T\u00fcrkiye\u2019de tar\u0131msal ara\u015ft\u0131rmalar, esas olarak Tar\u0131m ve Orman Bakanl\u0131\u011f\u0131 Ara\u015ft\u0131rma Enstit\u00fcleri (51 tar\u0131m ve 12 ormanc\u0131l\u0131k) ve \u00fcniversitelerin tar\u0131mla ilgili fak\u00fclteleri taraf\u0131ndan ger\u00e7ekle\u015ftirilmektedir. Tar\u0131msal ara\u015ft\u0131rma ve geli\u015ftirme (AR-GE) konusunda T\u00fcrkiye\u2019de en b\u00fcy\u00fck g\u00f6revi Tar\u0131m ve Orman Bakanl\u0131\u011f\u0131 \u00fcstlenmi\u015ftir.<\/p>\n<p>Bu kurulu\u015flar aras\u0131nda istikrarl\u0131 bir i\u015fbirli\u011finden s\u00f6z etmek g\u00fc\u00e7t\u00fcr. Yine de bug\u00fcne kadar temel ve uygulamal\u0131 tar\u0131m alanlar\u0131nda \u00e7ok \u00f6nemli ara\u015ft\u0131rmalar ger\u00e7ekle\u015ftirilmi\u015f, tar\u0131m\u0131n ve ormanc\u0131l\u0131\u011f\u0131n geli\u015fmesine \u00f6nemli katk\u0131larda bulunulmu\u015ftur. <strong><sup>[<\/sup><\/strong><a href=\"https:\/\/www.researchgate.net\/publication\/344188757_TURKIYE'_DE_TARIMSAL_ARASTIRMA_GELISTIRME_YAYIM_POLITIKALARI_VE_TARIMSAL_BUYUME_ILISKILERI\"><strong><sup>1<\/sup><\/strong><\/a><strong><sup>]<\/sup><\/strong><\/p>\n<p><strong>Tar\u0131m ve Ormanc\u0131l\u0131k AR-GE Sistemi Nas\u0131l Daha \u0130\u015flevsel ve Etkin Hale Getirilebilir?<\/strong><\/p>\n<p>Konu ile ilgili k\u00f6\u015fe yazar\u0131 taraf\u0131ndan a\u015fa\u011f\u0131da yap\u0131lan de\u011ferlendirme bir d\u0131\u015f bak\u0131\u015f olmas\u0131 bak\u0131m\u0131ndan aktarmak gerekir:<\/p>\n<p>\u201c<em>Tar\u0131m\u0131n beyni konumundaki Tar\u0131msal Ara\u015ft\u0131rmalar ve Politikalar Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcne ba\u011fl\u0131, b\u00fcnyesinde \u00f6nemli bir\u00e7ok tar\u0131msal potansiyeli bar\u0131nd\u0131ran ve \u00fclkemizin d\u00f6rt bir yan\u0131nda faaliyet g\u00f6steren Ara\u015ft\u0131rma Enstit\u00fcleri, ge\u00e7mi\u015fi taklit etmek yerine, gelece\u011fi dizayn etmenin plan\u0131n\u0131 ve program\u0131n\u0131 yapmal\u0131d\u0131r. Ara\u015ft\u0131rmac\u0131, akademisyen, \u00fcretici ve \u00e7ift\u00e7i ortak zeminde dengeli bir \u015fekilde bulu\u015fturulmal\u0131d\u0131r. Bunun i\u00e7in de de\u011fi\u015fime, yenili\u011fe ve d\u00fcnyadaki geli\u015fmelere dinamik bir refleks g\u00f6sterecek yap\u0131 olmal\u0131d\u0131r. Bunu sa\u011flaman\u0131n yolu da canl\u0131 bilgi, bilin\u00e7, cesaret ve disiplinden ge\u00e7mektedir.<\/em><\/p>\n<p><strong><em>Bitki Islah \u00e7al\u0131\u015fmalar\u0131 ivme kazanmal\u0131<\/em><\/strong><\/p>\n<p><em>\u00dclkemiz tar\u0131m\u0131nda yeni bitki \u00e7e\u015fidi geli\u015ftirmenin ve bitki \u0131slah\u0131n\u0131n belirli bir ivme kazand\u0131\u011f\u0131, ancak sistemsel ve idari aksakl\u0131klar\u0131n bu ivmeyi sahaya ve \u00fcretime yeterince yans\u0131tamad\u0131\u011f\u0131 bilinen bir ger\u00e7ektir. \u0130dari aksakl\u0131klar\u0131n; liyakat, b\u00fcrokrasiyi azaltma ve mevzuatla a\u015f\u0131laca\u011f\u0131; sistemsel aksakl\u0131klar\u0131n ise do\u011fru planlama, gelece\u011fe y\u00f6nelik entegre ve s\u00fcrekli projelerle a\u015f\u0131laca\u011f\u0131 kabul edilmektedir. Ancak y\u0131llard\u0131r s\u00fcregelen, kendini yenileyememi\u015flik, belki de yenileme gere\u011fi duymam\u0131\u015fl\u0131k, hantall\u0131\u011f\u0131n en \u00f6nemli sebebi olarak \u00f6ne \u00e7\u0131kan ve tecr\u00fcbe ad\u0131 alt\u0131nda kamufle edilmi\u015f al\u0131\u015fkanl\u0131klar etkisini ve etkinli\u011fini hala s\u00fcrd\u00fcrmektedir.