Ayn\u0131 \u015fekilde yine her vatanda\u015f\u0131 y\u00fcksek okul mezunu olan hi\u00e7 bir ekonomi de var olamaz. Bir ekonominin akademisyenlere ihtiyac\u0131 oldu\u011fu kadar uzman teknisyenlere ve vas\u0131fl\u0131 i\u015f g\u00fcc\u00fcne ihtiyac\u0131 vard\u0131r. Ekonomin kalitesi her alanda akt\u00f6rlerinin vas\u0131flar\u0131n\u0131n artmas\u0131 ile y\u00fckselir. Onun i\u00e7in milli e\u011fitim bu kaliteyi her alanda y\u00fckseltecek \u015fekilde tasarlanmal\u0131d\u0131r.<\/p>\n<p>E\u011fitim, pozitif ilimlerde ve toplumsal ilimlerde oldu\u011fu gibi din bilgisinde de tamam\u0131yla T\u00fcrk milletinin, dolay\u0131s\u0131yla T\u00fcrk milletinin kurumsalla\u015fm\u0131\u015f yap\u0131s\u0131 T\u00fcrkiye Cumhuriyeti Devleti\u2019nin tekelinde olmal\u0131d\u0131r. \u00d6zel kurumlar\u0131n \u00e7ok s\u0131k\u0131 denetim alt\u0131nda devlet \u00fcniversitelerine s\u0131n\u0131rl\u0131 miktarda maddi yard\u0131mda bulunmalar\u0131 ve arzuluyorlarsa isimlerinin bu kapsamda yard\u0131mda bulunduklar\u0131 \u00fcniversitelerin kamp\u00fcs, k\u00fct\u00fcphane, laboratuvar veya benzeri yap\u0131lanmalar\u0131nda kullan\u0131lmas\u0131 d\u00fc\u015f\u00fcn\u00fclebilir. Bunun haricinde \u00f6zel \u015fah\u0131s veya kurumlar\u0131n \u00f6zellikle vak\u0131f, dernek veya benzeri yap\u0131lanmalar\u0131n e\u011fitim vermesi yahut e\u011fitime destek hizmet sunmas\u0131 kesinlikle yasaklanmal\u0131d\u0131r.<\/p>\n<p>Mill\u00ee e\u011fitimin her alanda hedefi, d\u00fc\u015f\u00fcnen, \u00fcreten, toplumla olumlu katk\u0131 (burada kastedilen sadece ekonomik katk\u0131 de\u011fildir) sa\u011flayabilen bireyler yeti\u015ftirmek ve bu bireylerin bilgi ve tecr\u00fcbe birikiminden gelecekteki nesillerinden faydalanabilece\u011fi ilim sermayesi olu\u015fturmak olmal\u0131d\u0131r. Mill\u00ee e\u011fitime kat\u0131l\u0131m her T\u00fcrk vatanda\u015f\u0131na toplumsal konumlar\u0131ndan ve bedensel durumlar\u0131ndan ba\u011f\u0131ms\u0131z olarak e\u015fit \u015fekilde sa\u011flan\u0131lmal\u0131d\u0131r. Ayr\u0131ca vatanda\u015flar\u0131n ki\u015fisel yeteneklerini en iyi \u015fekilde ger\u00e7ekle\u015ftirilmeleri i\u00e7in tasarlanmal\u0131d\u0131r. Bu do\u011frultuda\u00a0mill\u00ee e\u011fitim T\u00fcrkiye Cumhuriyeti Devleti\u2018nin varl\u0131k ve b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc tehlikeye sokacak her t\u00fcrl\u00fc d\u00fc\u015f\u00fcnce ve yap\u0131lanmaya kar\u015f\u0131 korunmal\u0131d\u0131r. Bu t\u00fcr tehditlerin tehlikelerini vatanda\u015f\u0131m\u0131za iyi aktarmal\u0131, geri kalan d\u00fc\u015f\u00fcnce ve fikirlere de e\u015fit mesafede kal\u0131nmal\u0131d\u0131r. H\u00fck\u00fcmetlerin\u00a0mill\u00ee e\u011fitimin parti politikalar\u0131 do\u011frultusunda yap\u0131land\u0131rmas\u0131n\u0131, kulland\u0131r\u0131lmas\u0131n\u0131 yasaklamalar\u0131 gerekmektedir.