Yunanistan \u0130yon (Yanya) Denizi\u2019nde de hen\u00fcz deniz yetki alan\u0131 s\u0131n\u0131rland\u0131rma anla\u015fmas\u0131 yapm\u0131\u015f de\u011fil. Ancak haz\u0131rl\u0131klar\u0131n\u0131 tamamlad\u0131\u011f\u0131 hidrokarbon arama ihalesine \u00e7\u0131kabilmesi i\u00e7in deniz egemenlik b\u00f6lgelerinin belirlenmesi gerekiyor. Hukuki a\u00e7\u0131dan Yunanistan petrol\u00fc sadece kendi karasular\u0131 ve kendi karasular\u0131 d\u0131\u015f\u0131ndaki itilafl\u0131 olmayan sularda arayabilir. Yunanistan iddiaya g\u00f6re M\u0131s\u0131r ve Libya ve \u0130srail\u2019le (!) yapaca\u011f\u0131<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> M\u00fcnhas\u0131r Ekonomik B\u00f6lge s\u0131n\u0131rland\u0131rma m\u00fczakerelerinin son a\u015famas\u0131nda emsal olarak kullanmak i\u00e7in de Arnavutluk\u2019la bir an \u00f6nce anla\u015fma imzalamak istiyor.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> Arnavutluk\u2019un da acelesi var \u00e7\u00fcnk\u00fc Avrupa Konseyi\u2019nin Balkanlarla ili\u015fkilerini Mart\u2019tan sonra tart\u0131\u015fmas\u0131 planlan\u0131yor ve bu konunun Arnavutluk\u2019un AB \u00fcyelik m\u00fczakerelerini ba\u015flatma karar\u0131n\u0131 etkileyece\u011fine inand\u0131r\u0131lm\u0131\u015f durumda.<\/p>\n<p>Asl\u0131nda 27 Nisan 2009&#8217;da iki y\u0131l s\u00fcren g\u00f6r\u00fc\u015fmeler neticesinde, k\u0131ta sahanl\u0131\u011f\u0131n\u0131n ve di\u011fer deniz alanlar\u0131n\u0131n s\u0131n\u0131rland\u0131r\u0131lmas\u0131 konulu anla\u015fma, ba\u015fbakanlar Beri\u015fa ve Karamanlis&#8217;in kat\u0131l\u0131m\u0131yla iki d\u0131\u015fi\u015fleri bakan\u0131 Lulzim Ba\u015fa ve Dora Bakoyanni taraf\u0131ndan imzalanm\u0131\u015ft\u0131. Ancak o d\u00f6nemde ana muhalefette bulunan Sosyalist Parti ulusal \u00e7\u0131karlar\u0131n zarara u\u011frat\u0131ld\u0131\u011f\u0131 gerek\u00e7esiyle anla\u015fmay\u0131 Arnavutluk Anayasa Mahkemesi&#8217;ne g\u00f6t\u00fcrm\u00fc\u015f; Mahkeme de \u015eubat 2010&#8217;da iptal karar\u0131 vermi\u015fti. Mahkeme, anla\u015fman\u0131n yasal s\u00fcre\u00e7lere uyulmadan imzaland\u0131\u011f\u0131; 1982 tarihli Birle\u015fmi\u015f Milletler \u00dc\u00e7\u00fcnc\u00fc Deniz Hukuku S\u00f6zle\u015fmesi (BMDHS) ve Anayasa\u2019ya ayk\u0131r\u0131 oldu\u011fu; i\u00e7erikte usul ve maddi ihlallerde bulunuldu\u011fu h\u00fckm\u00fcne varm\u0131\u015ft\u0131.