Bu g\u00f6\u00e7 dalgas\u0131yla paralel s\u00fcrd\u00fcr\u00fclen siyasal s\u00fcre\u00e7 \u0130ran\u2019da en \u00fcst r\u00fctbeli etkin \u015fahsiyetlerin, y\u00fcksek ve liyakatl\u0131 diplomatlar\u0131n ve cesur ordu komutanlar\u0131n\u0131n feci \u015fekilde katledilmesi, s\u00fcr\u00fclmesi ve h\u00fck\u00fcmetten uzakla\u015ft\u0131r\u0131lmas\u0131yla sonu\u00e7lan\u0131r. Bu siyasi g\u00f6\u00e7 dalgas\u0131 biz T\u00fcrklerin \u00fcst d\u00fczey siyasal g\u00f6\u00e7 dalgas\u0131 olmu\u015ftur. Maalesef milli tarihimizde \u00e7ok b\u00fcy\u00fck \u00f6neme sahip olan, liyakat ve facia \u00f6yk\u00fcs\u00fc olan bu siyasi g\u00f6\u00e7 dalgas\u0131 tam unutulmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r ve gayet ba\u015far\u0131l\u0131 olmu\u015ftur.<\/p>\n<p>Kaydetmek gerekiyor ki Ka\u00e7ar T\u00fcrk devleti, \u0130ngiltere ve Rusya\u2019ya kar\u015f\u0131 m\u00fccadelede hi\u00e7 geri oturmad\u0131. Nasireddin \u015eah 1 May\u0131s 1896 tarihinde Tahran\u2019da ter\u00f6rle \u00f6ld\u00fcrt\u00fcld\u00fc, Muhammed Ali \u015eah 15 y\u0131l yurt d\u0131\u015f\u0131nda siyasi m\u00fccadele hayat\u0131 ya\u015fad\u0131ktan sonra 1925 tarihinde \u0130talya\u2019da (Sun Rimu kentinde) ba\u015f\u0131 kesilerek \u00f6ld\u00fcrt\u00fcld\u00fc. Sultan Ahmet \u015eah 1929 ve Sultan Mirza Muhammed Hasan ise 1942 tarihlerinde Paris\u2019te \u00f6ld\u00fcrt\u00fcld\u00fc. Ahmet \u015eah ve dava arkada\u015flar\u0131 \u0130ngilizlerin yapm\u0131\u015f olduklar\u0131 bu darbeyi ve t\u00fcrettikleri cinayetleri g\u00f6z ard\u0131 etmeyip, ona rakip g\u00f6r\u00fcnen Fransa devletine g\u00f6\u00e7 etmi\u015fler ve orada, Ahmet \u015eah s\u00fcrg\u00fcnde &#8220;Mamalek-\u00fcl-Mahruse\u2019ye Ka\u00e7ar Devleti\u201dni devam ettirece\u011fini ve bu vah\u015fi m\u00fcdahaleye sakit kalmayaca\u011f\u0131n\u0131 ve siyasal m\u00fccadelesini s\u00fcrd\u00fcrece\u011fini kesin bir dille beyan etmi\u015ftir. Maalesef, Ahmet \u015eah 32 ya\u015flar\u0131nda iken 1929 tarihinde Fransa&#8217;da s\u0131radan \u00f6l\u00fcm s\u00fcs\u00fc verilerek \u00f6ld\u00fcr\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p>Paris\u2019te Ahmet \u015eah\u2019tan sonra, Veliaht Mirza Muhammed Hasan (D. Tebriz h.\u015f. 1278\/m. 1899 &#8211; \u00d6. Paris h.\u015f. 1321\/m. 1942)\u00a0 s\u00fcrg\u00fcnde Mamalek-\u00fcl-Mahruse-ye Ka\u00e7ar Devleti&#8217;nin sultan\u0131 olarak 1929 tarihinde tahta oturmu\u015ftur.<a name=\"_ftnref41\"><\/a><a href=\"#_ftn41\">[41]<\/a><\/p>\n<p>Mirza Muhammed Hasan \u015eah \u015eehriver 1320 &#8211; A\u011fustos 1941 tarihinde Rus ve \u0130ngiltere\u2019nin \u0130ran\u2019a askeri m\u00fcdahalesi d\u00f6neminde \u00fclkeye d\u00f6nece\u011fine ve Ka\u00e7ar devletinin yeniden berpas\u0131na ili\u015fkin bildirgesini uluslararas\u0131 bas\u0131na sunmu\u015ftur. Bu ayr\u0131\u015fmalar SSCB\u2019nin tespit bulmas\u0131yla \u0130ran\u2019daki g\u00fc\u00e7lerin ekonomik ve jeostratejik \u00e7\u0131karlar\u0131 a\u00e7\u0131s\u0131ndan do\u011fmu\u015f olan kar\u015f\u0131 durmalar, ideolojik tav\u0131r almakla da daha art\u0131k kesinle\u015fmi\u015ftir.