Bilindi\u011fi gibi Megali \u0130dea (b\u00fcy\u00fck \u00fclk\u00fc) bir Hellen imparatorlu\u011fu oldu\u011fu varsay\u0131lan b\u00fcy\u00fck Bizans imparatorlu\u011funun h\u00e2kim oldu\u011fu topraklar\u0131 ele ge\u00e7irerek yeniden kurulmas\u0131n\u0131 ve ba\u015fkentin de Konstantinopolis dedikleri \u0130stanbul olmas\u0131n\u0131 \u00f6ng\u00f6rmektedir. Megali \u0130dea haritas\u0131 i\u00e7inde, 3000 y\u0131ll\u0131k bir Yunan adas\u0131 oldu\u011fu varsay\u0131lan K\u0131br\u0131s da bulunmaktayd\u0131. Megali \u0130dea \u00e7er\u00e7evesinde K\u0131br\u0131s\u2019\u0131n Yunanistan\u2019a ba\u011flanmas\u0131n\u0131 \u00f6ng\u00f6ren milli hedefin slogan\u0131, Girit\u2019te kulland\u0131klar\u0131 slogan\u0131n ayn\u0131s\u0131 olan ve kelime anlam\u0131 ile \u0130LHAK demek olan ENOS\u0130S idi.<\/p>\n<p>K\u0131br\u0131s Rumlar\u0131 Yunan isyan\u0131na paralel olarak ENOS\u0130S i\u00e7in ilk ayaklanma giri\u015fimini 1821 y\u0131l\u0131nda haz\u0131rlad\u0131lar. Ayaklanmay\u0131 haber alan K\u0131br\u0131s Valisi K\u00fc\u00e7\u00fck Mehmet\u2019in kiliselere bask\u0131n yaparak silahlara el koymas\u0131 ve ayaklanma liderleri olan papazlar\u0131 asmas\u0131 ile isyan ba\u015flamadan \u00f6nlendi.<\/p>\n<p>1878\u2019de adan\u0131n y\u00f6netiminin ge\u00e7ici bir s\u00fcre, kira kar\u015f\u0131l\u0131\u011f\u0131 \u0130ngilizlere devredilmesi ile ENOS\u0130S faaliyetleri yeni bir ivme kazand\u0131. 1896 y\u0131l\u0131nda T\u00fcrklere ilk sald\u0131r\u0131lar ba\u015flad\u0131. 1911 Trablusgarp ve 1912 Balkan sava\u015flar\u0131nda Osmanl\u0131 imparatorlu\u011funun yenilgisi \u00fczerine ENOS\u0130S umutlar\u0131 artan Rumlar, T\u00fcrk Halk\u0131na sald\u0131r\u0131lara ba\u015flad\u0131lar. Buna tepki g\u00f6steren T\u00fcrk Halk\u0131 1911 y\u0131l\u0131nda 3 ayr\u0131 miting yaparak ENOS\u0130S giri\u015fimlerini protesto etti ve ENOS\u0130S\u2019e kar\u015f\u0131 3 ayr\u0131 deklerasyonu mitinglerde onaylad\u0131. Rumlar ise buna yan\u0131t olarak 1912\u2019de ada genelinde T\u00fcrklere sald\u0131r\u0131ya ge\u00e7ti, \u00f6l\u00fc ve yaral\u0131lar oldu.<\/p>\n<p>Birinci D\u00fcnya sava\u015f\u0131n\u0131n ba\u015f\u0131nda 1914 y\u0131l\u0131nda \u0130ngiltere K\u0131br\u0131s\u2019\u0131 \u0130LHAK etti\u011fini a\u00e7\u0131klayarak kira \u00f6demeye son verdi. Bu durum ENOS\u0130S faaliyetlerinin daha da artmas\u0131na neden oldu. Sava\u015f\u0131n bitti\u011fi 1918 y\u0131l\u0131nda Paris Konferans\u0131nda ENOS\u0130S\u2019in ger\u00e7ekle\u015fme ihtimali \u00fczerine 1918\u2019de T\u00fcrk Halk\u0131 Meclis-i Milli adl\u0131 ulusal bir Kongre toplayarak \u0130LHAKA kar\u015f\u0131 oldu\u011funu, adan\u0131n stat\u00fcs\u00fc de\u011fi\u015fecekse Osmanl\u0131 \u0130mparatorlu\u011fu\u2019na verilmesi gerekti\u011fini ortaya koydu\u2026<\/p>\n<p>Lozan\u2019da K\u0131br\u0131s\u2019\u0131n \u0130ngilizlere b\u0131rak\u0131lmas\u0131ndan sonra ENOS\u0130S faaliyetleri daha da artt\u0131. T\u00fcrk Halk\u0131 buna kar\u015f\u0131 1931 y\u0131l\u0131nda, adan\u0131n her yan\u0131ndan gelen 200 delegenin kat\u0131l\u0131m\u0131yla ikinci bir M\u0130LL\u0130 KONGRE toplad\u0131 ve bu kongrede oy birli\u011fi ile al\u0131nan bir kararla ENOS\u0130S\u2019e kar\u015f\u0131 oldu\u011funu yeniden ilan etti.<\/p>\n<p>Nitekim 1821\u2019deki ilk Enosis ayaklanma giri\u015fiminin y\u00fcz\u00fcnc\u00fc y\u0131ld\u00f6n\u00fcm\u00fc olan 1931\u2019de ENOS\u0130S i\u00e7in yeni bir ayaklanma oldu. \u0130ngiliz s\u00f6m\u00fcrge y\u00f6netimi silah kullanarak isyan\u0131 bast\u0131rd\u0131.<\/p>\n<ol start=\"2\">\n<li>D\u00fcnya Sava\u015f\u0131ndan sonra ENOS\u0130S faaliyetleri yeni bir ivme kazand\u0131. T\u00fcrk Halk\u0131 yo\u011funla\u015fan ENOS\u0130S faaliyetlerine kar\u015f\u0131, 1948 ve 1949 y\u0131llar\u0131nda iki b\u00fcy\u00fck mitingle yan\u0131t verdi\u2026<\/li>\n<\/ol>\n<p>1949 y\u0131l\u0131nda kom\u00fcnist AKEL taraf\u0131ndan ba\u015flat\u0131lan ENOS\u0130S PLEB\u0130S\u0130T\u0130, 1950 y\u0131l\u0131nda Kilise \u00f6nc\u00fcl\u00fc\u011f\u00fcnde sonu\u00e7land\u0131r\u0131ld\u0131 ve Rumlar\u0131n y\u00fczde 96\u2019s\u0131n\u0131n ENOS\u0130S istedi\u011fi ilan edildi\u2026<\/p>\n<p>Yunanistan bu sonucun tan\u0131nmas\u0131 i\u00e7in, 1954 y\u0131l\u0131nda \u201cK\u0131br\u0131s Halk\u0131na self-determinasyon hakk\u0131n\u0131n tan\u0131nmas\u0131\u201d talebiyle konuyu ilk kez BM g\u00fcndemine ta\u015f\u0131d\u0131. T\u00fcrkiye\u2019nin kar\u015f\u0131 \u00e7\u0131kmas\u0131 \u00fczerine bu talebin reddedilmesinin ard\u0131ndan ENOS\u0130S\u2019i silah zoruyla ger\u00e7ekle\u015ftirmek i\u00e7in Yunanistan ve kilise i\u015fbirli\u011fiyle Yunan ordusunda albay olan Grivas liderli\u011finde EOKA ter\u00f6r \u00f6rg\u00fct\u00fc kuruldu ve 1 Nisan 1955\u2019de \u00f6nce \u0130ngilizlere, sonra T\u00fcrk Halk\u0131na silahl\u0131 sald\u0131r\u0131lar ba\u015flad\u0131\u2026<\/p>\n<p>T\u00fcrk Halk\u0131 buna kar\u015f\u0131, nefs-i m\u00fcdafaa i\u00e7in, ba\u015fta VOLKAN \u00f6rg\u00fct\u00fc olmak \u00fczere bir\u00e7ok yerel direni\u015f \u00f6rg\u00fct\u00fc kurdu. Ard\u0131ndan Rauf Denkta\u015f\u2019\u0131n \u00f6nderli\u011finde, 15 Kas\u0131m 1957\u2019de T\u00fcrk Mukavemet Te\u015fkilat\u0131 TMT kuruldu. TMT 1 A\u011fustos 1958\u2019de T\u00fcrkiye Genel Kurmay Ba\u015fkanl\u0131\u011f\u0131\u2019na ba\u011fland\u0131, t\u00fcm yerel direni\u015f \u00f6rg\u00fctlerini kendi \u00e7at\u0131s\u0131 alt\u0131na toplad\u0131 ve T\u00fcrkiye\u2019den g\u00f6nderilen subaylar taraf\u0131ndan y\u00f6netilmeye ba\u015fland\u0131. 