Ba\u015far\u0131s\u0131z y\u00f6neticiler i\u00e7in stat\u00fc sembolleri, s\u00f6z gelimi \u00e7ok l\u00fcks ve pahal\u0131 makam otomobilleriyle g\u00f6r\u00fcnmek, temelsiz bir \u2018g\u00fc\u00e7l\u00fcl\u00fck\u2019 ve \u2018g\u00f6steri\u015f\u2019 g\u00f6r\u00fcnt\u00fcs\u00fc veriyor.<\/p>\n<h2>T\u00fcrk y\u00f6netim d\u00fc\u015f\u00fcncesi ve stat\u00fc sembolleri<\/h2>\n<p>T\u00fcrk y\u00f6netim d\u00fc\u015f\u00fcncesinin uzak ge\u00e7mi\u015finde, Arap ve Bizans y\u00f6netim k\u00fclt\u00fcrlerinin etkisi ba\u015flay\u0131ncaya kadar asl\u0131nda toplumun kaynaklar\u0131yla bir \u2018y\u00f6netici saltanat\u0131\u2019 s\u00fcrme al\u0131\u015fkanl\u0131\u011f\u0131 yoktur. S\u00f6z gelimi, Osmanl\u0131 T\u00fcrk Devleti\u2019nin en g\u00f6rkemli ve g\u00fcc\u00fcn\u00fcn zirvesinde oldu\u011fu zamanda y\u00f6netim merkezi Topkap\u0131 Saray\u0131 iken, gerileme ve y\u0131k\u0131lma d\u00f6nemlerinde o zaman\u0131n \u015fartlar\u0131na g\u00f6re son derece l\u00fcks ve masrafl\u0131 saraylar olmu\u015ftur.<\/p>\n<p>Mustafa Kemal Atat\u00fcrk\u2019\u00fcn fiilen y\u00f6netim sisteminin ba\u015f\u0131nda bulundu\u011fu y\u0131llarda, T\u00fcrk y\u00f6netim anlay\u0131\u015f\u0131na daha \u00f6nceden sokulan \u2018y\u00f6netici odakl\u0131\u2019 ve g\u00f6steri\u015f ama\u00e7l\u0131 t\u00fcketim harcamalar\u0131 sonland\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. T\u00fcrk y\u00f6netim d\u00fc\u015f\u00fcncesine getirilen en \u00f6nemli devrim olarak Cumhuriyet rejiminin as\u0131l amac\u0131 ise T\u00fcrk Milleti\u2019nin iradesini temsil etmek ve g\u00f6nencini sa\u011flamakt\u0131. T\u00fcrk y\u00f6netim devrimi ile T\u00fcrk Milleti\u2019ni \u00f6nceleyen bir y\u00f6netim anlay\u0131\u015f\u0131na ge\u00e7ilmesi ama\u00e7lanm\u0131\u015ft\u0131r. Bu y\u00f6netim tavr\u0131 ile asl\u0131nda eski T\u00fcrklerin y\u00f6netim d\u00fc\u015f\u00fcncesi, zaman\u0131n ruhuna uygun olarak yeniden g\u00fcncellenmi\u015ftir.<\/p>\n<p>Atat\u00fcrk, Cumhuriyet rejimiyle T\u00fcrklerin Ortado\u011fu\u2019ya geli\u015fleri sonras\u0131ndaki y\u00f6netim uygulamalar\u0131yla T\u00fcrk y\u00f6netim d\u00fc\u015f\u00fcncesine musallat edilen monar\u015fik ve patrimonyal y\u00f6netim k\u00fclt\u00fcr\u00fcn\u00fcn kal\u0131nt\u0131lar\u0131n\u0131 ar\u0131nd\u0131rmak istemi\u015ftir. Mustafa Kemal Atat\u00fcrk\u2019\u00fcn y\u00f6netim d\u00fc\u015f\u00fcncesiyle ilgili devrimi, daha sonraki solcu-sa\u011fc\u0131 pop\u00fclist siyaset\u00e7ilerin g\u00fcd\u00fcm\u00fcnde -\u00f6teki T\u00fcrk Devrimleri