<\/p>\n<p>O d\u00f6nem \u0130ran\u2019da siyasal kesim esas itibar\u0131yla 3 kesimden olu\u015fuyordu:<\/p>\n<ol>\n<li>\u00c7ar Rusya\u2019s\u0131 ve onun hukuki miras\u00e7\u0131s\u0131 olan Sovyet Sosyalist Cumhuriyetleri Birli\u011fi&#8217;ne ba\u011fl\u0131 kesim, sosyalistler, kom\u00fcnistler ve baz\u0131 \u00e7\u0131karc\u0131 \u00e7evreler;<\/li>\n<li>\u0130ngiltere ve onun m\u00fcttefiklerine ba\u011fl\u0131 kesim, mezhepsel kesimle beraber Pan-Farsist ve T\u00fcrk d\u00fc\u015fmanl\u0131\u011f\u0131 yapan Liberalist kesimler;<\/li>\n<li>Ka\u00e7ar devletinin yenile\u015fmesini, g\u00fc\u00e7lenmesini ve Osmanl\u0131 devletiyle ittifakta ilerlemesini savunan devlet adamlar\u0131, baz\u0131 \u00f6nemli \u00e7evreler ve ger\u00e7ek T\u00fcrk ayd\u0131n ve din hadimleri.<\/li>\n<\/ol>\n<p>Ka\u00e7arlar\u0131n \u00e7\u00f6kmesi, Osmanl\u0131&#8217;n\u0131n ma\u011flubiyeti ve Ka\u00e7arlarla ayn\u0131 ac\u0131 ve feci talihi ya\u015famas\u0131, \u00fc\u00e7\u00fcnc\u00fc kesimin ma\u011flubiyetine neden olarak, siyaset meydan\u0131ndan \u00e7ekilmeleriyle sonu\u00e7land\u0131. Bu kesim temsilcileri \u00e7o\u011funlukla ister yurti\u00e7inde isterse yurtd\u0131\u015f\u0131nda olsun siyasetten d\u0131\u015flanarak etkisizle\u015ftirildiler, m\u00fccadeleden yana olanlar ise feci \u015fekilde ortadan kald\u0131r\u0131ld\u0131lar.<\/p>\n<p>\u0130ran\u2019\u0131n siyasal hayat\u0131nda en etkin kesim birinci ve ikinci kesimlerdir. Bu iki kesimin davas\u0131nda T\u00fcrkl\u00fck yer almaz. \u0130ran \u015eii-Fars kimli\u011fi \u00f6n plandad\u0131r. T\u00fcrkl\u00fck ink\u00e2r edilir, \u00e7\u00fcnk\u00fc Rusya ve \u0130ngiltere \u00e7\u0131karlar\u0131n\u0131 bunda g\u00f6r\u00fcyorlard\u0131. Hat\u0131rlatal\u0131m ki, Rusya ile \u0130ngiltere 1806 tarihinde gizli \u015fekilde imzalam\u0131\u015f olduklar\u0131 antla\u015fma esas\u0131nda Orta Asya&#8217;da, Hindistan&#8217;da, Kafkaslarda \u00f6zellikle \u0130ran&#8217;da T\u00fcrk egemenli\u011fine son vermek i\u00e7in b\u00fct\u00fcn ikili ihtilaflara ra\u011fmen s\u00f6z konusu T\u00fcrk oldu\u011funda beraber y\u00fcr\u00fcyeceklerini taah\u00fct etmi\u015flerdir.<\/p>\n<p>Bu, T\u00fcrk egemenli\u011fine kar\u015f\u0131 birliktelik \u0130ran \u00fczerinde 1990\u2019lara \u2013 SSCB\u2019nin da\u011f\u0131lmas\u0131na kadar a\u015fa\u011f\u0131 yukar\u0131 ayn\u0131 \u00e7izgide devam etmi\u015ftir. \u0130randaki siyasi m\u00fccadele hala temel itibar\u0131yla bu iki g\u00fcc\u00fcn aras\u0131nda devam etmektedir.<a name=\"_ftnref43\"><\/a><a href=\"#_ftn43\">[43]<\/a><\/p>\n<p>1925\u2019ten 1991\u2019lere kadar T\u00fcrkl\u00fc\u011f\u00fcn inkar edildi\u011fi \u0130ran\u2019da ya Rusya g\u00fcd\u00fcml\u00fc \u2018<em>Fars Temay\u00fcll\u00fc Sosyalist<\/em>\u2019 olmak, ya aksine Bat\u0131 yanl\u0131s\u0131 \u2018<em>Liberalist Fars\u00e7\u0131<\/em>\u2019 olmak, ya da bu iki siyasi \u00e7izgiye paralel olarak \u2018<em>Fars\u00e7\u0131l\u0131\u011f\u0131n<\/em>\u2019 alt birimi gibi ya \u2018<em>Liberalist Azeri<\/em>\u2019 ya da aksine Moskova yanl\u0131s\u0131 \u2018<em>Sosyalist