<\/em><\/p>\n<p><strong><em>Tar\u0131msal Enstit\u00fcler uzman yeti\u015ftirme ve tohum geli\u015ftirme fabrikalar\u0131d\u0131r<\/em><\/strong><\/p>\n<p><em>Asl\u0131nda Ara\u015ft\u0131rma Enstit\u00fcleri bir y\u00f6n\u00fcyle yeni bitki \u00e7e\u015fidi ve tohum geli\u015ftirme, di\u011fer y\u00f6n\u00fcyle de uzman, akademisyen yeti\u015ftirme fabrikalar\u0131d\u0131r. Bu nedenle d\u00fcnyayla yar\u0131\u015facak bitki \u00e7e\u015fitleri ve \u00fcretim teknikleri geli\u015ftirecek \u015fekilde dizayn edilmelidir. Bunun yolu da yenili\u011fi getirene, g\u00fcncellemeyi s\u00fcrekli k\u0131lana, bilgiyi ve bilinci sahaya yans\u0131tana, tecr\u00fcbeyi asl\u0131na uygun tarif edene ve uygulayana, tar\u0131ma sistemsel yakla\u015fana engel olmak de\u011fil destek olmakt\u0131r.\u201d<\/em> <strong><sup>[<\/sup><\/strong><a href=\"https:\/\/www.memurlar.net\/haber\/921088\/tarimsal-arastirma-enstitulerinin-bahtsizligi-son-bulacak-mi.html\"><strong><sup>2<\/sup><\/strong><\/a><strong><sup>]<\/sup><\/strong><\/p>\n<p>Farkl\u0131 kesimlerden gelen bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131n ortaya koydu\u011fu tespit ve g\u00f6r\u00fc\u015flerin b\u00fcy\u00fck \u00f6l\u00e7\u00fcde do\u011fruluk pay\u0131 oldu\u011fu kabul edilebilir.<\/p>\n<p><strong>Aksayan y\u00f6nler ve ihtiya\u00e7 duyulan yap\u0131sal de\u011fi\u015fiklikler:<\/strong><\/p>\n<p>Yeni d\u00f6nem, tar\u0131msal ve ormanc\u0131l\u0131k Ar-Ge kurumlar\u0131n\u0131n birlikte \u00e7al\u0131\u015fmas\u0131n\u0131 zorunlu k\u0131lmaktad\u0131r. Bu iki sistemin birlikte \u00e7al\u0131\u015fmas\u0131 ile ortaya \u00e7\u0131kacak sinerjiye \u00fclkesel anlamda ihtiya\u00e7 duyulmaktad\u0131r.<\/p>\n<p>Giderek yo\u011funla\u015fan \u00e7evresel sorunlara ra\u011fmen tar\u0131msal Ar-Ge ile ormanc\u0131l\u0131k ara\u015ft\u0131rmalar\u0131 aras\u0131nda bug\u00fcne kadar organik bir ba\u011f kurulamam\u0131\u015ft\u0131r.<\/p>\n<p>\u00c7evre fakt\u00f6r\u00fcn\u00fcn \u00f6ne \u00e7\u0131kmas\u0131 ile ormanc\u0131l\u0131k Ar-Ge sistemi bu y\u00fczy\u0131lda yeni bir d\u00f6neme girmi\u015ftir ve bu yeni d\u00f6nem bu kurumlar\u0131n yeniden yap\u0131land\u0131r\u0131lmas\u0131n\u0131 zorunlu k\u0131lmaktad\u0131r. <strong><sup>[<\/sup><\/strong><a href=\"http:\/\/www.ormanmuhendisi.org\/sol\/makaleler\/yonetimmakale\/egitim.Pdf\"><strong><sup>3<\/sup><\/strong><\/a><strong><sup>]<\/sup><\/strong><\/p>\n<p>G\u00fcn\u00fcm\u00fczde sorunlar \u00e7ok boyutlu ve karma\u015f\u0131k hale gelmi\u015ftir. Bu sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fc, \u00e7ok disiplinli ve kat\u0131l\u0131mc\u0131 Ar-Ge projeleri ile m\u00fcmk\u00fcnd\u00fcr. H\u00e2lbuki geleneksel Ar-Ge sistemimizde tek disiplinli-bireysel projeler a\u011f\u0131rl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmektedir.<\/p>\n<p>Ar-Ge sisteminde y\u00fczlerce proje y\u00fcr\u00fct\u00fclmesine ra\u011fmen yar\u0131m as\u0131rd\u0131r bekleyen temel sorunlara tam \u00e7\u00f6z\u00fcmler \u00fcretilememi\u015ftir. Bu durum enstit\u00fclerin ve \u00fcniversitelerin toplum nezdindeki itibar\u0131n\u0131 zedelemektedir. Ulusal ve b\u00f6lgesel \u00f6ncelikler \u00fcniversiteleri ba\u011flamad\u0131\u011f\u0131 i\u00e7in ara\u015ft\u0131rmada tekerr\u00fcrlerin \u00f6n\u00fcne ge\u00e7ilememi\u015f, kaynaklar\u0131n keyf\u00ee kullan\u0131m\u0131 \u00f6nlenememi\u015ftir.<\/p>\n<p>Uzmanlar, tar\u0131msal Ar-Ge sonu\u00e7lar\u0131n\u0131n yay\u0131m\u0131 ve \u00fcreticilere aktar\u0131lmas\u0131 noktas\u0131nda ya\u015fanan sorunlar\u0131n yeteri kadar \u00e7\u00f6z\u00fclmedi\u011fine i\u015faret etmektedirler. \u00a0Tar\u0131msal ara\u015ft\u0131rmalar konusunda \u00fcniversitelerin ger\u00e7ekle\u015ftirdikleri temel ara\u015ft\u0131rmalar ve kamu ara\u015ft\u0131rma kurumlar\u0131n\u0131n yapm\u0131\u015f oldu\u011fu uygulamal\u0131 ara\u015ft\u0131rmalar\u0131n sonu\u00e7lar\u0131n\u0131n aktar\u0131lamamas\u0131 ve bilginin yay\u0131lamamas\u0131nda organizasyonlardan kaynakl\u0131 sorunlara da i\u015faret edilmektedir. Geli\u015fmi\u015f \u00fclkelerde \u00fcretici sorunlar\u0131n\u0131 \u00e7\u00f6zmede \u00f6zel sekt\u00f6r giri\u015fimi ile kurulan geli\u015ftirme merkezleri\u00a0 (improvement centers) veya farkl\u0131 isimler alt\u0131ndaki merkezlerde ya\u015fanan sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcne y\u00f6nelik pek \u00e7ok yasal ve b\u00fcrokratik i\u015flerle u\u011fra\u015f\u0131lmadan, \u00fcretici \u00f6rg\u00fctleri ve firmalar\u0131n talepleri ile olu\u015fturulan projeler \u00e7er\u00e7evesinde bilimsel \u00e7al\u0131\u015fmalar yap\u0131lmakta ve elde edilen sonu\u00e7lar \u00f6rg\u00fctlerine aktar\u0131lmaktad\u0131r. Fak\u00fclteler, ilgili bakanl\u0131k ve di\u011fer kurulu\u015flarda g\u00f6revli elemanlar\u0131n hizmet i\u00e7i e\u011fitim \u00e7al\u0131\u015fmalar\u0131n\u0131 ger\u00e7ekle\u015ftirmekte, seminer ve toplant\u0131larda ara\u015ft\u0131rma sonu\u00e7lar\u0131n\u0131 aktarmaktad\u0131r.\u00a0 Ancak,\u00a0 \u00e7ift\u00e7i d\u00fczeyindeki yay\u0131m \u00e7al\u0131\u015fmalar\u0131na kat\u0131l\u0131m s\u0131n\u0131rl\u0131 kalmaktad\u0131r.<\/p>\n<p>Ziraat m\u00fchendisli\u011fi e\u011fitimi veren fak\u00fcltelerde ziraat fak\u00fcltesi d\u0131\u015f\u0131nda farkl\u0131 isimlendirmeler bulunmaktad\u0131r. 2020 y\u0131l\u0131nda kontenjan a\u00e7\u0131lan 37 fak\u00fclteden ikisi Tar\u0131m Bilimleri ve Teknolojileri Fak\u00fcltesi, biri Ziraat ve Do\u011fa Bilimleri Fak\u00fcltesi ad\u0131n\u0131 ta\u015f\u0131maktad\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de binlerce \u00f6\u011frenci herhangi bir b\u00f6l\u00fcme yerle\u015ftirilemezken, ziraat fak\u00fcltelerinin tercih edilmemesi ve bu fak\u00fcltelerin kontenjanlar\u0131n\u0131n doldurulamamas\u0131, sistemdeki \u00e7arp\u0131kl\u0131\u011f\u0131 ortaya koymaktad\u0131r.
