Raporlarda yer alan ortakl\u0131\u011f\u0131n gere\u011fi uyum kriterleri, 35 fas\u0131l [1] alt\u0131nda toplanan sosyo-ekonomik konulardan meydana gelmektedir. Bu teknik konular incelememizin d\u0131\u015f\u0131ndad\u0131r. Bu \u00e7al\u0131\u015fmam\u0131zda, siyasi konular dedi\u011fimiz, T\u00fcrkiye\u2019yi d\u00f6n\u00fc\u015ft\u00fcrmeyi hedefleyen, AB\u2019nin yetkisinde olmayan, T\u00fcrk devletinin ve T\u00fcrk Milletinin dokusuyla ilgili olanlar\u0131 ele alaca\u011f\u0131z. Ortakl\u0131k konular\u0131 d\u0131\u015f\u0131nda ve m\u00fcktesebata ayk\u0131r\u0131 \u00e7\u0131lg\u0131nca bir siyasi liste \u00f6n\u00fcm\u00fcze konmaktad\u0131r. Sanki AB siyasi bir ortakl\u0131km\u0131\u015f gibi, egemenli\u011fimize, d\u00f6n\u00fck yapt\u0131r\u0131mlarla kar\u015f\u0131la\u015fmaktay\u0131z. Biz; &#8220;AB \u00fcyesi oldu\u011fumuzda telafi ederiz&#8221; anlay\u0131\u015f\u0131yla, itiraz etmeden bu tehlikeli isteklerin gere\u011fini yapt\u0131k\u00e7a; yenileri artarak gelmekte ve \u00fcyelik hedefine yakla\u015fmak bir yana, daha da uzakla\u015fmaktay\u0131z. Bunun ilk ve yo\u011fun \u00f6rne\u011fini 2001 y\u0131l\u0131nda ya\u015fad\u0131k; 2002 ve 2003\u2019de devam ettik. 17 Aral\u0131k 2004 AB Zirvesinde Konsey, <em>\u201cKopenhag Siyasi Kriterlerine uyum\u201d<\/em> sa\u011flad\u0131\u011f\u0131m\u0131z gerek\u00e7esiyle m\u00fczakere tarihi verdi; arkas\u0131ndan \u00f6n\u00fcm\u00fcze \u00f6yle bir iki de\u011fil, 80\u2019i a\u015fan siyasi, evet siyasi yapt\u0131r\u0131mlardan olu\u015fan koskoca bir liste koydu. Hem de, \u00fcslup olarak; istiskal ve alay etmekten, a\u015fa\u011f\u0131lamaktan ve hakaretten perva etmeyen bir liste.\u00a0 Bunun i\u00e7in de, AB tarihinde ilk defa, T\u00fcrkiye i\u00e7in \u00fc\u00e7 rapor; <em>\u0130lerleme Raporu, Tavsiye Raporu<\/em> ve <em>Etki Raporu<\/em> haz\u0131rlan\u0131p, uyum i\u00e7in gere\u011finin yap\u0131lmas\u0131 istendi<\/p>\n<p>Bu tespitlerin \u0131\u015f\u0131\u011f\u0131nda, 17 Aral\u0131k 2004 AB Zirvesi \u00f6zelinde ili\u015fkilerimizi irdeleyece\u011fiz. \u0130li\u015fkilerimizin mahiyetini, a\u00e7\u0131k bir \u015fekilde ortaya koyacak; ev \u00f6devlerimizi madde madde ele alaca\u011f\u0131z.<\/p>\n<p>Giri\u015f mahiyetindeki I\u2019inci yaz\u0131da, AB\u2019nin yap\u0131s\u0131, uluslararas\u0131 s\u00f6zle\u015fmeler hukuku, m\u00fcktesebat ve ortak politika <em>(35 fas\u0131l)<\/em> konular ne demektir, a\u00e7\u0131klanm\u0131\u015ft\u0131. Bu bak\u0131mdan, bahsi ge\u00e7en \u00fc\u00e7 rapordaki maddeleri \u00e7ifte standartl\u0131l\u0131k, m\u00fcktesebata uygunluk ve ortak politika a\u00e7\u0131s\u0131ndan ele alarak de\u011ferlendirece\u011fiz. B\u00f6ylece, Konsey T\u00fcrkiye\u2019yi; ortakl\u0131\u011fa m\u0131, manda veya s\u00f6m\u00fcrge yapmaya m\u0131, yoksa par\u00e7alamaya m\u0131 haz\u0131rlamak istiyor; karar\u0131 okuyucuya b\u0131rakaca\u011f\u0131z; karar sizin olacakt\u0131r.