<\/p>\n<h2><strong>\u00dcniversite \u00f6ncesi e\u011fitim<\/strong><\/h2>\n<p>Okula ba\u015flama ya\u015f\u0131 6 olarak belirlenmeli ve milli e\u011fitimin s\u00fcreci en az 12 y\u0131l s\u00fcrmelidir. Bu 12 y\u0131l\u0131n ilk 6 y\u0131l\u0131 ilkokul, sonraki 3 y\u0131l\u0131 ortaokul ve sonraki 3 y\u0131l\u0131 akademik veya mesleki lise e\u011fitimi olmal\u0131d\u0131r. Bu on iki y\u0131l e\u011fitimde T\u00fcrk\u00e7e ve Matematik s\u00fcrekli, Fen Bilgisi, Tarih, Ahlak\/Din, \u0130ngilizce ve en az bir ba\u015fka yabanc\u0131 lisan dersleri de ilkokul 3. s\u0131n\u0131ftan 9 s\u0131n\u0131f\u0131n sonuna kadar zorunlu olmal\u0131d\u0131r. Bu derslerin zorunluluklar\u0131 akademik liselerde devam ederken, meslek liselerinde verilen meslek e\u011fitimi do\u011frultusunda gereklilik \u00fczerine tasarlanmal\u0131d\u0131r. Ayr\u0131ca ortaokul 3. s\u0131n\u0131fta \u00f6\u011frencilerin kendi tercih ettikleri ve bulduklar\u0131 bir i\u015f yerinde 3 haftal\u0131k staj yapmalar\u0131 zorunlu ve bu staj hakk\u0131na yazacaklar\u0131 rapor da hayat bilgisi dersinde tam s\u0131nav niteli\u011finde de\u011ferlendirilmelidir.<\/p>\n<p>Ayriyeten ortaokullarda 1 haftal\u0131k \u00c7anakkale gezisi tarih dersi kapsam\u0131nda zorunlu olmal\u0131d\u0131r. Bu gezi \u00f6ncesi, esnas\u0131nda ve sonras\u0131 sanayi devrimi, sanayi devrimi sayesinde d\u0131\u015f g\u00fc\u00e7lerin T\u00fcrklere kar\u015f\u0131 sa\u011flad\u0131klar\u0131 avantaj, bilimin \u00f6nemi i\u015flenmelidir. Gezi esnas\u0131nda tarihi an\u0131tlar ve \u015fehitlikler ziyaret edilerek \u00f6\u011frencilere milli ruh a\u015f\u0131lanmal\u0131 ayr\u0131ca bilim de ve teknoloji de geri kalman\u0131n ne b\u00fcy\u00fck felaketlere yol a\u00e7abilece\u011fi vurgulanmal\u0131d\u0131r.<\/p>\n<p>B\u00fct\u00fcn okullarda s\u0131n\u0131flar\u0131n mevcudu 25 \u00e7ocu\u011fu ge\u00e7memeli ve ortaokul sona kadar \u00f6\u011fretmen say\u0131s\u0131 bir \u00f6\u011fretmen ve bir yard\u0131mc\u0131 e\u011fitici olmak \u00fczere en az 2 olmal\u0131d\u0131r. Yard\u0131mc\u0131 e\u011fitimcinin as\u0131l vazifesi konular\u0131 \u00e7ocuklara anlatmaktan ziyade \u00e7ocuklar aras\u0131 huzuru sa\u011flamak, \u00f6zel ilgiye ihtiyac\u0131 olan \u00e7ocuklarla ilgilenmek, \u00e7ocuklar\u0131n okul d\u0131\u015f\u0131nda da ki\u015fisel geli\u015fimleri i\u00e7in gerekli huzurlu ortamlarda bulunmalar\u0131n\u0131 takip etmek ve \u00e7ocu\u011fun beden ve ruh sa\u011fl\u0131\u011f\u0131 ve geli\u015fimi i\u00e7in tehlike g\u00f6rd\u00fcklerinde harekete ge\u00e7mek olmal\u0131d\u0131r. Lise seviyesinde bir e\u011fitimci \u00f6\u011fretmen 2 s\u0131n\u0131ftan sorumlu olabilir. Bunun yan\u0131 s\u0131ra