Yeri gelmi\u015fken kaydedilmelidir ki, Do\u011fu T\u00fcrkistan olarak tan\u0131mlad\u0131\u011f\u0131m\u0131z Uygurlar\u0131n \u00c7in Halk Cumhuriyeti d\u00f6neminde kendi dil ve e\u011fitimlerinde k\u0131smen serbest olmalar\u0131na bak\u0131lmaks\u0131z\u0131n tarihten tecrit ve soyutlanm\u0131\u015f suni \u015fekilde olu\u015fturulmu\u015f olan ortografik y\u00f6ntem, Uygurlar\u0131n tarihle ilgisini ve medeni ba\u011f\u0131n\u0131 koparmak \u00fczeredir, \u00e7\u00fcnk\u00fc \u00c7in\u2019de Arap alfabesi \u00fczerinden yeni olu\u015fturulmu\u015f ortografik yaz\u0131mla hi\u00e7bir tarihi metnin okunmas\u0131 m\u00fcmk\u00fcn de\u011fildi. Mesela bug\u00fcn Do\u011fu T\u00fcrkistanl\u0131 bir e\u011fitimli karde\u015fimiz, Hemedanl\u0131 Resid\u00fcddin Fazlullah\u2019\u0131n Tebriz\u2019de yazd\u0131rm\u0131\u015f oldu\u011fu \u201cC\u00e2miu&#8217;t-Tevarih\u201d eserinin bir\u00e7ok T\u00fcrk\u00e7e n\u00fcshalar\u0131n\u0131 o c\u00fcmleden Uygur k\u00f6kenli Mirza Muhammed Haydar K\u00f6reken taraf\u0131ndan T\u00fcrk\u00e7e haz\u0131rlanm\u0131\u015f \u201cTarihi Re\u015fidi\u201d n\u00fcshas\u0131n\u0131 veya son d\u00f6nem tahminen 80 y\u0131l \u00f6nce merhum Muhammed Emin Bu\u011fra taraf\u0131ndan yaz\u0131lm\u0131\u015f olan \u201c\u015earki T\u00fcrkistan Tarihi\u201d gibi \u00f6nemli eserleri bile okuyamaz haldelerdir. \u0130lgin\u00e7 olan \u015fu ki, Do\u011fu T\u00fcrkistan u\u011frunda m\u00fccadele eden karde\u015flerimiz bile \u00c7in Halk Cumhuriyeti\u2019nin e\u011fitim sistemi taraf\u0131ndan yanl\u0131\u015f y\u00f6ntemlerle haz\u0131rlanm\u0131\u015f olan bu ortografik esaslar\u0131 kullan\u0131yorlar\u2026 En az\u0131ndan klasik ortak T\u00fcrk\u00e7ede kullan\u0131lan rayi\u00e7 ortografi\u011fi esas yaz\u0131m kural\u0131 olarak yeniden ihya etmeleri ve bu alanda k\u00fclt\u00fcrel faaliyetlerini art\u0131rmalar\u0131 gerekmektedir.<\/p>\n<p>Horasan\/Azerbaycan medeniyet havzas\u0131n\u0131n siyasi iradesinin birer par\u00e7as\u0131 olan Orta Asya ba\u015fta olmakla Sibirya ve di\u011fer b\u00f6lgeler 400 y\u0131l \u00f6nceden ba\u015flayarak Sezar-i Rum olarak bilinen \u00c7ar Rusyas\u0131 taraf\u0131ndan i\u015fgale tabi tutulmu\u015ftur ve Kafkasya ise 220 y\u0131l \u00f6nce Horasan\/Azerbaycan medeniyet havzas\u0131n\u0131n merkez siyasi iradesinden sava\u015f yolu ile kopar\u0131larak i\u015fgal edilmi\u015f ve nitekim \u00c7ar Rusya\u2019s\u0131 \u00fczerinden Rum medeniyet havzas\u0131n\u0131n s\u00f6m\u00fcr\u00fcs\u00fcne mahk\u00fbm olmu\u015flard\u0131r. Buradaki T\u00fcrk ve akraba topluluklar, \u00c7ar Rusya\u2019s\u0131 ortadan kalkt\u0131ktan sonra yerinde kurulan Sovyet Sosyalist Cumhuriyetleri Birli\u011finin terkibinde kalm\u0131\u015flar ve bu s\u00fcre\u00e7, 1990\u2019lara kadar devam etmi\u015ftir.