AB\u2019ye 1995\u2019de Avusturya, Finlandiya \u0130sve\u00e7&#8217;in kat\u0131l\u0131m\u0131yla, \u00fcye say\u0131s\u0131 15&#8217;e y\u00fckseldi. 2004 y\u0131l\u0131nda, 10 yeni \u00fclkenin <em>(\u00c7ek Cumhuriyeti, Estonya, GKRY, Letonya, Litvanya, Macaristan, Malta, Polonya, Slovakya ve Slovenya)<\/em> kat\u0131l\u0131m\u0131yla \u00fcye say\u0131s\u0131 25\u2019e, 2007\u2019de Bulgaristan ve Romanya&#8217;n\u0131n, 2013\u2019de H\u0131rvatistan&#8217;\u0131n kat\u0131l\u0131m\u0131yla 28&#8217;e ula\u015ft\u0131.<\/p>\n<p><em>Bu h\u0131zl\u0131 b\u00fcy\u00fcme kar\u015f\u0131s\u0131nda, s\u0131ra nihai hedef olan \u201cAvrupa Birle\u015fik Devletleri\u201dne gelmi\u015ftir. Bu maksatla haz\u0131rlanan AB anayasas\u0131, federasyon mu, konfederasyon mu olmal\u0131y\u0131z tart\u0131\u015fmalar\u0131 g\u00f6lgesinde 2005\u2019de Fransa ve Hollanda\u2019da referanduma sunuldu; se\u00e7men hay\u0131r deyince de, geni\u015fleme noktaland\u0131; s\u0131n\u0131rlar belli oldu. B\u00f6ylece, Atlantik&#8217;ten Pasifik Okyanusu&#8217;na kadar geni\u015fleyen ABD <\/em><em>ve Bat\u0131 Avrupa\u2019dan Pasifik\u2019e kadar yay\u0131lan sab\u0131k Sovyetler Birli\u011fi aras\u0131nda s\u0131k\u0131\u015fan AB \u00fclkelerinin \u201cAvrupa Birle\u015fik Devletleri\u201d in\u015fa hayali son buldu.<\/em><\/p>\n<p><em>G\u00f6r\u00fcld\u00fc ki, \u00fclkeler egemenliklerinden ve kimliklerinden daha fazla taviz vermeyi kabul etmiyor.<\/em><\/p>\n<p><strong>\u00dcyelik, Uyum ve T\u00fcrkiye<\/strong><\/p>\n<p>AB \u00fcyesi olmak i\u00e7in; AB m\u00fcktesebat\u0131 <em>(m\u00fczakerelere konu olan 35 f<\/em><em>as\u0131l <\/em>ve <em>uluslararas\u0131 s\u00f6zle\u015fmeler) <\/em>ile Kopenhag Siyasi Kriterleri (<em>demokrasi, hukuk devleti, piyasa ekonomisi, az\u0131nl\u0131k haklar\u0131 ve az\u0131nl\u0131klara sayg\u0131<\/em>) ve Konsey kararlar\u0131yla uyumun sa\u011flanmas\u0131 gerekmektedir.<\/p>\n<p>AB ortakl\u0131\u011f\u0131, sosyo-ekonomik konulardaki 35 fas\u0131ldan <em>(https:\/\/www.ab.gov.tr\/37.html)<\/em>\u00a0 meydana gelmektedir. Bu fas\u0131llarda yer alan hususlar, her \u00fclke i\u00e7in ayn\u0131d\u0131r; de\u011fi\u015fmez. Ancak uygulamaya d\u00f6n\u00fck olarak zamanlama ve mali destek gibi konularda m\u00fczakerelere a\u00e7\u0131kt\u0131r.<\/p>\n<p>T\u00fcrkiye ile AB aras\u0131ndaki ihtilaf\u0131n neredeyse tamam\u0131, AB m\u00fcktesebat\u0131 ve Konseyin sadece T\u00fcrkiye i\u00e7in ald\u0131\u011f\u0131 kararlardan kaynaklanmaktad\u0131r; zira, T\u00fcrkiye\u2019ye \u00e7ok farkl\u0131 davran\u0131lmaktad\u0131r. Buna misal olarak, <em>\u201cAK, Yerel Y\u00f6netimlerin \u00d6zerklik \u015eart\u0131\u201d<\/em> ile <em>\u201cBM, \u0130kiz S\u00f6zle\u015fmeleri\u201d<\/em>ni