okullarda lise sona kadar \u00f6\u011frencilerin giyece\u011fi k\u0131yafet tepeden t\u0131rna\u011fa hi\u00e7bir \u015fekilde \u00f6\u011frencinin ailesinin maddi g\u00fcc\u00fcn\u00fc belli etmeyecek \u015fekilde standart olmal\u0131d\u0131r. K\u0131yafetler bu kapsamda hem sa\u011fl\u0131\u011fa tehlike olu\u015fturmayan, hem de mevsime g\u00f6re elveri\u015fli, kaliteli materyallerden olmal\u0131d\u0131r. K\u0131yafette rahatl\u0131\u011fa ve kullan\u0131\u015fl\u0131l\u0131\u011fa \u00f6nem g\u00f6sterilmelidir. Erkek \u00f6\u011frencilerde kravat, k\u0131z \u00f6\u011frencilerde ise etek zorunlulu\u011fu bulunmamal\u0131d\u0131r. K\u0131yafetlerin fiyat\u0131 ayn\u0131 gerekli olan t\u00fcm di\u011fer okul malzemeleri gibi asgari seviyede olmal\u0131d\u0131r. \u0130mkan\u0131 olan aileler kendileri temin etmeli, imkan\u0131 olmayan aileler i\u00e7in ise devlet taraf\u0131ndan temin edilmelidir. Bu ko\u015fullara uyulmas\u0131 \u015fart\u0131 ile k\u0131yafetlerin renk veya ba\u015fka teferruatlar\u0131 hakk\u0131nda il e\u011fitim m\u00fcd\u00fcrl\u00fc\u011f\u00fc s\u00f6z sahibi olmal\u0131d\u0131r ve k\u0131yafetler il e\u011fitim m\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn sorumlulu\u011funda olan t\u00fcm okullarda e\u015fit olmal\u0131d\u0131r. \u00d6nemli olan \u00f6\u011frencilerin \u00f6zel sosyal \u00e7evreleri ve durumlar\u0131ndan ba\u011f\u0131ms\u0131z olarak T\u00fcrkiye Cumhuriyeti Devleti i\u00e7in e\u015fit derecede de\u011ferli olduklar\u0131n\u0131 kavramalar\u0131 ve ya\u015famalar\u0131d\u0131r.<\/p>\n<p>E\u011fitim m\u00fcfredat\u0131 nesilleri g\u00f6z \u00f6n\u00fcnde bulundurularak belirlenmeli, bu m\u00fcfredat do\u011frultusunda okul kitaplar\u0131 bas\u0131lmal\u0131, ve her okulda zorunlu olmas\u0131 gereken k\u00fct\u00fcphanelerde \u00f6\u011frenci say\u0131s\u0131na yetecek \u015fekilde bulundurulmal\u0131d\u0131r. \u00d6\u011fretim y\u0131l\u0131 ba\u015flarken bu kitaplar \u00f6\u011frencilere teslim edilmeli ve \u00f6\u011fretim y\u0131l\u0131 sonunda bir sonra ki s\u0131n\u0131fa da\u011f\u0131t\u0131lmak \u00fczere geri toplanmal\u0131d\u0131r. Okul kitaplar\u0131n\u0131n ge\u00e7erlili\u011fi 10 sene olacak \u015fekilde tasarlanmal\u0131d\u0131r. Emanet ald\u0131klar\u0131 kitaplar\u0131 kullan\u0131m \u015fekilleri \u00f6\u011frencilerin karnelerindeki davran\u0131\u015f de\u011ferlendirmeleri b\u00f6l\u00fcm\u00fc kapsam\u0131nda de\u011ferlendirilmelidir.