<\/p>\n<p>\u0130\u015fte 2004 Zirvesinde yap\u0131lmas\u0131 istenenler ve teknik a\u00e7\u0131klamalar\u0131:<\/p>\n<h2>1.Lozan&#8217;\u0131n yeniden yorumlanmas\u0131<\/h2>\n<p><em>AB\u2019nin yetkisinde olmayan, \u00a0m\u00fcktesebata ayk\u0131r\u0131 bir taleptir. Lozan; T\u00fcrkiye Cumhuriyetini kuran, uluslararas\u0131 bir Antla\u015fma ve egemenli\u011fimizin tapusudur. Esasen; Birle\u015fmi\u015f Milletler S\u00f6zle\u015fmesine g\u00f6re egemenliklere, i\u00e7i\u015flerine, toprak b\u00fct\u00fcnl\u00fc\u011f\u00fcne ve kamu d\u00fczenine dokunulamaz; kutsald\u0131r. Bu alana hi\u00e7bir uluslararas\u0131 otorite m\u00fcdahale edemez.<\/em><\/p>\n<p><em>\u00a0<\/em><em>T\u00fcrkiye Cumhuriyeti; laik, demokratik ve sosyal bir hukuk devletidir; dili T\u00fcrk\u00e7edir; piyasa ekonomisini benimsemi\u015ftir.<\/em><em>\u00a0<\/em><\/p>\n<ol start=\"2\">\n<li>\n<h2>Kopenhag Kriterleri temelinde yeni anayasa<\/h2>\n<\/li>\n<\/ol>\n<p>1\u2019inci maddedeki a\u00e7\u0131klama burada da ge\u00e7erlidir. <em>T\u00fcrk anayasas\u0131 ile Kopenhag Siyasi Kriterleri uyumlu oldu\u011fundan, AB Zirvesinde T\u00fcrkiye\u2019ye m\u00fczakere tarihi verilmi\u015ftir.\u00a0 Bilindi\u011fi gibi, Kopenhag Siyasi Kriterleri hukuk devleti, demokrasi, piyasa ekonomisi, insan haklar\u0131, az\u0131nl\u0131klara sayg\u0131 ve az\u0131nl\u0131klar\u0131n korunmas\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor; burada T\u00fcrk anayasas\u0131yla \u00e7eli\u015fen bir kriter yoktur.<\/em><\/p>\n<p><em>Asl\u0131nda, Kopenhag Kriterleri, Var\u015fova Pakt\u0131ndan ayr\u0131lan Orta ve Do\u011fu Avrupa \u00fclkeleri i\u00e7in haz\u0131rlanm\u0131\u015ft\u0131r. \u00c7\u00fcnk\u00fc bu devletler, kolektivist sistemden yeni \u00e7\u0131kt\u0131klar\u0131ndan, hukuk, demokrasi ve piyasa ekonomisi, insan haklar\u0131 gibi kriterlerden mahrum durumdayd\u0131lar.<\/em><\/p>\n<p><em>Malum oldu\u011fu \u00fczere, Lozan\u2019a g\u00f6re az\u0131nl\u0131\u011f\u0131m\u0131z olan gayrim\u00fcslim vatanda\u015flar\u0131m\u0131z, b\u00fct\u00fcn haklar\u0131n\u0131 fazlas\u0131yla kullanmaktad\u0131rlar. Ama AB \u00fcyesi Yunanistan, M\u00fcsl\u00fcman T\u00fcrk az\u0131nl\u0131\u011f\u0131n; kendisine T\u00fcrk demesine, m\u00fcft\u00fcs\u00fcn\u00fc se\u00e7mesine, camileri onarmas\u0131na, vak\u0131flar\u0131 y\u00f6netmesine, gayrimenkulleri tasarruf etmesine izin vermiyor. B\u00f6ylece Yunanistan; hem Lozan\u2019\u0131, hem de Kopenhag Siyasi Kriterlerini ihlal etmekte; ama AB taraf\u0131ndan uyar\u0131lmamaktad\u0131r. Bu ikili tutumdur; \u00e7ifte standartt\u0131r<\/em><em>.