Azeri<\/em>\u2019 olmak zorundal\u0131\u011f\u0131 vard\u0131. Bu siyasal \u00e7izgilere uymayan siyasiler asla ve asla ya\u015fat\u0131lmad\u0131. Bu 70 y\u0131lda ben Bat\u0131 yanl\u0131s\u0131 Fars\u00e7\u0131 Liberalist de\u011filim, ben Moskova yanl\u0131s\u0131 Sosyalist Fars\u00e7\u0131 de\u011filim ve ya ben Fars\u00e7\u0131l\u0131\u011f\u0131n alt birimi olarak karakterize edilen uyduruk \u2018Azeri\u2019 de\u011filim diyecek insan\u0131n siyasal veya k\u00fclt\u00fcrel zeminde ya\u015famas\u0131na asla izin verilmedi. Ezildi, d\u0131\u015fland\u0131, unutuldu, unutulmaya zorland\u0131. Bu sahada \u00e7al\u0131\u015fan insanlar\u0131m\u0131z tam d\u0131\u015flanm\u0131\u015f ve g\u00f6z ard\u0131 edilerek unutturulmu\u015ftur. Bu s\u00fcre\u00e7 a\u015fa\u011f\u0131-yukar\u0131 1979 \u0130ran Devrimi&#8217;ne \u00f6zellikle SSCB\u2019nin da\u011f\u0131lmas\u0131na kadar devam etmi\u015ftir.<a name=\"_ftnref44\"><\/a><a href=\"#_ftn44\">[44]<\/a><\/p>\n<p>Sosyalist kesimin g\u00f6\u00e7 dalgas\u0131 Liberalistlere g\u00f6re daha fazla olmu\u015ftur. 1945-1946 G\u00fcney Azerbaycan Milli H\u00fck\u00fcmetinin devrilmesi toplu g\u00f6\u00e7lere neden olmu\u015ftur. Milli H\u00fck\u00fcmet devrildikten sonra 100 bin Azerbaycanl\u0131 T\u00fcrk ya \u00f6ld\u00fcr\u00fcld\u00fc ya s\u00fcr\u00fcld\u00fc ya da hapislerde \u00e7\u00fcr\u00fct\u00fcld\u00fc. \u0130ran\u2019\u0131n devlet gazetesi \u2018<em>Keyhan<\/em>\u2019 bu konu hakk\u0131nda 20.06.1379 tarihli say\u0131s\u0131nda (2000 y\u0131l\u0131nda) \u015f\u00f6yle yaz\u0131yor: \u201cRejim yanl\u0131lar\u0131n\u0131n yazd\u0131klar\u0131n\u0131n tam aksine Milli H\u00fck\u00fcmetin \u00f6nderi Seyit Cavadzade, ba\u015fka ismiyle \u2018Pi\u015feveri\u2019 \u00fclkeyi terk ettikten sonra kans\u0131z bir d\u00f6n\u00fc\u015f olmam\u0131\u015ft\u0131r. 20 binden \u00e7ok insan \u00f6ld\u00fcr\u00fclm\u00fc\u015f, 2500 insan kur\u015funa dizilerek infaz edilmi\u015f, 25 bin insan hapislerde \u00e7\u00fcr\u00fct\u00fclm\u00fc\u015f ve 50 bin insan\u0131n zorunlu g\u00f6\u00e7\u00fcne neden olmu\u015ftur.\u201d 1945. y\u0131l g\u00f6\u00e7 dalgas\u0131 esas itibar\u0131yla SSCB\u2019ye olmu\u015ftur ve \u00e7o\u011funlukla Azerbaycan Sovyet Cumhuriyetleri birli\u011finde yerle\u015ftirilmi\u015flerdir.<\/p>\n<p>Bu toplu g\u00f6\u00e7 dalgas\u0131ndan sonra yeni toplu g\u00f6\u00e7 dalgas\u0131 1979. y\u0131l \u0130slam devriminden hemen sonra ba\u015flar. 1980\u2019lerden itibaren \u0130ran\u2019daki sosyalist kesimle beraber ABD yanl\u0131s\u0131 Liberalist kesim \u00e7o\u011funlukla \u00fclkeyi terk etmek zorunda kald\u0131lar. Bunlarda esasen Avrupa ve ABD ye yerle\u015fmi\u015fler. Bu g\u00f6\u00e7 dalgas\u0131n\u0131n say\u0131m\u0131yla ba\u011fl\u0131 \u00e7e\u015fitli rakamlar bulunmaktad\u0131r.<\/p>\n<p>\u0130ranl\u0131 yetkililer yurtd\u0131\u015f\u0131nda resmi ve gayri resmi g\u00f6\u00e7 hayat\u0131 ya\u015fayan \u0130ranl\u0131lar\u0131n say\u0131s\u0131n\u0131 yakla\u015f\u0131k 6 milyon oldu\u011funu belirtiyorlar.