<\/p>\n<h2><strong>Meslek okullar\u0131<\/strong><\/h2>\n<p>Mesleki liselerin amac\u0131 vatanda\u015flar\u0131m\u0131za akademik derecesiz de kendilerini ekonomik a\u00e7\u0131dan g\u00fcvenceye alabilecekleri ve rahat edebilecekleri meslek se\u00e7me imkan\u0131 sunmakt\u0131r. T\u00fcrkiye\u2019de en az 3 y\u0131l e\u011fitimini almadan bir mesle\u011fin icra edilmesi yasaklanmal\u0131d\u0131r. Verdikleri hizmette 5 ki\u015fi veya fazla \u00e7al\u0131\u015ft\u0131ran kurumlarda, \u00e7al\u0131\u015fanlar\u0131n en az\u0131ndan birinin bu meslekte \u2018ustal\u0131k\u2019 belgesine sahip bir e\u011fitimci olmas\u0131 \u015fartt\u0131r. Kimsenin \u2018ustal\u0131k\u2019 belgesi olmadan i\u015f yeri a\u00e7mas\u0131 yasaklanmal\u0131d\u0131r. Be\u015f veya fazla ki\u015fi ile mesleklerinde hizmet veren kurumlar\u0131n e\u011fitimci \u00e7al\u0131\u015ft\u0131rmamalar\u0131na sadece ge\u00e7ici bir s\u00fcre (bir e\u011fitimci bulana kadar) m\u00fcsaade edilmeli aksi takdirde dereceli yapt\u0131r\u0131mlar ve i\u015f yerine kapatmaya kadar cezai m\u00fceyyide uygulanmal\u0131d\u0131r. Sadece e\u011fitimci \u00e7al\u0131\u015ft\u0131ran i\u015f yerleri ortaokul 3. s\u0131n\u0131fta staj yapmak isteyen \u00f6\u011frencilerin talebini kabul edebilmelidir.<\/p>\n<p>Her meslek grubu kendi y\u00f6resinde te\u015fkilatlanmal\u0131, ustal\u0131k ve e\u011fitimci belgeler, bu te\u015fkilatlar\u0131n meslek liselerinden sonra gidilebilecek teknisyen y\u00fcksek okullar\u0131 (3 y\u0131l, ustal\u0131k belgesi i\u00e7in) ve teknisyen fak\u00fclteleri (teknisyen y\u00fcksek okulundan sonra ayr\u0131yeten 3 y\u0131l, e\u011fitimci usta belgesi i\u00e7in) ile beraber yapt\u0131klar\u0131 pratik ve teorik s\u0131navlar sonras\u0131 hakedilmelidir. Bu meslek te\u015fkilatlar\u0131 e\u011fitim haricinde temsil ettikleri meslek gurubunun kaliteli , d\u00fcr\u00fcst hizmet vermesini sa\u011flamak ve denetlemekten sorumlu olacaklard\u0131r. Ayr\u0131ca sorumluluk ta\u015f\u0131d\u0131klar\u0131 meslek alan\u0131nda a\u00e7\u0131lacak i\u015f yeri lisans\u0131 verme, ve lisanslara ihtiya\u00e7 halinde kota koyma hakk\u0131na sahiptirler.<\/p>\n<p>Meslek liselerinde \u00f6\u011frenciler e\u011fitimlerinin yar\u0131s\u0131n\u0131 okulda teorik, di\u011fer yar\u0131s\u0131n\u0131 ise bir kurumda e\u011fitimci ustan\u0131n g\u00f6zetiminde uygulamal\u0131 ger\u00e7ekle\u015ftirmelidirler. Bu e\u011fitim s\u00fcrecinde sa\u011fl\u0131k ve emeklilik sigortalar\u0131 devlet taraf\u0131ndan \u00f6denirken; uygulamal\u0131 e\u011fitim g\u00f6rd\u00fckleri i\u015f yerlerinden de meslek te\u015fkilat\u0131n\u0131n belirledi\u011fi y\u00fckseklikte bir \u00f6\u011frenci maa\u015f\u0131 almal\u0131d\u0131rlar. Meslek e\u011fitimi veren veren i\u015f yerlerinin o sekt\u00f6rde olan arz talep dengesine g\u00f6re e\u011fitim verdi\u011fi \u00f6\u011frenci say\u0131s\u0131 ile orant\u0131l\u0131 te\u015fvik almas\u0131 m\u00fcmk\u00fcn olabilmeli. Kamu hizmeti veren her meslek grubu i\u00e7in (din hizmeti de dahil) akademik lise mezuniyeti \u015fart olacakt\u0131r.