Bu ba\u011flamda Yunan iktisat\u00e7\u0131 Yanis Varoufakis\u2019in ortaya koydu\u011fu <strong>\u201ctekno-feodalizm\u201d<\/strong> kavramsalla\u015ft\u0131rmas\u0131, yaln\u0131zca bir ekonomik analiz de\u011fil; ayn\u0131 zamanda <strong>egemenlik, demokrasi ve milliyet\u00e7ilik<\/strong> tart\u0131\u015fmalar\u0131n\u0131 yeniden d\u00fc\u015f\u00fcnmeye zorlayan kapsaml\u0131 bir teorik m\u00fcdahaledir.<\/p>\n<p>Varoufakis\u2019e g\u00f6re kapitalizm, i\u00e7sel \u00e7eli\u015fkileri nedeniyle evrimle\u015fmemi\u015f, <strong>yerini niteliksel olarak farkl\u0131 bir sisteme b\u0131rakm\u0131\u015ft\u0131r<\/strong>. Bu yeni sistemde piyasa mekanizmas\u0131 merkez\u00ee rol\u00fcn\u00fc kaybetmi\u015f; onun yerine dijital platformlar taraf\u0131ndan tahsis edilen rant ili\u015fkileri ge\u00e7mi\u015ftir. Tekno-Feodalizmin Kuramsal Arka Plan\u0131<\/strong><\/h2>\n<h3><strong>1.1 Kapitalizmden Feodalizme Geri D\u00f6n\u00fc\u015f m\u00fc?<\/strong><\/h3>\n<p>Varoufakis\u2019in temel iddias\u0131, g\u00fcn\u00fcm\u00fcz ekonomik sisteminin art\u0131k <strong>kapitalist olmaktan \u00e7\u0131kt\u0131\u011f\u0131d\u0131r<\/strong>. Kapitalizmin ay\u0131rt edici \u00f6zelli\u011fi olan serbest piyasa, rekabet ve k\u00e2r \u00fcretimi; Google, Amazon, Meta, Apple ve Microsoft gibi platform tekelleri taraf\u0131ndan i\u015flevsizle\u015ftirilmi\u015ftir. Bu \u015firketler art\u0131k piyasan\u0131n i\u00e7inde rekabet eden akt\u00f6rler de\u011fil, <strong>piyasan\u0131n kendisini kuran ve y\u00f6neten yap\u0131lar<\/strong> haline gelmi\u015ftir.<\/p>\n<p>Bu durum, Marx\u2019\u0131n kapitalizm analizinde merkezi bir yere sahip olan \u201cart\u0131-de\u011fer \u00fcretimi\u201d kavram\u0131n\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc beraberinde getirir. Tekno-feodal d\u00fczende art\u0131k art\u0131-de\u011fer \u00fcretiminden ziyade <strong>eri\u015fim rant\u0131<\/strong> (access rent) s\u00f6z konusudur. Kullan\u0131c\u0131lar ve \u00fcreticiler, platformlar\u0131n dijital \u201ctopraklar\u0131na\u201d eri\u015febilmek i\u00e7in s\u00fcrekli bir bedel \u00f6demektedir.<\/p>\n<h3><strong>1.2 Bulut Sermayesi ve Yeni Feodal Beyler<\/strong><\/h3>\n<p>Varoufakis\u2019in \u201cbulut sermayesi\u201d (cloud capital) kavram\u0131, bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn anahtar unsurudur. Bulut sermayesi, klasik sermayeden farkl\u0131 olarak:<\/p>\n<ul>\n<li>Fiziksel de\u011fildir,<\/li>\n<li>Devredilmesi zordur,<\/li>\n<li>A\u011f etkisi sayesinde tekelci e\u011filimler \u00fcretir,<\/li>\n<li>Devlet otoritesinin d\u00fczenleyici kapasitesini a\u015far.<\/li>\n<\/ul>\n<p>Bu \u00f6zellikler, tarihsel feodalizmin toprak m\u00fclkiyetiyle kurdu\u011fu egemenlik ili\u015fkisine yap\u0131sal olarak benzemektedir. Nas\u0131l ki Orta \u00c7a\u011f\u2019da serfler topra\u011fa eri\u015fim kar\u015f\u0131l\u0131\u011f\u0131nda feodal beye ba\u011f\u0131ml\u0131ysa, bug\u00fcn bireyler ve firmalar da dijital platformlara ba\u011f\u0131ml\u0131d\u0131r.