g\u00f6sterebiliriz. Bu \u00e7ifte standard\u0131n; daha a\u00e7\u0131k ifadesiyle, \u00fclkemizin b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc hedef alan yapt\u0131r\u0131mlar\u0131n, tahamm\u00fcl edilmez boyutlara ula\u015ft\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Kamuoyu taraf\u0131ndan pek bilinmeyen, bilinse de \u00f6nemsenmeyen, h\u00fck\u00fcmetlerin bile g\u00f6rmezden geldi\u011fi; hatta destekledi\u011fi, hayati derecede \u00f6nemli g\u00f6rd\u00fc\u011f\u00fcm\u00fcz bu hukuksuzluklar\u0131 \u00f6rnekleriyle ele almak isteriz.<\/p>\n<p><strong>AB m\u00fcktesebat\u0131na uyum nedir; i\u015fbirli\u011fi nas\u0131l sa\u011flanmaktad\u0131r. <\/strong><\/p>\n<p><strong><u>A. \u00d6nce, hukuk tan\u0131mayan ve \u00e7ifte standart \u00f6rneklerine bakal\u0131m: <\/u><\/strong><\/p>\n<p>1. Bilindi\u011fi \u00fczere devletler; Birle\u015fmi\u015f Milletler (BM), Avrupa Konseyi (AK) ve Avrupa \u0130nsan Haklar\u0131 S\u00f6zle\u015fmesi (A\u0130HS) gibi temel s\u00f6zle\u015fmeleri ve bu \u00e7er\u00e7evede haz\u0131rlanan y\u00fczlerce s\u00f6zle\u015fmeyi imzalamaktad\u0131rlar. S\u00f6zle\u015fmeleri imzalay\u0131p imzalamamakta, \u00f6zg\u00fcr olan devletler; istedikleri maddelere de, istedikleri \u00e7ekinceyi koymakta; b\u00f6ylece d\u00fcnya d\u00fczeniyle uyum sa\u011flamaya \u00e7al\u0131\u015fmaktad\u0131rlar.<\/p>\n<p>S\u00f6zle\u015fmelere konulan \u00e7ekinceler genellikle; anayasa, kimlik, egemenlik, milli devlet yap\u0131s\u0131, y\u00f6netim sistemi, \u00fclke b\u00fct\u00fcnl\u00fc\u011f\u00fc, kamu d\u00fczeni, s\u0131n\u0131rlar\u0131n ve i\u00e7i\u015flerinin dokunulmazl\u0131\u011f\u0131, dil ve k\u00fclt\u00fcr gibi temel konularla ilgili olmaktad\u0131r.<\/p>\n<p>\u0130\u015fte, AB tam da bu noktada, baz\u0131 uluslararas\u0131 s\u00f6zle\u015fmelere koydu\u011fu <em>\u201c\u00e7ekinceleri\u201d<\/em> kald\u0131rmas\u0131 i\u00e7in, T\u00fcrkiye\u2019ye bask\u0131 uygulamaktad\u0131r. Bu, \u00e7ifte standart ise; AB m\u00fcktesebat\u0131n\u0131n ve uluslararas\u0131 s\u00f6zle\u015fmeler hukukunun ihlali anlam\u0131na gelmektedir.<\/p>\n<p>T\u00fcrkiye\u2019nin, hukuk d\u0131\u015f\u0131 bu taleplere uyma mecburiyeti yoktur; reddetme; \u0131srar halinde Avrupa Birli\u011fi Adalet Divan\u0131 (ABAD)\u2019nda dava a\u00e7ma hakk\u0131 vard\u0131r. Ancak, T\u00fcrkiye bug\u00fcne kadar bu hakk\u0131 kullanmad\u0131\u011f\u0131 i\u00e7in, telafisi g\u00fc\u00e7 ve a\u011f\u0131r zararlara u\u011fram\u0131\u015f; AB\u2019ye, daha da pervas\u0131zca davranma f\u0131rsat\u0131 vermi\u015ftir.