gibi- tavsat\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Pop\u00fclist y\u00f6netim uygulamalar\u0131, T\u00fcrk Milleti\u2019ni \u00f6ncelemekten \u00e7ok, y\u00f6neticileri y\u00fccelten ve onlar\u0131n rahat ya\u015famas\u0131n\u0131 \u00f6nceleyen bir se\u00e7kincili\u011fe sapm\u0131\u015ft\u0131r. Y\u00f6netim sisteminin imk\u00e2n ve enerjisinin, en fazla y\u00f6netici s\u0131n\u0131f\u0131n kendi yarar\u0131na \u00e7al\u0131\u015ft\u0131\u011f\u0131 ama T\u00fcrk Milleti\u2019nin sorunlar\u0131n\u0131 \u00e7\u00f6zmede yetersiz kald\u0131\u011f\u0131 bir yap\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<h2>Stat\u00fc sembol\u00fc d\u00fc\u015fk\u00fcnl\u00fc\u011f\u00fc feodal \u00f6zlemleri \u00e7a\u011fr\u0131\u015ft\u0131r\u0131yor<\/h2>\n<p>Rekabet\u00e7i piyasa \u015fartlar\u0131nda etkinli\u011fini s\u00fcrd\u00fcren ve \u00f6z g\u00fcveni y\u00fcksek liyakatli insan kayna\u011f\u0131 taraf\u0131ndan y\u00f6netilen kurumlar, \u00fcretkenlik ve verimlili\u011fe katk\u0131s\u0131 olmayan hi\u00e7bir harcamaya izin vermezler. Bu \u00e7er\u00e7evede, do\u011frudan katma de\u011fer yarat\u0131lmas\u0131na imk\u00e2n vermeyen abart\u0131l\u0131 ve l\u00fcks stat\u00fc sembollerine pek gereksinim duyulmaz. Buna kar\u015f\u0131l\u0131k, ak\u0131lc\u0131 ve bilimsel y\u00f6ntemlerle desteklenmeyen, ge\u00e7mi\u015fin padi\u015fahl\u0131k rejiminin \u2018patrimonyal y\u00f6netim\u2019 al\u0131\u015fkanl\u0131klar\u0131ndan kurtulamayan y\u00f6netim sistemlerinde, \u00e7o\u011fu y\u00f6neticinin bulundu\u011fu makam\u0131n \u2018sahibiymi\u015f\u2019 gibi davrand\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Y\u00f6neticiler, i\u015fgal ettikleri konumlara belirli s\u00fcrelerle se\u00e7ilmi\u015f veya atanm\u0131\u015f olsalar bile bu konumun sa\u011flad\u0131\u011f\u0131 imk\u00e2nlar\u0131 sanki kendilerinin mal\u0131ym\u0131\u015f gibi kullanma e\u011filimi g\u00f6steriyor.<\/p>\n<h2>Stat\u00fc sembol\u00fc d\u00fc\u015fk\u00fcnl\u00fc\u011f\u00fcn\u00fcn psikolojik temeli<\/h2>\n<p>\u0130nsanlar\u0131n alg\u0131lad\u0131\u011f\u0131 her gereksinim veya eksikli\u011fin, istenildi\u011fi anda giderilmesi, toplumsal hayat\u0131n ger\u00e7eklik ilkesine uymuyor. Bu y\u00fczden, insanlar bir \u015fekilde alg\u0131lad\u0131klar\u0131 gereksinimlerin giderilmesi konusunda, bazen hi\u00e7bir zaman doyum sa\u011flayamaz. Bilin\u00e7alt\u0131na itilmi\u015f yoksunluk duygular\u0131n\u0131n, daha sonraki hayat olaylar\u0131yla birlikte kar\u015f\u0131lanma f\u0131rsat\u0131 do\u011fdu\u011fu zaman m\u00fcthi\u015f bir i\u015ftah ortaya \u00e7\u0131k\u0131yor. Ge\u00e7mi\u015fin bir k\u0131s\u0131m yoksunluk ve hayal imgelerinin gecikerek doyumunun sa\u011flanmas\u0131 arzusu, \u00f6zellikle konum ve gelirlerinde ani art\u0131\u015flar olmas\u0131na ra\u011fmen, bununla at ba\u015f\u0131 giden k\u00fclt\u00fcrel bir geli\u015fme g\u00f6steremeyen ki\u015filerde daha \u015fiddetli g\u00f6r\u00fcl\u00fcyor.