<\/p>\n<h2><strong>2. Tekno-Feodalizm ve K\u00fcresel G\u00fc\u00e7 \u0130li\u015fkileri<\/strong><\/h2>\n<h3><strong>2.1 Ulus-Devletin A\u015f\u0131nmas\u0131<\/strong><\/h3>\n<p>Tekno-feodalizmin en \u00f6nemli sonu\u00e7lar\u0131ndan biri, <strong>ulus-devletin egemenlik kapasitesinin daralmas\u0131d\u0131r<\/strong>. Vergilendirme, rekabet hukuku, veri denetimi ve emek d\u00fczenlemeleri gibi alanlarda devletler, k\u00fcresel platform \u015firketleri kar\u015f\u0131s\u0131nda giderek g\u00fc\u00e7 kaybetmektedir.<\/p>\n<p>Bu durum klasik Westphalia egemenlik anlay\u0131\u015f\u0131n\u0131 sarsmaktad\u0131r. Egemenlik art\u0131k yaln\u0131zca toprak \u00fczerinde de\u011fil, <strong>veri, algoritma ve dijital altyap\u0131 \u00fczerinde<\/strong> tan\u0131mlanmaktad\u0131r. Bu ise milliyet\u00e7ili\u011fin tarihsel olarak dayand\u0131\u011f\u0131 maddi zemini k\u00f6kten d\u00f6n\u00fc\u015ft\u00fcrmektedir.<\/p>\n<h3><strong>2.2 Dijital Emperyalizm ve Yeni Ba\u011f\u0131ml\u0131l\u0131k \u0130li\u015fkileri<\/strong><\/h3>\n<p>Tekno-feodalizm, \u00f6zellikle \u00e7evre ve yar\u0131-\u00e7evre \u00fclkeler i\u00e7in <strong>yeni bir ba\u011f\u0131ml\u0131l\u0131k rejimi<\/strong> \u00fcretmektedir. Samir Amin\u2019in ba\u011f\u0131ml\u0131l\u0131k teorisi, bu yeni dijital ba\u011flamda yeniden okunabilir. Veri ak\u0131\u015flar\u0131, yaz\u0131l\u0131m altyap\u0131lar\u0131 ve \u00f6deme sistemleri, merkez \u00fclkelerin kontrol\u00fcnde oldu\u011fu s\u00fcrece, \u00e7evre \u00fclkeler dijital egemenlik kuramaz.<\/p>\n<p>Bu ba\u011flamda ABD-\u00c7in rekabeti, klasik emperyalizmden farkl\u0131 olarak <strong>dijital altyap\u0131 sava\u015flar\u0131<\/strong> \u015feklinde tezah\u00fcr etmektedir. 5G, yapay zek\u00e2, yar\u0131 iletkenler ve bulut sistemleri, yeni jeopolitik m\u00fccadelenin merkezindedir.<\/p>\n<h2><strong>3. Milliyet\u00e7ilik Kuramlar\u0131 A\u00e7\u0131s\u0131ndan Tekno-Feodalizm<\/strong><\/h2>\n<h3><strong>3.1 Anderson, Gellner ve Dijital Ulus<\/strong><\/h3>\n<p>Benedict Anderson\u2019un \u201chayali cemaatler\u201d kavram\u0131, uluslar\u0131n bas\u0131n kapitalizmi sayesinde kuruldu\u011funu savunur. Ancak tekno-feodal \u00e7a\u011fda kamusal alan art\u0131k ulusal bas\u0131nla de\u011fil, <strong>k\u00fcresel algoritmalarla<\/strong> \u015fekillenmektedir. Bu durum, ulusal hayali cemaatlerin \u00e7\u00f6z\u00fclmesine yol a\u00e7maktad\u0131r.<\/p>\n<p>Ernest Gellner\u2019in milliyet\u00e7ili\u011fi sanayi toplumunun \u00fcr\u00fcn\u00fc olarak a\u00e7\u0131klayan yakla\u015f\u0131m\u0131 da sorgulan\u0131r hale gelmektedir. Zira tekno-feodalizm, sanayi sonras\u0131 ama <strong>ulus-\u00f6ncesi de\u011fil, ulus-\u00fcst\u00fc<\/strong> bir yap\u0131 \u00fcretmektedir.