<\/p>\n<p>2. AB; T\u00fcrkiye\u2019den k\u00fclt\u00fcrel ve dini gruplar\u0131 <em>\u201caz\u0131nl\u0131k\u201d<\/em> say\u0131p <em>\u201c\u00f6zerklik\u201d<\/em> isterken, baz\u0131 AB \u00fcyesi <em>(Fransa,<\/em> <em>\u0130spanya, Macaristan, Bulgaristan, Romanya, Letonya gibi)<\/em> \u00fclkelerde, etnik veya dini gruplar\u0131n topluma uyumu <em>(entegrasyonu)<\/em>\u2019nu sa\u011flamak \u00fczere tavsiyelerde bulunmakta; gerekli siyasi ve maddi deste\u011fi sa\u011flamaktad\u0131r.<\/p>\n<p>3. Ayn\u0131 \u015fekilde, son zamanlarda, <em>\u0130ngiltere, \u0130spanya ve Bel\u00e7ika\u2019<\/em>da b\u00f6l\u00fcnme eylemlerinin g\u00fcndeme gelmesi \u00fczerine AB, \u015fiddetle kar\u015f\u0131 \u00e7\u0131karak, \u00fcye \u00fclkelerin b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc savunmu\u015ftur.<\/p>\n<p>4. G\u00fcney K\u0131br\u0131s Rum Y\u00f6netimi (GKRY)\u2019nin AB \u00fcyeli\u011fine Aral\u0131k 2002\u2019de karar verildi.<\/p>\n<p>Bu tarihte GKRY\u2019nin devleti, topra\u011f\u0131, kurucular\u0131, anayasas\u0131, siyasi rejimi ba\u015fta olmak \u00fczere her \u015feyi tart\u0131\u015fmal\u0131yd\u0131; me\u015fruiyeti yoktu. Bu durumun su\u00e7lusu da, Rumlard\u0131; \u00e7\u00fcnk\u00fc. \u00a01960\u2019da kurulan ortak K\u0131br\u0131s Cumhuriyeti\u2019ni darbeyle y\u0131kt\u0131lar; T\u00fcrklere katliam yaparak aday\u0131 ikiye b\u00f6ld\u00fcler; devletin yeniden kurulmas\u0131n\u0131 sabote ettiler.\u00a0 Buna ra\u011fmen;\u00a0 AB m\u00fcktesebat\u0131na ve Kopenhag Siyasi Kriterlerine tamamen ayk\u0131r\u0131 oldu\u011fu halde Rumlar, K\u0131br\u0131s\u2019\u0131n me\u015fru h\u00fck\u00fcmeti say\u0131larak AB \u00fcyesi yap\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Bu \u00f6rneklerde g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi, m\u00fcktesebata ayk\u0131r\u0131 talep, sadece T\u00fcrkiye i\u00e7in s\u00f6z konusu olmaktad\u0131r. \u00c7ifte standart ise, zaten b\u00fct\u00fcn i\u015flemlerde vard\u0131r. \u0130kinci \u00f6rnekte; AB yetkisini a\u015farak, e\u015fit ve \u00e7o\u011funlu\u011fa mensup T\u00fcrk vatanda\u015flar\u0131n\u0131, <em>\u201caz\u0131nl\u0131k\u201d<\/em> yapmak isterken; di\u011fer \u00fclkelerde, toplumdan d\u0131\u015flanm\u0131\u015f ve \u015fiddete maruz kalan etnik gruplar\u0131, topluma entegre etmeye \u00e7al\u0131\u015fmaktad\u0131r.<\/p>\n<p>Bu \u00e7ifte standart \u00e7e\u015fidi, di\u011ferlerinden daha tehlikelidir; \u00fclkemizin temellerine konulmu\u015f dinamit gibidir; AB\u2019nin \u0131srar\u0131 da bundand\u0131r. \u00d6zellikle; kolektif kimlik kazand\u0131r\u0131lan gruplara; yay\u0131n, ileti\u015fim, e\u011fitim ve \u00f6\u011fretim imtiyaz\u0131n\u0131n verilmesi; b\u00f6l\u00fcnmenin yolunu \u00f6ylesine a\u00e7\u0131yor ki, d\u00f6n\u00fc\u015f\u00fc \u00e7ok zordur. \u00c7\u00fcnk\u00fc, kendi elimizle anayasam\u0131z\u0131 ve uluslararas\u0131 s\u00f6zle\u015fmeler hukukunu yok ederek; hukuki ve me\u015fru savunma hakk\u0131m\u0131zdan vazge\u00e7mi\u015f oluyoruz.