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> Mahkemenin eksikli\u011fine i\u015faret etti\u011fi hususlar, deniz yetki payla\u015f\u0131m\u0131 anla\u015fmas\u0131n\u0131n yeniden m\u00fczakere edilmesi anlam\u0131na gelir. \u00c7\u00fcnk\u00fc BMDHS\u2019de \u00f6ng\u00f6r\u00fclen farkl\u0131 s\u0131n\u0131rland\u0131rma \u00f6l\u00e7\u00fct\u00fcne uyabilmesi, anla\u015fman\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde de\u011fi\u015fmesini gerektirir. Ne var ki Yunanistan, Anayasa Mahkemesi\u2019nin bu karar\u0131n\u0131 tan\u0131mad\u0131\u011f\u0131n\u0131 ilan ederek ve Arnavutluk\u2019a anla\u015fmaya uymas\u0131 i\u00e7in bask\u0131 uygulad\u0131. Hatta Arnavutluk\u2019un AB\u2019ye kat\u0131l\u0131m \u00f6n \u015fart\u0131n\u0131 bu anla\u015fmay\u0131 uygulama zorunlulu\u011funa indirgedi. Anla\u015fmay\u0131 Anayasa Mahkemesi\u2019ne ta\u015f\u0131yan Edi Rama\u2019n\u0131n 2013\u2019te iktidara gelmesiyle Yunanistan-Arnavutluk ili\u015fkileri biraz daha gerginle\u015fti. Arnavutluk as\u0131l \u015foku, Yunanistan Enerji Bakanl\u0131\u011f\u0131\u2019n\u0131n 2014\u2019te Arnavutluk ve Yunanistan aras\u0131ndaki denizin 225 bin kilometrekarelik b\u00f6lgesindeki petrol yataklar\u0131n\u0131 g\u00f6steren bir haritay\u0131 yay\u0131nlamas\u0131yla ya\u015fad\u0131. BP, Exon Mobil, Chevron, Stat Oil gibi uluslararas\u0131 petrol \u015firketleri belirlenmi\u015f, yirmi b\u00f6lgede ihaleye haz\u0131rlan\u0131lm\u0131\u015f, 20 milyar euro da kar bekleniyordu. Ne var ki Yunanistan\u2019\u0131n ihaleye \u00e7\u0131kaca\u011f\u0131 birinci ve d\u00f6rd\u00fcnc\u00fc alanlar Arnavutluk\u2019a ait deniz egemenlik b\u00f6lgesi i\u00e7indeydi. Buralar 2009 anla\u015fmas\u0131yla Yunanistan\u2019a verilmi\u015f b\u00f6lgelerdi. Arnavutluk protesto notu verdi, gerilim artt\u0131.<\/p>\n<p>\u015eimdi yeniden m\u00fczakereye raz\u0131 olmu\u015f g\u00f6r\u00fcnen Yunanistan, 2009 Anla\u015fmas\u0131\u2019n\u0131n maddelerini \u015fart ko\u015fan a\u00e7\u0131klamalardan geri durmuyor. Dolay\u0131s\u0131yla masada olan asl\u0131nda hala ayn\u0131 anla\u015fma.<\/p>\n<h2>2009 Anla\u015fmas\u0131 Neden Uygulanmad\u0131<\/h2>\n<p>\u0130ptal olunan anla\u015fma, iki \u00fclke aras\u0131ndaki deniz s\u0131n\u0131r\u0131n\u0131 \u201corta hat\u201d \u015feklinde ifade edilen e\u015fit uzakl\u0131k ilkesine g\u00f6re belirliyordu.<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> Yunanistan\u2019\u0131n karasular\u0131n\u0131 k\u0131y\u0131 \u015feridinin taban\u0131ndan itibaren 6 milden 12 mile \u00e7\u0131karma talebini de kar\u015f\u0131l\u0131yordu. Yine Yunanistan\u2019\u0131n talebine uygun \u015fekilde deniz s\u0131n\u0131r\u0131 da Korfu\u2019nun kuzeyindeki bir b\u00f6lgeden ge\u00e7iyordu. Sunulan haritalar\u0131n tasar\u0131m a\u015famas\u0131nda olmas\u0131 ve ilgili koordinatlar\u0131 g\u00f6stermemesi anla\u015fman\u0131n en \u00f6nemli teknik eksikli\u011fiydi. Mahkeme, var\u0131lan anla\u015fman\u0131n baz\u0131 belirsizlikler i\u00e7erdi\u011fi, sunulan haritalar\u0131n payla\u015f\u0131m\u0131 do\u011fru g\u00f6stermedi\u011fi kan\u0131s\u0131na vard\u0131. \u00d6te yandan burada da ana sorun adalar\u2026 