<\/em><em>\u00a0<\/em><\/p>\n<ol start=\"3\">\n<li>\n<h2>Kom\u015fu \u00fclkelerle ili\u015fkilerde, ulusal g\u00fcvenlik stratejinin belirlenmesi ve uygulanmas\u0131nda ordunun de\u011fil, sivil otoritenin ve sivil toplum \u00f6rg\u00fctlerinin belirleyici olmas\u0131<\/h2>\n<\/li>\n<\/ol>\n<p><em>\u00a0<\/em><em>AB \u00fcyesi veya aday olan \u00fclkeler, d\u0131\u015f politikada serbesttirler. AB ortak alan\u0131na girmeyen bu konuda AB\u2019nin m\u00fcdahale yetkisi yoktur. Uluslararas\u0131 hukuka da ayk\u0131r\u0131 bir taleptir. Kom\u015fu \u00fclkelerden kas\u0131t da, T\u00fcrkiye\u2019nin toprak b\u00fct\u00fcnl\u00fc\u011f\u00fcne ve egemenli\u011fine s\u00fcrekli sald\u0131r\u0131 halinde olan ve gerginli\u011fe yol a\u00e7an Yunanistan, K\u0131br\u0131s Rumlar\u0131 ve Ermenistan\u2019d\u0131r.<\/em><\/p>\n<p><em>\u00a0<\/em><em>T\u00fcrkiye, uzmanl\u0131\u011f\u0131 gerektiren ulusal g\u00fcvenlik stratejisinin belirlenmesini ve karara ba\u011flanmas\u0131n\u0131, her AB \u00fcyesi gibi yapmaktad\u0131r. Belirleme, devletin ilgili organ, kurum ve kurulu\u015flar\u0131 taraf\u0131ndan yap\u0131lmakta; \u00a0sivil otorite taraf\u0131ndan onayland\u0131\u011f\u0131nda da karara d\u00f6n\u00fc\u015fmektedir.<\/em><\/p>\n<p><em>\u00a0<\/em><em>AB; b\u00f6ylesine hayati derece \u00f6nemli konularda, \u201corduya\u201d de\u011fil, \u201csivil otoriteye [h\u00fck\u00fcmete] ve STK\u2019lara\u201d \u00e7ok g\u00fcveniyor olmal\u0131 ki: T\u00fcrkiye siyasetinde hi\u00e7 de\u011fi\u015fmeyen hedefleri;<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>\u00a0<\/em><em>1.Ege adalar\u0131, Ege denizi, Bat\u0131 Trakya M\u00fcsl\u00fcman-T\u00fcrk az\u0131nl\u0131\u011f\u0131, Heybeliada Ruhban Okulu ve \u201cek\u00fcmen Patrikhane\u201d sorunlar\u0131nda Yunanistan\u2019la,<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>2. K\u0131br\u0131s sorununda Rumlarla,<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>3. S\u00f6zde \u201csoyk\u0131r\u0131m\u0131\u201d dayatan, A\u011fr\u0131 Da\u011f\u0131 ve alt\u0131 ilimizi talep eden, bat\u0131 \u00fclkelerinde masum diplomatlar\u0131m\u0131z\u0131 katleden; Azerbaycan\u2019da katliam ve soyk\u0131r\u0131m yapan i\u015fgalci Ermenistan\u2019la,<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>4. G\u00fcneydo\u011fu\u2019da, 40 bin