0131\u011f\u0131nda de\u011fi\u015ftirilmesi gerekiyorsa o zaman zorunlu k\u00fclt\u00fcr de\u011fi\u015fmeleri ka\u00e7\u0131n\u0131lmazd\u0131r.<\/p>\n<h2><strong>Toplumsal geli\u015fme de\u011fi\u015fim ve uyum d\u00f6ng\u00fcs\u00fcne dayan\u0131r <\/strong><\/h2>\n<p>K\u00fclt\u00fcrel sistemlerde b\u00fcy\u00fcme ve geli\u015fme, \u2018de\u011fi\u015fim\u2019 ve \u2018uyum\u2019 d\u00f6ng\u00fcs\u00fcne dayanmaktad\u0131r. Bilimsel geli\u015fmeler ve bir\u00e7ok etkene ba\u011fl\u0131 olarak k\u00fclt\u00fcrel \u00f6\u011felerin bir k\u0131sm\u0131 de\u011fi\u015fti\u011finde, yeni k\u00fclt\u00fcr \u00f6\u011felerinin genel k\u00fclt\u00fcr\u00fcn \u00f6nceki \u00f6\u011felerine h\u0131zla uyum sa\u011flamas\u0131 beklenir. Her i\u015flevsel \u2018de\u011fi\u015fimi\u2019, bir \u2018uyum\u2019 tavr\u0131n\u0131n tamamlamas\u0131 gerekir. Bu ba\u011flamda, i\u015flevsel olmayan k\u00fclt\u00fcr \u00f6\u011felerini gelenek ad\u0131na korumak toplumsal uyumu bozar. Buna kar\u015f\u0131l\u0131k, halihaz\u0131rda i\u015flevsel olan k\u00fclt\u00fcr \u00f6\u011felerinde keyfi de\u011fi\u015fimler, k\u00fclt\u00fcr sistemindeki \u00f6\u011feler aras\u0131ndaki etkile\u015fimi ve dengeleri bozar; genel k\u00fclt\u00fcr sisteminin b\u00fct\u00fcnl\u00fc\u011f\u00fc bozulur ve karga\u015fa ka\u00e7\u0131n\u0131lmazd\u0131r. Her iki durumda, toplumun kaynaklar\u0131, zaman\u0131 ve enerjisi bo\u015fa harcanm\u0131\u015f olur. Orta yol, A. B\u00f6ylece, toplum, \u2018de\u011fi\u015fim\u2019 ve \u2018uyum\u2019 d\u00f6ng\u00fcs\u00fc i\u00e7inde, dengeli bir bi\u00e7imde de\u011fi\u015ferek ve yenilenerek varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrme imk\u00e2n\u0131 bulur.<\/p>\n<p>Mustafa Kemal Atat\u00fcrk\u2019\u00fcn y\u00f6netti\u011fi T\u00fcrk Devrimleri, \u2018de\u011fi\u015fim\u2019 ile \u2018uyum\u2019 aras\u0131ndaki ince \u00e7izgiyi \u00e7ok iyi tutturmu\u015ftu. Atat\u00fcrk sonras\u0131ndaki Bat\u0131c\u0131 de\u011fi\u015fim dayatmalar\u0131 ile sa\u011f siyaset\u00e7ilerin a\u011f\u0131r bir zihniyet \u00e7eli\u015fkisi ya\u015fayan ikiy\u00fczl\u00fc tutumlar\u0131 y\u00fcz\u00fcnden, T\u00fcrk devrimlerinde ciddi bozulmalar ve sapmalar meydana gelmi\u015ftir.<\/p>\n<h2><strong>T\u00fcrkiye\u2019de muhafazak\u00e2rlar neyi muhafaza ediyor?<\/strong><\/h2>\n<p>Muhafazak\u00e2rl\u0131k, ak\u0131l ve bilime dayal\u0131 modernle\u015fme s\u00fcrecini reddederek \u0130sl\u00e2m dininin \u00f6z\u00fcnden kopuk mevcut din\u00ee g\u00f6r\u00fc\u015f ve tutumlar\u0131n ayn\u0131 kalmas\u0131n\u0131 ve korunmas\u0131n\u0131 savunan gelenek\u00e7i bir anlay\u0131\u015ft\u0131r. T\u00fcrk tarihinde, \u0130slam dininin vahye dayanan \u00f6z\u00fcyle, inan\u00e7 esaslar\u0131yla ilgili herhangi bir itiraz ve tart\u0131\u015fma olmam\u0131\u015ft\u0131r<strong>. <\/strong>Ancak, b\u00f6lgesel k\u00fclt\u00fcrlerin etkisiyle \u2018as\u0131l dinmi\u015f\u2019 gibi dine eklemlenen dinsellik anlay\u0131\u015f ve al\u0131\u015fkanl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrmenin ne derecede do\u011fru oldu\u011funa ili\u015fkin d\u00fc\u015f\u00fcnceler ortaya konmu\u015ftur.