<\/p>\n<p>Son a\u015famaya kalan Gacar ve Osmanl\u0131\u2019n\u0131n yerine Modern Ulus-devlet d\u00f6nemi iki farkl\u0131 sistem h\u00e2kim olmu\u015ftur. 1453\u2019ten beri T\u00fcrkl\u00fc\u011f\u00fcn ink\u00e2r edildi\u011fi, ezildi\u011fi, tahkir ve a\u015fa\u011f\u0131land\u0131\u011f\u0131, Ziya G\u00f6kalp\u2019in ifadesi ile dersek; yobaz, k\u00f6yl\u00fc, ta\u015fral\u0131, anlamaz, K\u0131z\u0131l Ba\u015f ifadeleri ile tahkir edilmek istenen T\u00fcrkl\u00fc\u011f\u00fcn yoklu\u011fa mahk\u00fbm edildi\u011fi Anadolu\u2019da, 23 Temmuz 1908&#8217;de yeniden ilan edilen Me\u015frutiyetle modern T\u00fcrkl\u00fc\u011f\u00fcn yeniden ihyas\u0131 hareketi b\u00fcy\u00fck yol katetmi\u015f ve 1923\u2019de Mustafa Kemal Atat\u00fcrk\u2019\u00fcn \u00f6nderli\u011finde kurulan T\u00fcrkiye Cumhuriyeti ile ta\u00e7lanan T\u00fcrkl\u00fck devlet-millet kimli\u011fi olarak \u00f6n plana al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>\u0130slam \u00f6ncesi m\u00fcbahaseli tarih d\u0131\u015f\u0131nda son 1200 y\u0131l\u0131n Fars\u00e7a, T\u00fcrk\u00e7e, Arap\u00e7a ve di\u011fer yerli dillerdeki mektup tarihe g\u00f6re T\u00fcrk olarak tan\u0131mlanan halk\u0131n merkezi olarak g\u00f6r\u00fclen ve asli kurucu unsur oldu\u011fu Horasan\/Azerbaycan medeniyet havzas\u0131n\u0131n ana be\u015fi\u011fi say\u0131lan, T\u00fcrk devlet ve medeniyetinin s\u00fcreklili\u011finin temin edilmesi i\u00e7in say\u0131s\u0131z \u015fehitler veren, 19. y\u00fczy\u0131l\u0131n ortalar\u0131nda Hindistan yar\u0131madas\u0131nda T\u00fcrk devlet ve medeniyetinin korunmas\u0131, bekas\u0131 i\u00e7in Ebdul Samed Han Tebrizlinin \u00f6nderli\u011finde g\u00f6nderilen Horasan-Azerbaycan kuvvetlerinin ba\u015flatm\u0131\u015f olduklar\u0131 halk hareketleri ve kurmu\u015f olduklar\u0131 mukavemet cepheleri ve Hindistan\u2019da u\u011fram\u0131\u015f olduklar\u0131 yenilgiden sonra Orta Asya\u2019da g\u00fcneyde \u0130ngiltere\u2019ye, kuzeyde \u00c7ar Rusya\u2019s\u0131na kar\u015f\u0131 Gacar\u2019lar\u0131n yan\u0131nda duracak, Hive, Buhara merkezli T\u00fcrk devletinin kurulmas\u0131 i\u00e7in yine Ebdul Samed Han Tebrizli ve etraf\u0131ndaki kuvvetleri seferber eden ve son kanlar\u0131na kadar orada sava\u015f\u0131p \u015fehit d\u00fc\u015fen T\u00fcrk\u00fcn yi\u011fit evlatlar\u0131n\u0131n yurdu olan \u0130ran\u2019da 1917-1921 aras\u0131 tahmil ve tahkim edilmi\u015f olan inhilal, izmihlal ve soyk\u0131r\u0131m denilecek olaylar sonras\u0131 yap\u0131lan 21 \u015eubat 1921 darbesiyle T\u00fcrk ve T\u00fcrkl\u00fc\u011f\u00fcn rafa kald\u0131r\u0131ld\u0131\u011f\u0131n\u0131, T\u00fcrk dilinin tamamen kesin bir \u015fekilde yasakland\u0131\u011f\u0131n\u0131 ve Fars dili \u00fczerinden Tevrat yorumuna dayal\u0131 Pers d\u00fc\u015f\u00fcnce sistemini benimseyen bir devletin \u2013 Pehlevi devletinin kuruldu\u011fu ilan