vatanda\u015f\u0131m\u0131z\u0131n katlinden sorumlu b\u00f6l\u00fcc\u00fc ter\u00f6r \u00f6rg\u00fct\u00fc PKK ile<\/em><\/p>\n<p><em>Uzla\u015fmas\u0131n\u0131n m\u00fcmk\u00fcn olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnmektedir. K\u0131saca AB, hayati derecede \u00f6nemli sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcn\u00fc, ikisi AB \u00fcyesi olan sald\u0131rgan taraftan de\u011fil de, egemenli\u011fi sald\u0131r\u0131ya u\u011frayan T\u00fcrkiye\u2019den beklemektedir. Yani; bu sald\u0131rganlara \u201cevet\u201d dememizi istemektedir.<\/em><em>\u00a0<\/em><\/p>\n<ol start=\"4\">\n<li>\n<h2>MGK Kanunu&#8217;nun ulusal g\u00fcvenli\u011fi tarif eden 2a maddesi ile TSK \u0130\u00e7 Hizmet Kanunu&#8217;nun Cumhuriyet&#8217;i koruma ve kollama g\u00f6revini d\u00fczenleyen 35&#8217;inci maddenin de\u011fi\u015fmesi<\/h2>\n<\/li>\n<\/ol>\n<p><strong><em>\u00a0<\/em><\/strong><em>AB; yetkisi olmad\u0131\u011f\u0131 i\u00e7in, T\u00fcrkiye\u2019nin i\u00e7i\u015flerine kar\u0131\u015famaz. \u00c7\u00fcnk\u00fc; ulusal g\u00fcvenli\u011fin tarifi ve \u0130\u00e7 Hizmet Kanununun de\u011fi\u015fmesi gibi devletin temel yap\u0131s\u0131na ve milli g\u00fcvenli\u011fine dair konularda karar yetkisi ba\u011f\u0131ms\u0131z T\u00fcrk devletine aittir. BM \u015eart\u0131\u2019na g\u00f6re, i\u00e7i\u015fleri kutsald\u0131r; hi\u00e7bir yabanc\u0131 g\u00fc\u00e7 m\u00fcdahale edemez; bu sebeple de bu talepler AB m\u00fcktesebat\u0131na ayk\u0131r\u0131d\u0131r.<\/em><em>\u00a0<\/em><\/p>\n<ol start=\"5\">\n<li>\n<h2>Genelkurmay Ba\u015fkan\u0131&#8217;n\u0131n Milli Savunma Bakan\u0131&#8217;na ba\u011flanmas\u0131<\/h2>\n<\/li>\n<\/ol>\n<p><em>4\u2019\u00fcnc\u00fc maddedeki a\u00e7\u0131klamalar \u00e7er\u00e7evesinde, AB yetki alan\u0131na girmez; AB m\u00fcktesebat\u0131na ayk\u0131r\u0131d\u0131r. T\u00fcrk Devletinin i\u00e7yap\u0131s\u0131yla ilgilidir; \u00fclkenin gelene\u011fine, ihtiyac\u0131na, k\u00fclt\u00fcr\u00fcne, hukukun ve demokrasinin temel ilkelerine uygun olarak gerekli d\u00fczenlemeyi, her zaman yapma yetkisi devlete aittir.<\/em><\/p>\n<ol start=\"6\">\n<li>\n<h2>Askerlerin politik, sosyal ve d\u0131\u015f politikada a\u00e7\u0131klama, brifing veya deme\u00e7 vermemeleri<\/h2>\n<\/li>\n<\/ol>\n<p><em>AB yetki alan\u0131 girmeyen, m\u00fcktesebata ayk\u0131r\u0131 bir konudur. AB, T\u00fcrk devlet yap\u0131s\u0131n\u0131 tanzim edemez. Buna g\u00f6re,\u00a0merkezi\u00a0h\u00fck\u00fcmet yetkileri yerel birimlere aktar\u0131lacak; b\u00f6ylece \u00fclke, imparatorluktaki \u00e7e\u015fitli unsurlar taraf\u0131ndan y\u00f6netilecekti. A\u0130HM kararlar\u0131n\u0131n icras\u0131n\u0131n takip yetkisi, Avrupa Konseyi(AK) Bakanlar Komitesine aittir. \u0130lgili devletler gerekti\u011finde Komite ile m\u00fczakereler yaparak, A\u0130HM karar\u0131 \u00fczerinde bir uzla\u015fmaya varmaktad\u0131r; Rum Loizidou davas\u0131nda oldu\u011fu gibi.