1955-1959 y\u0131llar\u0131 EOKA\u2019n\u0131n sald\u0131r\u0131lar\u0131, TMT\u2019nin nefs-i m\u00fcdafaas\u0131 ile ge\u00e7ti. Bu d\u00f6nemde T\u00fcrk Halk\u0131n\u0131n ENOS\u0130S\u2019e kar\u015f\u0131 temel siyasi talebi TAKS\u0130M idi. Bu 4 y\u0131ll\u0131k s\u00fcrede, Rum sald\u0131r\u0131lar\u0131 sonucu \u00e7o\u011fu karma k\u00f6yler olan 30 k\u00f6yde ya\u015fayan T\u00fcrkler daha b\u00fcy\u00fck T\u00fcrk k\u00f6ylerine g\u00f6\u00e7 etmek zorunda kald\u0131.<\/p>\n<p><strong>KIBRIS CUMHUR\u0130YET\u0130 KURULUYOR, 3 YILDA YIKILIYOR<\/strong><\/p>\n<p>Bu \u00e7at\u0131\u015fmal\u0131 d\u00f6nemin ard\u0131ndan, 1959-1960 Z\u00fcrih ve Londra Anla\u015fmalar\u0131 ile iki Halk\u0131n egemenli\u011fi e\u015fit \u015fekilde payla\u015fmas\u0131na ve kurucu ortakl\u0131\u011f\u0131na dayal\u0131 olarak K\u0131br\u0131s Cumhuriyeti kuruldu. Fonksiyonel bir federasyon olan iki Halkl\u0131 K\u0131br\u0131s Cumhuriyeti Anayasas\u0131na g\u00f6re Cumhurba\u015fkan\u0131 Rum, yard\u0131mc\u0131s\u0131 ise T\u00fcrk olacakt\u0131, ancak T\u00fcrk Cumhurba\u015fkan\u0131n\u0131n kararlar\u0131 veto hakk\u0131 bulunacakt\u0131. H\u00fck\u00fcmette 7 Rum, 3 T\u00fcrk bakan, Mecliste ise 35 Rum 15 T\u00fcrk milletvekili olacakt\u0131. Ancak siyasi e\u015fitli\u011fi sa\u011flamak ve korumak i\u00e7in T\u00fcrk bakan ve milletvekillerin karar alma s\u00fcrecinde ayr\u0131 oy \u00e7o\u011funlu\u011fu hakk\u0131 olacakt\u0131. Anayasa Mahkemesi yabanc\u0131 bir yarg\u0131c\u0131n ba\u015fkanl\u0131\u011f\u0131nda e\u015fit say\u0131da T\u00fcrk ve Rum yarg\u0131\u00e7tan olu\u015facakt\u0131. Kamu hizmetlerinde memur istihdam\u0131nda 70\/30 oran\u0131, polis ve orduda ise 60\/40 oran\u0131 olacakt\u0131. Her iki toplumun i\u00e7i\u015flerine bakacak olan birer Toplum Meclisi bulunacakt\u0131, 5 il\u00e7ede ayr\u0131 T\u00fcrk ve Rum belediyeleri bulunacakt\u0131. Enosis ve Taksim yasaklanacakt\u0131. Anla\u015fmalar\u0131 ve kurulan yeni d\u00fczeni garanti etmek i\u00e7in T\u00fcrkiye, Yunanistan ve \u0130ngiltere garant\u00f6r olacakt\u0131. T\u00fcrkiye\u2019nin 650, Yunanistan\u2019\u0131n 950 askeri adada konu\u015flanacakt\u0131. \u0130ngiltere 2 egemen askeri \u00fcsse sahip olacakt\u0131. B\u00f6ylece, T\u00fcrk Halk\u0131n\u0131n ENOS\u0130S\u2019e kar\u015f\u0131 milli direni\u015finin sonucu olarak, T\u00fcrk askeri 82 y\u0131l sonra yeniden adaya ayak basarken, T\u00fcrkiye de K\u0131br\u0131s \u00fczerinde me\u015fru haklara sahip oldu\u2026<\/p>\n<p>Ne ki, Rum-Yunan taraf\u0131 hala ENOS\u0130S hayali pe\u015finde ko\u015ftu\u011fu i\u00e7in, kurucu e\u015fit ortakl\u0131\u011f\u0131m\u0131z\u0131 i\u00e7eren bu anla\u015fmalar\u0131 asla benimsemediler. CB Makarios, bu federal ortakl\u0131\u011f\u0131 \u201cENOS\u0130S\u2019e bir s\u0131\u00e7rama tahtas\u0131\u201d olarak g\u00f6rd\u00fcklerini bizzat kendisi a\u00e7\u0131klam\u0131\u015ft\u0131. Yunan Genel Kurmay\u0131na ba\u011fl\u0131 olan EOKA, gizlice faaliyetlerini s\u00fcrd\u00fcrd\u00fc ve 5000 ki\u015filik gizli bir ordu kurarak AKR\u0130TAS adl\u0131 soyk\u0131r\u0131m plan\u0131n\u0131 yapt\u0131lar. EOKA\u2019n\u0131n siyasi lideri Cumhuriyetin Cumhurba\u015fkan\u0131 Makarios iken, Meclis Ba\u015fkan\u0131 Klerides Kurmay ba\u015fkan\u0131 olarak, \u00c7al\u0131\u015fma Bakan\u0131 Papadopulos, \u0130\u00e7i\u015fleri Bakan\u0131 Yorgacis ve di\u011fer Rum bakanlar ise EOKA\u2019n\u0131n y\u00f6neticileri olarak AKR\u0130TAS Plan\u0131n\u0131n uygulanmas\u0131nda g\u00f6rev ald\u0131lar<\/p>\n<p>Nitekim Rumlar, Anayasan\u0131n en \u00f6nemli maddelerini ihlal etmeye ba\u015flad\u0131lar\u2026 3 y\u0131l dolmadan, federal ortakl\u0131k devletini Rumlar\u0131n y\u00f6netti\u011fi bir \u00dcN\u0130TER devlete d\u00f6n\u00fc\u015ft\u00fcrmek ve ENOS\u0130S\u2019i ger\u00e7ekle\u015ftirmek i\u00e7in, T\u00fcrklerin e\u015fitli\u011fini sa\u011flay\u0131p koruyan 13 maddeyi de\u011fi\u015ftirmek amac\u0131yla bir giri\u015fim yapt\u0131lar. T\u00fcrk Halk\u0131 ve T\u00fcrkiye bunu reddetti. Bunun \u00fczerine 21 Aral\u0131k 1963\u2019de AKR\u0130TAS soyk\u0131r\u0131m plan\u0131 \u00e7er\u00e7evesinde, T\u00fcrk Halk\u0131na kar\u015f\u0131 topyek\u00fbn bir sald\u0131r\u0131 ba\u015flatt\u0131lar. 1964 y\u0131l\u0131 boyunca devam eden sald\u0131r\u0131lar sonucu 103 T\u00fcrk yerle\u015fim yeri i\u015fgal edildi, 40-50 bin civar\u0131nda T\u00fcrk g\u00f6\u00e7 etmek zorunda kald\u0131. T\u00fcrk Halk\u0131 adan\u0131n %3\u2019\u00fcn\u00fc te\u015fkil eden gettolarda 11 y\u0131l