Bu y\u00fczden, rekabet\u00e7i ve demokratik y\u00f6netimlerdeki makam y\u00fckseltme i\u015flemlerinde liyakatli ve yetenekli insanlar\u0131n \u015fans\u0131 daha y\u00fcksek iken; gelenek\u00e7i ve otoriter y\u00f6netim tarz\u0131nda emir almaktan ho\u015flanan ki\u015filerin \u015fans\u0131 daha y\u00fcksek olmaktad\u0131r.<\/p>\n<h2><strong>Otoriter y\u00f6netimlerde hiyerar\u015fik budama<\/strong><\/h2>\n<p>Y\u00f6netim bilimlerine g\u00f6re; \u00f6rg\u00fctlerin tepe y\u00f6netimi, \u00f6rg\u00fct\u00fcn b\u00fct\u00fcn\u00fc ve d\u0131\u015f de\u011fi\u015fkenler ile ilgili stratejik kararlar\u0131n al\u0131nd\u0131\u011f\u0131; orta kademe, b\u00f6l\u00fcm i\u00e7i kararlar\u0131n belirlendi\u011fi; alt kademeler ise bunlar\u0131n fiilen icra edildi\u011fi yerlerdir. Bu \u00e7er\u00e7evede, insan kaynaklar\u0131 bak\u0131m\u0131ndan \u00f6rg\u00fctlerde tepede olanlar\u0131n yetenek ve bilgi d\u00fczeylerinin nispeten y\u00fcksek, orta kademelerde orta d\u00fczeyde ve alt kademelerde ise \u00fcst birimlerce al\u0131nan kararlar\u0131 yerine getirebilecek d\u00fczeyde olmalar\u0131 gerekir. \u00d6rg\u00fctlerdeki se\u00e7ilmi\u015f ya da atanm\u0131\u015f y\u00f6neticilerin, bulunduklar\u0131 makamlar\u0131n gerektirdi\u011fi d\u00fczeyde y\u00fcksek yetenek ve bilgi birikimi yeterli de\u011filse, y\u00f6netim sisteminin yukar\u0131dan a\u015fa\u011f\u0131ya do\u011fru olan etkili ve verimli i\u015fleyi\u015finde \u00e7ok ciddi yanl\u0131\u015fl\u0131klar\u0131n ve y\u00f6netim krizinin \u00e7\u0131kmas\u0131 ka\u00e7\u0131n\u0131lmazd\u0131r.<\/p>\n<p>Laurance J. Peter ve Raymond Hull adl\u0131 ara\u015ft\u0131rmac\u0131lar, hiyerar\u015fik ya da otoriterle\u015fen \u00f6rg\u00fctlerin \u00e7o\u011funda, \u00f6zellikle \u00fcst kademe y\u00f6neticilerinin, kendilerinden daha yetenekli insanlar\u0131 bar\u0131nd\u0131rmad\u0131klar\u0131n\u0131 tespit etmi\u015flerdir. Y\u00f6netimdeki hiyerar\u015fik budama, sadece otoriter y\u00f6netim birimlerinde olmay\u0131p, \u2018g\u00fc\u00e7lendirilmi\u015f genel ba\u015fkanl\u0131k\u2019 olgusu nedeniyle siyasi partilerin y\u00f6netimlerinde de \u00e7ok s\u0131k g\u00f6r\u00fclen bir y\u00f6netim hastal\u0131\u011f\u0131d\u0131r.<\/p>\n<h2><strong>\u00a0\u2018Kendi cehaletinden cahil olma sendromu\u2019 <\/strong><\/h2>\n<p>\u0130nsanlar\u0131n cahil olmas\u0131n\u0131n en dramatik bi\u00e7imi, kendilerinin cahil olduklar\u0131n\u0131n fark\u0131nda olmamalar\u0131d\u0131r. Dunning-Kruger etkisi denilen bu meta-cehalet (veya cehaletin cehaleti), bir\u00e7ok sosyal ve siyaset alan\u0131nda k\u00f6t\u00fc performans g\u00f6steren ki\u015filerin, kendi uzmanl\u0131klar\u0131n\u0131n ne kadar yetersiz oldu\u011funun fark\u0131nda olmamalar\u0131 h\u00e2lidir. Bu ba\u011flamda, bulunduklar\u0131 \u00fcst d\u00fczey y\u00f6neticilik konumlar\u0131n\u0131n gerektirdi\u011fi yetenek, bilgi ve beceriler bak\u0131m\u0131ndan yetersizliklerinin fark\u0131nda olmayan h\u0131rsl\u0131 ve g\u00fc\u00e7 d\u00fc\u015fk\u00fcn\u00fc ki\u015filer, \u00f6zellikle kamu g\u00f6revlerindeki cehaletleri y\u00fcz\u00fcnden telafisi m\u00fcmk\u00fcn olmayan zararlara ve ac\u0131lara neden olmaktad\u0131rlar. Cahil olduklar\u0131n\u0131n fark\u0131nda olmamak gibi \u2018\u00e7ifte kavrulmu\u015f\u2019 bir cehaletin do\u011furdu\u011fu ba\u015far\u0131s\u0131zl\u0131klar, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde alternatif g\u00f6r\u00fc\u015f ve d\u00fc\u015f\u00fcncelere sahip insanlarla bir kavgaya d\u00f6n\u00fc\u015ft\u00fcr\u00fclerek gizlenmeye ve \u00f6rt\u00fclmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r.