<\/em> <em>1998\u2019de A\u0130HM\u2019in aleyhteki karar\u0131na T\u00fcrkiye\u2019nin, hen\u00fcz ferdi yarg\u0131lama yetkisi tan\u0131mad\u0131\u011f\u0131 i\u00e7in yapt\u0131\u011f\u0131 itiraz\u0131, AK Bakanlar Komitesi uygun g\u00f6rerek, icras\u0131n\u0131 durdurmu\u015ftur. 2004 y\u0131l\u0131nda, m\u00fczakere tarihi almam\u0131z i\u00e7in yararl\u0131 olaca\u011f\u0131 gerek\u00e7esiyle 1 milyon dolar tazminat \u00f6demi\u015ftir<\/em>. AP\u2019nun, insanl\u0131k su\u00e7u i\u015fleyen b\u00f6l\u00fcc\u00fc ter\u00f6r \u00f6rg\u00fct\u00fcn\u00fc alenen desteklemesi; 1994\u2019 de, kanl\u0131 ter\u00f6r sald\u0131r\u0131lar\u0131n\u0131n zirve yapt\u0131\u00a0 s\u0131rada, T\u00fcrkiye\u2019ye kar\u015f\u0131 ter\u00f6r \u00f6rg\u00fct\u00fcn\u00fcn hamisi gibi tav\u0131r almas\u0131; \u201ckendi kaderini tayin\u201d( self-determinasyon) hakk\u0131 anlam\u0131na gelen k\u0131\u015fk\u0131rtmaya kalk\u0131\u015fmas\u0131; AB\u2019nin T\u00fcrkiye alg\u0131lamas\u0131n\u0131n mahiyetini a\u00e7\u0131\u011fa vurmas\u0131 a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemlidir.<\/em><\/p>\n<ol start=\"13\">\n<li>\n<h2>Az\u0131nl\u0131klar \u00c7er\u00e7eve S\u00f6zle\u015fmesinin imzalanmas\u0131<\/h2>\n<\/li>\n<\/ol>\n<p><strong><em>\u00a0<\/em><\/strong><em>AB\u2019nin yetkisinde olmayan bir taleptir. Anayasa devletin dili T\u00fcrk\u00e7e diyorsa,\u00a0 birer kamu kurulu\u015fu olan her parti, bu dili kullanmak zorundad\u0131r. AB\u2019nin, d\u00fcnyada bir benzeri olmayan b\u00f6yle bir\u00a0 talepte bulunmakla, devlet i\u00e7inde uyumsuzlu\u011fu ve ayr\u0131\u015fmay\u0131 davet etti\u011finin fark\u0131nda olmad\u0131\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclemez.<\/em><\/p>\n<p><em>\u00a0<\/em><em>Bu konuda 16 ve 32. STK\u2019lar\u0131n g\u00fcc\u00fcn\u00fc do\u011fru anlayabilmek i\u00e7in, <\/em>\u201c<em>2013 Taksim\u00a0Gezi\u00a0Park\u0131 protesto<\/em><em> y\u00fcr\u00fcy\u00fc\u015fleri<\/em>\u201d <em>hat\u0131rlanmal\u0131d\u0131r. \u0130stanbul ve d\u0131\u015f\u0131nda, bir anda 68 il ve il\u00e7ede ba\u015flay\u0131p g\u00fcnlerce s\u00fcren ve b\u00fct\u00fcn \u00fclkeyi sarsacak boyutlara ula\u015fan protestolar, k\u00fc\u00e7\u00fcmsenemez. K\u0131rsaldaki binlerce k\u00fc\u00e7\u00fck k\u00f6yler ve mezralarda can ve mal g\u00fcvenli\u011finin