<a name=\"_ftnref45\"><\/a><a href=\"#_ftn45\">[45]<\/a><\/p>\n<p>Resmi makamlardan biri Muhsin Keremi jurnalistlere en \u00e7ok \u0130ranl\u0131 g\u00f6\u00e7menlerin ya\u015fad\u0131\u011f\u0131 \u00fclkelerin listesini vermi\u015ftir. T\u00fcrkl\u00fck ve Azerilik ayr\u0131m\u0131 \u00e7ok zay\u0131ft\u0131r. Belli g\u00fc\u00e7 odaklar\u0131 taraf\u0131ndan dayat\u0131lmaya \u00e7al\u0131\u015f\u0131lan \u2018Azerilik Konsepti\u2018 etkisini yitirmek \u00fczeredir, sadece baz\u0131 g\u00fc\u00e7 odaklar\u0131n\u0131n dayatmas\u0131yla \u015fimdilik g\u00fcndemde tutunmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. \u0130ran ve Azerbaycan T\u00fcrkl\u00fc\u011f\u00fc \u00f6n plandad\u0131r. 1925\u2019lere kadar devlet sahibi oldu\u011fu i\u00e7in \u00fclkenin her sahas\u0131nda etkin olmu\u015f, \u015fu anda etkinli\u011fini neyin pahas\u0131na olursa olsun bir t\u00fcrl\u00fc korumaya \u00e7al\u0131\u015fmaktad\u0131r. 1925\u2019lerden 1990\u2019lara kadar yenilgiye u\u011fram\u0131\u015f, ma\u011fdur, s\u00f6m\u00fcr\u00fclen, belirsiz yolda kurban geden bir topluluk haline d\u00fc\u015f\u00fcr\u00fclmesine \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r ve hala ayn\u0131 siyaset farkl\u0131 bi\u00e7imde devam etmektedir.<\/p>\n<p>1990\u2019lardan itibaren Milli Hareket olarak eski b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fc g\u00f6z \u00f6n\u00fcnde bulundurmaya \u00e7al\u0131\u015fan, kendi milli kimli\u011fini, T\u00fcrkl\u00fc\u011f\u00fcn\u00fc \u00f6n plana ta\u015f\u0131maya gayret sarf etmektedir. T\u00fcrkl\u00fck \u00f6n plandad\u0131r. Pan-Farsistler \u0130ran\u2019da Fars dillilerin say\u0131s\u0131n\u0131 art\u0131rmak i\u00e7in insanlar \u00fczerinden olduk\u00e7a gayri insani, vah\u015fi bir siyaset y\u00fcr\u00fctmektedirler. Deri dilli Afganlar\u0131 m\u00fclteci olarak, \u00fclkeye almakla Fars dillilerin say\u0131s\u0131n\u0131 art\u0131rmay\u0131 hedefliyorlar. Bir kere anlamam\u0131z gerekiyorki \u0130slam&#8217;dan sonra \u0130ran&#8217;da Pers veya Fars diye bir millet olmam\u0131\u015ft\u0131r. \u0130slam sonras\u0131 Fars dillilerin bir millet gibi lanse edilmesi b\u00fcy\u00fck tarihi uydurmad\u0131r. Bat\u0131 tarih\u00e7ileri taraf\u0131ndan uydurularak Do\u011fu ve Ortado\u011fu halklar\u0131na \u00f6zellikle \u0130slam d\u00fcnyas\u0131na dayat\u0131lm\u0131\u015f ihtilaf kayna\u011f\u0131 bir siyasi ideolojidir. Fars milleti diye bir terim tarihen mevcut olmam\u0131\u015ft\u0131r, Fars dilliler olmu\u015ftur. Gilek, Tal\u0131\u015f, Mazeni, Lor, K\u00fcrt, Belu\u00e7 ve di\u011fer daha k\u00fc\u00e7\u00fck gruplar\u0131 ba\u011f\u0131ms\u0131z topluluklar olarak kabul edersek, \u0130ran&#8217;da bulunan Fars dilliler esasen d\u00f6rt\/4 gruptan olu\u015fmaktad\u0131r:<\/p>\n<ol>\n<li>Yerli kavimlerimizden biri olan, tarihen Fehlevice konu\u015fan topluluktur. G\u00fcn\u00fcm\u00fcz Merkezi ve Fars b\u00f6lgesinde ya\u015f\u0131yorlar.<\/li>\n<li>Fars\u00e7a konu\u015fan T\u00fcrkler. Buraya gizli Musevi T\u00fcrkleri ve siyasi nedenlerden dolay\u0131 as\u0131rlarca Fars\u00e7ay\u0131 benimsemi\u015f T\u00fcrkler, Lorlar, Belu\u00e7lar ve di\u011fer az\u0131nl\u0131klar dahildir.