s\u00fcrecek insanl\u0131k d\u0131\u015f\u0131 bir ku\u015fatmaya al\u0131nd\u0131. T\u00fcrkiye, hava kuvvetleri 30 Aral\u0131k 1963\u2019de ihtar u\u00e7u\u015flar\u0131yla sald\u0131r\u0131lar\u0131 durdurdu. A\u011fustos 1964\u2019de ise Erenk\u00f6y\u2019e sald\u0131ran Rum-Yunan birliklerine kar\u015f\u0131, 3 g\u00fcn s\u00fcren s\u0131n\u0131rl\u0131 polis harek\u00e2t\u0131 ger\u00e7ekle\u015ftirerek b\u00fcy\u00fck bir soyk\u0131r\u0131m\u0131 \u00f6nledi\u2026<\/p>\n<p>TMT \u00f6nc\u00fcl\u00fc\u011f\u00fcnde nefs-i m\u00fcdafaa yapan T\u00fcrk Halk\u0131, soyk\u0131r\u0131mdan kurtuldu ancak, e\u015fit kurucu orta\u011f\u0131 oldu\u011fu devletten silah zoruyla at\u0131ld\u0131, b\u00fct\u00e7eden, ekonomiden ve devlet hizmetlerinden d\u0131\u015fland\u0131. \u0130ki halkl\u0131 Ortakl\u0131k devleti Rumlarca i\u015fgal edilerek y\u00fczde y\u00fcz Rumlardan olu\u015fan \u00dcN\u0130TER bir Rum devletine d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. Ne ki, T\u00fcrk Halk\u0131 teslim olmad\u0131, 11 y\u0131l boyunca T\u00fcrkiye\u2019den gelen K\u0131z\u0131lay yard\u0131mlar\u0131 ve maddi destekle direni\u015fini s\u00fcrd\u00fcrd\u00fc<\/p>\n<p>ABD bu d\u00f6nem devreye girerek ge\u00e7ici bir s\u00fcre i\u00e7in T\u00fcrkiye\u2019ye kiralanacak k\u00fc\u00e7\u00fck bir \u00fcs kar\u015f\u0131l\u0131\u011f\u0131 ENOS\u0130S\u2019in ger\u00e7ekle\u015fmesini, bunu kabul etmeyecek T\u00fcrklerin, Yunanistan taraf\u0131ndan T\u00fcrkiye\u2019ye verilecek Meis adas\u0131na naklini i\u00e7eren 1. Ve 2. Acheson planlar\u0131n\u0131 \u00f6nerdi. Makarios <em>\u201chi\u00e7bir \u00fclkeye tek kar\u0131\u015f toprak ve \u00fcs vermeden ENOS\u0130S olmal\u0131\u201d<\/em> diyerek bu planlar\u0131 reddetti.<\/p>\n<p>Rum taraf\u0131 1964 y\u0131l\u0131 ba\u015f\u0131nda garanti anla\u015fmas\u0131n\u0131 tek yanl\u0131 olarak feshetti\u011fini a\u00e7\u0131klad\u0131 ve Rum Meclisi ilk ENOS\u0130S karar\u0131n\u0131 ald\u0131. Bu arada Yunanistan\u2019dan adaya gizlice 20 bin tam te\u00e7hizatl\u0131 asker g\u00f6nderilerek EOKA takviye edildi. Bundan cesaret alan Rumlar, 1967\u2019de oybirli\u011fi ile ikinci bir ENOS\u0130S karar\u0131 ald\u0131,\u00a0 bu karar hala iptal edilmedi\u011finden y\u00fcr\u00fcrl\u00fckte bulunuyor. Ne var ki T\u00fcrkiye ve \u0130ngiltere garanti anla\u015fmas\u0131n\u0131n tek yanl\u0131 feshini tan\u0131mad\u0131. Olas\u0131 bir T\u00fcrk m\u00fcdahalesinden korkan Rum taraf\u0131 ise Meclisinden ald\u0131\u011f\u0131 ENOS\u0130S karar\u0131n\u0131 hayata ge\u00e7iremedi.<\/p>\n<p>15 Kas\u0131m 1967\u2019de, Rum ve Yunan birlikleri bu kez Ge\u00e7itkale ve Bo\u011fazi\u00e7i k\u00f6ylerine sald\u0131rarak 24 T\u00fcrk\u2019\u00fc katletti, k\u00f6yleri i\u015fgal etti. T\u00fcrkiye adaya m\u00fcdahale haz\u0131rl\u0131klar\u0131na ba\u015flad\u0131. Bunun \u00fczerine ABD devreye girerek m\u00fcdahaleyi \u00f6nledi. M\u00fcdahaleyi \u00f6nlemek i\u00e7in, T\u00fcrkiye\u2019nin \u015fartlar\u0131 olan 12 bin Yunan askerinin adadan \u00e7ekilmesi, i\u015fgal edilen k\u00f6ylerin bo\u015falt\u0131lmas\u0131, esir al\u0131nan k\u00f6yl\u00fclerin serbest b\u0131rak\u0131lmas\u0131, s\u00fcrg\u00fcndeki Denkta\u015f\u2019\u0131n adaya d\u00f6nmesi, ku\u015fatman\u0131n kald\u0131r\u0131lmas\u0131 ve sorunu \u00e7\u00f6zmek i\u00e7in 1968\u2019de g\u00f6r\u00fc\u015fmelerin ba\u015flamas\u0131 kabul edildi. Ard\u0131ndan Denkta\u015f adaya d\u00f6nd\u00fc ve Ge\u00e7ici K\u0131br\u0131s T\u00fcrk Y\u00f6netimi ilan edildi. Bir s\u00fcre sonra \u201cGe\u00e7ici\u201d ifadesi kald\u0131r\u0131larak ayr\u0131 T\u00fcrk idaresinin ad\u0131 K\u0131br\u0131s T\u00fcrk Y\u00f6netimi oldu.<\/p>\n<p>1968\u2019de ba\u015flayan g\u00f6r\u00fc\u015fmeler, T\u00fcrk taraf\u0131n\u0131n bir\u00e7ok temel konuda \u00f6nemli tavizler vermesine ve e\u015fit ortakl\u0131ktan \u201c\u00f6zerk y\u00f6netim\u201de gerilemesine kar\u015f\u0131n, Garant\u00f6rl\u00fc\u011f\u00fcn iptalini kabul etmemesi nedeniyle 1973 y\u0131l\u0131nda kesildi. Makarios, <em>\u201cbir kez daha T\u00fcrkiye\u2019nin garant\u00f6rl\u00fc\u011f\u00fcn\u00fc i\u00e7eren ve ENOS\u0130S\u2019i yasaklayan bir anla\u015fmaya imza atmam\u201d<\/em> diyerek g\u00f6r\u00fc\u015fmeleri noktalad\u0131<\/p>\n<p><strong>ENOS\u0130S AMA\u00c7LI YUNAN DARBES\u0130, T\u00dcRK BARI\u015e HAREK\u00c2TI, KKTC\u2019N\u0130N \u0130LANI VE G\u00d6R\u00dc\u015eME S\u00dcREC\u0130<\/strong><\/p>\n<p>Yunanistan ve \u0130LHAK yanl\u0131s\u0131 Rumlar\u0131n bir yeni ENOS\u0130S giri\u015fimi 15 Temmuz 1974 Yunan darbesiyle ortaya \u00e7\u0131kt\u0131. Ne ki T\u00fcrkiye\u2019nin 20 Temmuz 1974 m\u00fcdahalesi ENOS\u0130S\u2019in ger\u00e7ekle\u015fmesini \u00f6nledi. Ard\u0131ndan Otonom K\u0131br\u0131s T\u00fcrk Y\u00f6netimi ilan edildi, 13 \u015eubat 1975\u2019de ise K\u0131br\u0131s T\u00fcrk Federe Devleti ilan edildi. A\u011fustos 1975\u2019de ise Viyana\u2019da N\u00fcfus M\u00fcbadelesi Anla\u015fmas\u0131 yap\u0131ld\u0131 ve G\u00fcney\u2019de esir olan T\u00fcrkler Kuzeye, Kuzeydeki Rumlar da g\u00f6n\u00fcll\u00fc olarak G\u00fcneye ge\u00e7ti. Ard\u0131ndan 1977 y\u0131l\u0131nda Denkta\u015f \u2013 Makarios, 1979 y\u0131l\u0131nda ise Denkta\u015f-Kiprianu aras\u0131nda yap\u0131lan doruk anla\u015fmalar\u0131 ile K\u0131br\u0131s\u2019ta <em>\u201ciki kesimli-iki toplumlu, siyasi e\u015fitli\u011fe dayal\u0131 federal bir ortakl\u0131k devletinin kurulmas\u0131\u201d<\/em> \u00fczerinde mutabakat sa\u011fland\u0131. S\u00fcren g\u00f6r\u00fc\u015fmelerde Rum taraf\u0131n\u0131n, kendi h\u00e2kimiyetinde \u00dcN\u0130TER Devlet kurma ve ENOS\u0130S hedefinden vazge\u00e7medi\u011fi ortaya \u00e7\u0131k\u0131nca 15 Kas\u0131m 1983\u2019de KKTC ilan edildi.