edilmi\u015ftir. Kaydedilmelidir ki, bu be\u015f y\u0131ll\u0131k olaylarda (1917-1921) \u0130ran\u2019\u0131n n\u00fcfusu 18 milyondan 10 milyona d\u00fc\u015fm\u00fc\u015ft\u00fcr, yan\u0131 \u00fclke n\u00fcfusunun tahminen yar\u0131s\u0131 \u00f6lm\u00fc\u015f, \u00f6ld\u00fcr\u00fclm\u00fc\u015f veya ac\u0131ndan k\u0131r\u0131lm\u0131\u015ft\u0131r. Bu konuyla ilgili geni\u015f bilgi i\u00e7in \u201cT\u00fcrk \u0130ran\u2019a Persli\u011fin dayat\u0131lmas\u0131\u201d, \u201cT\u00fcrk D\u00fcnyas\u0131nda Soyk\u0131r\u0131m I.cilt\u201d, \u201c\u0130ran\u2019\u0131n Jeopoliti\u011fi\u201d adl\u0131 eserlerimize m\u00fcracaat edilebilir.<\/p>\n<p>Burada k\u0131sa \u015fekilde kaydedelim ki, bu s\u00fcre\u00e7te i\u00e7 fakt\u00f6r olarak tarih\u00ee, siyasi ve fikr\u00ee yap\u0131lanman\u0131n esas\u0131n\u0131 olu\u015fturan ki\u015fi, k\u00f6ken Ba\u011fdat Yahudilerinden olan, bize g\u00f6re Farisiye tarikat\u0131n\u0131n a\u00e7\u0131klanmam\u0131\u015f \u00fcyesi olan Muhammed Ali Frugi olmu\u015ftur. Muhammed Ali Frugi, \u0130ran\u2019da 1925\u2019te resmi \u015fekilde R\u0131za Han\u2019\u0131n ba\u015f\u0131na kendi eliyle s\u00f6zde Keyani tac\u0131n\u0131 koyarak kuruldu\u011funu ilan etti\u011fi Pehlevi devletinin i\u00e7 fakt\u00f6r olarak fikri babas\u0131 olmu\u015ftur. \u0130ran\u2019da T\u00fcrk saraylar\u0131n\u0131n Emev\u00ee d\u00f6nemi Arap dil inhisar\u0131na ve gayri Araplar\u0131n mevali olarak de\u011ferlendirildi\u011fi siyasete kar\u015f\u0131 kurgulad\u0131\u011f\u0131 Fars dili \u00fczerinden Tevrat yorumuyla T\u00fcrk ve T\u00fcrkl\u00fc\u011f\u00fc b\u00fcsb\u00fct\u00fcn yok sayacak bir devlet yap\u0131lanmas\u0131na gitmi\u015ftir. Muhammed Ali Frugi, bu alanda T\u00fcrkiye\u2019de yenice kurulmu\u015f olan T\u00fcrk devletini de kullanmak istemi\u015ftir. Bunun i\u00e7in Kara su \u00fczerinden tahminen 13 kilometrelik toprak par\u00e7as\u0131n\u0131n hediye edilmesiyle T\u00fcrkiye\u2019nin Turan\u2019a a\u00e7\u0131lan kap\u0131s\u0131 say\u0131lacak Nah\u00e7\u0131van\u2019a ba\u011flanmas\u0131n\u0131 temin etmi\u015f ve bunun kar\u015f\u0131l\u0131\u011f\u0131nda \u0130ran\u2019\u0131n Pers\/Fars millet yorumuna deste\u011fini almak istemi\u015ftir. Ancak Atat\u00fcrk, yazd\u0131rm\u0131\u015f oldu\u011fu T\u00fcrk Tarih Tezi ile \u0130ran\u2019\u0131n as\u0131l bir T\u00fcrk yurdu oldu\u011fu tezini esas alm\u0131\u015f ve hatta \u0130ran ad\u0131n\u0131n bile T\u00fcrk oldu\u011funa, oradaki medeniyetin b\u00fcy\u00fck oranda T\u00fcrklere ait oldu\u011funa vurgu yapm\u0131\u015f ve nitekim \u0130ran\u2019\u0131n T\u00fcrkl\u00fc\u011f\u00fcn\u00fc savunmu\u015ftur. Bu ise b\u00f6lgedeki modern ulus-devlet d\u00f6nemi yeni yap\u0131lanmaya ayak uydurmaktan ka\u00e7\u0131nmakt\u0131 ve belli daireler taraf\u0131ndan kabul g\u00f6r\u00fclmedi ve yeni