<\/p>\n<p>Doyum aray\u0131\u015f\u0131n\u0131n ve \u00f6zde\u015fle\u015fme e\u011filiminin \u00e7ok g\u00fc\u00e7l\u00fc hissedildi\u011fi \u00e7ocukluk ve gen\u00e7lik y\u0131llar\u0131nda \u00e7ok k\u0131s\u0131tl\u0131 bir ya\u015fam s\u00fcrmek durumunda kalan ki\u015filerin bilin\u00e7alt\u0131nda \u015fiddetli bir g\u00f6steri\u015f t\u00fcketimi arzusu bulunuyor. Bu doyum arzusunu kar\u015f\u0131layacak gelir ve toplumsal stat\u00fcye ula\u015fma sonras\u0131nda \u2018t\u00fcketim\u2019 \u00fczerinden \u00e7ok ciddi bir g\u00f6steri\u015f\u00e7ilik ve te\u015fhircilik sergilendi\u011fi g\u00f6zleniyor.<\/p>\n<h2>Pop\u00fclist y\u00f6netimler stat\u00fc sembollerinin y\u00fcceltiyor<\/h2>\n<p>Thorstein Veblen, 1899\u2019da yay\u0131nlad\u0131\u011f\u0131 \u2018Aylak S\u0131n\u0131f\u0131n Teorisi\u2019 adl\u0131 eserinde, \u00e7al\u0131\u015fmadan ve \u00fcretmeden rahat bir hayat s\u00fcren \u2018aristokrat\u2019 s\u0131n\u0131f\u0131 kastederek onlar\u0131n \u2018g\u00f6steri\u015f ama\u00e7l\u0131 t\u00fcketime\u2019 y\u00f6neldiklerini anlat\u0131r. Veblen, bu \u00e7al\u0131\u015fmas\u0131nda zenginlerin toplumsal stat\u00fclerini kazanmak i\u00e7in gereksiz harcamalar yapma davran\u0131\u015flar\u0131n\u0131 ve g\u00f6steri\u015f ama\u00e7l\u0131 t\u00fcketim al\u0131\u015fkanl\u0131klar\u0131n\u0131 analiz eder (A\u00e7\u0131kal\u0131n- Erdo\u011fan; 2004;1-18).<\/p>\n<p>Pop\u00fclist demokrasilerde ve y\u00f6netimlerde, \u00e7ok yetkili ve etkili y\u00f6neticilik konumlar\u0131, \u00e7o\u011funlukla liyakat ve hakkaniyet \u00f6l\u00e7\u00fclerine bak\u0131lmaks\u0131z\u0131n i\u015fgal ediliyor. Gereken liyakat ve vas\u0131flar kendisinde olmad\u0131\u011f\u0131 halde bu t\u00fcr y\u00f6neticilik stat\u00fcs\u00fcn\u00fc arzu edenler, bizzat g\u00f6revini iyi yapm\u0131\u015f olmakla ilgili bir doyuma de\u011fil, daha \u00e7ok konumun kendisine sundu\u011fu l\u00fcks imk\u00e2nlara \u00f6zlem duyuyor. Bu ki\u015filerin, bulunduklar\u0131 y\u00f6neticilik konumunda ciddi bir ba\u015far\u0131lar\u0131 olmasa bile stat\u00fc sembolleri \u00fczerinden g\u00f6steri\u015f ama\u00e7l\u0131 \u00e7ok b\u00fcy\u00fck harcamalar yapt\u0131klar\u0131 g\u00f6r\u00fcl\u00fcyor.