<\/p>\n<p>Buna kar\u015f\u0131n federasyon kurma hedefiyle g\u00f6r\u00fc\u015fmeler s\u00fcrd\u00fc\u2026 Ocak 1985 ve Mart 1986 y\u0131l\u0131nda BM Genel Sekreteri Cuellar taraf\u0131ndan iki federal \u00e7\u00f6z\u00fcm plan\u0131 sunuldu. T\u00fcrk taraf\u0131 bunlar\u0131 kabul ederken, Rum taraf\u0131 ENOS\u0130S hedefinden vazge\u00e7medi\u011fi i\u00e7in bu planlar\u0131 reddetti. Ard\u0131ndan 1992 y\u0131l\u0131nda BM Genel Sekreteri Butros Gali taraf\u0131ndan federal \u00e7\u00f6z\u00fcm \u00f6ng\u00f6ren Gali Plan\u0131, 1993\u2019de ise GY\u00d6 paketi sunuldu, ancak bunlar da Rumlar taraf\u0131ndan reddedildi.<\/p>\n<p>Bunun ard\u0131ndan 2004\u2019de bu kez BM Genel Sekreteri Annan taraf\u0131ndan iki eyaletli federal \u00e7\u00f6z\u00fcm \u00f6ng\u00f6ren Annan Plan\u0131 bask\u0131 ve dayatmalarla her iki tarafa da kabul ettirildi. Ne ki yap\u0131lan referandumda Rumlar y\u00fczde 75 oran\u0131nda federasyona \u201chay\u0131r\u201d derken, T\u00fcrk Halk\u0131n\u0131n y\u00fczde 65\u2019i ise yap\u0131lan sahte vaatlere aldanarak, bask\u0131 ve tehditlere boyun e\u011ferek, milyonlarca dolarla desteklenen yo\u011fun psikolojik harek\u00e2t\u0131n etkisinde kalarak ve AKP h\u00fck\u00fcmetinin telkinlerine uyarak bu plana EVET dedi.<\/p>\n<p>Rum taraf\u0131, HAYIR demesine kar\u015f\u0131n, t\u00fcm adan\u0131n tek me\u015fru devleti s\u0131fat\u0131yla, AB\u2019ye tam \u00fcye yap\u0131larak, federasyon \u00e7\u00f6z\u00fcm\u00fc dinamitlendi.<\/p>\n<p>Rumlar\u0131n HAYIR demesi ve buna kar\u015f\u0131n t\u00fcm K\u0131br\u0131s ad\u0131na AB\u2019ye tam \u00fcye yap\u0131lmas\u0131 ile T\u00fcrk taraf\u0131 federal \u00e7\u00f6z\u00fcm aray\u0131\u015flar\u0131na son vermek, ambargolar\u0131n kald\u0131r\u0131lmas\u0131n\u0131 ve TANINMA istemek, iki egemen devlete dayal\u0131 bir \u00e7\u00f6z\u00fcm\u00fc savunmak ve devletten devlete g\u00f6r\u00fc\u015fme talep etmek i\u00e7in e\u015fsiz bir f\u0131rsat yakalad\u0131. Ne ki gerek o d\u00f6nem KKTC\u2019de AKP deste\u011fiyle Cumhurba\u015fkan\u0131 olan CTP\u2019li Mehmetali Talat\u2019\u0131n ve h\u00fck\u00fcmetteki CTP\u2019nin, gerek AKP h\u00fck\u00fcmetinin, gerekse ABD-AB\u2019nin referandum \u00f6ncesi verdikleri s\u00f6zleri tutmamas\u0131 sonucu birka\u00e7 y\u0131l sonra federasyon g\u00f6r\u00fc\u015fmeleri yeniden ba\u015flad\u0131\u2026<\/p>\n<p>Halk\u0131n bu nedenle Talat\u2019\u0131 cezaland\u0131rarak g\u00f6revden almas\u0131na ve yerine Dervi\u015f Ero\u011flu\u2019nu se\u00e7mesine kar\u015f\u0131n, Sn. Ahmet Davuto\u011flu\u2019nun bizzat KKTC\u2019ye gelerek yapt\u0131\u011f\u0131 bask\u0131 ve telkinler sonucu, Ero\u011flu da federasyon g\u00f6r\u00fc\u015fmeye devam etti.<\/p>\n<p>Ero\u011flu\u2019nun ard\u0131ndan, uzun y\u0131llar ABD\u2019de ya\u015fad\u0131ktan sonra adaya d\u00f6nerek, d\u0131\u015f g\u00fc\u00e7lerin deste\u011fiyle Cumhurba\u015fkanl\u0131\u011f\u0131na se\u00e7ilen Mustafa Ak\u0131nc\u0131 da, 1968 y\u0131l\u0131ndan beri devam eden federasyon g\u00f6r\u00fc\u015fmelerini, g\u00f6r\u00fclmemi\u015f bir teslimiyet\u00e7i anlay\u0131\u015fla s\u00fcrd\u00fcrd\u00fc. Ne ki, Rum taraf\u0131n\u0131n g\u00f6stermelik ve k\u00e2\u011f\u0131t \u00fcst\u00fcnde kalacak bir siyasi e\u015fitli\u011fe bile kar\u015f\u0131 \u00e7\u0131kmas\u0131, Rumlar h\u00e2kimiyetinde ENOS\u0130S\u2019e a\u00e7\u0131k, ad\u0131 federal, i\u00e7eri\u011fi \u00dcN\u0130TER DEVLET hedefinden vazge\u00e7memesi ve T\u00fcrkiye\u2019nin garant\u00f6rl\u00fc\u011f\u00fcn\u00fc reddetmesi sonucu, verilen korkun\u00e7 tavizlere kar\u015f\u0131n federal bir \u00e7\u00f6z\u00fcm sa\u011flanamad\u0131\u2026<\/p>\n<p><strong>TAR\u0130H\u0130 S\u00dcRE\u00c7TEN \u00c7IKAN SONU\u00c7<\/strong><\/p>\n<p>B\u00fct\u00fcn bu tarihi s\u00fcre\u00e7ten ortaya \u00e7\u0131kan net sonu\u00e7 \u015fudur:<\/p>\n<ul>\n<li><em>K\u0131br\u0131s sorunu 1974\u2019de T\u00fcrk m\u00fcdahalesi ile ba\u015flamam\u0131\u015ft\u0131r. Dolay\u0131s\u0131 ile m\u00fczakerelerde g\u00f6r\u00fc\u015f\u00fclmesi gereken konu garant\u00f6rl\u00fck, T\u00fcrk askeri, KKTC\u2019nin iptali, Rumlara verilecek tavizler, topraklar, tazminatlar ve Rumlarla nas\u0131l bir birle\u015fme olaca\u011f\u0131 de\u011fil, 2 as\u0131rdan fazlad\u0131r s\u00fcren ENOS\u0130S m\u00fccadelesinin nas\u0131l sonland\u0131r\u0131laca\u011f\u0131 ve T\u00fcrk Halk\u0131n\u0131n