<\/p>\n<p>Devletin ve milletin b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc bozan bu tuza\u011f\u0131n ne oldu\u011funu b\u00f6l\u00fcc\u00fc ter\u00f6r \u00f6rg\u00fct\u00fc PKK olay\u0131nda ya\u015fad\u0131k. \u0130\u015fte AB bunlar\u0131 alenen desteklenmekte; AB \u00fclkelerine ka\u00e7an ter\u00f6ristler korumakta; iadeleri istendi\u011finde, \u00a0kabul edilmemektedir. Daha da ileri giderek; AB ve AB \u00fclkelerinden gelen milletvekili, gazeteci veya uzman s\u0131fatl\u0131 ki\u015filer, do\u011frudan ter\u00f6r\u00fcn yo\u011funla\u015ft\u0131\u011f\u0131 kentlerimizde, b\u00f6l\u00fcc\u00fc unsurlarla gizli toplant\u0131lar yapmakta; sonra da T\u00fcrkiye\u2019yi su\u00e7lay\u0131c\u0131 beyanatlar vermektedirler.<\/p>\n<p>SONU\u00c7: \u00c7ifte standart siyasetiyle T\u00fcrkiye ortakl\u0131\u011fa de\u011fil de, b\u00f6l\u00fcnerek s\u00f6m\u00fcrgele\u015fmeye mi haz\u0131rlamaktad\u0131r? \u00a0\u00dcyelik kand\u0131rmacas\u0131yla, T\u00fcrkiye\u2019ye kurulan bu tuza\u011f\u0131 kesin olarak g\u00f6rmek \u00fczere, her y\u0131l yay\u0131nlanan \u201c<em>\u0130lerleme Raporlar\u0131na\u201d <\/em>bakmak yeterli olacakt\u0131r.<\/p>\n<p><strong><u>B. M\u00fcktesebat a\u00e7\u0131s\u0131ndan \u00fclkelerin durumu nas\u0131l de\u011ferlendiriliyor? \u00d6rnekleriyle\u00a0<\/u><\/strong><strong><u>bakal\u0131m:<\/u><\/strong><\/p>\n<p>1. Yunanistan Anayasas\u0131Madde 21\u2019de: <strong><em>\u201cHelenler e\u015fittir.\u201d<\/em><\/strong> Kural\u0131 ile Madde 31:\u00a0<strong><em>\u201cCumhurba\u015fkanl\u0131\u011f\u0131na se\u00e7ilebilmek i\u00e7in, bir ki\u015finin \u2026 baba veya ana taraf\u0131ndan Yunan soyundan gelmesi,\u2026<\/em><\/strong><em>\u00a0 <strong>\u015fartt\u0131r.\u201d<\/strong><\/em>\u00a0 kural\u0131 vard\u0131r. Buna g\u00f6re: Helen soyundan gelmeyen soy az\u0131nl\u0131klar\u0131 <em>(T\u00fcrkler, Arnavutlar, Romenler ve Pomaklar gibi)<\/em> e\u015fit\u00a0 say\u0131lmad\u0131\u011f\u0131 gibi; Irk\u00e7\u0131 ve ayr\u0131mc\u0131l\u0131k yap\u0131larak Cumhurba\u015fkan\u0131 da olam\u0131yorlar.<\/p>\n<p>2. Danimarka kraliyet anayasas\u0131, Madde 2. <strong><em>\u201cY\u00f6netim \u015fekli s\u0131n\u0131rl\u0131 monar\u015fidir. Kraliyet\u00a0<\/em><\/strong><strong><em>H\u00fck\u00fcmranl\u0131\u011f\u0131, 27 Mart 1953 tarihli Taht Yasas\u0131nda belirtilen h\u00fck\u00fcmlere g\u00f6re, miras yoluyla erkek ya da k\u0131za intikal eder. Madde 6. Kral, Evanjel-Luter Kilisesi mensubu olmal\u0131d\u0131r.