sa\u011flanamad\u0131\u011f\u0131, vatanda\u015flar\u0131m\u0131z\u0131n PKK ter\u00f6r \u00f6rg\u00fct\u00fcn\u00fcn bar\u0131nma ve lojistik ihtiyac\u0131na hizmet etmek zorunda kald\u0131\u011f\u0131 i\u00e7in, vatanda\u015flar\u0131m\u0131z\u0131n \u015fehir merkezlerine ta\u015f\u0131nmas\u0131 uygun g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Bu sebepledir ki; k\u0131rsalda tutunmakta zorlanan PKK ter\u00f6r \u00f6rg\u00fct\u00fc, yay\u0131nlad\u0131\u011f\u0131 her bildiride AB\u2019nin bu talebini g\u00fcndeme getirmektedir.<\/em><\/p>\n<p><em>\u00a0<\/em><em>B\u00f6ylece AB, ter\u00f6r\u00fcn \u00f6nlenmesini ve can g\u00fcvenli\u011finin sa\u011flanmas\u0131n\u0131 hedefleme yerine; b\u00f6l\u00fcc\u00fc ter\u00f6r \u00f6rg\u00fct\u00fcn\u00fc, \u00e7ekinmeden ve a\u00e7\u0131k\u00e7a desteklemeyi gerekli g\u00f6rm\u00fc\u015ft\u00fcr.<\/em><em>\u00a0<\/em><\/p>\n<ol start=\"41\">\n<li>\n<h2>K\u00fcrt az\u0131nl\u0131klar\u0131n, di\u011fer az\u0131nl\u0131klara tan\u0131nan hak ve \u00f6zg\u00fcrl\u00fcklerden tam olarak yararlanmas\u0131na imk\u00e2n verecek tedbirlerin al\u0131nmas\u0131<\/h2>\n<\/li>\n<\/ol>\n<p><em>\u00a0<\/em><em>AB\u2019nin yetki alan\u0131na girmedi\u011fi gibi, m\u00fcktesebat\u0131na da ayk\u0131r\u0131d\u0131r. Uluslararas\u0131 hukuka, T\u00fcrk anayasalar\u0131na ve Lozan\u2019a ayk\u0131r\u0131d\u0131r. Viyana Konvansiyonu\u2019na g\u00f6re az\u0131nl\u0131klar\u0131 belirlenme hakk\u0131, \u00fclkelerin kendilerine aittir. \u00a0K\u00fcrt k\u00f6kenli vatanda\u015flar\u0131m\u0131z az\u0131nl\u0131k de\u011fildirler, \u00e7\u00fcnk\u00fc \u00e7o\u011funlu\u011fa mensupturlar. Etnik topluluklar ise, anayasalar\u0131m\u0131za ve uluslararas\u0131 hukuka g\u00f6re milletin kendisidir; az\u0131nl\u0131k de\u011fildirler.<\/em> <em>Buna ra\u011fmen AP ald\u0131\u011f\u0131 bir kararla; \u201c<\/em><em>T\u00fcrk H\u00fck\u00fcmetine, PKK&#8217;ya ve di\u011fer K\u00fcrt \u00f6rg\u00fctlerine, K\u00fcrt konusunda \u015fiddete dayanmayan ve siyasi bir \u00e7\u00f6z\u00fcm bulmalar\u0131 i\u00e7in ellerinden gelen t\u00fcm \u00e7abay\u0131 g\u00f6stermeleri i\u00e7in \u00e7a\u011fr\u0131da bulunur.&#8221; demektedir. G\u00f6r\u00fc\u015fmelerden sonra da, i\u015fgal komutan\u0131 edas\u0131yla \u00fclkemizi su\u00e7lay\u0131c\u0131, b\u00f6l\u00fcc\u00fc ter\u00f6ristleri cesaretlendirici ve k\u0131\u015fk\u0131rt\u0131c\u0131 beyanatlar vermeyi de ihmal etmemektedirler.