Hal b\u00f6yleyken, kendilerini ideolojik yelpazenin neresinde konumland\u0131rd\u0131klar\u0131ndan ba\u011f\u0131ms\u0131z olarak hemen hemen b\u00fct\u00fcn ak\u0131l ve fikir sahibi d\u00fc\u015f\u00fcnenlerin madd\u00ee ya da manevi etkenlerin rengini verdi\u011fi bir diyalekti\u011fin penceresinden bakarak olaylar\u0131 de\u011ferlendirdikleri de g\u00fcn gibi a\u015fik\u00e2r.<\/p>\n<p>\u0130\u015fte g\u00fcn\u00fcm\u00fcz\u00fcn \u00e7alkant\u0131l\u0131 d\u00fcnyas\u0131, bu t\u00fcrden bak\u0131\u015f a\u00e7\u0131lar\u0131n\u0131n ba\u015fta de\u011findi\u011fimiz tarihin kendisini neredeyse elifi elifine d\u00fczenli ve belirli aral\u0131klarla tekrar etti\u011finin \u00e7arp\u0131c\u0131 canl\u0131l\u0131kta kan\u0131t\u0131n\u0131 olu\u015fturmakta. T\u0131pk\u0131 g\u00fcn\u00fcm\u00fczde; k\u00fcresel d\u00fczen m\u00fccadelesinde zaman zaman poker suratlar\u0131yla alttan alta, kimi zaman OROB (\u201cTek Yol Tek Ku\u015fak\u201d) benzeri projeler ya da on dokuzuncu y\u00fczy\u0131l sonundan kopup gelmi\u015f Meksika s\u0131n\u0131r\u0131ndaki Amerikan kasabas\u0131n\u0131n cehaletiyle yap\u0131lan katran ve ku\u015f t\u00fcy\u00fc dokulu, Orta Do\u011fu odakl\u0131 gereksiz Ha\u00e7l\u0131 Seferleri ile g\u00f6stere g\u00f6stere kartlar\u0131n \u00f6ne s\u00fcr\u00fcld\u00fc\u011f\u00fc gibi\u2026<\/p>\n<p>Kart demi\u015fken, kesin olan bir ba\u015fka husus da d\u00fcnyan\u0131n d\u00fczenine ili\u015fkin kartlar\u0131n yeniden kar\u0131ld\u0131\u011f\u0131 bir devirden ge\u00e7mekte oldu\u011fumuz. Bahsi ge\u00e7en oyun ya da masa yenilemesinde en \u00f6nemli destenin de ekonomik oldu\u011fu su g\u00f6t\u00fcrmez bir di\u011fer ger\u00e7ek. Bu ba\u011flamda, \u00e7o\u011fu zaman yap\u0131lan\u0131n tersini yap\u0131p ge\u00e7en y\u00fczy\u0131ldan g\u00fcn\u00fcm\u00fcze bakarak farkl\u0131 ideolojileri de\u011ferlendirmenin, tarihin tekerr\u00fcr\u00fcne y\u00f6nelik ufuk a\u00e7\u0131c\u0131 bir zihin jimnasti\u011fi olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyorum. Keza bunu yapmaya, gerek alfabetik yaz\u0131 sistemimiz gerekse uzaktan yak\u0131na ilerlemenin verece\u011fi kapsama alan\u0131 avantaj\u0131ndan \u00f6t\u00fcr\u00fc en soldan ba\u015flaman\u0131n da\u2026 Dolay\u0131s\u0131yla i\u015fbu d\u00fc\u015f\u00fcnce tayf\u0131 yaz\u0131lar\u0131m\u0131za kom\u00fcnizmle ba\u015flamak istiyorum.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium_large wp-image-5146\" src=\"http:\/\/misak.millidusunce.com\/wp-content\/uploads\/2019\/01\/maxresdefault-768x432.jpg\" alt=\"\" width=\"768\" height=\"432\" srcset=\"https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2019\/01\/maxresdefault-768x432.jpg 768w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2019\/01\/maxresdefault-150x84.jpg 150w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2019\/01\/maxresdefault-300x169.jpg 300w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2019\/01\/maxresdefault-1024x576.jpg 1024w, https:\/\/millidusunce.com\/misak\/wp-content\/uploads\/2019\/01\/maxresdefault.jpg 1280w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/p>\n<p>Stalin\u2019in Sovyetler