<\/p>\n<h2><strong>Bilgisiz y\u00f6neticilerin cesareti!..<\/strong><\/h2>\n<p>Yetersiz y\u00f6neticilerin i\u015f ba\u015f\u0131nda oldu\u011fu otoriter y\u00f6netim tarzlar\u0131nda, y\u00fcksek \u015fahsiyetli insanlar, g\u00f6revlerine \u00e7ok m\u00fcdahale edilece\u011fini d\u00fc\u015f\u00fcnd\u00fckleri i\u00e7in \u00fcst d\u00fczeydeki karar merkezlerinde y\u00f6neticilik g\u00f6revlerine pek talip olmazlar. Liyakat ve yetene\u011fi konusunda duyarl\u0131l\u0131k g\u00f6stermeyen ki\u015filer i\u00e7in yeter ki \u201cgeliri ve stat\u00fcs\u00fc y\u00fcksek\u201d makamlar olsun, derh\u00e2l bu g\u00f6revlere talip olmaktan \u00e7ekinmezler. Kendilerinden istenen her emri (yasa ve ahlak d\u0131\u015f\u0131 olsa bile) yerine getirme \u00e7abas\u0131 i\u00e7inde bulunurlar. B\u00f6ylece, k\u00f6t\u00fc ve yetersiz olanlar, iyi ve yetkin olan \u00e7al\u0131\u015fanlar\u0131n \u00f6n\u00fcne ge\u00e7mi\u015f olur. Bulunduklar\u0131 mevki ve makama, \u00e7o\u011funlukla ki\u015fisel yetenek ve ba\u015far\u0131yla gelmedikleri i\u00e7in \u00f6rg\u00fctteki mevcut yetenekli ve \u015fahsiyetli insanlara kar\u015f\u0131 da, her f\u0131rsatta \u00fcst\u00fcnl\u00fck ve g\u00fc\u00e7 g\u00f6sterisinde bulunmay\u0131 pek ihmal etmezler. Sonu\u00e7ta, bir s\u00fcre sonra verimsizlik ve ba\u015far\u0131s\u0131zl\u0131k ka\u00e7\u0131n\u0131lmazd\u0131r. \u00d6zel giri\u015fimcilik, \u00f6n\u00fcnde sonunda do\u011fru y\u00f6netimi bulur, bulmasa da iflas ederek i\u015f alan\u0131ndan \u00e7\u0131km\u0131\u015f olur. \u0130\u015flerini, bilimsel d\u00fc\u015f\u00fcnce ve zihniyete g\u00f6re de\u011fil de, siyasal ama\u00e7lar\u0131 ya da \u2018gizli ajandalar\u0131na\u2019 g\u00f6re g\u00f6rmeye \u00e7al\u0131\u015fan kamu y\u00f6netim sistemleri, verimsizlik ve ba\u015far\u0131s\u0131zl\u0131klar\u0131n\u0131n bedelini \u00e7o\u011funlukla ekonomik, sosyal ve ahlaki \u00e7\u00f6k\u00fcnt\u00fc ile b\u00fct\u00fcn bir topluma ve \u00fclkeye \u00f6dettirmi\u015f olurlar.<\/p>\n<h2><strong>Y\u00f6neticilik rolleri birer ganimet say\u0131l\u0131nca!&#8230;<\/strong><\/h2>\n<p>Gelenek\u00e7i toplumlarda, uzun bir s\u00fcre kamu imk\u00e2nlar\u0131ndan yoksun olan alt sosyal s\u0131n\u0131flar\u0131n, \u00fclkenin ekonomik ve sosyal kaynaklar\u0131n\u0131 birer \u2018ganimet\u2019 gibi alg\u0131lama anlay\u0131\u015flar\u0131 vard\u0131r. Bu ba\u011flamda, \u00f6nemli bir sosyal stat\u00fc kayna\u011f\u0131 olarak g\u00f6r\u00fclen \u00e7e\u015fitli y\u00f6neticilik kadrolar\u0131n\u0131n doldurulmas\u0131nda da ayn\u0131 bi\u00e7imde bir \u2018ganimet\u2019 elde etme beklentisi egemendir.\u00a0 Kamu y\u00f6netimindeki \u2018ak\u00e7eli\u2019 ve \u2018yetkili\u2019 g\u00f6revlerin y\u00f6neticileri, atand\u0131klar\u0131 imtiyazl\u0131 g\u00f6revlere, b\u00fcy\u00fck bir ihtimalle ki\u015fisel yetenek ve ba\u015far\u0131lar\u0131 nedeniyle gelmemi\u015flerdir.