d\u00fczene tam ayak uydurmaktan ka\u00e7\u0131nan Mustafa Kemal ile R\u0131za Han Pehlevi her ikisi de sonraki olaylarla s\u0131ra d\u0131\u015f\u0131 b\u0131rak\u0131ld\u0131lar. 1930\u2019larda Hitler, T\u00fcrkiye ve \u0130ran\u2019\u0131n T\u00fcrkl\u00fck \u00fczerinden ittifak\u0131n\u0131n temin edilmesi ve m\u00fcttefik kuvvetlere kar\u015f\u0131 Almanya\u2019n\u0131n yan\u0131nda durmas\u0131n\u0131 temin etmek i\u00e7in bir siyaset y\u00fcr\u00fcrl\u00fc\u011fe koymu\u015ftur. Bor\u00e7al\u0131 k\u00f6kenli muhacir bir T\u00fcrk ailesine mensup R\u0131za Han Pehlevi ile Selanik k\u00f6kenli (Atat\u00fcrk\u2019\u00fcn Tebriz k\u00f6kenli T\u00fcrk oldu\u011fu da tart\u0131\u015f\u0131l\u0131r) muhacir ailesine mensup Mustafa Kemal\u2019in T\u00fcrkl\u00fck \u00fczerinden ittifak\u0131n\u0131n sa\u011flanmas\u0131 i\u00e7in Tahran ve Ankara\u2019ya B\u00fcy\u00fckel\u00e7i olarak en yak\u0131n g\u00fcvenilir b\u00fcrokratlar\u0131n\u0131 g\u00f6ndermi\u015ftir. Ciddi bir s\u00fcre\u00e7 ba\u015flanm\u0131\u015ft\u0131r. Bu s\u00fcre\u00e7ten haber alan m\u00fcttefik kuvvetlerine ait istihbarat yetkilileri i\u015fe m\u00fcdahil olmu\u015ftur. Sonu\u00e7 itibar\u0131yla 1938\u2019te Atat\u00fcrk vefat etmekle T\u00fcrkiye\u2019deki s\u00fcre\u00e7 iflasa u\u011fram\u0131\u015ft\u0131r ve bunu m\u00fcteakiben 1941 darbesiyle R\u0131za Han Pehlevi G\u00fcney Afrika\u2019n\u0131n Johannesburg \u015fehrine s\u00fcr\u00fclm\u00fc\u015f ve orada \u00f6l\u00fcme terk edilmi\u015ftir. Konuyla ilgili Rusya Federasyonu Milli Ar\u015fiv Merkezi taraf\u0131ndan SSCB\u2019ne ait a\u00e7\u0131klam\u0131\u015f oldu\u011fu belgelerde daha geni\u015f bilgiler vard\u0131r. Bu konunun T\u00fcrkiye k\u0131sm\u0131yla ilgili k\u0131smi olsa da U\u011fur Mumcu \u201c40\u2019lar\u0131n Cad\u0131 Kazan\u0131\u201d eserinde de\u011finmi\u015ftir. Bu ar\u015fiv belgeleriyle ilgili \u0130ran\u2019da da \u0130ran k\u0131sm\u0131na odakl\u0131 Kave Bayat gibi yazarlar farkl\u0131 prizmalardan de\u011finmi\u015flerdir.<\/p>\n<p>Atat\u00fcrk\u2019ten hemen sonra 1940\u2019lardan itibaren T\u00fcrkiye resmen Atat\u00fcrk\u2019\u00fcn 6-7 bin y\u0131ll\u0131k yerli Medeniyet \u0130n\u015fas\u0131na esaslanan T\u00fcrk Tarih Tezinden imtina etti. Atat\u00fcrk\u2019\u00fcn medeniyet in\u015fas\u0131na esaslanan tarih tezine kar\u015f\u0131 So\u011fuk Sava\u015f ve onu m\u00fcteakiben Ye\u015fil Ku\u015fak d\u00f6nemine ait d\u00f6nemsel gereksinimlere y\u00f6nelik yap\u0131lm\u0131\u015f hesaplara g\u00f6re tamamen gayri ilmi, siyasi ve konjonkt\u00fcrel \u00e7\u0131karlara esaslanan s\u00f6zde T\u00fcrk \u0130slam Sentezcilerinin millet ve milliyet d\u00fc\u015f\u00fcnceleri h\u00e2kim konuma getirtilmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Atat\u00fcrk\u2019\u00fcn rafa kald\u0131r\u0131lm\u0131\u015f olan