<\/em><\/p>\n<p><em>AP&#8217;nin DEP&#8217;lilerin yarg\u0131lanmas\u0131 \u00fczerine 15 Aral\u0131k 1994&#8217;te &#8220;T\u00fcrk H\u00fck\u00fcmetinin \u00fclkenin t\u00fcm\u00fcn\u00fc temsil etmedi\u011fi&#8221; iddias\u0131yla self-determinasyon hakk\u0131n\u0131n kullan\u0131labilece\u011fine dair bir karar alm\u0131\u015ft\u0131r. Bahsi ge\u00e7en kom\u015fular ise; Yunanistan, Bulgaristan, Ermenistan, G\u00fcrcistan, Azerbaycan, \u0130ran, Irak ve Suriye\u2019dir. AB\u2019nin bu \u00fclkelerle ili\u015fkilerimize m\u00fcdahil olmas\u0131 halinde, ba\u015fta Yunanistan, Ermenistan ve K\u0131br\u0131s Rum y\u00f6netimi \u00e7ok mutlu olacakt\u0131r. Mutlulu\u011fun gerek\u00e7eleri, \u0130lerleme raporunda a\u00e7\u0131k\u00e7a g\u00f6r\u00fclmektedir.<\/em><\/p>\n<ol start=\"50\">\n<li>\n<h2>T\u00fcrkiye&#8217;nin Orta Asya&#8217;n\u0131n T\u00fcrki dillerinin konu\u015fuldu\u011fu b\u00f6lgeleri aras\u0131nda siyasi ve k\u00fclt\u00fcrel ba\u011flar\u0131n\u0131n b\u00f6lgedeki \u00fclkelerle olan ili\u015fkilerde gerilimi tetiklememesi<strong style=\"font-size: 15px;\">\u00a0<\/strong><\/h2>\n<\/li>\n<\/ol>\n<p><em>D\u0131\u015f politika, AB yetki alan\u0131na girmeyen ve m\u00fcktesebata ayk\u0131r\u0131 bir konudur. Ciddiyetten mahrum bir talep\u2026 AB, sanki\u00a0 sava\u015fa girmi\u015f de, T\u00fcrkiye\u2019yi teslim alm\u0131\u015f edas\u0131 i\u00e7inde, \u00fclkemizi resmen y\u00f6netmeye yeltenmekte; talimat vermektedir.<\/em><\/p>\n<h2>De\u011ferlendirme ve \u00e7\u0131k\u0131\u015f yolu<\/h2>\n<p>17 Aral\u0131k Zirvesinde, AB\u2019ye uyum ad\u0131 alt\u0131nda, varl\u0131\u011f\u0131m\u0131z\u0131 hedef alan istenenler b\u00f6ylece devam etti. S\u0131ras\u0131yla ele al\u0131narak incelenen istekler ve anlamlar\u0131 \u00fczerinde yap\u0131lan a\u00e7\u0131klamalar\u0131 yeterli g\u00f6rerek, burada kesiyoruz. G\u00f6r\u00fcld\u00fc ki istekler; siyasi veya m\u00fcktesebata ayk\u0131r\u0131 ya da AB yetki alan\u0131na girmeyen taleplerden olu\u015fmaktad\u0131r. Bunlar\u0131n \u00f6nemli bir k\u0131sm\u0131 da uyum yasalar\u0131yla i\u00e7 hukukumuza ge\u00e7irilmi\u015ftir.<\/p>\n<p><em>Anayasaya ra\u011fmen; devlet kurumlar\u0131n\u0131n yerel ve ana dillerde yay\u0131n, e\u011fitim, \u00f6\u011fretim ve ileti\u015fimine; partilerin ve belediyelerin etnik dillerde yaz\u0131\u015fma ve propaganda yapmas\u0131na; T\u00fcrk Milletini etnik bir topluluk mesabesine indirip, olu\u015fturulan di\u011fer etnisitelerle devletin, milletin ve vatan\u0131n payla\u015f\u0131lmas\u0131na ortam haz\u0131rlanm\u0131\u015ft\u0131r. Ama\u00e7; 1923\u2019de kurulan T\u00fcrkiye Cumhuriyetinin tasfiye edilmesi ve yerine gelecek \u00e7ok ortakl\u0131 yeni devletin haz\u0131rlanmas\u0131d\u0131r.<\/em><\/p>\n<p>AB, bu oyunun sahibiydi.