Anla\u015fmada uzla\u015f\u0131ya var\u0131lan hususlar\u0131n Yunan adalar\u0131ndan itibaren uygulanaca\u011f\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda Arnavutluk\u2019un asl\u0131nda \u00f6nemli \u00f6l\u00e7\u00fcde deniz alan\u0131ndan Yunanistan lehine vazge\u00e7ti\u011fi g\u00f6r\u00fcl\u00fcyor. Orta hat \u00f6l\u00e7\u00fcm\u00fc ya da karasular\u0131, Arnavutluk i\u00e7in k\u0131y\u0131 topra\u011f\u0131ndan ba\u015flarken Yunanistan i\u00e7in Arnavutluk\u2019a en yak\u0131n adas\u0131ndan ba\u015fl\u0131yor. Bahsedilen BMDHS\u2019nin hakkaniyet ilkesine ayk\u0131r\u0131l\u0131k da budur. Hatta anla\u015fmada, \u201corta hat\u201d metodu uygulan\u0131rken de Yunanistan\u2019\u0131n talebine uyularak Ksamil Bo\u011faz\u0131\u2019ndaki Barketa (Barchetta) kayas\u0131 taban \u00e7izgisinin belirlenmesinde kullan\u0131lm\u0131\u015f. H\u00e2lbuki 1982 UA Deniz Hukuku S\u00f6zle\u015fmesi 121.maddesinde adalar ve kayalar ayr\u0131m\u0131 \u00e7ok net yap\u0131lm\u0131\u015f; \u00fczerinde insan ya\u015famas\u0131 ko\u015fulu getirilmi\u015ftir. Barketa da gel-gitlerle bir var olan bir kaybolan bir kaya\u2026 Yunanistan kendince bu sorunu da Barketa kayas\u0131n\u0131n Korfu Adas\u0131yla tak\u0131mada olu\u015fturdu\u011fu iddias\u0131yla a\u015f\u0131yor.<\/p>\n<p>Mesele Yunanistan\u2019\u0131n iddialar\u0131 de\u011fil elbette ama Arnavutluk m\u00fczakerecilerinin bunlar\u0131 kabul etmesi, Arnavutluk\u2019a burada 15 metrekarelik bir deniz alan\u0131 kaybettirdi.<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a> K\u0131ta Sahanl\u0131\u011f\u0131 da karasular\u0131 \u00f6l\u00e7\u00fcm\u00fcnden etkileniyor. Bu durumda karasular\u0131n\u0131n 6 mil yerine 12 mil olmas\u0131, asl\u0131nda Arnavutluk\u2019a alan kaybettiriyor. Olan ise Yunanistan\u2019\u0131n deniz egemenlik alan\u0131n\u0131n Arnavutluk\u2019a do\u011fru 6 mil daha geni\u015flemesi. Bu da payla\u015f\u0131m\u0131n hakkaniyete ve \u0130yon gibi kapal\u0131 bir denizin gerektirdi\u011fi \u201c\u00f6zel ko\u015fullar\u0131n\u201d g\u00f6zetilmesi ilkesine uygun yap\u0131lmad\u0131\u011f\u0131 anlam\u0131na geliyor. H\u00e2lbuki hakkaniyetli bir \u00e7\u00f6z\u00fcm i\u00e7in b\u00f6lgenin co\u011frafi konfig\u00fcrasyonunun g\u00f6z \u00f6n\u00fcnde bulundurulmas\u0131 gerekiyordu. Bu \u00e7er\u00e7evede kararda BMDHS\u2019ne ayk\u0131r\u0131l\u0131ktan bahsedilmektedir. Hesaplamalara g\u00f6re Arnavutluk sahil \u015feridindeki 1 km.lik bir alan\u0131n 10.3 kilometrekare k\u0131ta sahanl\u0131\u011f\u0131 olurken Yunanistan\u2019\u0131n 1 km.lik k\u0131y\u0131s\u0131n\u0131n 17.2 kilometrekarelik k\u0131ta sahanl\u0131\u011f\u0131 oluyor. Anla\u015fman\u0131n BMDHS\u2019nin baz\u0131 verilerinin g\u00f6z ard\u0131 edilerek yap\u0131lmas\u0131, Arnavutluk\u2019un 354.4 