can-mal g\u00fcvenli\u011fi ile me\u015fru haklar\u0131n\u0131n ve kazan\u0131mlar\u0131n\u0131n nas\u0131l garanti edilece\u011fi olmal\u0131d\u0131r<\/em><\/li>\n<li><em>Rumlar hi\u00e7bir zaman siyasi e\u015fitli\u011fe, iki e\u015fit-egemen halka ve egemenli\u011fin e\u015fit \u015fekilde iki kurucu halk ve iki kurucu egemen devlet taraf\u0131ndan payla\u015f\u0131lmas\u0131na dayal\u0131 bir federasyona raz\u0131 olmam\u0131\u015ft\u0131r, olmayacakt\u0131r. Hedefleri Rumlar\u0131n y\u00f6netece\u011fi \u00dcN\u0130TER bir devlette T\u00fcrklere az\u0131nl\u0131k haklar\u0131 verilmesi ve uzun vadede ENOS\u0130S\u2019in ger\u00e7ekle\u015ftirilmesidir <\/em><\/li>\n<li><em>Bu ama\u00e7la belirledikleri strateji, 1968\u2019den beri son 50 y\u0131lda yapt\u0131klar\u0131 gibi T\u00fcrk Halk\u0131n\u0131 federasyon kaz\u0131\u011f\u0131na ba\u011fl\u0131 tutarak, federasyon g\u00f6r\u00fc\u015f\u00fcr gibi yapmak ve m\u00fczakereleri ucu a\u00e7\u0131k \u015fekilde sonsuza kadar s\u00fcrd\u00fcrerek KKTC\u2019nin tan\u0131nmas\u0131n\u0131-g\u00fc\u00e7lenmesini \u00f6nlemektir. Bu s\u00fcre i\u00e7inde, devletlerini AB i\u00e7inde konsolide etmek, T\u00fcrkiye\u2019yi tecrit edecek yeni ittifaklar kurmak ve istedikleri \u00e7\u00f6z\u00fcm\u00fc elde etmek i\u00e7in uygun konjonkt\u00fcr\u00fcn olu\u015fmas\u0131n\u0131 beklemektir. Bu ba\u011flamda Fransa, Almanya, \u0130talya, M\u0131s\u0131r, \u0130srail ve Rusya\u2019ya g\u00fcneyde ortak kullanacaklar\u0131 daimi deniz ve hava \u00fcsleri verme karar\u0131 alm\u0131\u015flard\u0131r.<\/em><\/li>\n<li><em>T\u00fcrk taraf\u0131n\u0131n bu oyuna art\u0131k son vererek, bir 50 y\u0131l daha federasyon g\u00f6r\u00fc\u015fmek yerine, m\u00fczakere s\u00fcrecini bitirmesi, KKTC\u2019nin tan\u0131nmas\u0131 yoluna \u00e7\u0131kmas\u0131 ve g\u00f6r\u00fc\u015fmelerin ancak iki tan\u0131nm\u0131\u015f-egemen devlet temelinde, devletten devlete yap\u0131laca\u011f\u0131n\u0131 savunmas\u0131 gerekmektedir.<\/em><\/li>\n<\/ul>\n<p><strong>AKINCI VE AKP H\u00dcK\u00dcMET\u0130 HALA G\u00d6R\u00dc\u015eME N\u0130YET\u0130NDE <\/strong><\/p>\n<p>Oysa bu yap\u0131lacak yerde, Crans Montana\u2019da Sn. Bu, sava\u015f\u0131 kaybeden haks\u0131z ve sald\u0131rgan taraf bizmi\u015fiz gibi ve sava\u015f\u0131 kazanan hakl\u0131 taraf Rumlarm\u0131\u015f gibi, onlar\u0131n koydu\u011fu teslim \u015fartlar\u0131n\u0131n kabul edildi\u011fi ikinci bir SEVR noktas\u0131d\u0131r.<\/em><\/p>\n<p>5-10 y\u0131l i\u00e7inde K\u0131br\u0131s\u2019\u0131n t\u00fcm\u00fcn\u00fcn ekonomik, demografik, siyasi y\u00f6nden Rum-Yunan-AB egemenli\u011fine girmesi ve T\u00fcrk Halk\u0131n\u0131n Rum-Yunan-AB i\u00e7inde asimile olaca\u011f\u0131 bu felaket noktas\u0131n\u0131 daha iyi anlamak i\u00e7in Sn. Oysa hem Veto hakk\u0131m\u0131zdan vaz ge\u00e7ilmi\u015ftir, hem de, Ak\u0131nc\u0131&#8217;n\u0131n ifadesi ile iki ba\u015fkan aras\u0131nda sadece 3 konuda konsens\u00fcs aranacakt\u0131r. Bakanlar Kurulunda ise ba\u015fkanlar toplant\u0131lara kat\u0131lacaklar, ancak oy haklar\u0131 olmayacakt\u0131r. Yine ayn\u0131 \u015fekilde Cuellar plan\u0131nda bile merkezi devlete b\u0131rak\u0131lan 12 yetkiden 10&#8217;unda VETO hakk\u0131m\u0131z kabul edilmi\u015fti. Kabul etti\u011fi b\u00fct\u00fcn hususlar 1960 anla\u015fmas\u0131ndan ve Cuellar plan\u0131ndan bile \u00e7ok geridir.<\/p>\n<p><strong>AKINCI, T\u00dcRK-YUNAN DENGES\u0130N\u0130N KORUNMASINDAN VAZGE\u00c7T\u0130<\/strong><\/p>\n<p>Rum taraf\u0131n\u0131n K\u0131br\u0131s sorunu \u00e7\u00f6z\u00fclmeden t\u00fcm K\u0131br\u0131s ad\u0131na ve T\u00fcrkleri de kapsayacak \u015fekilde AB&#8217;a tam \u00fcye yap\u0131lmas\u0131n\u0131n amac\u0131, tek kur\u015fun atmadan K\u0131br\u0131s&#8217;\u0131 bir Rum-Yunan adas\u0131 haline getirmektir.\u00a0 Nitekim ENOS\u0130S sadece G\u00fcneyi kapsayacak \u015fekilde, AB \u00e7at\u0131s\u0131 alt\u0131nda ger\u00e7ekle\u015fmi\u015f ve Rum taraf\u0131 ile Yunanistan AB \u00e7at\u0131s\u0131 alt\u0131nda siyasi, ekonomik, askeri, demografik y\u00f6nden b\u00fct\u00fcnle\u015fmi\u015ftir. Yunan vatanda\u015flar\u0131 AB ilkesi olan 4 \u00f6zg\u00fcrl\u00fckten ( serbest dola\u015fma, yerle\u015fme, m\u00fclk edinme, i\u015f kurma ve \u00e7al\u0131\u015fma \u00f6zg\u00fcrl\u00fckleri) yararlanarak aday\u0131 istila etmi\u015ftir. Sadece son y\u0131llarda 50 bin Yunan vatanda\u015f\u0131 G\u00fcneye yerle\u015fmi\u015ftir. Tam aksi, Rum-Yunan ikilisinin t\u00fcm adaya egemen olma emelleri \u00e7er\u00e7evesindeki t\u00fcm talepleri kabul edildi.<\/p>\n<p>\u0130laveten, Anla\u015fman\u0131n iki egemen kurucu devlete (Founding State) dayal\u0131 olma ilkesi yerine egemenli\u011fi olmayan &#8220;iki eyalete- constituent state&#8221; dayal\u0131 olmas\u0131 kabul edildi.