<\/p>\n<h3><strong>3.2 Milliyet\u00e7ilik: Diren\u00e7 mi, Uyarlama m\u0131?<\/strong><\/h3>\n<p>Bu yeni ba\u011flamda milliyet\u00e7ilik iki farkl\u0131 y\u00f6ne evrilebilir:<\/p>\n<ol>\n<li><strong>Savunmac\u0131 Milliyet\u00e7ilik:<\/strong> Dijital egemenli\u011fi, veri g\u00fcvenli\u011fini ve ulusal platformlar\u0131 savunan \u00e7izgi<\/li>\n<li><strong>Pop\u00fclist Milliyet\u00e7ilik:<\/strong> K\u00fcresel teknoloji elitlerini soyut d\u00fc\u015fman fig\u00fcrleri olarak sunan, fakat yap\u0131sal \u00e7\u00f6z\u00fcm \u00fcretmeyen \u00e7izgi<\/li>\n<\/ol>\n<p>Varoufakis\u2019in analizi, birinci t\u00fcr milliyet\u00e7ilikle k\u0131smi bir temas noktas\u0131 yakalasa da, milliyet\u00e7ili\u011fi nihai \u00e7\u00f6z\u00fcm olarak g\u00f6rmez; daha \u00e7ok <strong>ulus-\u00f6tesi demokratik bir dijital sosyalizm<\/strong> \u00f6nerir.<\/p>\n<h2><strong>4. T\u00fcrkiye\u2019de Tekno-Feodalizmin Somut G\u00f6r\u00fcn\u00fcmleri<\/strong><\/h2>\n<h3><strong>4.1 T\u00fcrkiye\u2019nin Dijital Ekonomideki Konumu<\/strong><\/h3>\n<p>T\u00fcrkiye, y\u00fcksek internet penetrasyonu ve gen\u00e7 n\u00fcfusu sayesinde dijitalle\u015fmeye h\u0131zl\u0131 uyum sa\u011flam\u0131\u015f; ancak <strong>dijital altyap\u0131 m\u00fclkiyeti<\/strong> b\u00fcy\u00fck \u00f6l\u00e7\u00fcde yabanc\u0131 platformlar\u0131n elinde kalm\u0131\u015ft\u0131r. E-ticaret, sosyal medya, dijital reklam ve bulut hizmetleri alanlar\u0131nda yerli akt\u00f6rler s\u0131n\u0131rl\u0131d\u0131r.<\/p>\n<p>Bu durum, T\u00fcrkiye ekonomisini tekno-feodal sistemde <strong>\u201cdijital serf\u201d<\/strong> konumuna yakla\u015ft\u0131rmaktad\u0131r.<\/p>\n<h3><strong>4.2 Veri Milliyet\u00e7ili\u011fi ve Devlet Politikalar\u0131<\/strong><\/h3>\n<p>Son y\u0131llarda T\u00fcrkiye\u2019de:<\/p>\n<ul>\n<li>Veri yerelle\u015ftirme,<\/li>\n<li>Yerli yaz\u0131l\u0131m vurgusu,<\/li>\n<li>Ulusal \u00f6deme sistemleri,<\/li>\n<li>Sosyal medya d\u00fczenlemeleri<\/li>\n<\/ul>\n<p>gibi ad\u0131mlar, <strong>milliyet\u00e7i bir dijital egemenlik s\u00f6ylemiyle<\/strong> me\u015frula\u015ft\u0131r\u0131lmaktad\u0131r. Bu politikalar, Varoufakis\u2019in te\u015fhis etti\u011fi sorunun fark edildi\u011fini g\u00f6stermektedir; ancak \u00e7o\u011fu zaman <strong>yap\u0131sal ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 k\u0131racak \u00f6l\u00e7ekte de\u011fildir<\/strong>.<\/p>\n<h2><strong>5. Kuryeler, i\u00e7erik \u00fcreticileri, serbest \u00e7al\u0131\u015fanlar; hukuken ba\u011f\u0131ms\u0131z, fiilen g\u00fcvencesizdir.<\/p>\n<p>Bu durum T\u00fcrkiye\u2019de milliyet\u00e7i s\u00f6ylemle \u00e7eli\u015fkili bir tablo yarat\u0131r:<br \/>\nBir yanda \u201culusal g\u00fc\u00e7\u201d vurgusu, di\u011fer yanda <strong>k\u00fcresel platformlara mahk\u00fbm emek<\/strong>.<\/p>\n<h2><strong>6.