kilometrekareden fazla deniz alan\u0131n\u0131 kaybetmesine sebep oluyor. Bu \u015fekliyle Arnavutluk\u2019un toplam denizalan\u0131 127 kilometrekareye d\u00fc\u015f\u00fcyor. \u00d6rne\u011fin Yunanistan\u2019a ait Erikusa adas\u0131n\u0131n Arnavutluk\u2019a uzakl\u0131\u011f\u0131n\u0131n 13 mil olmas\u0131 da uygulansayd\u0131 bu anla\u015fman\u0131n k\u0131sa zamanda yeni anla\u015fmazl\u0131klar do\u011furaca\u011f\u0131n\u0131n da g\u00f6stergesidir.<\/p>\n<p>Mahkeme\u2019nin gerek\u00e7eli karar\u0131nda vurgulad\u0131\u011f\u0131 hususlardan biri de iki \u00fclke aras\u0131nda deniz s\u0131n\u0131r\u0131n\u0131n kara s\u0131n\u0131r\u0131yla birlikte 27 Ocak 1925 Floransa Protokol\u00fc ile belirlenmi\u015f oldu\u011fudur.<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a> Bug\u00fcne dek bu s\u0131n\u0131ra iki devlet de sayg\u0131 g\u00f6stermi\u015fti. Buna g\u00f6re deniz s\u0131n\u0131r\u0131n\u0131 Korfu yak\u0131n\u0131ndaki Korfu Kanal\u0131 belirlemekteydi.\u00a0 Mahkeme, deniz b\u00f6lgelerini, bunlar\u0131n \u00fczerindeki hava sahas\u0131, alt\u0131ndaki deniz yata\u011f\u0131 ve topra\u011f\u0131yla bir b\u00fct\u00fcn olarak de\u011ferlendirip buralarda Arnavutluk Devletinin tam bir egemenli\u011fi oldu\u011funu belirtip Arnavutluk topraklar\u0131n\u0131n ayr\u0131lmaz bir par\u00e7as\u0131 oldu\u011funu da vurgular.<\/p>\n<p>Anla\u015fma ile Arnavutluk\u2019un Yunanistan lehine kaybetti\u011fi deniz alan\u0131n\u0131n, ger\u00e7ekle\u015ftirilmesi d\u00fc\u015f\u00fcn\u00fclen baz\u0131 \u00f6nemli enerji projeleri bak\u0131m\u0131ndan da g\u00f6r\u00fcnd\u00fc\u011f\u00fcnden daha ciddi bir kay\u0131p oldu\u011fu iddia edilmekte.<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a> Bunlardan biri \u201cAkdeniz Birli\u011fi\u201d \u00fclkeleri i\u00e7in yenilenebilir kaynaklardan enerji \u00fcretimi ve Avrupa\u2019ya da\u011f\u0131t\u0131m\u0131n\u0131n altyap\u0131s\u0131n\u0131 \u00f6ng\u00f6ren ve Fransa taraf\u0131ndan ba\u015flat\u0131lan projedir.\u00a0 Projeye g\u00f6re g\u00fc\u00e7 da\u011f\u0131t\u0131m a\u011flar\u0131ndan biri (-M\u0131s\u0131r, Akdeniz, Girit rotas\u0131ndan sonra-Yunanistan\u2019dan \u0130talya\u2019n\u0131n g\u00fcneyine uzan\u0131rken) Arnavutluk deniz b\u00f6lgesindeki Otranto Kanal\u0131ndan ge\u00e7iyor ve anla\u015fmada bu b\u00f6lge Yunanistan\u2019a b\u0131rak\u0131lm\u0131\u015f g\u00f6r\u00fcn\u00fcyor.<\/p>\n<p>Arnavutluk \u00e7\u0131karlar\u0131n\u0131 zedeleyen b\u00f6yle bir anla\u015fman\u0131n nas\u0131l ve neden kabul edildi\u011fi sorusu \u00f6nemlidir. Wikileaks belgelerine konu, 2008\u2019de Atina\u2019n\u0131n Avrupa ile entegrasyonunu engelleyece\u011fi tehdidiyle Tiran\u2019\u0131 \u201cadil olmayan bir anla\u015fmay\u0131\u201d kabul etmeye zorlad\u0131\u011f\u0131 ifadeleri ile yer al\u0131yor. Burada galiba AB d\u0131\u015f\u0131nda bir alternatifinin olmamas\u0131 belirleyici olmu\u015ftur. \u00d6te yandan o d\u00f6nemki Yunan D\u0131\u015fi\u015fleri Bakan\u0131 Dora Bakoyanni\u2019nin tam bir demir-lady oldu\u011funu da hat\u0131rlamak gerekir.