<\/li>\n<li>B\u00fcy\u00fck oranda Hindistan&#8217;dan getirilen veya zaman zaman sevk ettirilen \u00c7ingene-\u00c7\u0131gan-Qara\u00e7\u0131 s\u00f6yledi\u011fimiz gruplar. Bu grup g\u00fcn\u00fcm\u00fcz \u0130ran&#8217;da Fars\u00e7a konu\u015fanlar\u0131n yakla\u015f\u0131k yar\u0131s\u0131n\u0131 olu\u015fturduklar\u0131 kanaatindeyim.<\/li>\n<\/ol>\n<p>\u0130slamiyet&#8217;ten sonra T\u00fcrk egemenli\u011finde geli\u015fmekte olan \u00fclkenin merkezi ve g\u00fcney b\u00f6lgelerinde (\u00f6zellikle g\u00fcney Horasan, Kirman, Yezd, Semnan, g\u00fcney do\u011fu \u0130sfahan ve \u00e7evreleri) ya\u015fanan n\u00fcfus azl\u0131\u011f\u0131n\u0131 gidermek i\u00e7in Hindistan\u2019\u0131n kuzeyinde k\u00f6le ve ilkel hayat ya\u015fayan \u00e7ingenelerin, zaman zaman yap\u0131lan askeri seferlerle belirli yerlere sevki sa\u011flanm\u0131\u015ft\u0131r. Kazneli T\u00fcrk \u0130mparatorlu\u011funun o b\u00f6lgeye olan askeri seferlerinin as\u0131l amac\u0131 maddi servet de\u011fil, aksine Hindistan k\u00f6kenli \u00e7ingeneleri getirip, \u0130ran&#8217;\u0131n merkezi ve g\u00fcney arazilerinde yerle\u015ftirmek olmu\u015ftur. Etimolojik \u00e7\u00f6z\u00fcmlemelere g\u00f6re \u201ckuli\u201d T\u00fcrk\u00e7e \u201cK\u00f6le\u201d s\u00f6zc\u00fc\u011f\u00fcn\u00fcn de\u011fi\u015fik bi\u00e7imidir. \u201cQara\u00e7\u0131\u201d, yani \u201c\u00e7ingene\u201d terimi ise g\u00fcn\u00fcm\u00fcz Pakistan\u2019\u0131n \u201cKera\u00e7i\u201d \u015fehri ile ba\u011fl\u0131d\u0131r. O b\u00f6lgeden zaman zaman getirilmi\u015f ve ya siyasi ama\u00e7larla sevk ettirilmi\u015f k\u00f6lelere verilmi\u015f add\u0131r.<\/p>\n<p>Zaman zaman Hindistan ormanlar\u0131ndan g\u00f6\u00e7 ettirilmi\u015f \u00e7e\u015fitli \u00e7ingene gruplar\u0131n\u0131n Ortado\u011fu&#8217;da \u00e7o\u011falmas\u0131 b\u00f6lgenin etnik yap\u0131s\u0131n\u0131 olumsuz etkilemi\u015ftir. Sonralar \u0130ngiltere, bu toplu yer de\u011fi\u015fmenin T\u00fcrk-\u0130slam egemenli\u011fine kar\u015f\u0131 ne kadar etkin olaca\u011f\u0131n\u0131 anlayarak, onu vahim bir siyasi vas\u0131ta gibi kullanmaya ba\u015flam\u0131\u015ft\u0131r.<\/p>\n<p>\u0130ngiliz s\u00f6m\u00fcrgecileri 17. y\u00fczy\u0131ldan \u00f6zellikle 1807. y\u0131ldan \u2013Hindistan\u2019\u0131 tamamen kendi egemenliklerine ald\u0131klar\u0131 d\u00f6nemden itibaren Hindistan&#8217;\u0131n \u00e7ingene,\u00e7\u0131gan,kara\u00e7\u0131 diye adland\u0131rd\u0131\u011f\u0131m\u0131z gruplar\u0131n yeni bir k\u0131sm\u0131n\u0131 g\u00fcn\u00fcm\u00fcz \u0130ran\u2019a kas\u0131tl\u0131 olarak sevk ettirmekle b\u00fcy\u00fck ve vahim bir siyasi s\u00fcreci iran\u0131n yerli toplumlar\u0131na ve T\u00fcrk egemenli\u011fine kar\u015f\u0131 ba\u015flatm\u0131\u015ft\u0131r. Bu Hindistan&#8217;dan sevk ettirilen \u00e7ingeneler b\u00fcy\u00fck \u00e7o\u011funlukla\u00a0 g\u00fcn\u00fcm\u00fcz \u0130ran&#8217;\u0131n merkezi ve g\u00fcney b\u00f6lgesinde yerle\u015ftirilerek T\u00fcrklerin aleyhine etnik yap\u0131n\u0131 de\u011fi\u015ftirmi\u015ftir. Sonra bu \u00e7ingenelerin bir k\u0131sm\u0131n\u0131 g\u00fcn\u00fcm\u00fcz \u0130ran&#8217;\u0131n kuzey, kuzey do\u011fu ve baz\u0131 Azerbaycan b\u00f6lgelerine \u00f6zellikle de Hemedan, Bahtiyari ve Loristan, Kum Kazvin ve di\u011fer b\u00f6lgelerine sevkini sa\u011flam\u0131\u015ft\u0131r. Bu \u00e7ingenelerin \u0130ran\u2019a sevk ettirilmesi, \u00fclkenin etnik yap\u0131s\u0131n\u0131 etkin bi\u00e7imde olumsuz etkilemi\u015f ve b\u00fcy\u00fck soyk\u0131r\u0131mlara, a\u00e7l\u0131klara ve egemenli\u011fin el de\u011fi\u015ftirilmesine neden olacak bir siyasi s\u00fcreci bize dayatm\u0131\u015ft\u0131r.<\/p>\n<p>\u0130ngilizler 20. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda \u0130ran&#8217;\u0131n g\u00fcneyinde kurmu\u015f olduklar\u0131 G\u00fcney Polis\u2019i \u201cSouth Persia Rifles\u201d ile gelme Fars dillilerin bir k\u0131sm\u0131n\u0131 silahland\u0131rm\u0131\u015f, Ka\u00e7ar T\u00fcrk devletine kar\u015f\u0131 kullanm\u0131\u015f ve \u00fckenin g\u00fcney ve merkezi b\u00f6lgelerinin etnik yap\u0131s\u0131n\u0131 de\u011fi\u015ftirmekle hedeflenen ba\u011f\u0131ms\u0131z T\u00fcrk egemenli\u011finin ortadan kald\u0131r\u0131lmas\u0131 fikri ba\u015far\u0131yla sonu\u00e7lanm\u0131\u015ft\u0131r. Nitekim Ka\u00e7ar T\u00fcrk devleti 1925 tarihinde ortadan kald\u0131r\u0131lm\u0131\u015f, T\u00fcrkler egemenliklerini kaybetmi\u015f ve yerli halk b\u00fcy\u00fck facialarla y\u00fczle\u015fmi\u015ftir ve hala 21. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda bu a\u011f\u0131r durumun sonu\u00e7lar\u0131 ortadan kalkmam\u0131\u015ft\u0131r.<\/p>\n<p>Unutulmamas\u0131 gereken bir konuda \u015fu ki \u0130ran\u2019\u0131n etnik yap\u0131s\u0131 g\u00f6z \u00f6n\u00fcnde bulunduruldukta, \u00fclkenin etnik a\u00e7\u0131dan oranca en temiz b\u00f6lgesi g\u00fcn\u00fcm\u00fcz G\u00fcney Azerbaycan&#8217;\u0131n Tebriz, Erdebil, Urmu, Zencan ve di\u011fer b\u00f6lgeleridir, \u00e7\u00fcnk\u00fc zaman zaman Hindistan\u2019dan getirilmi\u015f veya sevk ettirilmi\u015f \u00c7ingenelerin bu b\u00f6lgede yerle\u015ftirilmesine T\u00fcrk egemenli\u011fi m\u00fcmk\u00fcn kadar\u0131yla izin vermemi\u015f ve bu b\u00f6lgenin dokunulmazl\u0131\u011f\u0131 korunmu\u015ftur. K\u0131sacas\u0131 egemen Pan-Farsist kesim Afganlar\u0131 \u00fclkeye almaktan temel amac\u0131, \u0130ran\u2019daki Pan-Farsist kar\u015f\u0131t\u0131 muhalif halk ayaklanmalar\u0131n\u0131 kan i\u00e7inde bo\u011fmakt\u0131r.<\/li>\n<\/ol>\n<p>B\u00f6yle bir durumda Pan-Farsist ve baz\u0131 uluslararas\u0131 medyalar Afganlar\u0131n \u0130ran\u2019da m\u00fclteci olarak kab\u00fcl edilmesine ve uluslararas\u0131 s\u00f6zle\u015fmelerden do\u011fan hak ve \u00f6zg\u00fcrl\u00fcklerin tan\u0131nmas\u0131na \u0131srar ediyorlar. Bu \u00e7eli\u015fki neden do\u011fuyor?!<\/p>\n<p>Tarafs\u0131z sivil toplum \u00f6rg\u00fctleri, \u0130nsan hukuk ve \u00f6zg\u00fcrl\u00fcklerini savunan merkezler ve uluslararas\u0131 medya asl\u0131nda Afganlar\u0131n gelecekte \u0130ran\u2019da masum halka kar\u015f\u0131 Pan-Farsistler taraf\u0131ndan sava\u015f makinesi gibi kullan\u0131laca\u011f\u0131n\u0131 ve b\u00fcy\u00fck insan facias\u0131na neden olacak olaylar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurarak, Afganlar\u0131n \u0130ran\u2019da yerle\u015ftirilmesini engelemek ve m\u00fclteci sorununun ba\u015fka \u00fclkelerin yard\u0131m\u0131yla \u00e7\u00f6z\u00fclmesini g\u00fcndeme getirmeleri gerekmektedir.