<\/p>\n<h2><strong>Y\u00fcksek \u00f6\u011frenim- \u00fcniversite<\/strong><\/h2>\n<p>\u00dcniversite s\u0131nav\u0131 kald\u0131r\u0131lmal\u0131d\u0131r. \u00dcniversiteye giri\u015f i\u00e7in de\u011ferlendirmenin ki\u015finin \u00f6zel bir tarihin belirli bir ka\u00e7 saatinde g\u00f6sterdi\u011fi performansa g\u00f6re olmas\u0131 b\u00fcy\u00fck bir adaletsizliktir. Dolay\u0131s\u0131yla \u00fcniversiteye giri\u015f hakk\u0131 \u00f6\u011frencinin akademik lisenin son iki y\u0131l\u0131 ve mezuniyet s\u0131navlar\u0131nda ald\u0131\u011f\u0131 ortalama derece, \u00f6\u011frencinin okuyaca\u011f\u0131 dal se\u00e7iminin kabul\u00fc ise bu s\u00fcre\u00e7te s\u00f6z konusu dal i\u00e7in \u00f6nem ta\u015f\u0131yan derslerdeki ortalama ba\u015far\u0131s\u0131 ve o dalda \u00fcniversitelerin kapasitelerinin arz ve talep dengeleri g\u00f6zetilerek de\u011ferlendirilmelidir.<\/p>\n<p>\u00dcniversitelerin siyaset de\u011fil, bilim yuvas\u0131 olmalar\u0131 sa\u011flanmal\u0131d\u0131r. Yabanc\u0131 dil \u00f6\u011fretmenlerine \u00fcniversitede almalar\u0131 gereken 4 y\u0131ll\u0131k e\u011fitimin yan\u0131 s\u0131ra 4 y\u0131l s\u00f6z konusu dilin ana dil olarak konu\u015fuldu\u011fu bir \u00fclkede ya\u015fama ve \u00e7al\u0131\u015fma \u015fart\u0131 konulmal\u0131d\u0131r. Bu \u00f6\u011fretmenlerimizin \u00fcniversiteden mezun olduklar\u0131ndan sonra o \u00fclkeye T\u00fcrk\u00e7e \u00f6\u011fretmeni olarak atanmalar\u0131 ile ba\u015far\u0131labilir. S\u00f6z konusu \u00fclkelerde T\u00fcrk\u00e7e e\u011fitimine talebin olu\u015fmas\u0131 i\u00e7in T\u00fcrkiye Cumhuriyeti devleti o \u00fclkelerle gerekli olan anla\u015fmalar\u0131 yapmal\u0131d\u0131r.<\/p>\n<p>Her \u00f6\u011fretmen en az iki farkl\u0131 derse girebilecek e\u011fitimi almal\u0131d\u0131r. \u00d6\u011fretmenlerin hepsinin e\u011fitimcilik dal\u0131nda master seviyesi mezunu olmas\u0131 \u015fartt\u0131 gerekir. \u0130lk ve orta okul \u00f6\u011fretmenleri i\u00e7in \u00f6\u011fretmenlik yapacaklar\u0131 dalda \u00f6n lisans seviyesi yeterli say\u0131lacak, lise \u00f6\u011fretmenleri i\u00e7in vereceklerin dallar\u0131n en az birinde de master seviyesinde mezuniyet \u015fart\u0131 olmal\u0131d\u0131r.<\/p>\n<p>\u00d6\u011fretmenlik ve t\u0131p okumak isteyenlerin \u00fcniversiteye ba\u015flamadan \u00f6nce ruh sa\u011fl\u0131klar\u0131yla alakadar \u00f6zel bir psikolojik s\u0131navdan ge\u00e7meleri \u015fart\u0131 konmal\u0131d\u0131r. Sosyopat veya ba\u015fkalar\u0131n\u0131n hayat\u0131n\u0131 tehlikeye atabilecek e\u011filim g\u00f6sterenlerin, \u015fiddet e\u011filimlilerin, \u00f6\u011fretmen veya doktor olmalar\u0131na m\u00fcsaade edilmemelidir. Dolay\u0131s\u0131yla \u00f6\u011fretmenler devlet memuru de\u011fil, belediyelerde \u00e7al\u0131\u015fan \u00f6zel personeldir.