Birli\u011fi ve Mao\u2019nun \u00c7in\u2019i ba\u015fta olmak \u00fczere, en tarafs\u0131z g\u00f6z\u00fcn bile hakk\u0131nda g\u00f6n\u00fcl rahatl\u0131\u011f\u0131yla \u201cbarbarl\u0131k\u201d ifadesini kullanabilece\u011fi kom\u00fcnizm \u201cdeneylerinin\u201d insanl\u0131k tarihinde yerini alm\u0131\u015f ibret vesikas\u0131 kanl\u0131 sayfalar\u0131n\u0131n siyasete bakan y\u00f6n\u00fcn\u00fc kal\u0131n bir parantez i\u00e7ine alarak kom\u00fcnizmi iktisadi a\u00e7\u0131dan ele\u015ftirdi\u011fimizde \u00f6ne \u00e7\u0131kan hususlar\u0131n \u015funlar oldu\u011funu g\u00f6rmekteyiz:<\/p>\n<ul>\n<li>Kom\u00fcnist \u00fclkelerde, a\u015f\u0131r\u0131 derecede \u201c\u015fehir merkezli\u201d sanayile\u015fme k\u0131rsal b\u00f6lgelerdeki i\u015f g\u00fcc\u00fcn\u00fc o kadar azaltm\u0131\u015ft\u0131r ki kom\u00fcnist merkez\u00ee ekonomi politikalar\u0131n\u0131n uyguland\u0131\u011f\u0131 pek \u00e7ok \u00fclkede bu olgunun beraberinde a\u00e7l\u0131\u011fa varan \u00f6l\u00e7\u00fcde k\u0131tl\u0131k olu\u015fturan tar\u0131msal \u00fcretim azal\u0131\u015flar\u0131 adeta bu sistemin tan\u0131mlay\u0131c\u0131 bir \u00f6zelli\u011fi haline gelmi\u015ftir. Sonu\u00e7ta; kentleri besleyecek k\u0131rsal n\u00fcfusun plans\u0131zca azalt\u0131lmas\u0131 (buradaki \u201cazalt\u0131lma\u201d ifadesinde gizli trajedileri ba\u015fta da de\u011findi\u011fimiz siyasi utan\u00e7 parantezine alal\u0131m) neticesinde me\u015fhur \u201csolhoz\u201d ve \u201ckolhoz\u201dlara dair \u00fcretim rakamlar\u0131, uzun y\u0131llar boyunca \u00f6z\u00fcnde \u201c1984\u201d roman\u0131ndaki karanl\u0131k \u00fctopyan\u0131n Bilgi Bakanl\u0131\u011f\u0131\u2019nca ka\u011f\u0131t \u00fczerinde \u201c\u00fcretilen\u201d hayali veriler olmaktan \u00f6teye gidememi\u015ftir. Bo\u011fazi\u00e7i\u2019ndeki politik ekonomi hocalar\u0131m\u0131zdan birisinin \u00e7ok sevdi\u011fim bir deyimi bu durumu \u00e7ok g\u00fczel \u00f6zetliyor asl\u0131nda: \u201cSovyetler, uzaya mekik g\u00f6nderirken vatanda\u015f\u0131na domates yediremedi.\u201d<\/li>\n<li>Kom\u00fcnizmin uygulanmas\u0131nda, yine yukar\u0131dakine benzer bi\u00e7imde ve kom\u00fcnizmin en \u00f6nemli savlar\u0131ndan planl\u0131 ve e\u015fitlik\u00e7i ekonomik d\u00fczen iddias\u0131na ili\u015fkin muazzam bir ironi abidesi olarak ortaya ba\u015fka bir sorun daha \u00e7\u0131km\u0131\u015ft\u0131r: Milovan Djilas\u2019\u0131n isabetle \u201cYeni S\u0131n\u0131f\u201d olarak adland\u0131rd\u0131\u011f\u0131 ve yaratt\u0131\u011f\u0131 finansal ve sosyal y\u00fck zamanla ta\u015f\u0131namaz hale gelen kom\u00fcnist devlet b\u00fcrokrasisi, s\u0131n\u0131fs\u0131z ve imtiyazs\u0131z yekpare bir kitle olarak lanse edilen kom\u00fcnist toplumlar\u0131n m\u00fcsrif ve verimsiz aristokrasisi oldu. Bir ba\u015fka ifadeyle, planlama \u00e7al\u0131\u015fmalar\u0131na odaklanan nitelikli i\u015fg\u00fcc\u00fc ve de\u011ferli zamandan \u00f6t\u00fcr\u00fc haz\u0131rlanan planlar\u0131 uygulayacak insan kayna\u011f\u0131 ve zaman b\u00fct\u00e7esi plans\u0131zl\u0131\u011fa mahk\u00fbm edildi. Bu ba\u011flamda ekonomik bak\u0131mdan da anlaml\u0131 olan bir ba\u015fka b\u00fcrokratik