<\/p>\n<h2>Y\u00f6neticilik mesle\u011fi yeni bir s\u0131n\u0131fa m\u0131 evriliyor?<\/h2>\n<p>Yery\u00fcz\u00fcnde, ak\u0131l ve bilimin \u0131\u015f\u0131\u011f\u0131nda ger\u00e7ek bir demokratik y\u00f6netim ve vatanda\u015fl\u0131k bilincinin geli\u015fmedi\u011fi toplumlarda, y\u00f6netici s\u0131n\u0131f ile halk aras\u0131ndaki z\u0131tla\u015fmalar giderek art\u0131yor. Bu arada, siyasal dincilik ve tutucu milliyet\u00e7ilik ile l\u00fcmpen solculuk anlay\u0131\u015flar\u0131n\u0131n egemen oldu\u011fu y\u00f6netim sistemlerinde stat\u00fc simgeleri d\u00fc\u015fk\u00fcnl\u00fc\u011f\u00fc \u00e7ok daha \u00e7arp\u0131c\u0131 bir \u015fekilde g\u00f6r\u00fcl\u00fcyor. Y\u00f6netim s\u00fcre\u00e7lerinin ba\u015f\u0131nda bulunan yetersiz y\u00f6neticiler, toplumun kar\u015f\u0131s\u0131na \u00e7o\u011funlukla devasa binalar, g\u00f6steri\u015fli makam odalar\u0131 ve \u00e7ok l\u00fcks makam ara\u00e7lar\u0131yla \u00e7\u0131k\u0131yor. B\u00f6ylece, y\u00f6neticilerin l\u00fcks ve \u015fatafatl\u0131 ya\u015fant\u0131s\u0131 ile a\u015f\u0131r\u0131 yoksulla\u015fm\u0131\u015f ve m\u00fclks\u00fczle\u015fmi\u015f halk\u0131n \u00e7aresizlik h\u00e2lleri aras\u0131na s\u00fcsl\u00fc bir g\u00f6r\u00fcnmezlik duvar\u0131 \u00e7ekiliyor.<\/p>\n<p>Toplumsal e\u015fitsizli\u011fin ve adaletsizli\u011fin artt\u0131\u011f\u0131 \u00f6l\u00e7\u00fcde, kapitalistler ile kamu y\u00f6neticilerinin a\u015f\u0131r\u0131 l\u00fcks tutkusu da \u015fiddetleniyor. Toplumun refah d\u00fczeyini art\u0131rma ve sorunlar\u0131na bilimsel \u00e7\u00f6z\u00fcmler getirme yetenek ve becerisinden yoksun olan -\u00f6zel ve kamu y\u00f6neticili\u011fi- var g\u00fcc\u00fcyle toplumsal kaynaklara \u00e7\u00f6k\u00fcyor. B\u00f6ylece, vah\u015fi bir kapitalist anlay\u0131\u015f ve ya\u011fmac\u0131 siyasal s\u00fcre\u00e7ler yoluyla halk\u0131n yaratt\u0131\u011f\u0131 mill\u00ee gelirlere aban\u0131p bu stat\u00fc sembolleri\/g\u00f6steri\u015f t\u00fcketimi \u00fczerinden halka kar\u015f\u0131 caka sat\u0131l\u0131yor. Yani halk\u0131n yaratt\u0131\u011f\u0131 katma de\u011fer ve gelirler \u00fczerinden, hak edilmemi\u015f l\u00fcks ve israf harcamalar\u0131 halka kar\u015f\u0131 bir t\u00fcr g\u00f6steri\u015f arac\u0131 olarak kullan\u0131l\u0131yor.<\/p>\n<p>Sonu\u00e7 olarak, se\u00e7ildi\u011fi veya atand\u0131\u011f\u0131 y\u00f6neticilik konumunda, bulundu\u011fu yerin hakk\u0131n\u0131 liyakatle temsil eden ve kal\u0131c\u0131 katma de\u011fer yaratan y\u00f6neticiler, her daim sayg\u0131 ve takdirle an\u0131lacakt\u0131r.