<\/p>\n<p>Bug\u00fcn Afgan m\u00fcltecilerinin d\u00fcnyadaki da\u011f\u0131l\u0131m\u0131n\u0131 g\u00f6z \u00f6n\u00fcnde bulundurdu\u011fumuzda bunun m\u00fcmk\u00fcn oldu\u011funu g\u00f6r\u00fcyoruz. 2013 say\u0131lar\u0131na g\u00f6re Hindistan\u2019da 18 bin, Birle\u015fmi\u015f Arap Emirli\u011fi&#8217;nde 300 bin,\u00a0 Tacikistan 4000, Katar 3000, ABD 90 bin, \u0130sve\u00e7 6000, \u0130ngiltere 56 bin, Avusturaliya (Australia) 19 bin, Kanada 16 bin, di\u011fer Avrupa \u00fclkeleri ise her biri 10 ila 20 Afgan m\u00fclcesi kab\u00fcl etmi\u015ftir. Orta Asya T\u00fcrk Cumhuriyetlerinin alm\u0131\u015f olduklar\u0131 Afgan M\u00fcltecileri ise olduk\u00e7a azd\u0131r. Sadece Pakistan 2,500,000 Afgan m\u00fclteci alarak \u0130ran&#8217;dan sonra ikincidir. O ise 2014 tarihinde Afganlar\u0131 geri g\u00f6ndermeye haz\u0131rland\u0131\u011f\u0131n\u0131 resmen kesin bir dille belirtmi\u015ftir.<a name=\"_ftnref53\"><\/a><a href=\"#_ftn53\">[53]<\/a><\/p>\n<h2><strong>Sonu\u00e7 ve de\u011ferlendirme<\/strong><\/h2>\n<p>20.y\u00fczy\u0131l\u0131n ba\u015flar\u0131na kadar \u0130ran\u2019da T\u00fcrkler, \u00fclke n\u00fcfusunun en az\u0131ndan 3\/2 sini olu\u015fturarak, hem etnik hem egemenlik a\u00e7\u0131dan \u00fclkenin en temel unsurunu olu\u015fturuyorlard\u0131. 1870-1871 a\u00e7l\u0131k d\u00f6neminde 8 milyonluk n\u00fcfusu olan \u0130ran 2.5 ila 3 milyon n\u00fcfusunu kaybetmi\u015ftir. Bu a\u00e7l\u0131k Ayetullah K\u0131z\u0131lba\u015f\u2019\u0131n ve di\u011fer o d\u00f6nem yazar ve ara\u015ft\u0131rmac\u0131lar\u0131n kay\u0131tlar\u0131na g\u00f6re Hindistan \u0130ngiliz H\u00e2kimiyeti taraf\u0131ndan kas\u0131tl\u0131 olarak olu\u015fturulmu\u015ftur. G\u0131da \u00fcr\u00fcnleri y\u00fcksek fiyatla al\u0131narak \u00fclkeden \u00e7\u0131kar\u0131lm\u0131\u015f ve b\u00fcy\u00fck a\u00e7l\u0131\u011f\u0131n ortaya \u00e7\u0131kmas\u0131na neden olmu\u015ftur. Bu a\u00e7l\u0131ktan do\u011fan en a\u011f\u0131r siyasal etki do\u011fu Sistan B\u00f6lgesinin Hindistan \u0130ngiliz Hakimiyetinin mandas\u0131nda bulunan Afganistan\u2019a ilhak edilmesi olmu\u015ftur.<\/p>\n<p>1850-1925 tarihleri aras\u0131ndaki siyasal olaylardan kaynaklanan g\u00f6\u00e7 dalgas\u0131 ve onun \u00fclkede do\u011furmu\u015f oldu\u011fu sonu\u00e7lar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurdu\u011fumuzda, \u015f\u00f6yle bir sonuca varm\u0131\u015f oluyoruz: Hala varamad\u0131\u011f\u0131m\u0131z demokrasi ve yenilik\u00e7ilik u\u011fruna ba\u011f\u0131ms\u0131z Ka\u00e7ar T\u00fcrk devleti kaybedildi, kahraman Karada\u011fl\u0131lar\u0131n y\u00f6netti\u011fi b\u00fcy\u00fck Kara Suvariler gibi \u00e7a\u011fda\u015f T\u00fcrk ordusu mehv edildi, Karada\u011f ahalisi ise \u0130ran\u2019\u0131n en geri toplumu haline d\u00fc\u015f\u00fcr\u00fcld\u00fc. T\u00fcrk\u00fcn milli haysiyeti feda edildi, \u00fclke n\u00fcfusunun 3\/2 sini olu\u015fturan T\u00fcrklerin en az\u0131ndan yar\u0131s\u0131n\u0131n ac\u0131ndan \u00f6lmesine ve ya gurbet illerde mahvolmas\u0131na neden oldu.