kara delik asker ve polis g\u00fcc\u00fcn\u00fcn toplam istihdama etkisinde g\u00f6r\u00fclmekteydi. \u015e\u00f6yle ki, konunun uzmanlar\u0131 kom\u00fcnist ekonomilerde \u201celinden emekli\u201d konumdaki \u00e7al\u0131\u015fanlar\u0131n aras\u0131ndaki kad\u0131n varl\u0131\u011f\u0131n\u0131n y\u00fcksekli\u011fini, her modern toplumda ilke edinilmesi gereken cinsiyet e\u015fitlik\u00e7i politikalardan ziyade yukar\u0131daki b\u00fcrokrasinin erkek istihdam\u0131ndaki eritici etkisine ba\u011flamaktad\u0131rlar. Oysa kendisi de bizzat Marksist olan ekonomist Nobuo Okishio\u2019nun da, ad\u0131yla an\u0131lan teoreminde ifade etti\u011fi gibi kapitalizmde gider tasarrufu sa\u011flanmas\u0131 ve i\u015f\u00e7i \u00fccretlerinin g\u00f6rece d\u00fc\u015f\u00fck tutulmas\u0131 beraberinde zorunlu olarak k\u00e2r art\u0131\u015f\u0131n\u0131 getirmektedir. Dolay\u0131s\u0131yla, kom\u00fcnist bir alt\u0131n \u00e7a\u011f olarak \u00f6ng\u00f6r\u00fclen olas\u0131 bir \u201ci\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n diktat\u00f6rl\u00fc\u011f\u00fc\u201dn\u00fc beklemek,\u00a0en az\u0131ndan bilimsel veriler a\u00e7\u0131s\u0131ndan, Gogol\u2019u beklemekle ayn\u0131 kaderi payla\u015fmaya h\u00fck\u00fcml\u00fc gibi g\u00f6r\u00fcnmektedir.<\/li>\n<li>Yukar\u0131da yer verilen k\u00e2r\u0131n azalmas\u0131 kadar temel, hatta daha da bilinir bir ba\u015fka kom\u00fcnist kavram da emek de\u011fer teorisidir. Marksistler ad\u0131na maalesef denilmeye seza bir durum da kom\u00fcnizmin ana s\u00fctunlar\u0131ndan birisi h\u00fckm\u00fcndeki bu teoriye getirilen ele\u015ftirilerden kaynaklanmakta. Avusturya Ekol\u00fc taraf\u0131ndan savunulan \u201c\u00d6znel De\u011fer Teorisi\u2019ni en derli toplu bi\u00e7imde ortaya koyan ekonomist, Carl Menger\u2019in \u201c\u0130ktisad\u0131n \u0130lkeleri\u201d adl\u0131 \u00f6nemli eseri \u015fimdilik \u015f\u00f6yle dursun. Bu konuda sadece \u0130ngiliz iktisat\u00e7\u0131 Alfred Marshall\u2019\u0131n kom\u00fcnist iktisat anlay\u0131\u015f\u0131n\u0131n i\u015f bu teorisini ele\u015ftiren s\u00f6zlerine kulak vermek bile yeterince ayd\u0131nlanma ya\u015fatan bir deneyim sunuyor asl\u0131nda: \u201cFabrikada d\u00f6nen \u00e7ark\u0131n sadece i\u015f\u00e7ilerin eseri oldu\u011funu iddia etmek do\u011fru olmaz. \u00c7\u00fcnk\u00fc bu eylemin ger\u00e7ekle\u015fmesinde i\u015f\u00e7ilerin oldu\u011fu kadar, hatta daha da \u00f6nc\u00fcl ve belirleyici olarak, en az i\u015fverenin koydu\u011fu sermaye ve i\u015fletmenin profesyonel y\u00f6neticilerinin de katk\u0131 ve pay\u0131 vard\u0131r. Biz \u015fimdilik sadece genel \u00e7er\u00e7eve hakk\u0131ndaki ana ele\u015ftirilerin en \u00f6ne \u00e7\u0131kanlar\u0131n\u0131 ve en temel noktaya ili\u015fkin farkl\u0131 bak\u0131\u015f a\u00e7\u0131lar\u0131n\u0131 ortaya koymu\u015f olal\u0131m ki, tam aksi kutuptaki ideolojileri de ayn\u0131 mant\u0131kla ele alarak kendi mant\u0131k \u00e7er\u00e7evemiz i\u00e7erinde \u201cd\u00f6rt ba\u015f\u0131 mamur\u201d bir de\u011ferlendirme sunabilelim.<\/p>\n<p>Dolay\u0131s\u0131yla kom\u00fcnizmin k\u0131sa bir ele\u015ftirisini ger\u00e7ekle\u015ftirdik.