<strong>\u00a0 <\/strong>T\u00fcrkiye\u2019de muhafazak\u00e2rlar, \u00e7o\u011funlukla y\u00f6netici ve din adamlar\u0131 s\u0131n\u0131flar\u0131n\u0131n lehine olu\u015fturulmu\u015f inan\u00e7 k\u00fclt\u00fcr\u00fcn\u00fcn, ak\u0131l ve bilim referans\u0131yla sorgulanmas\u0131na \u015fiddetle kar\u015f\u0131 \u00e7\u0131kan bir tutuculuk sergilemi\u015flerdir. Asl\u0131nda, T\u00fcrkiye\u2019nin gelenek\u00e7i muhafazak\u00e2rl\u0131\u011f\u0131, insanl\u0131k tarihinin en dengeli ve toplumsal geli\u015fme sa\u011flay\u0131c\u0131 yenilik hareketi olan Atat\u00fcrk\u2019\u00fcn T\u00fcrk Devrimlerini yeterince anlayamam\u0131\u015flard\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de gelenek\u00e7i muhafazak\u00e2rlar, yak\u0131n bir zamana kadar \u0130slam\u2019\u0131 koruma iddias\u0131 arkas\u0131na s\u0131\u011f\u0131narak \u00e7o\u011funlukla kendi b\u00f6lgesel inan\u00e7 k\u00fclt\u00fcrlerinin korunmas\u0131n\u0131 g\u00fcvence alt\u0131na almaya \u00e7al\u0131\u015f\u0131r ve inan\u00e7lar\u0131n\u0131, nispeten kapal\u0131 topluluklar halinde ya\u015farlard\u0131. Bu \u00e7er\u00e7evede, T\u00fcrk Devrimlerine kar\u015f\u0131 vaziyet al\u0131\u015flar\u0131n\u0131 toplumsal g\u00f6r\u00fcn\u00fcrl\u00fcklerini gizleyerek y\u00fcr\u00fct\u00fcrlerdi. \u00c7o\u011funlukla \u00e7e\u015fitli cemaat ve tarikatlarla varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcr\u00fcrken devlet ve toplumsal g\u00fc\u00e7lerle g\u00f6r\u00fcn\u00fcr bir \u00e7at\u0131\u015fma ya\u015famamaya \u00f6zellikle \u00f6zen g\u00f6sterirlerdi.<\/p>\n<h2><strong>\u2018K\u00f6k\u00fc d\u0131\u015far\u0131da\u2019 Neo-muhafazak\u00e2rl\u0131k<\/strong><\/h2>\n<p>K\u00fcreselle\u015fme s\u00fcreciyle birlikte d\u00fcnya ekonomisinde yayg\u0131nla\u015ft\u0131r\u0131lan neo-liberal ekonomi politikalar\u0131yla yak\u0131ndan ili\u015fkili \u2018neo-conservatism\u2019 ak\u0131m\u0131 sayesinde ard\u0131\u015f\u0131k olarak b\u00f6lgemizdeki M\u00fcsl\u00fcman \u00fclkelerdeki siyaset alan\u0131nda da bir \u2018neo-muhafazak\u00e2rl\u0131k\u2019 esintisi ba\u015flam\u0131\u015ft\u0131r.<\/p>\n<p>Neo-muhafazak\u00e2r siyasetin \u00e7\u0131k\u0131\u015f kayna\u011f\u0131, ABD\u2019deki k\u00fcresel liberal-kapitalist sistemin sermaye ve y\u00f6netim merkezleridir. Neo-muhafazak\u00e2r siyaset, g\u00f6r\u00fcn\u00fc\u015fte toplumsal de\u011ferleri ve simgeleri y\u00fcceltme \u00fczerinden, sadece y\u00f6netici kadrolar\u0131n ve onlar\u0131n egemenli\u011fine destek veren oligar\u015fik bir toplulu\u011fun \u00e7\u0131karlar\u0131n\u0131 \u00f6nceleyen bir anlay\u0131\u015ft\u0131r. Asl\u0131na bak\u0131l\u0131rsa, bir bi\u00e7imde toplumsal g\u00fc\u00e7leri denetim alt\u0131nda tutan mevcut iktidarlar\u0131n, kendi h\u00fck\u00fcmranl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrmek u\u011fruna her de\u011feri kullanma ve her \u015feyi m\u00fcbah sayma anlay\u0131\u015f\u0131d\u0131r.