<br \/>\nAnla\u015fma y\u00fcr\u00fcrl\u00fc\u011fe girmeden \u00f6nce \u00f6zel bir programla T\u00fcrk ekonomisin desteklenece\u011fi ve Ekonomik e\u015fitli\u011fin sa\u011flanaca\u011f\u0131 5 y\u0131ll\u0131k ge\u00e7i\u015f s\u00fcreci talebinden vazge\u00e7ildi<br \/>\nM\u00fclkiyette ve n\u00fcfusta sarih \u00e7o\u011funlu\u011fa sahip olma ilkesi suland\u0131r\u0131ld\u0131. Ak\u0131nc\u0131, 12 Temmuz 2017 tarihinde Havadis gazetesinde \u00e7\u0131kan a\u00e7\u0131klamas\u0131nda, <em>\u201c%28.2\u2019lik toprak \u00f6ng\u00f6ren Annan haritas\u0131n\u0131 da kabul edebilece\u011fini\u201d<\/em> a\u00e7\u0131klam\u0131\u015ft\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p>Bilindi\u011fi gibi bu haritan\u0131n i\u00e7inde G\u00fczelyurt ve Mara\u015f Rum taraf\u0131na b\u0131rak\u0131l\u0131rken, Karpaz\u2019da 4 k\u00f6y\u00fcn Rumlara verilerek bir Rum kantonu ve Kormacit b\u00f6lgesinde 4 k\u00f6yden olu\u015fan bir Maronit kantonu olu\u015fturulmas\u0131 \u00f6ng\u00f6r\u00fclmekteydi.<\/p>\n<p>&nbsp;<\/p>\n<p>-Haritalar aras\u0131ndaki %1&#8217;lik fark, \u00e7ok \u00f6nemsizmi\u015f gibi g\u00f6sterilmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r..Oysa her y\u00fczde 1oran\u0131, 92 km karelik alan demektir..Bu da 15 tane a\u00e7\u0131k+kapal\u0131 Mara\u015f ve \u00e7evresiyle 3 tane G\u00fczelyurt demektir.<\/p>\n<p>&nbsp;<\/p>\n<p>Sn. Ak\u0131nc\u0131\u2019n\u0131n Rum&#8217;a verdi\u011fi toprak, \u015fu an 30-40 bin insan\u0131n ya\u015fad\u0131\u011f\u0131 KKTC topraklar\u0131n\u0131n be\u015fte biridir. Sadece Mara\u015f&#8217;\u0131n a\u00e7\u0131k k\u0131sm\u0131nda 15 bin ki\u015fi ya\u015famaktad\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p>G\u00f6\u00e7 edecek 40-50 bin insan\u0131m\u0131za bizde kalacak olan y\u00fczde 29.2&#8217;lik veya 28.2\u2019lik topra\u011fa yeni yerle\u015fim yerleri kurulmas\u0131 ve \u00fcretim yapacaklar\u0131 arazi verilmesi gerekecektir.<\/p>\n<p>&nbsp;<\/p>\n<p>Sadece bu kadar de\u011fil. \u0130\u00e7imize de n\u00fcfusumuzun %20&#8217;si oran\u0131nda Rumun yasal &#8220;ikamet izni&#8221; ile se\u00e7me ve se\u00e7ilme hakk\u0131na sahip olarak yerle\u015fece\u011fi ve bize kalacak 29.2&#8217;lik topra\u011f\u0131n 1\/3&#8217;\u00fcn\u00fcn de ( %9.7) d\u00f6necek olan Rumlara iade edilece\u011fi, Sn. Ak\u0131nc\u0131&#8217;n\u0131n Meclis Ba\u015fkan\u0131 Sibel Siber&#8217;e g\u00f6nderdi\u011fi yan\u0131t mektubunda ifade edilmi\u015ftir. B\u00f6ylece fiilen bize kalacak toprak oran\u0131 y\u00fczde 19\u2019a inmektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>Sn Ak\u0131nc\u0131, Meclis Ba\u015fkan\u0131 Sibel Siber\u2019e g\u00f6nderdi\u011fi mektubunda <em>&#8220;Dini yerler, askeri b\u00f6lgeler, bo\u015f olan eski Rum arazileri ve yeni orman alanlar\u0131 ile &#8220;duygusal ba\u011f\u201d nedeniyle evini talep edecek Rumlar\u0131n eski evlerinin de \u0130LK ANDA iade edilece\u011fini\u201d<\/em> belirtmi\u015ftir. Bunlar\u0131n toplam\u0131n\u0131n 400 bin d\u00f6n\u00fcm\u00fc buldu\u011fu ifade edilmektedir. Bu durumda en az 40-50 bin ki\u015fi de bu \u015fekilde evinden bark\u0131ndan olacakt\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00d6zetle 70-80 bin KKTC vatanda\u015f\u0131 evinden, arazisinden olacakt\u0131r. Bize kalacak olan toprak, harita \u00fczerinde %29.2 olarak g\u00f6r\u00fcnmesine kar\u015f\u0131n fiilen y\u00fczde 15&#8217;lere d\u00fc\u015fecektir. Bunun i\u00e7indeki Be\u015fparmak Da\u011flar\u0131n\u0131 ve eteklerini, yol, baraj, g\u00f6let, dere yata\u011f\u0131, orman, kumsal, kayal\u0131k, ye\u015fil alan, \u00f6zel koruma alan\u0131, parklar\u0131, sit alanlar\u0131, sanayi b\u00f6lgeleri, havaliman\u0131, kent, k\u00f6y merkezleri vb. yerlerin toplam alan\u0131n\u0131 \u00e7\u0131kard\u0131\u011f\u0131n\u0131z zaman \u00fcretim yap\u0131labilecek alan y\u00fczde 2-3&#8217;lere d\u00fc\u015fmektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>\u0130\u015fte <em>&#8220;ne olacak %29.2 ye inilmi\u015fse, ne olacak y\u00fczde 7 taviz verilmi\u015fse, ne olacak i\u00e7imize Rum d\u00f6necekse, ne olacak onlara 1\/3 toprak verilecekse&#8221;<\/em> diyenlerin ve %1&#8217;in bile ne denli \u00f6nemli oldu\u011funu g\u00f6zlerden saklayanlar\u0131n gizlemeye \u00e7al\u0131\u015ft\u0131klar\u0131 kara tablo budur.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>N\u00dcFUSUN 2\/3\u2019\u00dc G\u00d6\u00c7 EDECEK<\/strong><\/p>\n<p>N\u00fcfusumuzun 2\/3 \u00fcn\u00fc yerinden ederek \u00e7\u00f6z\u00fcm ve bar\u0131\u015f de\u011fil ancak sava\u015f \u00e7\u0131kar\u0131l\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p>Y\u00fczde 7 toprak ve bir\u00e7ok k\u00f6y\u00fcn Rum taraf\u0131na verilmesi demek, en az 40-50 bin insan\u0131n yeniden g\u00f6\u00e7\u00fc demektir. Bunlara ilave olarak i\u00e7imize gelecek 50-60 bin Rumun alaca\u011f\u0131 m\u00fclkler dolay\u0131s\u0131 ile evsiz barks\u0131z kalacak olanlar da eklenince, toplamda 80-90 bin T\u00fcrk yeniden g\u00f6\u00e7men olacak demektir. \u0130laveten Ruma verilen 220 binlik n\u00fcfus d\u0131\u015f\u0131nda kalan, y\u0131llard\u0131r burada ya\u015fayan, ancak vatanda\u015f olmayan 80-90 bin ki\u015fi de adadan s\u00f6k\u00fcl\u00fcp at\u0131lacakt\u0131r. B\u00f6ylece 300 bin ki\u015filik n\u00fcfusumuzun 160-180 bini evinden, bark\u0131ndan, i\u015finden, ekme\u011finden, huzurundan olacakt\u0131r. D\u00fcnyan\u0131n neresinde bir devletin 2\/3 n\u00fcfusunu yerinden ederek bar\u0131\u015f, huzur ve ekonomik geli\u015fme sa\u011flanm\u0131\u015ft\u0131r?