<\/p>\n<h2>S\u0131k\u0131\u015fan Arnavutluk Siyaseti<\/h2>\n<p>Arnavutluk siyaseti de bu konu nedeniyle o kadar s\u0131k\u0131\u015fm\u0131\u015f durumda ki 2009 tarihli anla\u015fmay\u0131 Mahkeme\u2019ye getiren Edi Rama \u015fimdi \u201cBu uzla\u015fmazl\u0131\u011f\u0131 sona erdirmek zorunday\u0131z\u201d a\u00e7\u0131klamas\u0131 yap\u0131yor. 2009 Anla\u015fmas\u0131n\u0131 yapan Sali Berisha ise \u015fimdi Edi Rama\u2019y\u0131 1000 metrekarelik deniz alan\u0131n\u0131 Yunanistan\u2019a vermekle su\u00e7luyor.<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a> \u0130ktidar muhalefete, muhalefet iktidara ta\u015f\u0131n\u0131yor ancak \u00fclkenin deniz egemenli\u011finin Yunanistan\u2019a devredilece\u011fi su\u00e7lamas\u0131 s\u00fcr\u00fcyor. Galiba Arnavut siyaset\u00e7ilerin emin oldu\u011fu tek konu, Yunanistan\u2019\u0131n istedi\u011fini alaca\u011f\u0131. O zaman iktidarda \u015fimdi muhalefete olan Demokrat Parti, h\u00fck\u00fcmeti deniz s\u0131n\u0131r\u0131nda bir sat\u0131\u015f planlamas\u0131 yapmakla su\u00e7luyor ve uluslararas\u0131 mahkemeye gidilmesini \u00f6neriyor. \u0130ktidar\u0131 devrald\u0131ktan sonra g\u00f6r\u00fc\u015fmelerde yer alan yetkililere kar\u015f\u0131 bu anla\u015fma nedeniyle soru\u015fturma ba\u015flatan Sosyalist Parti, \u015fimdi yeni bir anla\u015fmaya haz\u0131rlan\u0131yor. Belki de anla\u015fma \u00e7oktan yap\u0131ld\u0131, usul \u015fartlar\u0131 olu\u015fsun diye m\u00fczakere yetkisini yeni istiyor&#8230;<\/p>\n<p>Arnavutluk D\u0131\u015fi\u015fleri Bakan\u0131 Ditmir Bushati ve Yunan mevkida\u015f\u0131, 2017\u2019de iki \u00fclke aras\u0131ndaki sorunlar\u0131n \u00e7\u00f6z\u00fclmesine ili\u015fkin iki haz\u0131rl\u0131k toplant\u0131s\u0131 d\u00fczenledi. En eski ve hassas iki sorun ise \u00c7amerya Arnavutlar\u0131 ve deniz s\u0131n\u0131r\u0131n\u0131n belirlenmesi. Ancak Yunanistan diplomasisini biraz tan\u0131d\u0131ysak g\u00f6r\u00fc\u015fmeleri kendi ilgisiyle s\u0131n\u0131rl\u0131 tutaca\u011f\u0131n\u0131 da tahmin edebiliriz. 14 \u015eubat\u2019ta Bushati, deniz yetki alanlar\u0131 s\u0131n\u0131rland\u0131r\u0131lmas\u0131 m\u00fczakerelerine kat\u0131l\u0131m i\u00e7in Cumhurba\u015fkan\u0131 Ilir Meta\u2019dan yetki istedi. Meta, ek bilgilendirme isteyerek, d\u0131\u015f ili\u015fkiler komisyonunu toplant\u0131ya \u00e7a\u011f\u0131rarak<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a> bir nevi oyal\u0131yor gibi g\u00f6r\u00fcn\u00fcyor. Ancak Anayasa Mahkemesi\u2019nin \u00f6nceki anla\u015fmay\u0131 bozma nedenlerinden biri de m\u00fczakerelerin Cumhurba\u015fkan\u0131ndan gizli y\u00fcr\u00fct\u00fclmesi ve yetki sorunuydu. M\u00fczakere grubu sadece k\u0131ta sahanl\u0131\u011f\u0131n\u0131 s\u0131n\u0131rland\u0131rmak i\u00e7in yetkilendirilmi\u015f ama karasular\u0131n\u0131 da s\u0131n\u0131rlayarak yetkilerini a\u015fm\u0131\u015ft\u0131. Kararda, cumhurba\u015fkan\u0131n\u0131n, h\u00fck\u00fcmetin ve parlamentonun rollerinin \u00e7ok net bir \u015fekilde de belirlenmi\u015fti. Dolay\u0131s\u0131yla bu kez m\u00fczakerelerinin her a\u015famas\u0131 Arnavutluk Cumhurba\u015fkan\u0131 Ilir Meta\u2019n\u0131n onay\u0131ndan ge\u00e7iyor ve dahas\u0131 b\u00f6yle oldu\u011fu da bas\u0131n yoluyla vurgulanm\u0131\u015f oluyor. Ger\u00e7ekten yeni bir anla\u015fma ortaya \u00e7\u0131kar m\u0131 bilinmez ancak bas\u0131n\u0131n ve kamuoyunun \u015fahitli\u011finde usul kurallar\u0131na riayetin bu kez sa\u011fland\u0131\u011f\u0131 a\u00e7\u0131k.<\/p>\n<h2>Yunanistan Diplomasi Anlay\u0131\u015f\u0131<\/h2>\n<p>Asl\u0131nda Yunanistan D\u0131\u015fi\u015fleri Bakan\u0131 Nikos Kotzias\u2019\u0131n a\u00e7\u0131klamalar\u0131, m\u00fczakerelerin iki y\u0131ld\u0131r s\u00fcrd\u00fc\u011f\u00fc ve anla\u015fman\u0131n \u00e7oktan sa\u011fland\u0131\u011f\u0131 izlenimi veriyor. Yunan ERTV kanal\u0131nda yapt\u0131\u011f\u0131 a\u00e7\u0131klamada Kotzias, Arnavutluk\u2019un 12 mil karasular\u0131n\u0131 kabul etti\u011fini, Paskalya\u2019dan \u00f6nce metnin imzalanabilece\u011fini, Arnavut taraf\u0131n \u00c7amerya meselesini de konu\u015fmak istedi\u011fini ama kendilerinin buna asla m\u00fcsaade etmedi\u011fini s\u00f6yledi. Yine Kotzias bir ba\u015fka a\u00e7\u0131klamas\u0131nda M\u00fcnhas\u0131r Ekonomik B\u00f6lgede daha \u00f6nce gerginli\u011fe yol a\u00e7an 1. ve 2. bloklar\u0131 da Arnavutluk\u2019a b\u0131rakt\u0131klar\u0131n\u0131 s\u00f6yledi. \u0130ptal edilen anla\u015fmada bu b\u00f6lgeler Yunanistan\u2019a b\u0131rak\u0131l\u0131yordu yani asl\u0131nda Yunanistan, zaten Arnavutluk\u2019a ait olan b\u00f6lgeleri yeni anla\u015fmada yine Arnavutluk\u2019a veriyor! Demek ki bu konuda \u0131srar etmeme karar\u0131 al\u0131nm\u0131\u015f. Ancak iddia o ki, bu \u201calmaktan vazge\u00e7i\u015f\u201d Yunan D\u0131\u015fi\u015fleri\u2019nden s\u0131zd\u0131r\u0131lan bilgiye g\u00f6re<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> T\u00fcrkiye\u2019ye kar\u015f\u0131 kullan\u0131lacak stratejik bir hamle-imi\u015f\u2026 Diplomatlar\u0131n neyi kastetti\u011fi bas\u0131nda yer alm\u0131yor ancak bu herhalde Barketa Kayas\u0131\u2019yla ilgilidir. Yani bu anla\u015fma sayesinde \u00fczerinde herhangi bir devlet uygulamas\u0131 yap\u0131lmas\u0131 m\u00fcmk\u00fcn olmayacak bir kayan\u0131n deniz