<\/p>\n<p>B\u00f6lgemizde, so\u011fuk sava\u015f d\u00f6nemindeki \u2018Ye\u015fil Ku\u015fak Projesi\u2019 ile ilintili 12 Eyl\u00fcl 1980 askeri darbesinin \u00f6ncesinde ve sonras\u0131nda, Bat\u0131 taraf\u0131ndan kontrol edilemeyen sosyal hareketler ezilirken, esrarengiz bi\u00e7imde muhafazak\u00e2r g\u00f6r\u00fc\u015flerin \u00f6n\u00fc a\u00e7\u0131ld\u0131. 11 Eyl\u00fcl 2001 sald\u0131r\u0131lar\u0131yla birlikte \u2018B\u00fcy\u00fck Orta Do\u011fu Projesi\u2019 sonras\u0131nda e\u015f anl\u0131 olarak \u00fclkemizde de neo-muhafazak\u00e2r siyaset birden parlat\u0131ld\u0131. Bir \u2018g\u00f6mlek de\u011fi\u015ftirme\u2019 metaforuyla ortaya \u00e7\u0131kan bu d\u00f6n\u00fc\u015f\u00fcmde, \u2018g\u00f6mle\u011fin\u2019 tarz\u0131 ve rengi de\u011fi\u015fse de, i\u00e7inde bar\u0131nd\u0131r\u0131lan ana e\u011filim ayn\u0131yd\u0131. Ger\u00e7ekte, zaman i\u00e7inde d\u00f6n\u00fc\u015f\u00fcm\u00fcn \u00f6zde ve esasta de\u011fil, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde toplumsal be\u011fenirli\u011fe y\u00f6nelik siyasi bir taktik ve takiye oldu\u011fu a\u00e7\u0131\u011fa \u00e7\u0131kt\u0131.<\/p>\n<p>K\u00fcresel g\u00fc\u00e7ler, geli\u015fmekte olan \u00e7evre \u00fclkelerinde kendi lehlerine neo-liberal ekonomik politikalar\u0131n uygulanmas\u0131nda en fazla o \u00fclkelerin neo-muhafazak\u00e2r siyaset\u00e7ilerini desteklemektedir. \u0130\u00e7 kamuoyuna kar\u015f\u0131 \u2018d\u0131\u015f g\u00fc\u00e7lerle\u2019 \u00e7at\u0131\u015f\u0131l\u0131yor gibi g\u00f6r\u00fcnt\u00fc verilse de ger\u00e7ekte, onlar\u0131n \u00e7\u0131karlar\u0131 do\u011frultusunda neo-liberal politikalar\u0131 t\u0131k\u0131r t\u0131k\u0131r i\u015fletmeyi s\u00fcrd\u00fcrmektedirler. Bu y\u00fczden, neo-muhafazak\u00e2r gruplar\u0131n, T\u00fcrk Devrimleriyle ilgili tutumlar\u0131n\u0131, \u00f6nceleri bir \u2018takiye\u2019 al\u0131\u015fkanl\u0131klar\u0131 \u00e7er\u00e7evesinde gizlerken, bundan sonra g\u00f6ze bat\u0131r\u0131rcas\u0131na ve \u00e7ok a\u00e7\u0131k bir bi\u00e7imde d\u0131\u015fa vurmaktan tuhaf bir haz almaya ba\u015flad\u0131klar\u0131 g\u00f6r\u00fcld\u00fc. Asl\u0131nda, bu durum bir cesaret patlamas\u0131ndan de\u011fil, her \u015feye ra\u011fmen k\u00fcresel g\u00fc\u00e7lere g\u00fcvenlerinden ve mevcut siyasi konjonkt\u00fcrden ileri gelmektedir.<\/p>\n<p>Neo-muhafazak\u00e2r siyaset, toplumsal de\u011ferlerin korunmas\u0131 \u00fczerine bir g\u00f6r\u00fcnt\u00fc vermekle birlikte, dinsel s\u00f6ylem ve mill\u00ee simgeleri, T\u00fcrk Devrimlerini y\u0131pratma u\u011fra\u015flar\u0131nda birer kald\u0131ra\u00e7 gibi kullanma e\u011filimini s\u00fcrd\u00fcrmektedir.