medeniyet in\u015fas\u0131na esaslanan tarih tezine kar\u015f\u0131 \u00f6n plana al\u0131nan T\u00fcrk \u0130slam sentezi ise tamamen siyasi ve ideolojik bir yakla\u015f\u0131m olmu\u015f ve 1071 Malazgirt sava\u015f\u0131na ve onu m\u00fcteakiben Alperenlik, Cihat ve Cihat\u00e7\u0131l\u0131\u011f\u0131, ba\u015fka bir ifade ile Kom\u00fcnizme kar\u015f\u0131 sava\u015f\u0131 \u00f6n g\u00f6ren bir millet ve milliyet\u00e7ilik yorumlanm\u0131\u015f ve resmi tarih olarak \u00f6n plana al\u0131nm\u0131\u015ft\u0131r. Bu sentezin g\u00f6r\u00fclmeyen ve asla dikkat edilmeyen korkun\u00e7 taraf\u0131 ise Atat\u00fcrk\u2019\u00fcn yazd\u0131rm\u0131\u015f oldu\u011fu tarih tezinde kabul etmedi\u011fi ve reddetti\u011fi mesele, yan\u0131 \u0130ran\u2019a dayat\u0131lan Persli\u011fin kabul g\u00f6r\u00fclmesi ve savunulmas\u0131d\u0131r. \u0130ran\u2019\u0131 Perse mal etmekle Turan kurmay\u0131 ye\u011fleyen ve T\u00fcrk\u00fcn bin y\u0131llarca s\u00fcren yerli medeniyet in\u015fas\u0131na esaslanan tarih anlay\u0131\u015f\u0131n\u0131 rafa kald\u0131ran, onu sadece sava\u015fla e\u015fde\u011fer yapan, onu SSCB ile \u00c7in Halk Cumhuriyeti\u2019ne kar\u015f\u0131 suistimal eden, sava\u015f makinesine d\u00f6n\u00fc\u015ft\u00fcrmeyi ama\u00e7layan sentezciler, \u0130ran\u2019\u0131n asli kurucu unsuru olan T\u00fcrkl\u00fc\u011fe de ihanet etmi\u015flerdir, dersek abartmam\u0131\u015f\u0131z.<\/p>\n<p>Burada bunu da kaydedelim ki, Atat\u00fcrk\u2019\u00fcn T\u00fcrk tarih tezinin bizim taraf\u0131m\u0131zdan kabul g\u00f6r\u00fclmesini sa\u011flayan en \u00f6nemli taraf\u0131, 6-7 bin y\u0131ll\u0131k yerli medeniyet in\u015fas\u0131na dayal\u0131 olmas\u0131d\u0131r. Tabi abart\u0131lm\u0131\u015f taraflar\u0131 ve d\u00fczeltilmesi gereken bilimsel kusurlar\u0131 vard\u0131r. Bize g\u00f6re en \u00f6nemli yanl\u0131\u015fl\u0131\u011f\u0131 ise 6-7 bin y\u0131ll\u0131k Horasan\/Azerbaycan uygarl\u0131k \u00fcreten medeniyet havzas\u0131n\u0131 ve tahminen 2700 y\u0131ll\u0131k ona kar\u015f\u0131 alternatif medeniyet in\u015fas\u0131na esaslanan Rum medeniyet havzas\u0131n\u0131n sentezlenmesidir. B\u00fcy\u00fck ihtimal buda jeosiyasi gereksinim olarak ele al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>6-7 bin y\u0131ll\u0131k yerli medeniyet in\u015fas\u0131na esaslanan Horasan\/Azerbaycan medeniyet havzas\u0131n\u0131n asli kurucu unsurunun T\u00fcrk olmas\u0131n\u0131n yan\u0131 s\u0131ra di\u011fer b\u00fct\u00fcn y\u00f6resel ve b\u00f6lgesel unsurlar\u0131n varl\u0131\u011f\u0131yla bir b\u00fct\u00fcnl\u00fck i\u00e7inde geli\u015fip b\u00fcy\u00fcm\u00fc\u015ft\u00fcr. Buna g\u00f6re de k\u00fclt\u00fcr havzas\u0131n\u0131n b\u00fct\u00fcn y\u00f6resel ve b\u00f6lgesel unsurlar\u0131, asli unsurla beraber bir b\u00fct\u00fcnl\u00fck i\u00e7inde de\u011ferlendirilmelidir.