<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>M\u00dcLK\u0130YETTE VER\u0130LEN TAV\u0130ZLER<\/strong><\/p>\n<p>Sn. Ak\u0131nc\u0131, M\u00fclk sorununun Cuellar Plan\u0131nda \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fc gibi, <em>global takas ve tazminatlarla s\u0131f\u0131rlanmas\u0131<\/em> yerine, bireysel bazda \u00e7\u00f6z\u00fcm\u00fcn\u00fc de kabul etmi\u015ftir.<\/p>\n<p>KKTC tapular\u0131n\u0131 s\u0131f\u0131rlayarak 43 y\u0131ld\u0131r elinde devlet tapusu olan insanlar as\u0131l m\u00fclk sahibi de\u011fil de <em>&#8220;\u015fimdiki kullan\u0131c\u0131&#8221;<\/em> olarak tan\u0131mlan\u0131rken, Rumlar ise <em>\u201cyasal m\u00fclk sahibi<\/em>\u201d olarak tan\u0131mlanmaktad\u0131r. Bu sorunun bireysel bazda 25-30 y\u0131lda \u00e7\u00f6z\u00fclmeyece\u011fi ger\u00e7e\u011fi kar\u015f\u0131s\u0131nda T\u00fcrk ekonomisinin s\u0131f\u0131rlanmas\u0131na kap\u0131 a\u00e7\u0131lacakt\u0131r. \u00c7\u00fcnk\u00fc bir yabanc\u0131n\u0131n ba\u015fkanl\u0131\u011f\u0131nda e\u015fit say\u0131da Rum ve T\u00fcrk\u2019ten olu\u015facak olan M\u00fclkiyet Komisyonu, m\u00fclk\u00fcn kime ait oldu\u011funa karar verene kadar \u00e7\u00f6z\u00fcm\u00fcn ilk g\u00fcn\u00fcnden itibaren Kuzeydeki eski Rum m\u00fclkleri i\u00e7in memorandum ilan edilecek ve bu m\u00fclkler \u00fczerine yat\u0131r\u0131m yap\u0131lamayacak, inki\u015faf, devretme, kiralama, satma olamayacakt\u0131r. Bu durumda m\u00fclkiyeti belli olmayan bir m\u00fclk \u00fczerine ekonomik yat\u0131r\u0131m yap\u0131lamayacakt\u0131r. Bu ba\u011flamda Kuzeydeki eski Rum m\u00fclklerinin 1\/3\u2019\u00fcn\u00fcn iadesi ve karar verilirken ilk s\u00f6z hakk\u0131n\u0131n Rumlarda olmas\u0131 da kabul edilmi\u015ftir.<\/p>\n<p><em>Takas yap\u0131lmayacak m\u00fclkler ya iade edilecek, ya Rumlarla payla\u015f\u0131lacak, ya da KKTC tapu sahibi taraf\u0131ndan paras\u0131 \u00f6denerek yeniden sat\u0131n al\u0131nmas\u0131 dayat\u0131lacakt\u0131r. Bunun i\u00e7in ya bor\u00e7 alt\u0131na girilecek, ya da b\u00fcy\u00fck miktarlar tutacak olan \u00f6demeler yap\u0131lamayacak ve \u00e7at\u0131\u015fma \u00e7\u0131kacakt\u0131r\u2026 KKTC\u2019de son 43 y\u0131lda 3- 4 milyon tapu i\u015flemi yap\u0131ld\u0131\u011f\u0131 dikkate al\u0131n\u0131rsa, M\u00fclk Komisyonu milyonlarca i\u015flem konusunda karar verene kadar ( bu s\u00fcre 25-30 y\u0131l da olabilir)\u00a0 hi\u00e7bir m\u00fclk \u00fczerinde yat\u0131r\u0131m ve i\u015flem yap\u0131lamayaca\u011f\u0131ndan, KKTC ekonomisi \u00e7\u00f6kecek, m\u00fclklerinden gelir elde edemeyen insanlar\u00a0 banka bor\u00e7lar\u0131n\u0131 \u00f6deyemeyecek, bankalar ellerindeki ipotek m\u00fclklerin sahipleri ve stat\u00fcleri de\u011fi\u015fece\u011fi i\u00e7in ipoteklerini kaybedecekler, ipoteklerini ve alacaklar\u0131n\u0131 kaybeden, kredi veremeyen bankalar\u00a0 batacak ve Kuzey ekonomisi korkun\u00e7 bir kaos ve \u00e7\u00f6k\u00fc\u015f ya\u015fayacakt\u0131r.<\/em><\/p>\n<p>Bu ba\u011flamda, sosyal devlet anlay\u0131\u015f\u0131yla kendilerine mal verilen TC k\u00f6kenli vatanda\u015flar\u0131n, g\u00fcneyde e\u015fde\u011ferde m\u00fclk b\u0131rakmayan ancak sosyal devlet anlay\u0131\u015f\u0131 ile m\u00fclk tahsis edilen vatanda\u015flar\u0131n, \u015fehit ailelerinin, k\u0131rsal kesim arsas\u0131 verilen on binlerce gencin vb. KKTC yasalar\u0131 \u00e7er\u00e7evesinde 43 y\u0131ld\u0131r KKTC tapusu ile sahibi olduklar\u0131 m\u00fclkler \u00fczerinde hi\u00e7bir haklar\u0131 olmayacakt\u0131r. Kendilerine bir miktar tazminat \u00f6denerek m\u00fclklerinden \u00e7\u0131kar\u0131lacaklard\u0131r.<br \/>\n<strong><br \/>\nGARANT\u00d6RL\u00dcKTE VER\u0130LEN KORKUN\u00c7 TAV\u0130Z<\/strong><\/p>\n<p>Anastasiadis ve Yunanistan <em>\u201cAB i\u00e7inde garant\u00f6rl\u00fck olmaz, s\u0131f\u0131r asker, s\u0131f\u0131r garanti \u015fartt\u0131r\u201d<\/em> demektedir.<br \/>\nOysa AB \u00fcyesi K\u0131br\u0131s&#8217;ta 13 y\u0131ldan beri zaten garant\u00f6rl\u00fck vard\u0131r ve hi\u00e7bir sorun da yaratmam\u0131\u015ft\u0131r. Ak\u0131nc\u0131, Rum taraf\u0131na &#8220;<strong>AB i\u00e7inde garant\u00f6r olmazsa 2004\u2019de AB\u2019ye girerken niye itiraz etmedin&#8221;<\/strong> diye sormam\u0131\u015ft\u0131r. Rum ile AB aras\u0131ndaki tam \u00fcyelik protokol\u00fcne g\u00f6re garant\u00f6rl\u00fck ve \u0130ngiliz \u00fcsleri AB\u2019nin birincil hukuku olmu\u015ftur ve Rum ile AB buna itiraz etmemi\u015ftir.<\/p>\n<p>K\u0131br\u0131s Cumhuriyeti\u2019nin yapt\u0131\u011f\u0131 b\u00fct\u00fcn Uluslararas\u0131 anla\u015fmalar gibi Garanti ve \u0130ttifak Anla\u015fmas\u0131 da AB birincil hukuku olmu\u015ftur.<\/p>\n<p>Rum ve Yunan taraf\u0131n\u0131n tezleri \u201cYabanc\u0131 Askeri Varl\u0131k ve Garantilerin AB Normlar\u0131na uygun olmad\u0131\u011f\u0131\u201dd\u0131r.