<\/p>\n<p>Bu kadar \u00f6denmi\u015f a\u011f\u0131r bedelden sonra \u00fclkede yenilik denilen bir \u015feyden haber oldu mu? Pehleviler acaba bu \u00fclkeye hangi yenili\u011fi getirdiler?! Ordunun yenilenmesi mi, yeni e\u011fitim ve \u00f6\u011fretim sisteminin kurulmas\u0131 m\u0131, yeni yollar\u0131n in\u015fas\u0131 m\u0131, sanayile\u015fmeni mi, ileti\u015fimin geli\u015ftirilmesi mi? Hay\u0131r! Bunlar\u0131n hepsi Ka\u00e7arlar d\u00f6neminde ba\u015flat\u0131lm\u0131\u015f ve \u00fclkemizde temelleri at\u0131lmak \u00fczereydi ve at\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>O beceriksiz, o e\u011fitimsiz R\u0131za Han Pehlevi, kad\u0131nlar\u0131n ba\u015f \u00f6rt\u00fcs\u00fcn\u00fc zorla a\u00e7maktan ba\u015fka hi\u00e7 bir olumlu \u015fey, evet hi\u00e7 bir olumlu \u015fey yapmad\u0131, yapamad\u0131, yapmas\u0131 m\u00fcmk\u00fcn de\u011fildi \u00e7\u00fcnk\u00fc olumlu bir \u015fey yapmak i\u00e7in getirilmemi\u015ftir zaten.<\/p>\n<p>\u015eurada hat\u0131rlatmamda yarar vard\u0131r, son d\u00f6nem T\u00fcrkiye\u2019de Say\u0131n Meltem Vural isimli yazar\u0131n \u2018<em>\u015eu Da\u011f\u0131n Ard\u0131 \u0130ran<\/em>\u2019 kitab\u0131, maalesef bu ger\u00e7eklerin aksini T\u00fcrk okuruna a\u015f\u0131lamaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r.<a name=\"_ftnref54\"><\/a><a href=\"#_ftn54\">[54]<\/a><\/p>\n<p>1917-1919 tarihleri aras\u0131ndaki a\u00e7l\u0131k ve yokluktan do\u011fan facialar Ka\u00e7ar T\u00fcrk devletinin \u00e7\u00f6kmesini kesinle\u015ftirdi. \u00dclke n\u00fcfusunun 3\/2\u2019sini olu\u015fturan T\u00fcrklerin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131n \u00f6lmesine veya \u00fclkeyi terk ederek Kafkaslara, Anadolu\u2019ya s\u0131\u011f\u0131nmalar\u0131na neden oldu. 2 y\u0131lda 20 milyonluk n\u00fcfusa sahip bir \u00fclkenin 11 milyona d\u00fc\u015fmesinin arkas\u0131nda hangi deh\u015fet ve facian\u0131n dayand\u0131\u011f\u0131n\u0131 anlamak o kadarda zor de\u011fildir. Bu k\u0131tl\u0131k ve a\u00e7l\u0131k d\u00f6neminde \u0130ngilizlerin tetik\u00e7isi olan gizli Bahailer \u0130ngiliz projesine kar\u015f\u0131 g\u00f6r\u00fcnen b\u00fct\u00fcn \u00f6nde gelen devlet hadimlerini ve di\u011fer T\u00fcrk aristokrat temsilcilerini ortadan kald\u0131rmaya ba\u015flam\u0131\u015flar. Her g\u00fcn Tebriz\u2019de tan\u0131nm\u0131\u015f birileri ter\u00f6r ediliyordu ve gericilik ad\u0131 alt\u0131nda feci \u015fekilde ortadan kald\u0131r\u0131l\u0131yordu.<a name=\"_ftnref55\"><\/a><a href=\"#_ftn55\">[55]<\/a><\/p>\n<p>Durumdan yararlanarak Ba\u011f\u0131ms\u0131z T\u00fcrk devletini mahvetmek, milyonlarca insan\u0131n ac\u0131ndan \u00f6lmesine g\u00f6z yummak, ni\u00e7in? \u0130ngilizlerin tam s\u00f6m\u00fcrgecili\u011finde T\u00fcrk d\u00fc\u015fmanl\u0131\u011f\u0131 yapacak Pan-Farsist bir d\u00fczenin \u2013 Pehlevi h\u00e2kimiyetinin kurulmas\u0131 i\u00e7in!