\u201d<\/em><\/strong><\/p>\n<p>SONU\u00c7: \u00d6rneklerde g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi, devletler nas\u0131l kurulmu\u015fsa, anayasalar\u0131 nas\u0131l yap\u0131lm\u0131\u015fsa, dili neyse AB \u00fcyesi olunca, bu temel \u00f6zellikleri de\u011fi\u015fmiyor. AB; devlet kuran, anayasa yapan, resmi dili ve rejimleri belirleyen; millet yap\u0131s\u0131na ve kutsal say\u0131lan egemenlik haklar\u0131 ile inan\u00e7 ve ibadet h\u00fcrriyetine m\u00fcdahale eden bir te\u015fkilat de\u011fildir. AB; ortak konular\u0131nda, kurallara g\u00f6re, y\u00f6netim yetkisine sahip bir \u00fcst kurulu\u015ftur.<\/p>\n<p>AB, \u00fcye \u00fclkelerde; hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc, i\u015fleyen demokrasi ve piyasa ekonomisi, insan haklar\u0131, az\u0131nl\u0131klara sayg\u0131 ve az\u0131nl\u0131klar\u0131n korunmas\u0131 gibi temel de\u011ferlerin varl\u0131\u011f\u0131yla yak\u0131ndan ilgilidir. Bu ilgilenme; \u00fclkelerin birbirlerinin kopyas\u0131 gibi olaca\u011f\u0131 anlam\u0131na gelmez. \u00a0Genel olarak, devletler bu de\u011ferleri benimsemi\u015f mi veya benimseme kapasitesi var m\u0131? \u00dclkenin y\u00f6neli\u015fi ve anlay\u0131\u015f\u0131 bu do\u011frultuda m\u0131? Bunlara bak\u0131l\u0131r. \u00a0GKRY\u2019nin \u00fcye yap\u0131lmas\u0131 ise, AB i\u00e7in bir intihard\u0131r; T\u00fcrk (!) sorunundan kaynaklanmaktad\u0131r.<\/p>\n<p><strong><u>B. S\u0131ra T\u00fcrkiye\u2019ye gelince, her \u015fey tersy\u00fcz edilmektedir. Buna dair dini ve siyasi konulardan \u00f6rnekler verelim:<\/u><\/strong><\/p>\n<p>1) AB, Camilerimizde, kutsal kitab\u0131m\u0131z\u0131n <strong><em>\u201cAllah indinde din \u0130slam\u2019d\u0131r\u201d<\/em><\/strong> ayetinin okunmas\u0131na kar\u015f\u0131 \u00e7\u0131kmaktad\u0131r. T\u00fcrkiye ile AB aras\u0131ndaki en \u00f6nemli ihtilaf alanlar\u0131ndan biri de az\u0131nl\u0131k ve etnisite konusudur;\u00a0 \u00fclkemizin b\u00fct\u00fcnl\u00fc\u011f\u00fc ile do\u011frudan ilgili oldu\u011fu i\u00e7in de \u00e7ok \u00f6nemlidir. Bilindi\u011fi gibi, uluslararas\u0131nda az\u0131nl\u0131k tarifinde anla\u015fma sa\u011flanamad\u0131\u011f\u0131ndan; az\u0131nl\u0131\u011f\u0131 belirleme yetkisi ilgili devletlere aittir. Nitekim; \u201c<em>AG\u0130T Helsinki Sonu\u00e7 Belgesi&#8217;nde, (1 A\u011fustos 1975) &#8220;Kimlerin az\u0131nl\u0131k say\u0131laca\u011f\u0131na, devletin kendisi karar verecektir\u201d <\/em>denilmektedir. Buna g\u00f6re; Fransa BM\u2019ye resmen ba\u015fvurarak, <em>\u201cFransa\u2019da ya\u015fayan herkes Frans\u0131z\u2019d\u0131r; etnik toplulu\u011fumuz ve az\u0131nl\u0131\u011f\u0131m\u0131z yoktur\u201d<\/em> beyan\u0131nda bulunmu\u015f; sorun da b\u00f6ylece \u00e7\u00f6z\u00fclm\u00fc\u015ft\u00fcr. Hi\u00e7bir merci Fransa\u2019ya; Korsikal\u0131lardan, dillerinden, ileti\u015fim, yay\u0131n ve \u00f6\u011fretiminden bahsedemez.