<\/p>\n<h2><strong>Neo-muhafazak\u00e2rl\u0131\u011f\u0131n \u00e7eli\u015fkileri ve da\u011f\u0131n\u0131k zihin yap\u0131s\u0131<\/strong><\/h2>\n<p>Asl\u0131na bak\u0131l\u0131rsa neo-muhafazak\u00e2rl\u0131k, neredeyse tepeden t\u0131rna\u011fa tutars\u0131zl\u0131k ve \u00e7eli\u015fkilerle donanm\u0131\u015ft\u0131r. S\u00f6z gelimi, ba\u015fta \u2018hakiki din\u2019 ile \u2018dinselle\u015fmi\u015f\u2019 inan\u00e7 k\u00fclt\u00fcr\u00fc aras\u0131nda \u00e7ok b\u00fcy\u00fck tutars\u0131zl\u0131klar vard\u0131r. T\u00fcrkiye\u2019de, \u2018mill\u00ee g\u00f6r\u00fc\u015f\u2019 \u00e7izgisinden yollar\u0131n\u0131 ay\u0131ran neo-muhafazak\u00e2r siyaset, \u00e7ok tuhaf bi\u00e7imde di\u011fer gelenek\u00e7i muhafazak\u00e2rlar olarak \u00e7e\u015fitli cemaat ve tarikat topluluklar\u0131 ile i\u00e7 i\u00e7e bulunmay\u0131 s\u00fcrd\u00fcrmektedir. Gecekonduda zor \u015fartlarda ya\u015fam\u0131n\u0131 s\u00fcrd\u00fcrmeye \u00e7al\u0131\u015fan \u2018sar\u0131kl\u0131 ve \u015falvarl\u0131\u2019 gelenek\u00e7i muhafazak\u00e2rlar ile Bo\u011faz\u2019da yal\u0131 ve villalarda l\u00fcks i\u00e7inde ya\u015fayan \u2018kravatl\u0131\u2019 neo-muhafazak\u00e2rlar \u2018ayn\u0131 gemide\u2019 bulunmaktalar. Bu kadar s\u0131n\u0131f \u00e7eli\u015fkisinin oldu\u011fu ba\u015fka bir toplum var m\u0131d\u0131r?<\/p>\n<p>Neo-muhafazak\u00e2rlar\u0131n demokrasi ile ili\u015fkileri, hayli yapay ve i\u011fretidir. Kendilerini iktidara ta\u015f\u0131yan demokrasiye ba\u011fl\u0131l\u0131klar\u0131, kendilerine se\u00e7im kazand\u0131r\u0131ncaya kadard\u0131r. Bir defa se\u00e7im kazan\u0131lm\u0131\u015fsa, ba\u015fkalar\u0131yla rekabet etmek yerine demokrasi \u2018merdivenini\u2019 etkisiz h\u00e2le getirmek suretiyle s\u00fcrekli \u00fcst katta ve y\u00f6netimde kalmak i\u00e7in u\u011fra\u015f\u0131l\u0131r.<\/p>\n<p>Neo-muhafazak\u00e2r siyaset, kendi inan\u00e7 k\u00fclt\u00fcrlerini ve gelenek\u00e7i ya\u015fant\u0131lar\u0131n\u0131 \u2018muhafaza etme\u2019 bak\u0131m\u0131ndan \u00e7ok s\u0131k\u0131 durmalar\u0131na ve tutuculuklar\u0131na kar\u015f\u0131l\u0131k; T\u00fcrkl\u00fck, T\u00fcrk\u00e7e, Atat\u00fcrk ve Cumhuriyet de\u011ferleriyle oynamak s\u00f6z konusu olunca s\u0131k\u0131 \u2018de\u011fi\u015fimci\u2019 yani \u2018devrimci\u2019 kesilirler. Se\u00e7im \u00f6nceleri, ger\u00e7ekte olmad\u0131klar\u0131 bir\u00e7ok \u015fey olabilirler; hatta \u2018\u00fclk\u00fcc\u00fc\u2019 gibi g\u00f6r\u00fcnmeye \u00e7al\u0131\u015ft\u0131klar\u0131 bile g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p>T\u00fcrkiye\u2019deki neo-muhafazak\u00e2rlar\u0131n, \u00e7ok iddial\u0131 g\u00f6r\u00fcnd\u00fckleri \u2018neo-osmanl\u0131c\u0131\u2019 g\u00f6r\u00fc\u015fleri de olduk\u00e7a tutars\u0131zl\u0131k ta\u015f\u0131maktad\u0131r. \u015e\u00f6yle ki, Osmanl\u0131 sevgileri(!), Osmanl\u0131 Devleti\u2019nin kurulu\u015f ve ilerleme d\u00f6nemleri de\u011fil de \u00e7o\u011funlukla \u0130ngiliz bask\u0131lar\u0131n\u0131n yo\u011funla\u015ft\u0131\u011f\u0131 \u00e7\u00f6z\u00fclme d\u00f6nemiyle s\u0131n\u0131rl\u0131d\u0131r. Bu d\u00f6nemdeki, en tart\u0131\u015fmal\u0131 son padi\u015fahlar\u0131n adlar\u0131n\u0131, olduklar\u0131ndan daha fazla y\u00fcceltici tutumlar\u0131 \u00e7ok merak uyand\u0131rmaktad\u0131r.