\u00a0Ne ki, \u0130ngiltere\u2019nin \u00fcslerine ve askeri varl\u0131\u011f\u0131na itiraz etmemektedirler.<br \/>\nOlli Rehn, 21 Ocak 2009\u2019da AB Komisyonu ad\u0131na Avrupa Parlamentosu\u2019nda verdi\u011fi yaz\u0131l\u0131 yan\u0131tta: <strong>\u201c<\/strong><em>AB Komisyonu, Garanti Antla\u015fmas\u0131\u2019n\u0131n AB\u2019nin \u00fczerine tesis edildi\u011fi temel ilkelere ters oldu\u011fu y\u00f6n\u00fcndeki d\u00fc\u015f\u00fcnceye\/endi\u015feye KATILMAMAKTADIR.\u201d<\/em> demi\u015ftir.<strong>\u00a0<\/strong><strong><br \/>\n<\/strong>\u00d6te yandan b\u00f6yle bir ayk\u0131r\u0131l\u0131k olsayd\u0131 konu, Rum taraf\u0131n\u0131n \u201cK\u0131br\u0131s Cumhuriyeti\u201d ad\u0131n\u0131 kullanarak AB \u00fcyesi olmas\u0131 d\u00f6neminde g\u00fcndeme gelmesi gerekirdi. Bilindi\u011fi gibi AB hukukuna g\u00f6re \u00fcye devletler, \u00fcyelikleri \u00f6ncesinde taraf olduklar\u0131 uluslararas\u0131 antla\u015fmalar\u0131n sorumlulu\u011funu ahde vefa ilkesi gere\u011fi ta\u015f\u0131may\u0131 s\u00fcrd\u00fcrmektedirler. Garanti sistemi ve T\u00fcrkiye\u2019nin bu a\u00e7\u0131dan haklar\u0131 ve sorumluluklar\u0131 AB Birincil Hukuku i\u00e7erisinde kayda ge\u00e7mi\u015ftir. \u00c7\u00fcnk\u00fc Rum taraf\u0131 2004\u2019de AB \u00fcyesi oldu\u011funda yapt\u0131\u011f\u0131 kat\u0131l\u0131m antla\u015fmas\u0131 ekinde yer alan 3 numaral\u0131 protokol\u00fcn giri\u015f k\u0131sm\u0131nda <em>\u201cK\u0131br\u0131s Cumhuriyeti\u2019nin Avrupa Birli\u011fi\u2019ne kat\u0131lmas\u0131, (1960) Kurulu\u015f Antla\u015fmas\u0131\u2019n\u0131n taraflar\u0131n\u0131n hak ve y\u00fck\u00fcml\u00fcl\u00fcklerini etkilemeyecektir\u201d<\/em> denilmektedir.<br \/>\nKurulu\u015f Antla\u015fmas\u0131\u2019n\u0131n giri\u015f b\u00f6l\u00fcm\u00fcnde de a\u00e7\u0131k\u00e7a Garanti Antla\u015fmas\u0131\u2019na g\u00f6nderme yap\u0131lm\u0131\u015ft\u0131r. B\u00f6ylece T\u00fcrkiye\u2019nin Garant\u00f6rl\u00fck Anla\u015fmas\u0131\u2019ndan do\u011fan haklar\u0131n\u0131n Rum taraf\u0131n\u0131n AB \u00fcyeli\u011fi nedeniyle etkilenmeyece\u011fi g\u00fcvencesi AB Birincil Hukuku ile kay\u0131t alt\u0131na al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>AB hukukuna g\u00f6re Birincil hukuk haline gelen Garant\u00f6rl\u00fc\u011f\u00fcn iptali i\u00e7in 27 \u00fclkenin tek tek meclislerinden karar almas\u0131 gerekecektir<\/p>\n<p>Ne ki, Sn. Ak\u0131nc\u0131 ve Sn. \u00c7avu\u015fo\u011flu Crans Montana\u2019da konuyu bu \u015fekilde ortaya koyacak ve <em>\u201cK\u0131br\u0131s sorununun nedeni garanti anla\u015fmas\u0131 de\u011fildir. Rumlar\u0131n 1791\u2019den beri gelen ENOS\u0130S hedefidir. Bu hedef nedeniyle T\u00fcrklere sald\u0131rmas\u0131, etnik temizlik ve soyk\u0131r\u0131m uygulamas\u0131 ve ortakl\u0131k cumhuriyetini i\u015fgal etmesidir\u201d<\/em> diyecek yerde, garant\u00f6rl\u00fc\u011f\u00fc pazarl\u0131k konusu yapm\u0131\u015flard\u0131r<\/p>\n<p>Bu \u00e7er\u00e7evede, Sn. Ak\u0131nc\u0131 ve D\u0130B \u00c7avu\u015fo\u011flu, anla\u015fma ile birlikte T\u00fcrk askerinin adadan \u00e7ekilerek 650 ki\u015filik bir alay seviyesine inmesini, anla\u015fman\u0131n uygulanmas\u0131 halinde ise 10-12 y\u0131l sonra garanti anla\u015fmas\u0131n\u0131n iptalini ve kalan askerlerin de \u00e7ekilmesi konusunun g\u00f6r\u00fc\u015f\u00fclmesini i\u00e7eren bir \u00f6neriyi Crans Montana\u2019da yapm\u0131\u015ft\u0131r. Rum-Yunan taraf\u0131 \u201cs\u0131f\u0131r asker s\u0131f\u0131r garanti\u201d talebinin hemen ger\u00e7ekle\u015fmesini istedi\u011fi i\u00e7in bir anla\u015fmaya var\u0131lmam\u0131\u015ft\u0131r. Ne ki Rum se\u00e7imlerinden sonra 10-12 y\u0131ll\u0131k s\u00fcreyi 5-8 y\u0131la \u00e7ekerek \u00f6neriyi kabul etmeleri b\u00fcy\u00fck bir olas\u0131l\u0131kt\u0131r\u2026<\/p>\n<p>Sn. Ak\u0131nc\u0131 ve Sn. \u00c7avu\u015fo\u011flu\u2019nun yapt\u0131klar\u0131 bu \u00f6neri KKTC ve TBMM\u2019de oy birli\u011fi ile al\u0131nan \u201cgarant\u00f6rl\u00fck k\u0131rm\u0131z\u0131\u00e7izgidir, asla iptal edilemez, garant\u00f6rl\u00fc\u011f\u00fc i\u00e7ermeyen bir anla\u015fma kabul edilemez, garant\u00f6rl\u00fck pazarl\u0131k konusu de\u011fildir\u201d \u015feklindeki bir\u00e7ok karar\u0131n pervas\u0131zca \u00e7i\u011fnenmesi demektir. Garant\u00f6rl\u00fc\u011f\u00fcn iptali, K\u0131br\u0131s T\u00fcrk halk\u0131n\u0131n g\u00fcvenli\u011fini yok edece\u011fi gibi, T\u00fcrkiye ile K\u0131br\u0131s\u2019\u0131n ba\u011flar\u0131n\u0131 koparacak, T\u00fcrkiye\u2019nin Do\u011fu Akdeniz ve K\u0131br\u0131s \u00fczerindeki stratejik \u00fcst\u00fcnl\u00fc\u011f\u00fcne ve g\u00fcvenli\u011fine son verecektir.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>H\u00dcK\u00dcMET\u0130N CENEVRE\u2019DE AKINCI\u2019YA VERD\u0130\u011e\u0130 MUHTIRA<\/strong><\/p>\n<p>KKTC h\u00fck\u00fcmeti, b\u00fct\u00fcn bu tavizlere kar\u015f\u0131 \u00e7\u0131karak Cenevre\u2019de Sn. Ak\u0131nc\u0131\u2019ya bir muht\u0131ra vermi\u015ftir. Ne ki Sn. Ak\u0131nc\u0131 h\u00fck\u00fcmeti ve muht\u0131ras\u0131n\u0131 ciddiye almam\u0131\u015ft\u0131r.