\u00a0 T\u00fcrkiye ise, Lozan Antla\u015fmas\u0131 ile gayrim\u00fcslimleri az\u0131nl\u0131k kabul etmi\u015f; bunun d\u0131\u015f\u0131nda kalan T\u00fcrk vatanda\u015flar\u0131n\u0131 \u00e7o\u011funlu\u011fa mensup saym\u0131\u015ft\u0131r. Buna ra\u011fmen AB; K\u00fcrt k\u00f6kenli T\u00fcrk vatanda\u015flar\u0131n\u0131 az\u0131nl\u0131k yapmak i\u00e7in T\u00fcrkiye\u2019ye bask\u0131 yapmaktad\u0131r.<\/p>\n<p>2. AB, daha da ileri giderek \u00e7o\u011funlu\u011fa mensup vatanda\u015flar\u0131m\u0131z\u0131 hem <em>\u201caz\u0131nl\u0131k\u201d\u00a0\u00a0<\/em>yapmakta, hem de az\u0131nl\u0131klara s\u00f6zle\u015fmeyle tan\u0131nan birey hakk\u0131n\u0131, grup hakk\u0131na d\u00f6n\u00fc\u015ft\u00fcrmek i\u00e7in T\u00fcrkiye\u2019ye bir\u00e7ok yasal ve idari d\u00fczenleme yapt\u0131r\u0131yor. Bu \u00e7er\u00e7evede; etnik temelde parti ve dernek kurma, propaganda yapma, yerel dillerde yay\u0131m, e\u011fitim, ileti\u015fim, devlete ula\u015f\u0131m ve b\u00f6l\u00fcc\u00fc ter\u00f6r\u00fcn desteklenmesiyle siyasi ve sosyal doku bozuluyor. B\u00fct\u00fcn bunlar, Osmanl\u0131dan itibaren b\u00fct\u00fcn T\u00fcrk anayasalar\u0131na, uluslararas\u0131 hukuka ve AB m\u00fcktesebat\u0131na ayk\u0131r\u0131 oldu\u011fu halde\u2026<\/p>\n<p>Buna kar\u015f\u0131l\u0131k AB; \u00a0\u00fcye \u00fclkelerinin s\u00f6m\u00fcrgecili\u011fi s\u00fcrd\u00fcrmelerini g\u00f6rmezden geldi; \u00a0BM S\u00f6zle\u015fmesine g\u00f6re halklar\u0131n self determinasyon hakk\u0131n\u0131 kullanmas\u0131yla ilgilenmedi.<\/p>\n<p>Ama, hen\u00fcz AB \u00fcyesi olmayan K\u0131br\u0131s\u2019ta, tam anlam\u0131yla ayr\u0131 bir halk olan T\u00fcrklerin 1983\u2019te self determinasyon hakk\u0131n\u0131 kullanmas\u0131na \u015fiddetle kar\u015f\u0131 \u00e7\u0131karak, Kuzey K\u0131br\u0131s T\u00fcrk Cumhuriyetini <em>\u201ckorsan devlet\u201d <\/em>ilan etti.<\/p>\n<p>3. Yine; Fransa\u2019n\u0131n 1954-1962 y\u0131llar\u0131 aras\u0131nda bir bu\u00e7uk milyon Cezayirliyi; 1994\u2019de bir milyon Ruandal\u0131\u2019n\u0131n katledilmesine seyirci kal\u0131yor; soyk\u0131r\u0131m yapmas\u0131na seyirci kal\u0131yor. Ancak konu T\u00fcrklere gelince, mahkeme kararlar\u0131na ra\u011fmen Ermenilere <em>\u201csoyk\u0131r\u0131m yap\u0131ld\u0131\u201d<\/em> karar\u0131 alabiliyor. Hukuki ge\u00e7erli\u011fi olmayan ve defalarca al\u0131nan bu siyasi kararlarla; T\u00fcrkiye\u2019ye siyasi bask\u0131 yaparak Ermenistan\u2019a taviz verilmesine \u00e7al\u0131\u015fmaktad\u0131r.<\/p>\n<p>Bu konular\u0131, belgeleri ve ayr\u0131nt\u0131lar\u0131yla geni\u015f bir \u015fekilde, Cumhuriyet Gazetesi Strateji ekinde, 27 Aral\u0131k 2004 tarihinde yay\u0131mlanan makalemizde ele ald\u0131k.