s\u0131n\u0131r\u0131n\u0131 belirlemede esas al\u0131nmas\u0131n\u0131n sonradan T\u00fcrkiye\u2019ye kar\u015f\u0131 emsal olarak kullan\u0131lmas\u0131 \u201cstratejisi\u201d g\u00fcd\u00fcl\u00fcyor olabilir. Arnavutluk\u2019un 2009\u2019dan bu yana Anla\u015fma ile ilgili siyaseten tek somut itiraz\u0131 da bu iki blok. Herhalde Yunanistan bu b\u00f6lgeden vazge\u00e7meyi, bir kayay\u0131 \u2013kayal\u0131k bile de\u011fil-\u00a0 karasular\u0131 hesab\u0131nda esas ald\u0131rman\u0131n bedeli olarak g\u00f6rmektedir. \u00d6te yandan 12 millik karasular\u0131nda \u0131srar\u0131n da T\u00fcrkiye\u2019ye d\u00f6n\u00fck bir hamle giri\u015fimi oldu\u011funu s\u00f6ylemek m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p>Meselenin T\u00fcrkiye\u2019yi ilgilendiren ba\u015fka bir y\u00f6n\u00fc de var. Yunanistan\u2019a g\u00f6re Arnavutluk\u2019un Epir\u2019den s\u00fcr\u00fclen \u00c7amerya Arnavutlar\u0131\u2019n\u0131n Yunanistan\u2019a geri d\u00f6nmesi ve tazminat meselesini g\u00fcndeme getirmesinin ard\u0131nda T\u00fcrkiye var. Ayn\u0131 \u015fekilde deniz alanlar\u0131 s\u0131n\u0131rlama anla\u015fmas\u0131na engel olan \u201cArnavut inad\u0131\u201d da T\u00fcrkiye taraf\u0131ndan destekleniyor.<\/p>\n<p>Yunanistan d\u0131\u015f politikas\u0131n\u0131 takip edenler Yunanistan\u2019\u0131n 2009\u2019da ula\u015ft\u0131\u011f\u0131 noktadan asla geri ad\u0131m atmayaca\u011f\u0131n\u0131 bilirler. Yunan bas\u0131n\u0131nda Edi Rama\u2019dan bahsedilirken \u201cYunan b\u00f6lgelerini alan\/Yunan b\u00f6lgelerini talep eden Edi Rama\u201d tan\u0131mlamas\u0131n\u0131n kullan\u0131lmas\u0131 bile gidi\u015fat hakk\u0131nda fikir veriyor. \u00c7\u00fcnk\u00fc burada \u201cYunan b\u00f6lgesi\u201d denilen, zaten Arnavutluk\u2019a ait olan deniz b\u00f6lgesidir ancak Yunanistan 2009 g\u00f6r\u00fc\u015fmelerindeki anla\u015fma y\u00fcr\u00fcrl\u00fckteymi\u015f gibi davran\u0131yor. \u00a0Rama\u2019n\u0131n s\u00f6yledi\u011fi ise \u201c\u0130yi kom\u015fuluk ili\u015fkileri ad\u0131na ulusal \u00e7\u0131karlar\u0131 ortadan kald\u0131rmaya haz\u0131r de\u011filiz\u201dden ibaret. \u00d6\u011frendi\u011fimiz Yunanistan\u2019\u0131n taleplerini tam kar\u015f\u0131lamayan hi\u00e7bir anla\u015fmay\u0131 imzalamad\u0131\u011f\u0131d\u0131r. \u0130lk g\u00fcn ne istemi\u015fse masadan kalkarken onu al\u0131r ya da alana kadar sorunu masada b\u0131rak\u0131r.<\/p>\n<p>Hangi Yunanistan\u2019dan bahsediyoruz? \u0130\u00e7ine d\u00fc\u015ft\u00fc\u011f\u00fc ekonomik kriz nedeniyle batt\u0131, AB\u2019den at\u0131lacak, iflas etti denilen Yunanistan\u2019dan\u2026 Ancak Yunanistan, \u201cbask\u0131n belirleyici\u201d rol\u00fcnden ve \u201ck\u00fcstah\u201d a\u00e7\u0131klamalar\u0131ndan bug\u00fcn\u00fcn ko\u015fullar\u0131nda dahi vazge\u00e7miyor.
